The top commander of the United States Pacific Fleet is in town for what the United States embassy in Manila calls “an official visit” amid the heightening territorial dispute over the West Philippine Sea.

“Admiral Harry B. Harris Jr. arrived in Manila today on his first official visit to the Philippines as the commander of the US Pacific Fleet. During his visit Adm. Harris is scheduled to meet with Ambassador Philip Goldberg, make an office call on Vice Admiral Jose Luis M. Alano, Flag-Officer-In-Command, at the headquarters of the Philippine Navy, and visit Gen. Emmanuel Bautista, Chief of Staff of the Armed Forces of the Philippines,” a statement from the US embassy said.

It said the fleet commander “plans to use this opportunity to discuss the strong and enduring relationships between the US and Philippine navies, the implications of the US military’s rebalance to the Pacific, and the importance of naval engagement and cooperation for humanitarian assistance and disaster relief.”

Harris’s fleet has its headquarters at Pearl Harbor, Hawaii.
