World Bank, PH-based group sign grant to support ex-Moro Islamic Liberation Front fighters' livelihoods

Metro Manila (CNN Philippines, July 8) — The World Bank and the Philippine-based Community Family Services International (CFSI) have inked a $4-million grant deal (around ₱222 million) for a project intended to boost sustainable livelihoods and community participation of former Moro Islamic Liberation Front (MILF) combatants.

In a statement on Friday, financial institution said around 39,200 people in six rural communities in the Bangsamoro Autonomous Region in Muslim Mindanao will benefit from the project.

The Bangsamoro Camps Transformation Project is financed under the Bangsamoro Normalization Trust Fund, a World Bank-administered fund established in 2021 which oversees assistance from development partners for the decommissioning of MILF combatants in BARMM.

According to the Washington-based lender, the project aims to increase incomes from agriculture through capacity building and skills development for cooperatives and women's groups, infrastructure improvements, and construction of community facilities.

"The long-term goal is to contribute to income stabilization and food security of households in these communities through improved basic infrastructure, enhanced livelihood diversification, and climate-smart agriculture," said Ndiamé Diop, World Bank Country Director for Brunei, Malaysia, Philippines, and Thailand.

"This project provides an important entry point for strengthening collaboration across different levels of government and stakeholders such as communities, local government units, regional ministries, and other contributors to the peace process" said World Bank Senior Social Development Specialist Ditte Marie Fallesen, the task team leader for the project.

"Climate and disaster risks present significant challenges in the camp communities and will require a multi-stakeholder approach to build community resilience," Fallesen added.

The Bangsamoro Development Agency, the development arm of the MILF, will lead the initiative at the community level.

The project was approved by the MILF and the Philippine government's Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) on June 6.

PNP, BARMM execs meet to improve security in Mindanao

MANILA – Philippine National Police (PNP) chief Gen. Benjamin Acorda Jr. has met with Al Haj Murad Ebrahim, chief minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), to discuss areas of cooperation that will further improve the security situation in Mindanao.

Acorda said Ebrahim’s visit on Friday in Camp Crame was part of the BARMM’s officials' commitment to peace and order in the region amid the recent incident in Muslim when a police officer was wounded and several cops and soldiers were wounded in a clash with a former vice mayor of Maimbung town.

“It was an official visit and at the same time to renew commitment in the path of peace especially in the BARMM area. We in the PNP recognized all the mechanisms that are in place as far as the peace and order situation in the area is concerned,” Acorda said in a statement on Saturday.

“We also renewed our cooperation and active coordination. The real purpose for this is the de-escalation of hostilities in Mindanao and if possible, if we can put up some developments there without necessarily the cost of lives and other hostilities in the area.”

The service of arrest warrants against Pando Mudjasan led to a fierce gun battle and resulted in more than 6,000 local residents being forced to flee their homes.

The incident was blamed on lack of coordination.

Mudjasan is still at large and the PNP is coordinating with BARMM for the conduct of pursuit operations.

Acorda and Ebrahim also discussed security preparations for the Barangay and Sangguniang Kabataan Elections slated Oct. 30.

“That is also one of the discussions that we had earlier together with the BARMM officials na kami magtutulungan (that we help each other out). So we identified some areas medyo na may nakikita natin na mga (where we see the) presence of threat groups,” Acorda said.

Ebrahim assured the PNP and the Armed Forces of the Philippines that they will their best to maintain peace and order in the region.

“We all know that in the past years, BARMM has been very unstable. But now, gradually we are now returning to normal. We are assuring the PNP that we will help in the implementation of the peace and order situation in the area,” Ebrahim was quoted by the PNP.

Italy brings Navy ship to PH, eyes more presence in Indo-Pacific

From the Philippine News Agency (Jul 8, 2023): Italy brings Navy ship to PH, eyes more presence in Indo-Pacific (By Joyce Ann L. Rocamora)

MANILA – The Italian Navy offshore patrol vessel Francesco Morosini docked in Manila on Saturday for a four-day goodwill visit, signaling Italy’s growing interest in the strategic region.

Rear Admiral Fabio Gregori, chief of staff of the Italian Navy Fleet, said the visit is meant to develop defense and security ties and strengthen cooperation with the Philippines as Rome seeks an increased presence in the Indo-Pacific, including the South China Sea.

“Routinely, we plan to deploy ships into the Indo-Pacific to strengthen the ties with the Navies in this very important area,” he said in a press conference aboard the vessel.

Italian Ambassador to the Philippines Marco Clemente said the deployment also aligns with the 2016 Arbitral Ruling in emphasizing the importance of adhering to the international law of the sea.

The arbitral tribunal adjudicating the Philippines’ case against China in the South China Sea ruled overwhelmingly on July 12, 2016 in favor of the Philippines, determining that major elements of China’s claim -- including its nine-dash line, recent land reclamation activities, and other activities in Philippine waters -- were unlawful.

The Francesco Morosini will be in the country until July 11 as part of a five-month naval campaign “to promote naval diplomacy, along with freedom of navigation, respect for the international law of the sea and a safe and inclusive Indo-Pacific.”

At the end of the visit, it will hold a joint passing exercise (PASSEX) with the Philippine Navy, which Clemente sees would open up more opportunities for future Philippine-Italy maritime cooperation.

“I wouldn’t be shy in using the word game changer about this visit. The presence of Morosini can make a difference for the future of our bilateral relations,” he said.

Italian President Sergio Mattarella conveyed on June 15 Italy’s intention to pursue defense cooperation with Manila, particularly on the procurement of defense equipment.

Italy’s Defense Attaché Maurizio Pitton had also discussed future collaborations with the Philippine Navy about the new concept and new generation patrol vessels that could help the Philippines’ ongoing modernization efforts.

In the same presser, Clemente disclosed that the two governments are working to finalize a memorandum to improve military industry relations.

He declined to provide details but said the agreement would serve as the “base of the future” Philippine-Italy defense cooperation.

"We have a lot to offer and I'm glad to say that the Philippines, they have a lot (to) ask, they're very interested in our technology," he said.

This is the first time the Francesco Morosini made a port call in Manila, which also coincides with the 76th anniversary of Philippine-Italian ties on July 9.

The second ship of the Italian Navy's multipurpose offshore patrol vessel class, the Francesco Morosini can perform both civil protection activities and military tasks, including patrol, logistics, transport, and surface combat.

EASTMINCOM: Inahan ug Anak nga myembro sa NPA, misurender

Posted to the Eastern Mindanao Command (EASTMINCOM) Facebook Page (Jul 1, 2023): Inahan ug Anak nga myembro sa NPA, misurender (Mother and Son NPA members, surrendered)

65th Infantry "Stalwart" Battalion, Philippine Army

SIBAGAT, AGUSAN DEL SUR - Two NPA members voluntarily presented themselves to surrender last June 29, 2023 at the 65th Infantry Battalion.

Those who surrendered were identified as Mel Dapiniagan Bato and Loloy Bato resident of Brgy Mahaba, City of Cabadbaran who were still members of Centro de Gravidad, Westland, Northeastern Mindanao Regional Committee.

According to them, they were experiencing extreme hunger and fatigue within the movement following incomplete and consecutive military operations in their area of operation. Because of this they also realise they have been completely fooled by the Communist Terrorist Group (CTG) and urge them to return to government to experience normal life with their loved ones.

Meanwhile, they are already assisted in processing their respective benefits received under the Enhanced Comprehensive Local Integration Program or E-CLIP.

Along with this, continue urging 65IB with various government agencies to the remaining NPA members may you decide to come back to government so that you can enjoy living normal and peaceful with each other Family members.

EASTMINCOM: Dugang pa nga kanhi miyembro sa NPA mitahan sa militar

Posted to the Eastern Mindanao Command (EASTMINCOM) Facebook Page (Jul 3, 2023): Dugang pa nga kanhi miyembro sa NPA mitahan sa militar (In addition, a former member of the NPA surrendered to the military)

65th Infantry "Stalwart" Battalion, Philippine Army·

Ang mag live-in partner nga misurender nga sila Dindo Kusong, taga Brgy Sto. Niño, Bayugan City ug Marilyn Mandag nga taga Brgy.

SIBAGAT, AGUSAN DEL SUR - Additional surrendered the 65th Infantry (Stalwart) Battalion in Brgy Poblacion, Sibagat, Agusan del Sur on the first day of July 1, 2023 the other two former members of NPA.

The live-in partners who surrendered are Dindo Kusong, from Brgy Sto. Niño, Bayugan City and Marilyn Mandag from Brgy. San Antonio, RTR, Agusan del Norte. They are both members of Sub-Regional Committee Westland, Northeastern Mindanao Regional Command (SRC WL, NEMRC).

Their collapse occurred following the surrender of their partner here too at 65IB last week. Their awakening to the fact that they are being deceived by a false ideology. Hearing about the good situation of their colleagues who had previously surrendered the big reason they decided to leave the movement again. Furthermore, they also want to build their own families and live in peace.

65IB extends their pleasure in the continued success of their relentless operations resulting in this consecutive surrender of NPAs. Along with other agencies, 65IB expected a relentless plea that they are willing to accept the government's return of its remaining NPA members. They pledge to be given the chance to experience a new life with their loved ones.

Posted to the Eastern Mindanao Command (EASTMINCOM) Facebook Page (Jul 7, 2023): PRESS RELEASE | EastMinCom showcases triumph against NPA in first-ever documentary film

NSFA, Panacan, Davao City - Filipinos will now get a closer glimpse into how the Eastern Mindanao Command (EastMinCom), under the exceptional leadership of LtGen. Greg T. Almerol, defeated the Communist Terrorist Group (CTG) in the first-ever documentary film "BUKHAD KALINAW: Ang mga Tagumpay ng Eastern Mindanao Command," which finally premiered on July 5 at the Cinematheque Centre Davao, Palma Gil St., Davao City.

I-Docu by John Paul Seniel's presentation of "Bukhad Kalinaw" sheds light on the invaluable contributions of the EastMinCom in attaining peace and security within its joint operational area comprising Regions 11, 13, and parts of Regions 10 and 12. It also narrates the relentless efforts of the Command that led to the declaration of the Davao Region as insurgency-free and the successful conduct of intensified military operations, which resulted in decisive accomplishments.

Part of this feat was the total dismantling of five Sub-Regional Committees, 15 Guerilla Fronts, six Vertical Formations, and two Independent Platoons of the CTG's Komiteng Mindanao, including the reduction of its components by capturing 1,158 high-powered and 223 low-powered firearms, neutralizing 1,382 CTG regulars with 135 killed, 176 captured, and 862 surrendered, as well as 209 Milisyang Bayan from March 2021 to date.

"The film is a testament to the effectiveness and efficiency of our strategies, the resilience of our troops, and the support of our communities. We will take a journey into the heart of our campaign against insurgency, showcasing the milestones we have achieved, the lives we have transformed, and the hope we have restored," LtGen. Almerol described during the premiere.

He also thanked the local government units (LGU), youth, former rebels, government agencies, and other peace partners for supporting the Command in attaining its mission. He further expressed his gratitude to the i-Docu team led by Mr. Seniel for making the docu-film a reality.

Your Eastern Mindanao Command shall work tirelessly to ensure that the gains we have achieved are not lost and that our region remains peaceful and prosperous for generations to come,” the EastMinCom Commander remarked.

Duterte, in a written message, invited fellow Dabawenyos to support and watch the documentary as it promotes the peacebuilding endeavors of government in communities.
