Michael Sibaluca of OPAPP-XI says the Office is continuing to support peace-building efforts in conflict-affected areas in Davao Region.

The Office of the Presidential Adviser on the Peace Process for Region XI (OPAPP XI) is confident that despite the canceled peace talks between the CPP-NDF-NPA and the Philippine Government, peace can still be attained through the Executive Order No. 70 or the Whole-of-Nation Approach to End Local Communist Armed Conflict (ELCAC).

Under the said executive order, Michael Sibaluca of OPAPP XI stressed the importance of having an effective convergence between all national government agencies in delivering government services to conflict-affected areas.


“The good news here in Davao Region, if compared to other regions in the country, is that our region is trailblazing in implementing E.O. 70 at the provincial and municipal level,” Sibaluca said.

The effects of the continued efforts of various government agencies within the region can be felt by how different insurgent groups have laid down their arms and chose peace over violent armed conflict.

“According to the intelligence committee, there are guerilla fronts that were dismantled in Compostela Valley, Davao Oriental, and Davao Del Norte,” Sibaluca said.

As part of the implementation of ELCAC on the provincial level, Davao Del Norte fully supports the current development of the localized peace talks framework within his province.

“The most recent efforts in achieving localized peace talks is through Governor Jubahib because it is in his province that the framework for the localized peace talks is being developed,” Sibaluca added. (PIA XI – Kevin Caro)
