Armed Forces of the Philippines (AFP) chief-of-staff Gen. Ricardo Visaya ordered all unit commanders to be very circumspect and wary in accepting financial assistance or pledges from local government units for their civil-military operation projects.
This was after the Senate uncovered the existence of Kerwin Espinosa's "blue book" which allegedly contains the names of individuals, including local government officials, who benefited from his illegal drugs operations and acted as his protectors.
Kerwin is the son of slain Albuera Mayor Rolanda Espinosa who was mysteriously shot and killed at the Baybay Sub-Provincial Jail last Nov. 5.
"In case there are soldiers in the list, we will have then investigated for the circumstances why their names are there," said AFP public affairs office chief Col. Edgard Arevalo.
He added that they will determine whether such persons are actually enlisted at the AFP, find out their respective units, if they really exists, and investigate them for possible offenses.
