Naglunsad ng magkasunod na aksyong militar ang Bagong Hukbong Bayan laban sa mga tropa ng Armed Forces of the Philippines na nagsasagawa ng nakapokus na operasyong militar (focused military operation o FMO) sa Southern Tagalog nitong nagdaang linggo.
Noong Marso 15, binigwasan ng isang yunit ng BHB ang nag-ooperasyong mga tropa ng 18th Special Forces Company (SFC) sa Barangay Iraan, Rizal, Palawan. Sa tatlong-minutong labanan, limang sundalo ang napatay at marami ang naiulat na sugatan. Ang naturang opensiba ay tugon sa ilang araw nang paghahasik ng teror ng 40 tropa ng 18th SFC sa lugar.
Sa sumunod na araw, naglunsad naman ng operasyong haras ang isang yunit ng BHB-Quezon laban sa mga pwersa ng 85th IB na gumagalugad sa Barangay San Vicente Kanluran, Catanauan. Dalawa ang kumpirmadong patay at hindi mabilang ang sugatang sundalo.

Anti-mahirap at anti-demokratiko ang ipinag-utos ni Duterte na “Luzon Lockdown,” bilang solusyon sa pagkalat ng Coronavirus Disease 2019 (Covid-19). Nagreresulta ito sa malawak na kaguluhan, at labis na pahirap at perwisyo sa mga manggagawa at ordinaryong mamamayan. Lalong ginatungan ni Duterte ang galit sa kanya ng sambayanan sa paghihigpit at panggigipit sa ilalim ng lockdown.
Mahigit 40,000 pulis at sundalo ang itinalaga sa loob at palibot ng National Capital Region (NCR) upang ipatupad ang lockdown. Ito ay para ikulong ang mga tao sa sarili nilang mga bahay at ipailalim sa kontrol ng militar at pulis ang transportasyon at lahat ng aspeto ng buong buhay lipunan. Itinayo ang mga tsekpoynt upang sindakin ang mga tao at pigilan silang bumiyahe para kumita o makapunta sa kanilang mga trabaho. Dahil sa lockdown, barado ang komersyo at lokal na produksyon. Milyun-milyon ang walang kinikita at limitado ang suplay ng mga kalakal.
Nagbabantang magresulta sa malawak na kasalatan at kagutuman ang lockdown ni Duterte. Hungkag ang pangako ni Duterte na pakakainin niya at bibigyan ng pera ang mga mawawalan ng kita. Kulang na kulang ang pondong ipamamahagi diumano sa mga manggagawa. Mismong mga upisyal ng mga lokal na pamahalaan ang nagsabi na wala silang kakayahan na mamahagi ng ayudang pagkain lagpas sa ilang araw para sa mga nawalan ng kita dahil sa lockdown ni Duterte.
Sa harap ng pagkalat ng Covid-19, dapat sana’y isagawa ang mga hakbangin para palakasin ang imprastruktura para sa pangangalaga sa pampublikong kalusugan. Sa halip, batas militar sa anyo ng lockdown ng AFP at PNP ang ipinataw ni Duterte sa NCR at buong Luzon. Sinisikil ng lockdown ni Duterte ang saligang mga karapatang sibil, kabilang ang karapatang bumiyahe at karapatang magtipun-tipon. Hindi pwedeng lumabas ng bahay kung walang pass o nasa oras ng curfew. Ang hindi sumunod ay binabantaang aarestuhin at ikukulong.
Mga upisyal militar, hindi mga duktor o nars, ang nasa unahan ng solusyon ni Duterte. Kabi-kabilang mga tsekpoynt ang itinayo, sa halip na mga pasilidad medikal tulad ng kailangang-kailangang mga testing center sa bawat barangay. Ang pagpapataw ng lockdown ay patunay ng kawalang-kahandaan ng rehimeng Duterte na harapin ang Covid-19 o iba pang epidemya. Bago ito, dalawang buwan na minaliit ni Duterte ang Covid-19. Hindi niya ipinatupad ang mga hakbangin upang pigilang lumaganap sa bansa ang sakit. Katunayan, ilampung libo pang Chinese na turista at manggagawa sa POGO ang pinayagan niyang pumasok sa bansa sa buwan ng Enero hanggang Pebrero. Ito ay kahit kalat na kalat na sa China ang Covid-19, at ipinatupad na ng maraming bansa ang pagsasara ng kanilang mga border sa China.

Salamin ito ng makitid na utak-militar ni Duterte. Sa kanya, lahat ay mapatatahimik sa pamamagitan ng mga armadong sundalo at pulis.
Laganap ngayon ang pag-aalburuto ng masang anakpawis sa pahirap na lockdown ni Duterte. Bagaman pinalalabas na ang lockdown ay kontra sa Covid-19, malinaw sa mamamayang Pilipino na mas malaking pasakit ang hatid nito sa kanila. Patunay na hindi seryosong hinaharap ni Duterte ang banta ng Covid-19 ay ang kawalan ng hakbanging palakasin ang mga pasilidad pangkalusugan.
Dapat manindigan ang mamamayang Pilipino na wakasan ang anti-mahirap at anti-demokratikong lockdown ni Duterte sa NCR, Luzon at iba pang panig ng bansa. Tulad ng ipinakitang karanasan sa maraming bansa, maaaring harapin ang banta ng Covid-19 na hindi niyuyurakan ang saligang mga karapatan ng mamamayan sa malayang pagbyahe, paghahanapbuhay o pagtitipun-tipon. Mga duktor, nars at mga manggagawang pangkalusugan, hindi mga sundalo at pulis, ang dapat na nasa unahan ng mga pagsisikap.
Marapat lamang na igiit ng sambayanang Pilipino ang kagyat na paglilipat sa kalusugan ng napakalaking badyet na winawaldas sa pagbili ng mga helikopter, eroplanong pandigma, bomba, at iba pang kagamitang panggera, gayundin ng badyet na nakalaan para sa diumano’y “intelligence” at pambayad-utang. Dapat kagyat na armasan ang mga pampublikong ospital at iba pang pasilidad sa pagharap sa Covid-19, gayundin ang mga makinaryang pangkalusugan sa barangay para maisagawa ang mass testing o maramihang pag-eeksamen. Dapat tiyakin ang libreng pamamahagi ng mga face mask, alkohol at mga kagamitang pangkalinisan. Dapat tiyakin na may akses sa kuryente at malinis na tubig, laluna sa mga mahirap na komunidad. Dapat tiyakin ang serbisyong sanitasyon at pagkukulekta ng basura, at dekontaminasyon sa mga pampublikong lugar. Dapat dagdagan ng badyet ang mga unibersidad o mga ahensyang nagsasagawa ng siyentipikong pananaliksik para sa pagtuklas ng mga paraan para sa pag-eeksamen o testing at paglikha ng mga gamot sa Covid-19, at para suportahan ang lokal na produksyon ng mga ito. Dapat igiit ng mga manggagawa ang pangkagipitang ayuda at libreng pamamahagi ng pagkain. Dapat igiit ang karapatan sa pagtitipon, kahit pa kailangang isagawa ang angkop na pag-iingat para umiwas sa pagkalat ng sakit, upang ipahayag ang kolektibong hinaing ng bayan.
Kasabay nito, dapat organisadong kumilos ang mamamayan upang isagawa ang kinakailangang mga hakbangin para iwasan ang pagkalat ng Covid-19. Buuin ang mga komite sa kalusugan at sama-samang isagawa ang mga hakbangin para sa sanitasyon o paglilinis ng paligid, personal na kalinisan, pagbibigay ng tulong sa mga manggagawang pangkalusugan at iba pa. Kasabay nito, dapat patuloy na magpunyagi na ipagtanggol ang mga demokratikong karapatan at kagalingan ng mamamayan sa panahon ng lockdown.
Sa mga rebolusyonaryong teritoryo, dapat pakilusin ang mga organisasyong masa at ang mga komite sa kalusugan ng mga organo ng kapangyarihang pampulitika, upang isagawa ang kampanyang impormasyon tungkol sa Covid-19, at ipatupad ang mga hakbangin para pigilan ang pagkalat nito sa kanilang lugar. Bigyan ng espesyal na pansin ang pangangalaga sa mga nakatatanda na silang pinakabulnerable sa Covid-19. Palaganapin ang kaalaman sa mga halamang-gamot na maaaring gamitin sa pagkontra sa mga sintomas ng Covid-19.
Ang mga yunit ng BHB ay dapat mahigpit na makipagtulungan sa mga komite sa kalusugan sa mga baryo. Dapat pakilusin ang mga Pulang mandirigma para tumulong sa pagtataas ng kaalaman ng mga tao tungkol sa sakit at kung ano ang dapat kolektibong gawin ng bayan para harapin ito. Dapat patuloy na ipagtanggol ng BHB ang mamamayan, laluna sa harap ng banta na gamitin ang Covid-19 para magpataw ng pasistang paghaharing militar, sindakin ang bayan at supilin ang kanilang mga karapatan.
Sa panahon ng krisis pangkalusugan, ang sama-samang pagkilos ng mamamayan ang susi, hindi ang pagpapailalim ng bansa sa pasistang lockdown ni Duterte.

Patuloy ang pananalasa ng focused military operations (FMO) sa rehiyon at buong bansa simula Enero at kahit matapos ng deklarasyon ni Duterte na unilateral ceasefire mula Marso 19 hanggang Abril 15. Walang intensyon si Duterte na tupdin ito at lalong walang saysay ang inilabas na SOMO at SOPO ng AFP at PNP. Nagpapatuloy ang operasyong militar at pulis sa mga sumusunod na probinsya sa Timog Katagalugan:
Quezon. Gabi ng Marso 19, pumasok ang 4 na trak at isang hummer-type jeep sa bayan ng Unisan. Kinabukasan, Marso 20, gumamit ang AFP-PNP ng mga drone at surveillance plane sa kanayunan ng Unisan. Tinatayang aabot sa 200-300 na pinagsanib na pwersa ng 85th IBPA at PNP ang ginagamit sa Unisan at mga karatig nitong bayan na Atimonan at Padre Burgos. Nagkaroon ng food blockade sa ilang barangay ng Unisan, Atimonan at Padre Burgos. Pinagbabawalan din ang mga magsasaka at mag-uuling na pumunta sa kanilang mga kaingin at ulingan. Samantala patuloy pa rin ang operasyong militar sa Brgy. San Vicente Kanluran, Catanauan matapos ang labanan noong Marso 15.
Mindoro. Simula pa Marso 16, tuluy-tuloy ang FMO ng pinagsanib na 4th Infantry Battalion at Regional Police Safety Battalion sa mga bayan ng San Jose, Magsaysay at Rizal ng Occidental Mindoro at mga bayan ng Bulalacao at Bongabong ng Oriental Mindoro. Aabot sa 120 elemento ng pinagsanib na AFP-PNP ang patuloy na nagrerekurida sa San Jose at Magsaysay, Occidental Mindoro. Samantala, nireyd ng 30 pulis ang isang bahay sa Brgy. Lanaban, Rizal, Occidental Mindoro noong Marso 19, alas-sais ng umaga. Pinagbabawalan rin ng AFP-PNP ang mga magsasaka at katutubong Mangyan na pumuntang bayan upang bumili ng pagkain.
Palawan. Simula Marso 19, halos isang batalyong pinagsanib na pwersa ng 18th SFC, 4th Marine Battalion Landing Team, 1st Provincial Mobile Force Company at PNP sa mga Brgy. Iraan at Bunog, ng Rizal at mga Brgy. Maasin, Imulnod at Maiinit ng Brooke’s Point. Naglulunsad naman ang Regional Mobile Force ng operasyong kombat sa mga baryo ng Sofronio Española. Hindi bababa sa dalawa hanggang tatlong kolum ng pasistang AFP-PNP ang naglulunsad ng FMO sa mga naturang baryo.

Quezon. Gabi ng Marso 19, pumasok ang 4 na trak at isang hummer-type jeep sa bayan ng Unisan. Kinabukasan, Marso 20, gumamit ang AFP-PNP ng mga drone at surveillance plane sa kanayunan ng Unisan. Tinatayang aabot sa 200-300 na pinagsanib na pwersa ng 85th IBPA at PNP ang ginagamit sa Unisan at mga karatig nitong bayan na Atimonan at Padre Burgos. Nagkaroon ng food blockade sa ilang barangay ng Unisan, Atimonan at Padre Burgos. Pinagbabawalan din ang mga magsasaka at mag-uuling na pumunta sa kanilang mga kaingin at ulingan. Samantala patuloy pa rin ang operasyong militar sa Brgy. San Vicente Kanluran, Catanauan matapos ang labanan noong Marso 15.
Mindoro. Simula pa Marso 16, tuluy-tuloy ang FMO ng pinagsanib na 4th Infantry Battalion at Regional Police Safety Battalion sa mga bayan ng San Jose, Magsaysay at Rizal ng Occidental Mindoro at mga bayan ng Bulalacao at Bongabong ng Oriental Mindoro. Aabot sa 120 elemento ng pinagsanib na AFP-PNP ang patuloy na nagrerekurida sa San Jose at Magsaysay, Occidental Mindoro. Samantala, nireyd ng 30 pulis ang isang bahay sa Brgy. Lanaban, Rizal, Occidental Mindoro noong Marso 19, alas-sais ng umaga. Pinagbabawalan rin ng AFP-PNP ang mga magsasaka at katutubong Mangyan na pumuntang bayan upang bumili ng pagkain.
Palawan. Simula Marso 19, halos isang batalyong pinagsanib na pwersa ng 18th SFC, 4th Marine Battalion Landing Team, 1st Provincial Mobile Force Company at PNP sa mga Brgy. Iraan at Bunog, ng Rizal at mga Brgy. Maasin, Imulnod at Maiinit ng Brooke’s Point. Naglulunsad naman ang Regional Mobile Force ng operasyong kombat sa mga baryo ng Sofronio Española. Hindi bababa sa dalawa hanggang tatlong kolum ng pasistang AFP-PNP ang naglulunsad ng FMO sa mga naturang baryo.

There is no truth in the news spread by the Philippine National Police-R6 (PNP-R6) and 3RD Infantry Division of the Philippine Army (3ID-PA) that two “wanted New People’s Army insurgents” were “captured” in Valderama, Antique earlier this week.
The PNP has shamelessly arrested two senior citizens and presented them as “NPA insurgents”. The arrested senior citizens were Alfredo Alarcon, 67 years old, and Tobias Jurada, 64 years old. Alarcon was tagged as “NPA-Southern Front Committee sub-leader”.
To shed light, we are clarifying to the public that the two senior citizens are not members of the NPA. The police and military have bragged the arrest of the falsely accused senior citizens to spread misinformation. PNP-R6 spokesperson Joem Malong said that the two senior citizens were “hunted by police for a long time”. Cenon Pancito, 3ID-PA’s spokesperson, with his recycled remarks, said the arrest is “a big development” to their anti-insurgency campaign.
Both the military and police are inventing and peddling fake news to weaponize misinformation and sow public confusion. What we also suspect is that the arrest is another money-making scheme of corrupt police and military officials in the region.
Last March 16, 3ID-PA’s 61st infantry battalion commander Joel Batara claimed that their troops had clashes with the NPA in Calinog, Iloilo- a lie we have exposed.
Batara, Pancito and Malong’s obtuse narratives and incongruities do not only make them appear comical but indeed despicable liars. The three of them and their organizations have criminal liabilities over the arrest of innocent individuals and the spread of misinformation to the public.
We are cautioning the public to be critical and investigative towards information that are peddled by the reactionary government’s military and police.

Pinili niyang sumampa sa New People’s Army (NPA) upang higit pang mapalawak ang balangkas ng kanyang pagsisilbi sa sambayanan. Isang naging pangunahing gawain niya ay ang pagsasanay ng mga medic. Ang mga Hukbong nagmula sa uring magsasaka, manggagawa at peti-burgesya, na hindi man nakatungtong sa medical o nursing school, ay nahubog niya para maging mga manggagamot ng masa.
Ang mga medic ng NPA ay may kakayahang mangalaga ng mga sugatan, gumamot ng mga sakit, magbunot ng ngipin at mag-opera ng mga bukol. Bihasa sila sa paggamit ng akupangtura at halamang-gamot. Kasama sila sa pagpapadaloy ng mga kampanyang masa upang maigiit ng mamamayan ang mga serbisyong pangkalusugan na nararapat lamang ibigay ng reaksyunaryong estado sa kanila. Sa kanayunan ng Mindanao, Cagayan Valley at Cordillera napanday si Dr. Tangco. Hinubog siya ng simpleng pamumuhay – winaswas ang puting uniporme na karaniwang suot sa ospital at kinalimutan ang katawagang ‘Doktora’, ‘Doc’ at ‘Ma’am’. Bagkus ay nakilala siya sa mga alyas na Ka Del at Ka Morrie.

The Communist Party of the Philippines (CPP) today questioned the Duterte regime’s ceasefire declaration saying reports indicate that combat, psywar and intelligence operations continue to be conducted by AFP units against the New People’s Army and against the peasant masses.
After imposing the militarist Luzon Lockdown purportedly to contain the spread of the Covid-19, Duterte declared a 27-day ceasefire and ordered a suspension of military and police operations against the NPA. “Amid reports of continuing military operations, however, Duterte’s ceasefire declaration seem to be an empty PR stunt.”
Citing initial reports from the New People’s Army (NPA), the CPP said sustained military operations are being conducted by the AFP in Abra, Mt. Province, Quezon, Mindoro, Masbate, Sorsogon, Camarines Sur, Capiz, Samar, Negros, Bukidnon, South Cotabato and Zamboanga. Human rights violations perpetrated by AFP and PNP personnel remain unabated.
On March 19, the 31st IB conducted combat operations in several barangays of Barcelona and Bulusan in Sorsogon under the guise of “Community Support Program” operations. Soldiers continue to conduct reconnaissance operations and compel barangay watchmen to serve as guides and “human shields.”
In Capiz, the 61st IB deployed an additional 15 regular and CAFGU troops at its detachment in Barangay Katipunan, Tapaz.
Combat operations are also being conducted by the 403rd Brigade in Bukidnon. In particular, the NPA reported the presence of operating 8th IB and 1st Special Forces Battalion troopers in Barangay Busdi, Malaybalay City, and Mt. Kitanglad, respectively.
State forces also arrested Lumad leader Gloria Tumalon in Lianga, Surigao del Sur on March 20 and civilian Camilo Bucoy in Zamboanga Sibugay on March 19. Both were slapped with trumped up criminal charges and accused of being NPA members.
The CPP denounced the Duterte government for using the public health crisis as pretext to impose its militarist lockdown which curtail the people’s civil liberties with impunity.
The CPP said even without a ceasefire, it has directed NPA units to help health committees in villages to carry out an information drive on the threat of a Covid-19 epidemic, raise the necessary resources, carry out sanitation services, provide necessary items for personal hygiene, extend extra care to senior citizens, and other measures.

Once again, the Duterte administration has shown its incapability in rationally addressing the urgent problem of the global pandemic corona virus disease (Covid)-19. Instead of prioritizing funds and resources and mobilizing the health sector to fight the said pandemic, it has intensified the presence and repression if state forces and set up checkpoints in the urban and rural communities. In the guise of enhanced quarantine, the people are subjected to intense scrutiny in military checkpoints, and their economic life is disrupted. In the Ilocos-Cordillera, farmers are being prohibited to tend to their rice fields and to procure basic commodities. These measures, coupled with the lack of adequate health services and relief, further serve to exacerbate the growing fear and panic among the people. Despite the declaration of unilateral ceasefire, military operations continue to occupy targeted areas and sow terror. Areas where there are ongoing military operations are in 22 barangays in the municipalities of Malibcong, Lacub and Tubo in Abra, 18 barangays in the municipalities of Balbalan, Pinukpuk and Pasil in Kalinga, 15 barangays of Besao, Sagada, Bontoc, Bauko and Tadian in Mountain Province, and in the municipalities of Quirino, Cervantes, Salcedo, Santa Lucia, and San Emilio in Ilocos Sur, among others. Instead of helping people deal with the said pandemic, state forces bring their own brand of virus in the communities — their baseless fascist paranoia.
The people needs immediate and adequate relief and health services, together with enough funds and support for health workers and hospital facilities to address this epidemic. The Cordillera People’s Democratic Front unites with the call of the Communist Party of the Philippines for collective people’s action. The whole revolutionary armed movement in the country has a long history of actively addressing various illnesses in its areas and builds health committees and wages health campaigns such as sanitation, herbal remedies, nutrition among others. In line with the program of the national democratic revolution for a free, scientific and mass-oriented health service, medical officers of the New People’s Army devote their time and skills in studying and treating various illnesses and epidemics afflicting the masses.
As long as the Duterte regime insists on its military mindset, they will reap the flaming resistance of the people and further drive the people to the path of revolutionary armed struggle.

In February, while the Duterte regime had allowed the entry into the country of hundreds of thousands of Chinese tourists, including those from Wuhan, and ignored the grave implication of the death of the first victim in the Philippines, the revolutionary forces have been closely monitoring developments in the spread of the Covid-19 pandemic in the country.
As the virus started to wreak havoc in China and began to spread outside China’s borders, immediately the revolutionary movement through its National Health Bureau has been busy organizing and mobilizing revolutionary health committees from the national down to the village levels to prevent the spread of Covid-19 in their areas, and check on the people’s health.
While the Duterte regime was ignoring the warning signs, the CPP has already directed NPA Red fighters to step up efforts to render social, economic, medical and public health services to the people, and coordinate with the people’s democratic government (PDG), which is based on revolutionary village committees and the mass organizations in the guerrilla zones and in factories and communities, to undertake a collective response to the infection by launching campaigns on sanitation and community cleanup drives.
As the virus further spread, the Duterte regime engaged in misinformation, withholding the real number of infected persons and ignored the virus’ mode of transmission. In fact days before imposing an “enhanced community quarantine” – its euphemism for lockdown and military hamletting of communities – the Duterte regime has continued to allow the entry into the country of potential virus carriers, mainly Chinese from mainland China, and the unhindered operation of the so-called Philippine Online Gaming Operations (POGOs), which are run by Chinese nationals from mainland China, because they provide largesse for Duterte’s corrupt bureaucracy.
A day after imposing “enhanced community quarantines” in the National Capital Region, the Duterte regime called for a ceasefire with the NDFP and the revolutionary organizations that it represents, oblivious of the fact that on the ground the revolutionary movement led by the CPP and all allied organizations under the NDFP have already been mobilized, amidst continued military attacks, to complement efforts of people’s organizations and humanitarian organizations and concerned entities to gather the broadest possible solidarity and support to produce and deliver urgent medical services and supplies such as face masks, alcohol, testing kits and respiratory medicines that people need, especially the most vulnerable – the poor peasants, the factory workers, urban poor residents, the jobless and the homeless.
The Duterte regime talks about the resumption of the peace talks to continue and finish the agreement on social and economic reforms, which it has deliberately stalled several times, even as its reactionary military, police and fascist officials continue to engage in state terrorism, carrying out prolonged military operations to intimidate communities, indiscriminately bombing communities in Bukidnon and Compostela Valley, as well as red tagging, harassing, abducting and murdering social activists, peace advocates, human rights defenders and other people, including abetting threats against the NDFP chief political consultant, and the recent brutal murder of cultural worker Marlon Maldos in Bohol.
And last March 13, Duterte’s military and police carried out the treacherous and cowardly assassination of Comrades Julius Giron, Dr. Ma. Lourdes Denero Tangco and Arvie Alarcon Reyes in Baguio City. Comrade Giron was an exemplary CPP leader who was long involved in the peace talks as an NDFP consultant on social, economic and political reforms, while Tangco was a medical doctor and head of the CPP’s National Health Bureau, which led and mobilized the revolutionary health committees to take urgent measures to respond to the epidemic.
Duterte’s call on the NDFP to declare a unilateral ceasefire is an empty gesture, a psywar maneuver to cover its criminal neglect in ignoring the grave medical crisis that the coronavirus is inflicting on the people.

In February, while the Duterte regime had allowed the entry into the country of hundreds of thousands of Chinese tourists, including those from Wuhan, and ignored the grave implication of the death of the first victim in the Philippines, the revolutionary forces have been closely monitoring developments in the spread of the Covid-19 pandemic in the country.
As the virus started to wreak havoc in China and began to spread outside China’s borders, immediately the revolutionary movement through its National Health Bureau has been busy organizing and mobilizing revolutionary health committees from the national down to the village levels to prevent the spread of Covid-19 in their areas, and check on the people’s health.
While the Duterte regime was ignoring the warning signs, the CPP has already directed NPA Red fighters to step up efforts to render social, economic, medical and public health services to the people, and coordinate with the people’s democratic government (PDG), which is based on revolutionary village committees and the mass organizations in the guerrilla zones and in factories and communities, to undertake a collective response to the infection by launching campaigns on sanitation and community cleanup drives.
As the virus further spread, the Duterte regime engaged in misinformation, withholding the real number of infected persons and ignored the virus’ mode of transmission. In fact days before imposing an “enhanced community quarantine” – its euphemism for lockdown and military hamletting of communities – the Duterte regime has continued to allow the entry into the country of potential virus carriers, mainly Chinese from mainland China, and the unhindered operation of the so-called Philippine Online Gaming Operations (POGOs), which are run by Chinese nationals from mainland China, because they provide largesse for Duterte’s corrupt bureaucracy.
A day after imposing “enhanced community quarantines” in the National Capital Region, the Duterte regime called for a ceasefire with the NDFP and the revolutionary organizations that it represents, oblivious of the fact that on the ground the revolutionary movement led by the CPP and all allied organizations under the NDFP have already been mobilized, amidst continued military attacks, to complement efforts of people’s organizations and humanitarian organizations and concerned entities to gather the broadest possible solidarity and support to produce and deliver urgent medical services and supplies such as face masks, alcohol, testing kits and respiratory medicines that people need, especially the most vulnerable – the poor peasants, the factory workers, urban poor residents, the jobless and the homeless.
The Duterte regime talks about the resumption of the peace talks to continue and finish the agreement on social and economic reforms, which it has deliberately stalled several times, even as its reactionary military, police and fascist officials continue to engage in state terrorism, carrying out prolonged military operations to intimidate communities, indiscriminately bombing communities in Bukidnon and Compostela Valley, as well as red tagging, harassing, abducting and murdering social activists, peace advocates, human rights defenders and other people, including abetting threats against the NDFP chief political consultant, and the recent brutal murder of cultural worker Marlon Maldos in Bohol.
And last March 13, Duterte’s military and police carried out the treacherous and cowardly assassination of Comrades Julius Giron, Dr. Ma. Lourdes Denero Tangco and Arvie Alarcon Reyes in Baguio City. Comrade Giron was an exemplary CPP leader who was long involved in the peace talks as an NDFP consultant on social, economic and political reforms, while Tangco was a medical doctor and head of the CPP’s National Health Bureau, which led and mobilized the revolutionary health committees to take urgent measures to respond to the epidemic.
Duterte’s call on the NDFP to declare a unilateral ceasefire is an empty gesture, a psywar maneuver to cover its criminal neglect in ignoring the grave medical crisis that the coronavirus is inflicting on the people.

Three more members of the Bangsamoro Islamic Freedom Fighters under Karialan faction laid down their arms in Pikit, Cotabato on March 20.
Daud Raguiab, Faizal Pangilan, and Ali Udas Kasim surrendered Friday morning to soldiers of the 7th Infantry Battalion in Barangay Ladtingan, Pikit.
Maj. Gen. Diosdado Carreon, Joint Task Force Central commander, said the surrender is a result of the military's continuing convergence efforts and information operations in the area.
The trio yielded one Cal .50 rifle, one RPG, one M79 Grenade Launcher, and pieces of ammunition.
"More rebels decide to surrender and help our ground forces in working out our anti-terrorism campaign. We mean to sustain these gains through purposive offensives and community engagements in the area," said Lt. Gen. Cirilito Sobejana, commander of the Western Mindanao Command.
"We work hand in hand with local government units and agencies in aiding the reintegration and reformation of former rebels in Mindanao," the Commander added.

CAMP EVANGELISTA, Cagayan de Oro City – Troopers of the 4th Infantry “Diamond” Division joins the simple and unique celebration of the Philippine Army’s 123rd Founding Anniversary with the theme, “123 Years of Gallantry and Dedication in Serving the People and Securing the Land” held at the 4ID grandstand, Camp Evangelista, Patag, Cagayan de Oro City early this morning, March 23, 2020.
Veering away from its traditional lined up activities during anniversary celebrations, today’s 123rd Founding Anniversary of the Philippine Army is done only highlighting the simultaneous flag raising ceremony thru the Army’s inter-unit communication equipment via live streaming video facilitated by the Headquarters, Philippine Army and participated in by its major units deployed nationwide. After rendering honors to the nation, army personnel reaffirmed their oath of allegiance to the nation and the people they serve.
LtGen Gilbert I Gapay AFP, Commanding General of the Philippine Army, in his message, “By patriotism, the Philippine Army has evolved from its humble beginnings to become the reliable and effective force that it is today: from our fight to freedom until this day against hybrid threats, and man-made and natural calamities. In all these battles of the past 123 years, the Philippine Army has been the embodiment of patriotism – of honor, and duty. Let us work towards realizing our vision of becoming a world-class Army that is a source of national pride.”
The Philippine Army traces its roots during the Filipino-Spanish war. The Philippine Army was established during the time when Emilio Aguinaldo was elected President of the Philippine Revolutionary Government at the Tejeros Convention on March 22, 1897 in Tejeros, San Francisco de Malabon in Cavite. Artemio Ricarte was elected to lead the army and designated as Captain General of the Ejercito en la Republica de las Islas Filipinas or the Army of the Philippine Republic.

CAMP SIONGCO, Maguindanao – Three more rebels from the Bangsamoro Islamic Freedom Fighters (BIFF) have surrendered to Army’s 7th Infantry Battalion at BrgyLadtingan, Pikit, NorthCotabato this morning (March 20).
The surrender was a result of the continuing effort of the unit to convince the members of the terror group to return to the fold of law with the help of barangay chairmen of Kabasalan, Bualan, and Bulol of Pikit town and the former rebels who also surrendered to the unit.
The BIFF former rebels were identified to belong under Karialan faction and they brought along with them were one homemade caliber .50 rifle, one rocket propelled grenade, and homemade M79 grenade launcher.
“We were struggling and really exhausted trying to run away from the persisting military operation,” one of the rebels said.
“We want to live peacefully together with our families,” the rebel added.
Lt. Col. Romel Valencia, Commanding Officer of 7th IB, said that the rebels felt the sincerity of the government where the former rebels have enjoyed the livelihood support provided by the Province of North Cotabato and Bangsamoro Autonomous Region in Muslim Mindanao.
“They were made to believe that they were fighting for the sake of their religion, which is wrong ideology taught in their group,” Lt. Col. Valencia added.
The Commander of Joint Task Force Central, Maj. Gen. Diosdado C. Carreon, lauded the efforts of 7th IB in convincing the other members of the terror group to surrender.
“The false ideologies of these rebels will lead them nowhere so I encourage the remaining members of the terror group to surrender to the government and enjoy the benefits of living peacefully with your families and the livelihood opportunities provided by the government,” the Commander stressed.
The BIFF rebels are currently under the custody of 7th IB and they are currently undergoing psychological debriefing.

The Abu Sayyaf Group (ASG) in Sulu suffered combat capability loss when two (2) of its rifles and various war materiel were recovered at Brgy. Upper Kamuntayan, Talipao, Sulu during the focus military operations executed by troops of the 21st Infantry Battalion under 1101st Infantry Brigade, 11th Infantry Division, yesterday ,March 19, 2020.
The successful operation was initiated by Lieutenant Colonel Ricky N. Parcon, Commanding Officer of 21st Infantry Battalion that resulted to the recovery of two (2) M16 high-powered rifles, eleven (11) magazines, one (1) sniper scope, numerous ammunitions and other ASG personal belongings. Lt Colonel Parcon appreciated the assistance of the community regarding the accomplishment and made statement based on their reports. “Isa lang ang ibig sabihin nito, sawa na ang mga sibilyan sa teroristang ASG na walang ginawa kundi mag hasik ng takot at kaguluhan sa lugar”, he said.
ASG’s support from the community diminished due to their terroristic and unlawful acts that displaced the people and forced their families to migrate since 2000. Likewise, the humanitarian operations conducted by the Community Support Program (CSP) teams of the 21IB that were deployed last month in Talipao, Sulu whose mission is to bridge the gap between the local government units and the community convinced and prompted the populace to report the terrorists’ presence and arm caches in the area.
These facts also were concluded during the clash of ASG with the troops of 1st Scout Ranger Battalion at Brgy Buhanginan, Patikul Sulu from the report of concerned citizens on March 13, 2020 causing the surrender of three (3) ASG members the day after.
Major General Corleto S. Vinluan Jr, AFP, Commander of Joint Task Force Sulu and 11th Infantry Division committed to instill the AFP’s mandate in promoting the welfare of community by eradicating the ASG bandits in support to the Local Government’s peace effort to end the local armed conflict. “Your soldiers will eliminate the presence of ASG bandits for us to experience a more peaceful and progressive Province” he said.

Tago, Surigao del Sur, March 20 2020 – The Communist NPA Terrorist (CNT) took advantage of the ceasefire declaration, slay two civiliansat San Miguel town, this province yesterday March 19, 2020 at around 7 o’clock in the evening.
The two civilians were identified as Zaldy Ibanez, 52 yrs old, Manobo, married and Datu Bernardino Austidillo,73 yrs old, Manobo, a tribal leader both residents of Sitio Inadan, Brgy Magroyong, San Miguel, SDS. The said victims were murderedby more or less 15 CNTs believed to be member of the Sandatahang Yunit Pampropaganda 1(SYP-1) of the Weakened GuerillaFront 30 (WGF30) of the North Eastern Mindanao Regional Committee (NEMRC) under Joel Mahinay @Nicko.
Based on the revelation of some witness in the said community, the victims were stabbed using machete/bolo (Sundang) that cause their instantaneous death. They were killed in front of their respective families who are begging and pleading to the Communist NPA Terrorist. Accordingly, Zaldy Ibanez is a former rebel who surrendered to the PNP and return to the folds of the law last November 9, 2019. While, Datu Bernardino Austidillo is the tribal leader of the said village.
It can be noted that the President Rodrigo Roa Duterte declared unilateral ceasefire against the CPP-NPA terrorist last March 19, 2020 and it will last to April 15 because of the pandemic disease COVID-19 which the Philippine Government are utmost priority as of now. The President also appeal to the communist NPA terrorist to take part and to cooperate with the government as the country deals with the coronavirus disease (COVID-19) crisis.
It is very cleared that the communist NPA Terrorist are capitalizing onthe declaration of ceasefire of the government. They used the ceasefire declaration to advance their armed struggle and took advantage of the suspension of military and police operation and target vulnerable civilians and IP leaders who are supported to their cause.
This is also a clear violation of the international humanitarian law and the rule of law. The killing of two civilians by the CNTs is a crime against our laws and an outright violation of the International Humanitarian Law (IHL) under Republic Act 9851.
In his statement, Lt Col Jezreel Diagmel, Acting Commanding Officer of 36th Infantry (Valor) Battalion said.
“We strongly condemned this barbaric act of the CNTs as they continue to destroy innocent civilians and indigenous people lives. We offer our sincerest condolences to the bereaved families,” Lt Col Diagmel said. “I call on the human rights advocate to investigate on this matter and give justice to the families of the victim. To the remaining CNTs stop the killing of innocent civilians and IP leaders. Abandon your futile armed struggle, surrender now and live a normal lives with your families.” LTC Diagmel ended. Tago, Surigao del Sur, March 20 2020 – The Communist NPA Terrorist (CNT) took advantage of the ceasefire declaration, slay two civiliansat San Miguel town, this province yesterday March 19, 2020 at around 7 o’clock in the evening.
