The Efren Martires Command (EMC) of the New People’s Army in Eastern Visayas commends the Rodante Urtal Command in Northern Samar for their successful tactical offensive in Catarman last December 19. This tactical offensive is in response to the call of the Party to intensify offensives and defend the people against the US-Duterte regime’s all-out war and intensifying militarization in the region and other parts of the country.
The tactical offensive also does not conflict with the Party’s unilateral ceasefire declaration that will be enforced from December 24 until 26, and from December 31 to January 1 – which the AFP twists as they claim NPA violation of the still-to-come ceasefire.
The EMC apologizes over alleged civilian casualties in the Catarman offensive. The incident will be investigated and clarified in due time for appropriate action.
For the record, the NPA only uses command-detonated explosives and not contact-detonated anti-personnel land mines as slyly alleged by the military in the Catarman offensive. The NPA is thus in accordance with the laws of war, specifically the Ottawa Convention that bans the use of contact-detonated anti-personnel mines but not command-detonated explosives. Furthermore, the NPA strictly hews to revolutionary discipline and principles as well as the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). On the other hand, the AFP pays lip service to the CARHRIHL and spew lies whenever it finds it convenient to bring up the CARHRIHL to disparage the NPA and cover up its widespread violations.
The AFP’s top dogs churn out the lie that their decision to not declare a holiday ceasefire and to continue military operations are to “ensure the safety of residents” but in truth, they are the ones causing terror in the barrios, keeping families from peacefully celebrating the holidays, and regarding the military and police forces as no better than cannon fodder in all-out war and giving them no respite.
