Despite the unilateral ceasefires declared by the Government of the Republic of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP) and calls made by the United Nations (UN) for a global ceasefire, the Armed Forces of the Philippines/Philippine National Police (AFP/PNP) continue to launch military operations against the New People’s Army (NPA). These resulted to several armed confrontations with the NPA in the different parts of the country, causing several casualties on the side of the AFP and PNP, which angered Duterte.
From these the AFP, PNP and Duterte immediately portrayed the NPA as harassing and seizing “food assistance” from the Department of Social Welfare and Development (DSWD) and local government units (LGU) intended for those affected by COVID-19. It is clear that such vilifications are part of nationwide deliberate fabrications unleashed by the US-Duterte regime against the NPA.
It intends to besmirch the reputation of the NPA who are actively launching campaigns to fight COVID-19 within the guerilla fronts. It also attempts to disguise their continuing combat operations at a time when the people are facing the serious problem of COVID-19.
In NEMR, the AFP and PNP immediately broadcast these lies whenever combat incidents happen between the NPA and fascist troops. Since March 19 until April 2020, there have been five combat incidents in the region. In these encounters, NPA forces were struck under different circumstances, by attacking AFP forces. Several high caliber firearms were taken from the NPA. The NPA-NEMR was compelled to engage, to defend itself against the annihilating attacks of the AFP forces.
Such was what happened when the NPA-Agusan del Sur was raided by 3rd SFB troops in the morning of April 17, 2020, in the mountain area of Sitio Mikit, Brgy. San Martin, Prosperidad, Agusan del Sur. It is not true that the 3rd SFB AFP escorted those who delivered assistance because the DSWD and LGU of Prosperidad, Agusan del Sur peacefully handed out food assistance to the residents of three barangays (San Martin, Libertad ug Mabuhay) in April 14. Thus, the AFP lied when they said that the NPA planned to harass 3rd SFB troops and seize food assistance during its distribution to residents. It is clearly a fabrication by the 3rd SFB and 401st Brigade to rationalize their attacks.
The truth is that the NPA-NEMR is actively helping the people in the countryside of the region to promptly disseminate information on the actions to be taken to prevent the transmission of COVID-19. It is helping organize and mobilize health committees of the revolutionary mass organizations to care for the health of the people. We encourage and unite the farmers to intensify food production. Through this, we help the people in the towns and cities by ensuring a steady source of food supply especially at a time of shortage because of prolonged community quarantine.
The AFP has not instigated similar actions in the countryside, instead they harass and arrest civilians based on trumped-up charges during this time when we are facing the problem of COVID-19.
It is clear that such nationwide deliberate fabrications of the AFP and PNP are being done to conceal their treachery and irresponsible disregard for the humanitarian call of the United Nations for a ceasefire. It serves Duterte’s psywar tactic and conditioning of the minds of the people for his declaration of a nationwide martial law. It is also being used by Duterte as justification to make it appear that the CPP-NPA-NDFP are not interested in peace talks even though he himself constantly derails it.
The AFP continue to attack or launch combat operations against the NPA because it has war mentality and does not want its budget to be reduced. They worry that a portion of their funds will be used to mitigate the escalating effects of the problem brought about by the virus. In order to justify themselves to the public, it has to fabricate allegations. Thus, the continuing military operations in the countryside ensures the continuous corruption of military officials of funds allocated for intelligence, military equipment, E-CLIP and others. Duterte supports this because he can only count on the military to ensure his continuing rule.
The treachery of the US-Duterte regime and AFP/PNP must be exposed and opposed, including its plan to establish dictatorial rule. Fight military rule! End the US-Duterte regime!
