From the Philippine News Agency (Sep 9): Persons behind Surigao Del Sur attack not military personnel

The Cagayan De Oro-based 4th Infantry Division on Wednesday announced that the suspects behind the atrocities which resulted in the death of three persons in Lianga, Surigao Del Sur last week are not members of the military and government supervised militia groups.

This was based on the investigations conducted by the Philippine National Police (PNP), 4th Infantry Division public affairs office chief Capt. Joe Patrick Martinez.

"After a thorough investigation conducted by the PNP, the perpetrators of the recent incident in Brgy. Diatagon, Lianga, Surigao Del Sur were already identified and cases have been filed before the Provincial Prosecutors Office in Lianga, Surigao Del Sur (last) Sept, 7, 2015," he added.

Based from the PNP report, the suspects were identified as Bobby Tejero, Loloy Tejero, and Garito Layno and 20 John Does.

They were charged with grave coercion, multiple murder, arson, robbery, and grave threats.

Based on 4th Infantry Division’s record, the above-mentioned personalities were not included in the roster of its CAFGU Active Auxiliary (CAA) personnel.

“The AFP adheres to the Law of the land. As provided for in the Constitution to wit: Providing for the Citizen Armed Force whose main function is to protect their communities against any threat group that are disturbing the socio-economic activities and the peaceful-living of our people. The CAA is the only legitimate force being supervised by the AFP. Other armed groups shall be the subject of Law Enforcement Operations conducted by the PNP,” Martinez said.
