Camp Quirino, Ilocos Sur – Explosive materials used in making bombs, and not “shabu” ingredients, were found by government troops at makeshift camp in the remote village of Kaliwakiw, Salcedo town, this province, a top police official said yesterday.

Senior Superintendent Jovencio Badua, Ilocos Sur police director, told The Manila Bulletin that the white crystalline substance reportedly found in the area was actually epsom salt and calcium carbonate, which are used in making explosives.


“It is safe to say that the area is being used by criminal elements based on the statements of barangay officials and residents in the area,” Badua said.

The area however is known also to be a bailiwick of the New People’s Army (NPA).

Apart from the 74 plastic packs of Epsom salt and calcium, weighing 25.6 kilos, authorities also discovered fatigue and military shirts, combat clothes and gear, and other kitchen wares and utensils.

Badua said they were still investigating whether these items at the abandoned makeshift camp belonged to the NPA.
