Kidnapped victim Cirilo Bagnoran may have been freed by his
abductors on Christmas Day, but the New People's Army is still liable for his
abduction, Senior Supt. Samuel Nacion, officer-in-charge of the Negros
Occidental Police Provincial Office, said yesterday.
Nacion said the filing of charges against the NPA abductors,
whose identities have yet to be established by the police, depends on the
testimonies of Bagnoran and other members of his family, and also if they will
press charges against the suspects.
Bagnoran, who was abducted by the NPA on Dec. 10, during the
raid in the cock farm of Rene Europa, a leader of the Revolutionary Proletarian
Army-Alex Boncayao Brigade, was released on Dec. 25 by his abductors at a
chapel in Sitio Banate, Brgy. Macagahay, Moises Padilla.
The Leonardo Panaligan Command of the NPA claimed that it
was not an abduction.
In a statement, it said Bagnoran was being freed after it
was determined that he was not the mastermind in murder cases filed against him
before the revolutionary court, and his participation is only through being a
member of the RPA-ABB .
The statement also said that Bagnoran was still confined in
a hospital and recovering from his ailment, when the incidents of murder had
taken place in La Castellana, Negros Occidental, and Guihulngan City
Bagnoran was also released in good physical condition, the
statement added.
For Col. Francisco Delfin, 303rd Infantry Brigade commander,
“It was too late for being a hero”.
Delfin said the NPA committed a violation of the
International Humanitarian Law, when they abducted Bagnoran.
He added that the NPA has no right to subject Bagnoran to a
trial by what it claims to be a “ people's court”.
Meanwhile, Gov. Alfredo Maranon Jr. thanked the NPA for
releasing Bagnoran, in the spirit of Christmas season.
