The Philippine Army (PA) presented two donated ambulances that will be utilized by the Army General Hospital to enhance its medical capabilities in support of the Luzon-wide enhanced community quarantine following the outbreak of the coronavirus disease 2019 (Covid-19), during its 123rd founding anniversary Monday.

These vehicles were officially received from the Lucio Tan Group of Companies (LT Group, Inc.) and the Jaime V. Ongpin Foundation Inc. (JVOFI) through the signing of a memorandum of agreement and deeds of donation between ranking Army officials and executives of the organizations which include JVOFI President Reinaldo Bautista, Jr. last March 3.

"This is a gesture of our full support to our men and women in uniform by helping capacitate its technical service units and personnel with the necessary equipment so they can ably provide better service to our fellowmen," LT Group Inc. President Michael Tan said.

Meanwhile, PA chief, Lt. Gen. Gilbert Gapay thanked LT Group, Inc. and JVOFI for the donation.

"The donations will surely strengthen our capabilities in supporting our government’s efforts to fight the Covid-19 in the country,” he said.

Despite the threat posed by Covid-19, Gapay said the PA remains committed to serving and securing every Filipino family all over the country.

"Even if we are currently facing an invisible enemy, the PA assures you, we are dedicated to serve and secure every Filipino family,” he added.

The Philippine Navy (PN) and various stakeholders on Monday night turned over 50 medical protective overalls or "bunny suits" to the Lung Center of the Philippines (LCP).

This is in response to the appeal of hospital officials for more personal protective equipment (PPE) suits and gowns as their supplies are running out amid the coronavirus disease (Covid-19) crisis.

PN public affairs office chief Lt. Commander Maria Christina Roxas said the "bunny suits" were requested from Tsukiden Philippines, LTI.

"Recognizing the ordeals of our health care workers on the frontline of this pandemic, the (Navy) chief directed concerned PN units to engage and coordinate with partner-stakeholders to help sustain the hospital’s capability to handle Covid-19 patients," Roxas added.

She said former PN flag-officer-in-command, retired Vice Admiral Mateo Mayuga, recommended to Navy chief Rear Adm. Giovanni Carlo Bacordo to seek the assistance of the Biñan, Laguna-based electronic manufacturing company, through Jun Papa and Herson Tabanda, who immediately responded and donated the 50 "bunny suits".

Navy personnel picked up and transported the donated medical coveralls to the LCP, demonstrating its ability to link donors to beneficiaries especially in this time of crisis.

Roxas said these "bunny suits" will augment the dwindling number of protective suits in the LCP which, according to Dr. Antonio Ramos, a Lung Center official, “uses about 80 to 100 suits a day as it handles 40 patients."

"With this, the PN continuously appeals for more donations of needed equipment for our medical front-liners in the Lung Center of the Philippines as they are expanding their services after the government assigned it as among the country’s dedicated Covid-19 hospitals," she added.

The Armed Forces of the Philippines (AFP) on Tuesday confirmed that a senior military officer and his wife are now undergoing treatment at the V. Luna Medical Center in Quezon City after they tested positive for the coronavirus disease 2019 (Covid-19).

"Said military officer has a history of foreign travel and was admitted to the medical facility and his spouse as Persons Under Investigation or PUIs last March 15. They have been undergoing proper medical management with the military officer now being asymptomatic. They will continue medical treatment until fully recovered and strictly following (Department of Health) DOH imposed protocol for Covid-19 patients," AFP chief-of-staff, Gen. Felimon Santos Jr., said in a statement.

He added that the AFP has put up measures and guidelines to protect its personnel particularly those stationed and working at Camp Aguinaldo, Quezon City against Covid-19.

"Since the community quarantine of Metro Manila started on March 15, only two gates were opened for ingress and egress to better monitor the movement of people in the Camp. Additional thermal scanners and qualified personnel were likewise made available to hasten the process of taking temperature," Santos said.

As part of these measures, the AFP Commissioned Officers' Club has temporarily ceased operations while only food stalls at the Soldier’s Mall remain operational.

Santos also said the Camp Aguinaldo Golf Course, AFP Finance Center and other financial institutions located inside the camp have temporarily stopped operations.

"Religious services were likewise closed off but were broadcast live with the help of the CRSAFP (Civil Relations Service AFP)," he added.

To ensure that the Covid-19 will not spread in the AFP headquarters, Santos said the Office of the Deputy Chief of Staff for Personnel or J-1, also issued guidelines to maximize work from home measures for civilian employees with military personnel remaining inside the camp to ensure that other security operations are unaffected.

"Likewise, the Office of the Deputy Chief of Staff for Logistics, J-4 ensured the availability of important equipment and supplies throughout AFP units especially to those manning the different Quarantine Assistance Stations," he added.

Another step in line with the AFP's anti-Covid-19 measures is setting up the availability of a military treatment facility within the camp to cater specifically to personnel manifesting symptoms of Covid-19.

House-to-house reminders from General Headquarters-Headquarter Support Command and the station hospital are also done for residents within Camp Aguinaldo, encouraging them to practice personal hygiene and other related actions to prevent the spread of the Covid-19.

"Protocol from the DOH in preventing and combatting the spread of Covid-19 is being strictly implemented including Intensified contact tracing to ensure the safety of military and civilian personnel in the General Headquarters," Santos said.

Santos, meanwhile, said he is currently undergoing home quarantine.

He added that military officials have been maintaining social distancing prior to the Luzon-wide enhanced community quarantine.

"(I am) Working from quarters. Social distancing naman kami always kahit sa (conference) before (We have always been maintaining social distancing even in prior conferences). We maintain the one-meter (distance). Just to make sure and undergo the protocol for the safety of everyone. No touch kami ever since may virus (Since the news of virus broke out, we have been observing a 'no-touch policy). That is the protocol (at the General Headquarters).

Malacañang on Tuesday welcomed the recommendation of Communist Party of the Philippines (CPP) founder Jose Maria Sison to observe its own unilateral ceasefire amid the global fight against coronavirus disease (Covid-19) pandemic.

Presidential Spokesperson Salvador Panelo said Sison’s decision to respond to the call of the United Nations (UN) for an immediate global ceasefire is “a positive development.”

“It is about time they join the collective efforts of the nation to fight the spread of the coronavirus,” he said in a message to reporters.

In view of the state of calamity and public health emergency, Panelo said Filipinos deserved a safe and peaceful environment where movement of health workers, medical supplies, food and other needs are unimpeded.

“We therefore welcome the cooperation of all, including those in the Left, to realize our goal of absolute peace during these times,” he said.

He expressed hope that Sison and communist rebels would “make good” and “stay true to their words.”

“Mr. Sison proposes concord to be realized during this global health crisis, it is also our hope that their group’s armed component on the ground would show genuine sincerity in laying down their arms and not use the occasion to mobilize their forces,” he said, referring to CPP’s armed wing New People’s Army (NPA).

Sison initially refused to reciprocate the ceasefire declared by President Rodrigo Duterte from March 19 to April 15, calling it “premature, insincere, and false” and “no clear basis yet to reciprocate” Duterte’s unilateral ceasefire.

Presidential Peace Adviser Carlito Galvez Jr. earlier accused the NPA of instigating violence after killing of two civilians—Manobo tribal leader Datu Bernardino Austidillo and former rebel Zaldy Ibanez—in San Miguel, Surigao del Sur, on the first day the government’s unilateral ceasefire took effect on March 19.

On the same night, armed men believed to be members of the CPP-NPA’s Leonardo Panaligan Command (LPC) attacked a Citizen Armed Force Geographical Unit (Cafrgu) patrol base in Brgy. Sandayao, Guihulngan City, Negros Oriental. No casualties were recorded during the firefight.

Sison changed his mind after UN Secretary General Antonio Guerres, in a speech at the UN headquarters in New York, called for a global truce to “focus on the true fight of our lives.”

“I am advising the negotiating panel of the National Democratic Front of the Philippines to recommend to its principal, the NDFP National Council, the issuance of a unilateral ceasefire declaration by the CPP to the New People’s Army (NPA) in order to respond to the call of UN Secretary-General António Guterres for a global ceasefire between warring parties for the common purpose of fighting the Covid-19 pandemic,” Sison said.

Sison said there is a need to refrain from launching tactical offenses to gain time and opportunity to look after people’s health and welfare.

However, he noted that even with the unilateral ceasefire in place, the NPA must be vigilant to defend themselves against attacks by government forces.

On March 18, Duterte declared a unilateral ceasefire with communist rebels to ensure the effective implementation of a Luzon-wide enhanced community quarantine from March 17 to April 12 to contain the spread of the disease.

As of Tuesday, health authorities reported a total of 501 confirmed Covid-19 cases with 33 fatalities in the country.

The Philippine Army (PA) is utilizing its Chemical, Biological, Radiological and Nuclear (CBRN) unit to decontaminate and disinfect troops manning the checkpoints throughout Luzon which is under enhanced community quarantine due to coronavirus disease (Covid-19) outbreak.

PA chief Lt. Gen. Gilbert Gapay in a media interview during the PA’s 123rd-anniversary rites on Monday morning said the CBRN unit is trained for such tasks and these procedures are done shortly after the PA personnel are relieved during the night by fresh troops.

Around 441 Army soldiers were deployed since last March 17 to man checkpoints enforcing the 30-day enhanced community quarantine being implemented in Luzon to contain the Covid-19.

"Troops are decontaminated before they rest for the night," Gapay said in Filipino.

He also said troops who have completed their tour of manning the checkpoints undergo 14-day quarantine at an Army gymnasium where there are prepared quarters for them.

"They'll be having some activities during the 14 days and they'll be monitored," Gapay said.

Gapay said one soldier has been considered a “person under monitoring” after experiencing fever, which he said, maybe due to fatigue he suffered after his checkpoint duty north of Metro Manila.

He said the PA is planning to tap PA camps nationwide as "massive containment facilities" if needed.

The Army hospitals or medical facilities inside military camps or bases have "isolation rooms" and stand-by medical teams on 24/7 duty, he added.

Due to the Covid-19 outbreak, the PA canceled its scheduled PA anniversary activities to focus on its humanitarian assistance and disaster response which include providing transportation assistance for medical professionals and other essential workers in Metro Manila during the community quarantine period.

Other PA’s initiatives include coordination with stakeholders and private individuals in extending help to frontline workers and poor communities at risk of the virus like providing transportation and distribution of food and other supplies to medical facilities.

The Army also intensified camp precautionary measures and regular training and education to personnel whose duties include processing potentially infected persons.

DAVAO CITY, Philippines – A radio network in Mindanao has denounced the red-tagging anew of one of its field reporters, as an ‘attack’ on critical media.

Malicious pamphlets tagging Radyo ni Juan Network field reporter Jessiemer Algarme and other local journalists as alleged members of the Communist Party of the Philippines and New People’s Army were distributed to the public in a church compound in Cagayan de Oro City on March 10.

Algarme was previously assigned as a field reporter for 92.7 Radyo ni Juan in Cagayan de Oro City. He is known as “Loi Algarme” on-air.

The Radyo ni Juan Network management, in a statement, condemned the vilification campaign as a “targeted attack” against the entire network.

“This personal attack on Algarme is not only an attack on an individual person but a targeted attack on the entire Radyo ni Juan Network whose only crime is to serve the interest of the Filipino people by airing the truth and current events,” said the network.

The network said this accusation is baseless and fabricated “coming from none other than government agents in Cagayan de Oro City.”

The incident has seriously affected Algarme’s safety, it added.

Algarme told Davao Today he might have been targeted because of his reporting on “people’s issues critical of the government policies.”

He called on authorities to take concrete steps in holding those who are behind the red-tagging campaign and protect the lives of journalists and other victims.

The network added that the red-tagging is also an attack on press freedom and the freedom of expression.

“It is intended to silence particular sectors of society who are critical of the Rodrigo Duterte administration and its policies,” it added.

Last February 28, malicious flyers were distributed immediately after journalists held a candle-lighting activity in front of ABS-CBN Northern Mindanao Station in CDO, as part of the nationwide protest action in support of the renewal of ABS-CBN franchise.

Aside from tagging local journalists, the flyers also branded Radyo ni Juan as a “communist radio station.”

No particular group has been identified behind the red-baiting.

Reports said top officers of the Armed Forces of the Philippines (AFP) in Northern Mindanao have already denied that they are engaging in red-tagging.

Distribution of malicious flyers tagging CDO local religious leaders, lawyers, activists, and journalists started early last year which human rights group Karapatan described as a “military hit list” aiming to incite threats to individuals and organizations that are critical of government policies.

The vilification campaign continues since then prompting the City Council of Cagayan de Oro in September 2019 to form a technical working group to look into the incidents and protect the individuals being red-tagged.

The Army’s 44th Infantry Battalion (44th IB) foiled an attempt by the New People’s Army (NPA) to disrupt a government information campaign on the coronavirus disease 2019 (COVID-19) in Barangay Penaranda, Kabasalan, Zamboanga Sibugay on Saturday, March 21.


According to 44thIB Commanding Officer Lt. Col. Don Templonuevo, the troops were visiting a local community for an information campaign on the COVID-19 when armed terrorists fired at them.

This prompted the soldiers to fire back, engaging the NPAs in a 12-minute firefight before the insurgents went on a retreat.

The soldiers recovered an improvised explosive device, subversive documents and backpacks with personal belongings, assorted food and medical supplies, from among the things that the retreating rebels left behind.

President Duterte had earlier ordered a ceasefire against the Communist Party of the Philippines (CPP)-NPA-National Democratic Front (NDF) as the country dealt with the COVID-19 crisis. But this was promptly rejected by the Leftist group.

The military’s 102nd Infantry Brigade Commander Colonel Leonel Nicolas said the brigade has complied with the president’s order to suspend all military operations on the ground.

“That is why I have ordered our men to shift their efforts in assisting the local government units in their information campaign against the threat of COVID-19 in the far-flung communities,” said Nicolas.

“It clearly shows mercilessness of the Communists terrorist group even during these times of national crisis,” Nicolas added.

Meanwhile, Major General Gene Ponio, Commander, 1st Infantry Division, condemned the atrocities by the Communist rebels against government troops despite the declaration of unilateral ceasefire by the President.

“We hope that the CPP-NPA can show sympathy to the call of the people and the President to stop all hostilities as we fight a common enemy that is unseen, vicious and deadly,” Ponio said. “We assure the public that there is nothing that they should worry as of the moment.”

Armed Forces of the Philippines-Western Mindanao Command (AFP-WestMinCom) launched a lightning raid at a residence of a local terrorist in Talipao Sulu, Thursday that resulted in the recovery of high powered firearms and ammunition.

Sobejana said the strike Thursday afternoon at Barangay Upper Kamuntayan, Talipao was led by troops of the 21st Infantry Battalion.

Sobejana said amid the quarantine being implemented in some rebel infested provinces due to the coronavirus 2019 (COVID-19), the military continues to operate in the hinterlands of Western Mindanao to hunt and pound the remaining terrorists.

“While we ensure the safety and orderly of the community on the enhanced community quarantine across the country to contain the COVID-19, we also ensure that our troops are in good health condition before and after the operation,” Lt. Col. Ricky Parcon, Commanding Officer of the 21st Infantry Battalion said.

Gloria Tomalon, in her capacity as chair of KATRIBUMMU, was vocal in opposing attempts by five mining companies to operate in the Andap Valley complex. The five companies were the Romualdez-owned Benguet Corp., Abacus Coal Exploration and Development Corp., the Chinese-owned Great Wall Mining and Power Corp., ASK Mining and Exploration Corp., and Coal Black Mining Corp.

SANTA ROSA, Laguna – Police arrested Manobo leader Gloria Tomalon in barangay Diatagon, Lianga, Surigao del Sur, on charges of kidnapping and serious illegal detention, March 19.

Tomalon is a prominent leader in the indigenous Manobo’s struggle as founder of the organization KATRIBUMMU and a council member of the National Anti-Poverty Commission (NAPC). Tomalon is also the sister of Bayan Muna Representative Eufemia Cullamat.

“The PNP [Philippine National Police] and AFP [Armed Forces of the Philippines] chose to illegally arrest my sister as the country grapples against the horror of this COVID-19 pandemic. [They] should stop the attacks against national minorities and respect our right to self-determination instead,” said Cullamat in a statement.

According to Cullamat, Tomalon was visited by elements of the Lianga police at her home on March 19, 11:20 a.m. She was then forced to go to the police station where a warrant of arrest was served to her.

Bayan Muna asserted that the charges of kidnapping and serious illegal detention were “trumped-up” and were “filed en masse against some 400 individuals, including leaders and members of Lumad organizations and civilians in Sibagat, Agusan del Sur, 2018.”
Tomalon has been the target of an intense red-tagging campaign. The state-owned Philippine News Agency labeled Tomalon as leader of the New People’s Army (NPA), linking her to an attack by the NPA guerrillas in sitio Emerald, barangay Diatagon and an alleged failed ambush on February 19.

A statement by Maj. Gen. Antonio Parlade, Jr., spokesperson of the National Task Force to End the Local Communist Armed Conflict (NTF-ELCAC), also described Tomalon as the chair of an organization that “promotes communist principles.”

Cullamat belied NTF-ELCAC’s claims. “This is part and parcel of the PNP and AFP campaign to link IP leaders who are opposing the mining and other environmentally destructive activities to armed groups in a bid to illegitimize their struggle and eventually suppress their voice,” she said.

Tomalon, in her capacity as chair of KATRIBUMMU, was vocal in opposing attempts by five mining companies to operate in the Andap Valley complex. Tomalon’s brother, Pablito Campos, was also arrested in February 2018 and was branded as an “NPA spokesperson.” Her other brother, Dionel Campos, was the chairperson of Malahutayong Pakigbisog Alansa sa Sumusunod (Mapasu) and was killed by members of the paramilitary group Magahat-Bagani in September 2015.

Other Bayan Muna representatives also condemned the arrest. House Deputy Minority Leader Carlos Isagani Zarate said the arrest was brought about by Executive Order 70 and the NTF-ELCAC, which has been used to “attack and harass even the legal progressive organizations, their members, and leaders.”

“The Gloria Tomalon case is no exception as it obviously bears the mark of the typical PNP-AFP false campaign to align the leaders of legal organizations to the communist insurgents to create an excuse to attack, harass, and even kill them,” Zarate said.

Rep. Ferdinand Gaite also condemned the arrest in the middle of a crisis. “The government is asking for united effort to combat the spread of COVID-19,” he said, “but clearly, what is still in full swing is not war against the pandemic, but the government’s war against democratic dissent, against people’s political participation, against the indigenous people’s assertion of their rights.”

Tomalon is currently in custody of the Lianga police. Her sisters have already sought the help of both the NAPC and the Commission on Human Rights.

Decommissioning of 12,000 MILF fighters complete

The second phase of the decommissioning of 12,000 Moro Islamic Liberation Front (MILF) combatants has been completed, according to the Office of the Presidential Adviser on the Peace Process (OPAPP).

The decommissioning of MILF fighters is among the key provisions of the annex on Normalization of the Comprehensive Agreement on the Bangsamoro.

The OPAPP said each decommissioned combatant received a total of P100,000 in transitory cash assistance.

The former MILF fighters received P80,000 under the Bangsamoro transitory family support package and P20,000 from the livelihood settlement grant, which was created in partnership between the OPAPP and the Department of Social Welfare and Development.

At least 98.29 percent or 11,795 of the decommissioned combatants are male while 1.71 percent or 205 belonged to the Bangsamoro Islamic Womens’ Auxilliary Brigade.

The former combatants turned over 2,100 assorted weapons and more than 500 bullets and other types of ammunition to the Independent Decommissioning Body.

The decommissioned fighters comprise 30 percent of the total number of MILF members.

Another 30 percent will be decommissioned within the year.

The rest will undergo the process until 2022 with the signing of the exit agreement between the government and the MILF.

Inspirasyon ang mga babaeng mandirigma, laluna ang mga ina, para sa kababaihan na lumaban at palayain ang sarili. Isang halimbawa nito si Ka Lori na nagsisilbing ina at kasama sa isang yunit ng Bagong Hukbong Bayan sa Bicol.

Masakit mang iwan ang kanyang mga anak, nagpasyang sumapi sa hukbong bayan si Ka Lori noong 2018 sa edad na 47. Malalaki na ang karamihan ng kanyang mga anak, bagamat pitong taong gulang pa lamang ang kanyang bunso. Tanggap nila ang kanyang desisyon na buong panahon na magsilbi sa hukbo. Hindi sila nanibago dahil dati nang lumalahok sa mga aktibidad ng komunidad ang kanilang ina bilang myembro ng sangay ng Partido sa lokalidad. Ang paghahangad para sa isang mapagkalingang lipunan para sa kanyang mga anak at apo ang nagtulak sa kanya na lumahok sa armadong pakikibaka.

“Nakita kong ito ang maaasahan namin. Ito ang gubyerno ng mahihirap,” aniya.

Nagmula si Ka Lori sa uring magsasaka. Pangunahing ikinabubuhay niya at kanyang pamilya ang pagkokopra. Kumikita lamang siya nang halos P150 sa pagtatanggal ng bunot ng isanlibong niyog, mas mababa nang kalahati kumpara sa ibinabayad sa mga lalaking magkokopra. Kulang na kulang ito para sa kanilang mga gastos sa pagkain at ibang batayang pangangailangan.

Dahil dito, kinailangan niyang maglako ng mga gulay at isda sa kalapit na mga baryo. Pinagkakasya niya ang kakaarampot niyang kita sa pinakabatayang pangangailangan ng kanyang pamilya. Ibabawas pa rito ang pambayad sa mga utang. Halos mag-isang itinaguyod ni Ka Lori ang kanyang mga anak dahil sa mga hindi pagkakaunawaan sa ama ng kanyang mga anak.

Solong itinaguyod ni Ka Lori ang kanyang pamilya. Naging katulong niya sa paghahanapbuhay ang kanyang mga anak. Lima sa kanyang mga anak ay nakipagsapalaran sa Maynila, kahit sila’y wala pa sa edad para magtrabaho. Labis ang pag-aalala at pagkabahala ni Ka Lori dahil dito.

Nang nasa hukbo na, inilagay si Ka Lori sa gawain sa suplay at kusina. Marami na rin siyang ibang mga tungkulin na ginampanan sa dalawang taong pagiging Pulang mandirigma. Nakapagbigay na siya ng mga pag-aaral, nakapamuno sa mga pagpupulong at mulat na nagbibigay suporta sa mga kasama niya sa yunit.

Naging inspirasyon si Ka Lori ng kanyang mga anak para sumapi rin sa BHB. Ilang buwan matapos magpultaym si Ka Lori ay sumunod ang anak niyang si Ka Tom. Galing si Tom sa Maynila kung saan namasukan siya bilang kontraktwal na manggagawa sa konstruksyon. Sa sumunod na taon, sumapi naman si Ka Ali, na mula naman sa pagtatrabaho sa babuyan sa Pampanga. Bagaman mag-iina ay nagsusumikap silang bakahin ang pyudal na relasyon.

Litaw ang mapagkasamang pagturing ni Ka Lori sa kanyang mga anak sa pagrespeto niya sa kanilang mga desisyon. Bagaman mayroong pangamba, sinusuportahan niya ang dalawa niyang anak na gumampan ng mga gawaing nakaatas sa kanila. Kabilang na rito ang mga gawaing militar, pagsasanay at gawaing masa sa ibang erya na malayo sa kanya.

Higit sa kapamilya, kasama ang pangunahing turing nila sa isa’t isa at katuwang sa pagpapalakas ng hukbong bayan. Hindi nakaliligtas ang dalawa sa mga puna ng kanilang ina at gayundin si Ka Lori mula sa kanyang mga anak. “Yung kulturang nakuha sa labas (ng kilusan), unti-unting baguhin at sumunod sa mga patakaran ng hukbo,” laging payo niya sa kanyang mga anak. Nagpapakita sila ng kalinga sa isa’t isa katulad ng suportang ibinibigay sa ibang kasapi ng hukbo. Hinihikayat nila ang iba pa nilang kapamilya na sumapi rin sa hukbong bayan.

May mga pagkakataong inaalala ni Ka Lori ang mas bata niyang mga anak. Bagaman nalulungkot sa ganitong mga pagkakataon, batid naman niyang inaalagaan sila ng mga myembro ng Partido sa kanilang lokalidad.

Suportado ng sangay ng Partido ang kanyang pamilya. Nakapagbibigay ito ng kaunting suportang pinansyal para sa mga gastusin at kagyat na pangangailangan ng mga anak. Gayundin, pinaghahandaan at inaasikaso ng yunit ng BHB na kanyang kinabibilangan ang pagkontak sa pamilya at pagbisita sa kanila. Mensahe ni Ka Lori sa kanyang mga anak, “para sa inyo itong ginagawa ko…. para sa kinabukasan ninyo.”

Minasaker ng pinagsanib na pwersa ng militar at pulisya sina Julius Giron (Ka Nars), kanyang duktor na si Ma. Lourdes Dineros Tangco, at kasama sa bahay na si Arvie Alarcon Reyes dakong alas-3 ng madaling araw noong Marso 13 sa Barangay Queen of Peace, Baguio City.

Isang malaking kasinungalingan ang sinasabi ng militar na naghahapag lamang sila ng arrest warrant at na “nanlaban” ang tatlo kaya sila pinaslang. Nagpapagaling lamang noon si Ka Nars, edad 70, sa kanyang nararamdamang mga sakit na dulot na ng katandaan.

Isa si Ka Nars sa matatatag na myembro ng Komite Sentral at ng Kawanihan sa Pulitika (Politburo) ng Partido. Susi siya sa muling pagbubuo ng pamunuan ng PKP at sa paglulunsad ng makasaysayang kongreso nito noong 2016. Isa siya sa maniningning na halimbawa sa walang pag-iimbot na paglilingkod sa mamamayan. Ipinagluluksa ng buong rebolusyonaryong kilusan ang kanyang pagkamatay.

CPP/Ang Bayan: BHB, tumutugon sa Covid-19 kahit walang tigil-putukan

Bago pa man magdeklara ang rehimeng Duterte ng tigil-putukan, naglabas na ng mga direktiba ang Partido Komunista ng Pilipinas (PKP) sa lahat ng rebolusyonaryong pwersa na maglunsad ng kampanyang masa upang hikayatin ang kolektibong aksyon para komprehensibo at malawakang tumugon sa banta ng epidemya ng Covid-19. Ang unilateral na tigil-putukan ng GRP na idineklara ni Duterte noong Marso 18 ay nagsimula noong gabi ng Marso 19 at magtatapos sa Abril 15. Kinwestyon ng PKP at ng negotiating panel ng National Democratic Front of the Philippines ang tunay na pakay ng deklarasyong tigil-putukan ni Duterte.

Ayon kay Prof. Jose Ma. Sison, senior consultant ng NDFP sa usapang pangkapayapaan, hindi napapanahon, kung hindi man di sinsero at huwad ang deklarasyon ni Duterte. Dagdag pa, idineklara ito matapos na ipailalim ng rehimen sa lockdown ang buong Luzon para pagtakpan ang kapalpakan nito sa pagharap sa banta ng pandemyang Covid-19.

May tigil-putukan man o wala, handa ang mga Pulang mandirigma ng BHB na doblehin ang mga pagsisikap para magbigay sa mamamayan ng mga serbisyong sosyal, ekonomiko at medikal. Mahigpit na nakikipagtulungan ang mga ito sa mga lokal na komiteng pangkalusugan sa mga baryo at komunidad.

Makikita pa sa darating na mga araw kung mangingibabaw sa kanyang unang mga utos sa tigil-putukan ni Duterte ang kanyang naunang mga utos na maglunsad ng todong-gera para durugin ang BHB, ayon pa sa PKP. Samantala, inabisuhan nito ang lahat ng yunit ng BHB na maging mapagmatyag sa mga atake ng AFP at agad na iulat ang umiiral na mga operasyong kombat sa kani-kanilang mga saklaw. Maglalabas lamang ng sariling deklarasyon ang PKP ng tigil-putukan kung mayroon na itong sapat na batayan.

Sa pinakahuling mga ulat, naglulunsad ang AFP at PNP ng matitinding operasyong kombat, paniktik, saywar at panunupil sa Abra, Mt. Province, Quezon, Mindoro, Masbate, Sorsogon, Camarines Sur, Capiz, Samar, Negros, Bukidnon, South Cotabato, Zamboanga at iba pang mga prubinsya.

Sa Capiz, iniulat noong Marso 18 ng lokal na kumand ng BHB na dinagdagan ng 19 sundalo at CAFGU ang detatsment ng 61st IB sa Barangay Katipunan, Tapaz. Ayon sa mga sundalo, kaugnay umano ng Covid-19 ang dagdag-pwersa, at mananatili sa lugar hanggang Abril 15.

Sa Sorsogon, pinagigiya at ginagawaang pananggalang ng 31st IB ang mga barangay tanod sa mga komunidad na sakop ng mga “Community Support Program” sa Barcelona at Bulusan. Iniulat ng lokal na yunit ng BHB na sumasabay ang mga sundalo sa pagronda ng mga barangay tanod sa naturang mga lugar.
May iniulat ding mga operasyong kombat ng mga tropa ng 403rd Brigade sa Bukidnon, kabilang ang 8th IB sa Barangay Busdi, Malaybalay City at ng 1st Special Forces Battalion sa kabundukan ng Kitanglad.

Malawakan din ang paglabag sa karapatang-tao. Iligal na inaresto ng mga pwersa ng estado ang lider-Lumad na si Gloria Tumalon sa Lianga, Surigao del Sur nitong Marso 20 at si Camilo Bucoy sa Zamboanga Sibugay.

Bago ang unilateral na deklarasyon ng tigil-putukan ng GRP, walang awat ang pamamaslang at pang-aabuso ng AFP at PNP sa kanayunan.

Noong Marso 16, pinatay si Marlon Maldos sa Tagbilaran City, Bohol. Si Maldos ang artistic director ng Bol-Anong Artista nga may Diwang Dagohoy (Bansiwag). Nanguna si Maldos sa mga pagtatanghal na naglalarawan sa kalagayan at pakikibaka ng mga maralitang magsasaka. Bago ang pamamaslang, paulit-ulit siyang dumanas ng red-tagging ng mga elemento ng 47th IB.

Sa Lanao del Sur, inaresto ng mga sundalo at pulis si Teresita Naul, kasapi ng Karapatan sa Northern Mindanao noong Marso 15 sa bayan ng Lala. Sinalakay ng mga elemento ng 4th ID, 2nd Mechanized Infantry Brigade at mga pulis ang tinutuluyan ni Naul. Inaresto siya batay sa gawa-gawang kasong kidnapping, iligal na detensyon at panununog.

Samantala, noong Pebrero 27, walong katutubong T’boli ang idinetine at pilit na pinaaaming kasapi ng BHB ng mga elemento ng 27th IB sa Lake Sebu, South Cotabato. Iniulat din ng Bayan-Socsksargen ang nagpapatuloy na presensyang militar sa mga komunidad ng Blaan at T’boli na nagresulta sa pandarahas sa mga katutubong Lumad at pagsalakay sa kanilang mga tahanan. Malaon nang target ng San Miguel Corporation ang lugar para sa proyektong pagmimina ng karbon.

Samantala, nag-ulat ang Community Technical College of Southeastern Mindanao, isang paaralang Lumad sa Maco, Davao de Oro, na ipinatawag ng mga upisyal ng barangay at militar ang mga magulang ng kanilang estudyante at pilit na pinaaalis ang kanilang mga anak sa paaralan.

Sa Cagayan Valley, inokupa ng 17th IB ang mga komunidad ng Sitio Lagom, Barangay Lipatan mula pa noong Pebrero. Naglagay ang militar ng mga tsekpoynt sa mayor na mga daanan ng komunidad, nagtakda ng curfew at inobliga ang mga residente na humingi ng permiso sa militar sa kanilang mga lakad. Sa ulat ng mga residente, hindi sila basta makapunta sa kanilang mga sakahan o sa palengke. Isang magsasaka ang tinutukan ng baril habang kumukuha ng palay na ipakikiskis. Maging ang mga buntis at matatanda na kukuha ng pensyon ay hinaharang ng mga sundalo.

Reklamo ng mga residente, dapat sana ay naghahanda na sila para sa anihan subalit pinipigilan sila ng mga militar. Pinulong sila ng AFP upang takutin at akusahang mga tagasuporta ng BHB. Iniinteroga, minamanmanan, hinahanapan ng baril at pilit silang pinasusurender bilang mga kasapi ng BHB. Nagkampo rin ang 17th IB sa mga kabahayan, kapilya at paaralang elementarya. Sa panahong ito, iligal na inaresto si Fransing Solancho at isa pang matandang hirap nang makakita at maglakad.

Sa gitna ng ligalig at hirap na idinulot ng lockdown ni Duterte, malinaw na inilatag ng pambansa-demokratikong mga organisasyon ang kagyat na pangangailangan ng mamamayan para harapin ang banta ng epidemya ng Covid-19. Ang listahan ng mga kinakailangang hakbang ay pagbatikos rin sa sa militaristang solusyon ni Duterte sa krisis at pagtaguyod sa kagalingan ng mamamayan.

Kagyat nilang panawagan ang pagsasagawa ng malawakan at libreng pag-eksamen sa maysakit, pagbibigay ng mga paketeng pangkalinisan, pagtitiyak ng sapat na suplay ng malinis na tubig at iba pa. Isinama din nila ang malawakang kampanyang impormasyon hinggil sa Covid-19 sa buong bansa.

Dapat na magkaroon ng tuluy-tuloy at malawakang paglilinis sa mga komunidad lalo na sa mga komunidad ng maralita. Iginiit nila ang regular na pagbibigay ng libreng pagkain, bitamina at iba pang mga gamot.

Ayon sa Alliance of Health Workers, dapat tiyakin ang gamit-proteksyon ng duktor, nars at manggagawa sa kalusugan na nasa harapan ng pagresolba sa Covid-19. Dapat silang bigyan ng angkop na hazard pay.

Inilabas ng mga organisasyon ang mga kahingian sa harap ng makupad at inutil na tugon ng rehimen sa krisis pangkalusugan. Ipinakita nila na mayroong ibang paraan ng pagharap na krisis na wasto at mapagmalasakit. Napatunayan na ito sa karanasan sa ibang bansa na hindi nagpatupad ng pasistang mga lockdown, at sa halip ay sumunod sa mga hakbang na iminungkahi ng kanilang mga manggagawa sa kalusugan at mga internasyunal na ahensyang pangkalusugan. Pasan ng mga manggagawa at malamanggagawa ang mabigat na perwisyong dulot ng isang buwan na lockdown na ipinataw ni Rodrigo Duterte sa buong Luzon noong Marso 17. Ipinagbawal ni Duterte ang lahat ng moda ng pampublikong transportasyon at inobliga ang mga manggagawa na “manatili sa bahay,” isang hakbang na pumigil sa kanilang magtrabaho nang walang sapat na kompensasyon.

Unang tinamaan sa naturang restriksyon ang mga drayber at opereytor, kasunod ang mga manggagawa na kalakha’y mga nakasandig sa pampublikong transportasyon. Sa kagyat, apektado nito ang tinatayang tatlong milyong manggagawa na nagtatrabaho sa Metro Manila pero umuuwi sa karatig nitong mga prubinsya.

Pinakaapektado ang mga manggagawang pangkalusugan na obligadong pumasok pero walang masakyan patungo sa mga ospital at klinika. Hirap ding makapunta sa palengke ang mga residente para makabili ng mga batayang pangangailangan. Inamin mismo ng mga upisyal ng lokal na gubyerno na hindi sapat ang kanilang mga rekurso at sasakyan para tugunan ang pangangailangan ng mga residente ng kani-kanilang bayan, laluna yaong may mga espesyal na kunsiderasyon tulad ng mga matatanda at nangangailangan ng medikal na tulong.

Dahil sa kakulangang ito, marami sa mga manggagawa ang nawawalan ng kita at nanganganib na masisante sa kanilang mga trabaho. Marami nang manggagawa ang dumaraing na wala nang makain ang kani-kanilang mga pamilya, lalupa’t kalakhan sa kanila’y umaasa lang sa kakarampot na arawang sahod.

Pantapal na mga hakbangin

Para pahupain ang galit ng mamamayan, nagpapakana ang rehimen ng pantapal na mga hakbangin gaya ng pamimigay ng napakaliit na ayuda, at paglikha ng limitado at pansamantalang mga trabaho.

Ipinagmamalaki ng rehimen ang programa nitong Covid-19 Adjustment Measures Program (CAMP) na maglalaan umano ng ₱1.3 bilyong ayudang pinansyal para sa mga manggagawang regular na hindi makapagtrabaho dulot ng lockdown. Magbibigay umano ito ng ₱5,000 kada manggagawa para sa isang buwan (o ₱161 kada araw) bilang kompensasyon.

Napakaliit at hindi sasapat ang halagang ito para buhayin ang apektadong mga pamilya sa Luzon. Kung hahatiin ang nabanggit na kabuuang badyet sa halaga ng buwanang ayuda, lumilitaw na 260,000 lamang na manggagawa, sa maksimum, ang maaaring makinibang sa pondo. Ang bilang ng mga makikinabang ay hindi pa aabot sa isang porsyento ng 26 milyong manggagawa sa Luzon, o wala pa sa limang porsyento ng 5.8 milyong manggagawa sa National Capital Region (NCR).

Kakaunti na nga ang makikinabang, kapos pa ang ayuda kada manggagawa nang 73% sa tinatayang ₱597 kada araw na kinakailangang badyet ng isang pamilya para sa sapat at masustansyang pagkain. Ang taya na ito ay batay sa pamantayang itinakda mismo ng reaksyunaryong estado noong Mayo 2019. Tiyak na mas mataas pa ito ngayon dulot ng implasyon.

Naglaan din ang rehimen ng ₱180 milyon para sa programa nitong Tulong Pangkabuhayan sa Displaced/Underprivileged Workers (TUPAD) na magbibigay umano ng pansamantalang trabaho sa mga malaproletaryado bilang mga manggagawang pangkalusugan. Napakaliit ng badyet na ito lalupa’t sa NCR pa lamang ay milyun-milyon na ang walang pormal na hanapbuhay. Sasapat lamang ang badyet na ito para makapag-empleyo nang hindi tataas sa 16,000.

Samantala, plano rin ng rehimen na mangutang ng daan-daang milyong piso mula sa mga dayuhang institusyong pampinansya para punan ang lumalaking gastos nito sa pagpigil ng pagkalat ng Covid-19 sa bansa. Noong Marso 13, inaprubahan na ng Asian Development Bank ang aplikasyon ng rehimen para sa $3-milyong utang (₱150 milyon sa palitang $1=P50). Nagsumite rin ng aplikasyon ang rehimen para makabahagi sa $12-bilyong pondo na ilalaan ng World Bank bilang pautang para sa mahihirap na bansa na natamaan ng pandemya. Notoryus ang dalawang institusyon na ito sa pagsamantala sa mga sakuna para magkamal ng tubo sa pamamagitan ng pagpatong ng interes sa mga pautang.

Artipisyal na “kasalatan”

Ang lockdown, na sa esensya’y isang malawakan na sosyo-ekonomikong blokeyo, ay kagyat na lumikha ng artipisyal na “shortage” (o kasalatan sa suplay) na higit pang nagpasirit sa presyo ng mga pangunahing bilihin.

Ramdam ito sa Metro Manila dahil sa pagka-ipit sa mga tsekpoynt at limitadong galaw ng mga trak na nagdadala ng batayang mga produktong pagkain, gaya ng gulay, mula sa mga prubinsya. Ito ay sa kabila ng deklarasyon ni Duterte na hindi saklaw ng lockdown ang mga magsasaka at mga drayber na nagdadala ng kanilang mga produkto tungong mga sentrong urban. Nagresulta ito sa pagdoble sa presyo ng gulay sa mga pamilihan sa NCR.
