Bgy Iba, Cabanglasan, Bukidnon – Millions of worth of Government projects and services were delivered to the people of Brgy. Iba, Cabanglasan, Bukidnon Province during the launching of the Convergence Areas for Peace and Development (CAPDev) yesterday, June 28, 2019.

This is in connection with the implementation of CAPDev as the banner program of Region 10 to operationalize EO 70 and address the root causes of insurgencies, internal disturbances and tensions, and other forms of armed conflict and threats through sustained delivery of basic services and social development packages in poor, conflict affected areas and geographically isolated and disadvantaged areas.

The Department of Social Welfare and Development (DSWD) Region 10 awarded 50 concrete and ready houses to the Internally Displaced Persons (IDPs), IndigenousPeoples (IPs), and Former Rebels from Brgy. Iba and Cabanglasan. The ribbon- cutting and turn-over ceremony was headed by Sec Jose Ruperto Martin M Andanar,the Cabinet Officer for Regional Development and Security (CORDS) for Northern Mindanao together with DSWD Sec Rolando Joselito Bautista. The DSWD Core Shelter project is worth P16.8 Million pesos.

@Alay, 29, a Former Rebel and a lumad member of the Omayamnon tribe who is one of the recipients said, “Pasalamat ko og daku sa programa sa gobyerno sa amoa nga mga FR ug wala ko nagmahay nga misurrender ko sa gobyerno. Bisan pa man nga 14 ka tuig ko sa sulod sa kalihukan gidawat gihapon ko sa gobyerno. Alang sa akong kanhing mga kauban, mas maayong mobalik na mo sa sabakan sa gobyerno tungod sayang ang panahon nga adunay programa ang gobyerno.” (I am thankful to the program of the government for us FRs and I never regretted my decision to surrender.

Although I spent 14 years inside the group, the government still accepted me. To my former comrades, it is better to surrender now and avail of the programs of the government while you still can.)

Aside from the Housing Project, an Information and Service Caravan was brought by the different government agencies, the Provincial Government Unit of Bukidnon, 4th Infantry (Diamond) Division and Police Regional Office (PRO) 13 personnel for the residents of Cabanglasan. The Serbisyo Caravan consists of free medical/dental check-up and circumcision, Civil Registration, ALS and Scholarship Registration and free haircut services. Story telling with magical show from the Army also entertained the local populace.

The government services and projects did not end with the conduct of Information and Service Caravan because the people of Iba and Cabanglasan also received Brgy. Health Station equipment, Hygiene Kits and Medical supplies and equipment from the Department of Health, a 26-Million worth of School Buildings from the Department of Education (DepEd) and seedlings and farming equipment from Bukidnon PLGU.

Likewise, the Department of Labor and Employment (DOLE) gave a total of P1.1 Million worth of projects and equipment to three registered associations of Cabanglasan. Moreover, the Department of Agriculture also funded a farm to market road worth P8-Million pesos and distributed thousands of sacks and bags of assorted seedlings to the farmers of Brgy. Iba.

The grateful Reynard Encarguez, Brgy. Chairman said, “From the bottom of our hearts, we thank all the national and regional government agencies here who gave us these projects and services. Saying thank you is not enough for this will change the lives of the people of Brgy. Iba.”

On his part, Maj Gen Franco Nemesio M Gacal said, “The projects and services delivered in Brgy. Iba are the result of the Community Support Program (CSP).

Together with the RTF-ELCAC and the implementation of CAPDev in Region 10, we will continue the delivery of basic services and social development packages in poor, conflict affected areas and geographically isolated and disadvantaged areas in order to address the root causes of insurgencies, internal disturbances and tensions, and other forms of armed conflict and threats”. This is just the start, we will conduct same activity in all CAPDev areas in the region”, Gacal added.
