MARAMAG, Bukidnon – The 88th Infantry “Maringal” Battalion, Philippine Army with Central Mindanao University (CMU) and 524 Engineering Construction Battalion, facilitated the improvement of Farm to Market Road in BTL community of Barangay Dologon, Maramag, Bukidnon.

On 16 May 2020, a rehabilitation was started for the 11.5 kilometers road in the said area. This is the first road improvement of the community after more than three (3) decades of conflict between the CMU and BTL formally ended through a localized peace initiative.

Furthermore, the CMU President also stated that the university in partnership with different LGUs and AFP will facilitate the establishment of a potable water system as well as other development programs in BTL. He also engaged the Department of Agriculture of Region X to have free access to Farm/Rice Mechanization Program for BTL to help their farmer members lower the production cost and post-harvest losses.

Mr. Winnie L. Loable, President of BTL, expressed his sincere gratitude to the CMU and the Philippine Army for the ongoing road rehabilitation and also for bridging peace and development in their community.

Lt. Col Franklin F Fabic Commanding Officer of 88IB said, “To the BTL members, the 33 years of struggling has ended. You can now live normally with no worries about the future of your children. Let this be the start of the improvement as you welcome the government efforts in your area. To the CMU, we are very thankful for being our partner in achieving lasting peace and sustainable development in our area.”

The BTL organization was a former umbrella of leftist organizations that support the CPP-NPA-NDF. The community has already denounced its ties with the said terrorist organization after the successful area clearing from communist terrorists’ influence by the 88IB troopers through the Community Support Program.

In his statement, Dr. Jesus Antonio G. Derije, President of CMU said, “With our sincere aim to harmonize and actualize a win-win solution to the 33-year long-drawn-out conflict between CMU and Informal Settlers, moreover, to form part of CMU’s social responsibility, a Memorandum of Agreement (MOA) and an Inter-Local Agency Partnership Agreement (ILAPA) were initiated and actualized. The MOA on Inclusive Development and Sustainable Peace between CMU and Bukidnon Free Farmers Agricultural Laborer Organization. (BUFFALO), Tried Agricultural Movers Assoc. of Rural Active Workers (TAMARAW), Land Tiller Inhabitants of Musuan (LIMUS), or popularly known as ‘BTL’ was formalized last February 11, 2020. Moreover, the ILAPA between CMU and 524ECB, 52nd Engineering Brigade Philippine Army for the conduct of projects for the benefit of communities influenced and threatened by the CPP-NPA-NDF formalized last May 15, 2020. These two agreements aim to guarantee peaceful and effective implementation of programs as stipulated in EO 70 of President Duterte.”
