KIDAPAWAN CITY - Some PHP140 million worth of projects funded under the National Task Force - End Local Communist Armed Conflict (NTF-ELCAC) are set to be implemented here within this year.
Judith Alada Geveso, city interior and local government officer, on Friday assured the public that the timeline set for the implementation of the projects, which would benefit seven remote villages here formerly influenced by the communist New People’s Army, is doable.
“All identified projects are now on the bidding process after the completion of necessary documents required in the procedures,” Geveso said over a local radio here.
The village-beneficiaries include Singao, Balabag, New Bohol, Perez, Linangkob, Sikitan, and Marbel that all underwent the military's Community Service Program (CSP).
The CSP is a public and issue-oriented military operational concept employed in conflict-affected areas.
It is a community-based, people-oriented, peace and development effort to establish and develop disaster and conflict-resilient communities, stable community livelihood programs, and initiatives for strong community defense and security.
Geveso said the NTF-ELCAC lined up projects include the concreting of farm-to-market roads; cash for work assistance; school buildings; solar dryers; expansion of water potable water systems; and capacity development for agriculture and livelihood.
“The identification of the barangay projects depends upon the recommendation, through a series of consultations, by the Barangay Development Council,” she said.
She noted that ELCAC projects will augment barangay resources and speed up efforts in alleviating the lives of constituents from poverty.
Geveso said the city is also a recipient of a PHP119-million Retooled Community Support Program (RCSP) of the national government that serves as an undertaking of the NTF-ELCAC under Executive Order 70's whole-of-nation approach.
The RCSP aims to bridge the gap between the government and the barangays that were already cleared of communist terrorist groups through the NTF-ELCAC.
Geveso said the RCSP fund will be allocated for development projects in other remote villages here that include Sto Niño, San Roque, San Isidro, Malinan, Katipunan, and Gayola - all considered as communist-influenced barangays.
“Officials of the six barangays recently underwent a capability building activity to ready themselves in preparing documents to swiftly implement the projects”, she said.
