All 27 municipalities in Abra province have declared the New People's Army (NPA) as unwelcome in the villages, a military official said on Friday.
Col. Jearie Boy Faminial, 24th Infantry Battalion commander, said the resolutions were passed by the municipal councils on different dates.
First to declare was the town of Luba on Mar. 18, 2019, through Resolution 19-06 -2019 followed by capital Bangued and Tayum both on Mar. 25, 2019 while the other towns followed.
The most recent declarations came from Boliney on October 11.
Villages then started to follow the same declaration starting from Langangilang town with five of its villages-- Balais, Poblacion, Nagipulan, Taping and Dalaguisan, declaring the NPAs as persona non grata.
Faminial said Abra youth are becoming aware of the need to know the deception of the terrorist group that victimizes their sector, making them combatants leaving their families and their studies for a lost cause.
He said several youth leadership summits were conducted by the sector to hone their leadership skills and prevent them from being recruited by NPA members. Various government agencies also briefed participants of programs that they can avail of.
The youth leadership summits started in 2016 with the most recent held on November 15 in Malibcong that was attended by over 60 young participants.
Earlier, Abra Gov. Jocelyn Bernos said the leaders in the province are starting to realize the importance of having a peaceful town.
“The declarations are a start. At least now they are starting to choose not to have the NPA in their midst," Bernos said.
The government security forces have identified 15 villages in Abra either as insurgency affected or threatened.
Bernos said the 15 villages are in Tubo, Lacub and Malibcong towns which are upland municipalities in Abra. The villages in the towns can only be reached by hours of walking.
President Rodrigo Duterte issued Executive Order 70 mandating a whole-of-nation approach to end the local armed conflict. It also directs government agencies to collaborate and coordinate with each other in implementing development programs and projects in NPA-infested areas.
During the recent briefing of the Regional Task Force (RTF) ELCAC, there were 49 villages in the Cordillera Administrative Region identified as either NPA-affected or threatened.
Cabinet Officer for Regional Development and Security (CORDS) Secretary for Cordillera and Agriculture Secretary William Dar has called on the governors, mayors, and congressmen to prioritize funneling government programs to the 49 villages.
