The Armed Forces of the Philippines and the Philippine National Police (PNP) have joined forces with the Commission on Elections (Comelec) and other sectors to ensure peaceful and orderly local and national elections on May 9.

"The event this morning shows the solidarity of the Comelec, PNP. and the AFP and all sectors of society, in each's aspirations to really ensure that we have a secured, accurate and fair elections this coming May," said AFP chief, Gen. Andres Centino, during the launch of the 'Kasimbayanan' advocacy for the 2022 elections in Camp Crame, Quezon City Thursday morning.

Aside from the military and the police, representatives from the Comelec, Philippine Coast Guard, Department of Information and Communications Technology, poll watchdogs such as the National Movement for Free Elections (Namfrel) and the Parish Pastoral Council for Responsible Voting (PPCRV), and religious and community leaders also signed a covenant of peace aimed at ensuring that the "sovereign will" of the people will prevail in the polls.

As early as January, Centino said the Comelec, PNP, and AFP have been in close coordination with each other to ensure that adequate forces are deployed in localities that may have potential problems on election day.

"So pinag uusapan na natin yan (that is being discussed right now) and in fact sa ngayon (at present) the AFP has been providing sufficient and adequate forces to coordinate with the PNP para magkaroon ng mga (to set up) checkpoints if ever may need sa isang lugar (there is a need in a particular locality) Of course we have other functions to do but dahil importante sa atin itong elections na ito (but since this election is important to all of us) this coming May, we are providing sufficient forces," he added.

Centino added that the presence of private armed groups (PAGs) is being addressed through the deployment of adequate forces in coordination with the PNP.

He, meanwhile, declined to reveal how many military troops will be deployed to secure the May elections, adding that the number will be released in "due time".

Centino said the military is also addressing security threats posed by the communist terrorist groups (CTGs) and local terrorist groups (LTGs) who may also disrupt elections through intimidation, harassment, vote buying, and through their permit-to-win, and permit-to-campaign schemes.

He also expressed confidence that the country's communist insurgency problem will be addressed soon.

"We just had our command conference sa AFP together with the PNP. We are confident that nearing the end of the President's term ay ma-address natin ang problema ng (we will address the problem of) insurgency. We are gaining successes in terms of dismantling guerilla fronts, the clearing of influenced barangays and in fact, some of the top leaders of the CPP-NPA (Communist Party of the Philippines-New People's Army) have been neutralized already," he added.

Meanwhile, PNP chief, Gen. Dionardo Carlos, said the activity was supposed to be held early in January but this was postponed as both he and Centino contracted coronavirus disease 2019.

Carlos also said that all preparations are now geared towards attaining a safe and peaceful election.

"So kasama po kami bilang deputized agency ng Comelec, will always follow the directive of the Comelec. At the same time, yung coordination namin ng AFP at sa Coast Guard doon sa task given to us by the Comelec and of course the overall instruction of President Rodrigo R. Duterte (We are part of (the effort to secure the elections) as a deputized agency by the Comelec, and we will always follow the directive of the Comelec. At the same, we will coordinate with the AFP and the Coast Guard on the tasks given to us by the Comelec, and of course the overall instruction of President Rodrigo R. Duterte)," he added.

Carlos said they will deploy personnel assigned at national and regional headquarters in areas where they are registered voters.

"Ang aking instruction yung amin pong deployment for (and as part of my deployment instructions for) the election, we will include the personnel in the NHQ (National Headquarters) in the regional headquarters at ibaba namin sila kung saan sila botante (and we will deploy them in the areas that they are registered voters). This is unlike in the past, where only RSSF (Reactionary Standby Support Force) is deployed," he added.

Carlos said police officers will be deployed to their areas 10 days before the elections.

"So we will have more policemen on the ground. We will have a bigger number of QRF (Quick Reaction Force) and our RSSF is a small number because we have already forward deployed our personnel in the headquarters and regional headquarters," the PNP chief added.

Yarra was designated as the new chief of the Police Regional Office 4A (Calabarzon), replacing Brig. Gen. Eliseo Cruz who is now the deputy director of the Area Police Command (APC) in the Visayas.

Meanwhile, PNP Training Service director Brig, Gen. Bernard Banac will now head the PRO 8 (Eastern Visayas), replacing Brig. Gen. Rommel Cabagnot, who was reassigned to the Office of the Chief PNP (OCPNP).

On Monday, Carlos said at least 38 police commanders in the National Capital Region and other parts of the country were reassigned to other posts in line with the ongoing efforts of the PNP to isolate the organization from local partisan politics.

He said those reassigned effective last January 8 are composed of provincial directors, city directors, and chiefs of police.

Department of National Defense (DND) Secretary Delfin Lorenzana reminded all military personnel to remain non-partisan and apolitical in the coming May 9 elections.

He made this reminder during his visit to Camp Kibaritan in Kalilangan, Bukidnon where he had a brief talk with the men and women of the Mindanao Training Group of the Philippine Army.

"As my term as SND (Secretary of National Defense) is about to end, I thanked each and everyone of them for the solid support that they have accorded me. I also reminded them to stay non-partisan and apolitical during the upcoming national elections and do their best to ensure a smooth transition of national and local leadership," Lorenzana said in a Facebook post Wednesday night.

Also, the DND chief said the 42,000-hectares Kibaritan Military Reservation has great potential as a training area for troops.

"Being the second-largest military reservation of the AFP (Armed Forces of the Philippines), the Kibaritan Military Reservation holds great potential for future endeavors of our troops. Thus, we look forward to fully developing it as a Combined Readiness Training Area (CRTA) of the AFP," he added.

The largest was originally the Fort Magsaysay Military Reservation in Nueva Ecija at 73,000 hectares but this was reduced to 35,647 hectares after seven presidential proclamations.

Armed Forces of the Philippines (AFP) chief, Gen. Andres Centino, urged all military units in Northern Mindanao to exert all possible efforts in defeating the communist insurgency before President Rodrigo R. Duterte ends his term this June.

"Give your best. We will make sure you have resources. We want to end this insurgency, to capture its top leaders here. More importantly, we want to honor the heroism of our comrades who made the ultimate sacrifices in this decades-old fighting,"
he said during his visit to the Cagayan De Oro-based 4th Infantry Division on Wednesday.

These resources include the necessary equipment, aside from the enhancement of skills of the soldiers so that they are prepared for the challenges of fighting and neutralizing these threats.

Centino also lauded the 4th Infantry Division for its successes against the communist terrorist group (CTG) in the past months.

The 4th Infantry Division was responsible for neutralizing high-ranking communist terrorist group personalities in Northern Mindanao and Caraga regions, including the head of the New People's Army (NPA) National Operations Command Jorge "Ka Oris" Madlos.

He said this feat demoralized the NPA nationwide, resulting in the mass surrender of communist rebels.

"I am confident that we can comply with the deadline of President Rodrigo Duterte. I take confidence in my experience here at 4th Infantry Division and its recent accomplishments that saw the demise of the CTG's top leaders in Northern Mindanao," he added.

Centino previously served as commander of the 26th Infantry Battalion and 401st Infantry Brigade before being appointed as head of the 4th Infantry Division.

After his talks to the troops, the AFP chief joined Department of National Defense (DND) Secretary Delfin Lorenzana and Department of Public Works and Highways (DPWH) Undersecretary for Regional Operations in Mindanao Eugenio R. Pipo Jr. and Philippine Army commander Lt. Gen. Romeo S. Brawner Jr. in the inauguration and blessing of the new 4th Infantry Division administration building and the site groundbreaking for the new Camp Evangelista Station Hospital.

These projects are part of the Tatag ng Imprastraktura para sa Kapayapaan at Seguridad (TIKAS) convergence program of the DPWH and DND.

Centino also visited a remote forward base of the 8th Infantry Battalion in Barangay St. Peter, Malaybalay City, Bukidnon.

"As your Chief of Staff, I assure you that the AFP will continue to give its full support for the completion of the projects that are of great benefit to our troops and the surrounding communities in your area of operation," he added.

The close military ties between the Philippines and the United States were further demonstrated in the bilateral meeting of the chiefs of the Philippine Army (PA) and US Army Pacific (USARPAC) on Tuesday.

In a statement Wednesday, PA chief Lt. Gen. Romeo Brawner Jr. thanked USARPAC chief Gen. Charles Flynn for providing military assistance and technical intelligence to PA which proved instrumental in defeating ISIS-inspired terrorists that attacked and occupied Marawi City in 2017.

“We just want to express our gratitude for all the support that you have been giving the Philippine Army through our trainings, exchanges, and exercises,”
Brawner said.

Brawner also told the USARPAC chief that the PA is planning to send this year a company-size delegation to the Joint Pacific Multinational Readiness Center in Hawaii.

Flynn, meanwhile, congratulated Brawner for his recent designation as PA chief and his promotion to three-star rank.

The USARPAC chief added that his command is willing to share lessons and expertise in the creation of quick reaction deployable brigade combat teams in order to enhance the combined arms capability of the PA.

Brawner, in his command guidance, has vowed to enhance the skills of soldiers which is one of the most important resources of the PA to further bolster the capabilities of the Army units towards accomplishing their missions.

Army moves ‘skilled’ battalion to Eastern Visayas in all-out bid to crush insurgency in region

From the Business Mirror (Feb 1, 2022): Army moves ‘skilled’ battalion to Eastern Visayas in all-out bid to crush insurgency in region (By RENE ACOSTA)

AN Army battalion from Davao has been redeployed in the Visayas region to boost the campaign against New People’s Army rebels in the central part of the country as the military races to end the communist-led insurgency before President Duterte leaves office this year.

The 3rd Infantry Battalion (3rd IB), which operated in the area of the 10th Infantry Division (10th ID) in Davao provinces, is heading to Eastern Visayas, which is under the operational area of the 3rd ID to help end the insurgency in the Visayas region.

“The addition of this unit only manifests the sincerity of our government to eradicate the menace of the communist terrorists in this part of the country and sustain the people’s democratic way of life,” said Armed Forces Visayas Command (Viscom) commander Lt. Gen. Robert Dauz.

The 3rd IB, commanded by Col. Juvenal Mark Tayamen, will be deployed specifically in Samar, a deployment that was made in relation to the order of the Armed Forces Chief of Staff General Andres Centino to end insurgency within Duterte’s term, according to Viscom acting spokesman Major Israel Galorio.

Dauz said while the strength of the rebels is already diminishing in Samar, “there will be no let-up in their operations” and the presence of the 3rd IB will “boost the internal security operation and expedite the dismantling efforts to the remaining guerilla fronts in the province.”

Deployed for six years in Davao’s Paquibato District, the 3rd IB dismantled in 2018 the NPA’s Guerilla Front 54 that operated in Davao City and ended the rebels’ Pulang Bagani Command 2 and 3 a year later. In 2020, it also dismantled the Guerilla Front 56 that operated in the area.

The battalion, according to the 10th ID, also played a big role in the dismantling of the Sub-Regional Committee 5 of the NPA’s Southern Mindanao Regional Committee, which partly came with the surrender of its secretary, Ida Marie Montero, alias Ka Mandy, along with other leaders and members of the group.

Galorio said the 3rd IB has gained vast experienced in guerilla warfare and familiar with the rebels’ tactics.

On Monday, a firefight between elements of the 19th IB and rebels under Front Committee 1 of the Sub-Regional Committee “Emporium” transpired in Barangay Senonogan De Tubang, Silvino Lobos, Northern Samar.

Galero said the soldiers recovered an anti-personnel mine, a .45 caliber pistol and an improvised rifle.

CPP: Codaste abducted, tortured and killed

Posted to the pro-CPP/NPA/NDF online propaganda publication Bulatlat (Feb 1, 2022): CPP: Codaste abducted, tortured and killed (Raymund Villanueva)

NDFP peace consultant’s death similar to NPA commander Villanueva and spokesperson Madlos.

National Democratic Front of the Philippines (NDFP) peace consultant Pedro Codaste was abducted and murdered by government soldiers, the Communist Party of the Philippines (CPP) announced.

Citing initial reports from the New People’s Army (NPA), the CPP said Codaste (Ka Gonyong/Serv) was probably abducted and subsequently summarily executed between January 19 and 25.

The CPP said that Codaste was detached from the NPA since August 2021 to recover from various ailments and was staying in a house somewhere in Bukidnon.

“Communications with Ka Gonyong was cut on January 19 during which he was likely taken by armed enemy agents of the AFP. In all likelihood, Ka Serv was subjected to torture before he was summarily executed by the fascist butchers of the AFP (Armed Forces of the Philippines),” CPP chief information officer Marco Valbuena said.

The 4th Infantry Division of the AFP’s Eastern Mindanao Command said Codaste was killed in a clash between its 16th Infantry Battalion and the NPA last January 21 in Barangay Kalabugao, Impasug-ong, Bukidnon.

The clash resulted in Codaste’s death, along with his companion identified as Ka Globe/Sandro who the CPP revealed was also recovering from battle wounds.

The CPP however said that the no such incident happened in the area on that day based on the report by the NPA unit in the area.

“The CPP denounces the AFP for the string of murder of revolutionaries who were either captured or were unarmed and in no position to fight. At least 15 revolutionaries have been summarily killed by AFP forces since early 2020,” the group said.

Codaste’s death was similar to the recent killing of NPA spokesperson Jorge Madlos (Ka Oris) who was killed with a medic in Bukidnon after they were abducted last October 29, 2021, and NPA commander Menandro Villanueva, who was captured alive in an armed encounter in Davao de Oro, but was declared killed by the AFP last January 6, 2022, the CPP said.

The CPP said Codaste was in his 70s at the time of his death.

“He served well the revolutionary movement for more than 50 years. He was among the first batches of Red fighters who forged the trail of armed struggle in Northern Mindanao, and was among those who built the first units of the NPA,” the CPP added.

The group described Codaste as an ardent student and untiring teacher of Marxism-Leninism-Maoism.

“Ka Gonyong died a revolutionary hero. His lifelong commitment to serve the workers and peasants will forever inspire the new generation of revolutionary fighters to persevere along the arduous path of resistance to fight for the people’s national and democratic aspirations,” the CPP said.

CITING hardship in the armed struggle, two former supporters of the New People's Army (NPA) surrendered to the 605th Maneuver Company (MC), Regional Mobile Force Battalion (RMFB)-6 of the Philippine National Police with its Community Support Program (CSP) on Saturday, January 29, 2022.

The police
identified those who surrendered as "Ka Bantol," a former chairman of a progressive organization and "Ka Kikoy."

Ka Bantol said he served as lecturer and recruiter of the NPA sympathizers, organizer of rallies and helped in helping wounded armed rebels, while Ka Kikoy is his assistant, police records showed.

Ka Bantol added that he is willing to change his ways to live his life peacefully with his family.

They surrendered to Captain Ivan Villarosa of the 605th MC and company commander Major Gerald Suquib based in Escalante City and RMFB-Western Visayas commander Lieutenant Colonel Joel Garcia.

The duo was turned over to the city's National Task Force to End Local Communist Armed Conflict for the livelihood program.

It has been the objective of the program to make all the Filipinos unite and be one to have a safer, peaceful and progressive community that will bring everyone to success, the police said.

The program also aims to encourage the rebels to return to government fold and live a safer, peaceful and happy life with their families.

Cop slain in Catanduanes clash

From the Philippine Daily Inquirer (Feb 1, 2022): Cop slain in Catanduanes clash (By: Ma. April Mier-Manjares)

A police officer was killed in an encounter with suspected members of New People’s Army in San Miguel town in Catanduanes on Tuesday morning.

Police Major Maria Luisa Calubaquib, Bicol police spokesperson, said in a report that the slain cop, Senior Master Sergeant John Teston who was assigned at the San Miguel police station, was part of a team that was tasked to arrest a rape suspect. She did not name the rape suspect in the report.

However, the said suspect, who was considered as rank no. 10 in the most wanted persons list in the said town, was not in the area when the policemen went to serve the arrest warrant, Calubaquib added.

She said when the police officers, on board their motorcycles, were about to leave the Barangay JMA at around 6 a.m. after the failed attempt to arrest the rape suspect, they were ambushed by at least 15 suspected rebels.

Teston was killed while the five other police officers were unharmed.

Calubaquib said the rebels carted away phones, wallet, copy of the arrest warrant and the service firearm of the slain cop.

The police is still investigating the connection of the unnamed rape suspect to the rebels.

Rebel yields after 11 years underground

From Panay News (Feb 2, 2022): Rebel yields after 11 years underground (By Ruby P. Silubrico)

ILOILO City – A New People’s Army (NPA) rebel surrendered to the police of Bingawan town on Monday.

The 27-year-old Leonil Navigar of Barangay Poblacion, Bingawan also surrendered a .357 revolver with two bullets.

Joining the rebel movement at age 16, Navigar had a total of 11 years with the NPA. He led Squad 1 Igabon Platoon based in Tapaz, Capiz.

Mayor Mark Palabrica said Navigar was convinced to leave the NPA after knowing that the municipal government had been helping rebels surrender.

Navigar had other relatives in the underground movement, according to Palabrica, such as a brother-in-law.

The local government of Bingawan gave as assistance to Navigar one sack of rice and P10,000.

More benefits await the former rebel from the Enhanced Comprehensive Local Integration Program or E-CLIP of the national government.

“We are thankful that he finally realized nga wala sia sang maayo nga madangatan,” said Palabrica.

He urged other rebels to surrender, too.

“The government is willing to help them,” Palabrica said.

The NPA has three options – die in an encounter, be captured or surrender voluntarily, according to Major General Benedict Arevalo, commander of the Philippine Army’s 3rd infantry (Spearhead) Division based in Tapaz, Capiz.

Surrender is the best option, he stressed.

According to Arevalo, in Panay Island, the 3ID’s biggest accomplishment were the deaths of 16 rebels in an encounter on Dec. 1, 2021 in Barangay Alimodias, Miag-ao, Iloilo.

“Once again, I call the rebels to surrender kasi kahit kami ayaw namin ng away. Kung willing kayo magbalik-loob sa gobyerno, we will help you through the E-CLIP program,” Arevalo said.

Tataw nga kalapasan kini sa Comprehensive Agreement on the Respect of Human Rights and International Humanitarian Law (CARHRIHL) ug Protocol of War.

Samtang wala pay tinuod nga reporma sa yuta, desenteng suhulan ug libreng katilingbanong serbisyo, walay tinuod nga makatarunganon ug malahutayong kalinaw.

Propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Feb 1, 2022): Tubag sa pasangil ni Rico Maca batok sa NPA//Dili NPA ang nagpusil sa Tina Tribal Chieftain (Response to Rico Maca's accusation against the NPA // It was not the NPA who shot Tina Tribal Chieftain)

Propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Jan 31, 2022): Singilin ang SOLCOM, 2nd ID at 59th IB sa panggagahasa at pagtortyur sa dalagita sa Quezon! (Charge SOLCOM, 2nd ID and 59th IB for raping and torturing a girl in Quezon!)
