Former rebels of the communist New People’s Army (NPA) from Caraga Region received over PHP4-million financial aid from the Department of Social Welfare and Development (DSWD-13).

The amount released to the former rebels was part of financial aid under the Sustainable Livelihood Program’s (SLP) Livelihood Settlement Grant (LSG) of the agency in support of the Enhanced Comprehensive Local Integration Program (ECLIP) of the government, DSWD-13 information officer Marko Davey Reyes said.


In an interview Tuesday, Reyes said the amount was disbursed to the former rebels through different distribution activities this month covering 204 former rebels who each get PHP20,000.

“The recipients were considered eligible former rebels based on the endorsements made by the different line agencies of the government, including the Army and the Philippine National Police (PNP) that form as the ECLIP committees in provinces and in the region,” Reyes said.

The LSG, he added, is designed to provide support to the implementation of the Whole-of-Nation approach to end the local communist conflicts as mandated by Executive Order No. 70.

The series of distribution of financial aid were conducted in Gigaquit, Surigao del Norte last Sept. 10; in Butuan City for Agusan del Norte last Sept. 11; Tandag City and Bislig City in Surigao del Sur last Sept. 16 to 17; and in the towns of Prosperidad, Bunawan and Loreto in Agusan del Sur last Sept. 22 to 24.

Through the LSG and ECLIP, Reyes said NPA surrenderers are given the opportunity to start their own small businesses with their families.

“Most of the former rebels said they were interested to venture into sari-sari store business while the others want to do business in crop production, poultry, and livestock,” Reyes said.

“DSWD Caraga is eyeing to provide livelihood assistance to 600 former rebels for the year 2021,” he added.
