PIDIGAN, Abra, Oct. 22(PIA) – Members of Provincial Poverty Reduction Livelihood and Employment Cluster (PRLEC) of the Abra Provincial Task Force – End Local Communist Armed Conflict (PTF-ELCAC) will continue reaching out to the conflict-affected areas for the cluster programs, plans and projects to be successfully implemented.Technical Education and Skills Development Authority (TESDA) – Abra Provincial Director Florante Herrera said that the whole cluster will be reaching out to the conflict-affected areas to further identify their needs and concerns.
“We must help one another. Each agency must have a part so that the program or project has greater impact to the community. Each one has a role. We call it convergence. We need to go down to their level to effectively identify the needs and concerns of the whole community.” Herrera stressed.
The PRLEC members have observed that some of the initial projects that they have already implemented in the conflict-affected barangays were not sustained, so they discussed the need of social preparation in the implementation process.
As presented by Nenita Corro of TESDA, the preferred training programs of the influenced-barangays as identified by their respective punong barangays include electrical, small engine repair, swine production, beauty care, weaving, welding, furniture making, hollow blocks making, carpentry, agri-related training, cookery, massage, tile setting, and basic computer literacy.
