CAMP GERONA, Minoyan, Murcia – A clear violation of Anti-Terrorism Law were committed by the communists NPA terrorist (CNTs) who shot and brutally killed three innocent civilians in separate incidents at Barangays, Sandayao last July 18 (Saturday) at 9:50 a.m. and Magsaysay last July 21, 2020 (Tuesday) at 2:50 p.m. of Guihulngan City, Negros Oriental.

Initial investigation disclosed that the shooting incident at Sitio Mandi-e, Brgy Magsaysay, Guihulngan City, Negros Oriental were identified as Jimmer Fundador of legal age and Romeo Dungo-an, 43 years of age. Both victims were married and are swine traders residing in Brgy Pacuan, La Libertad, Negros Oriental.

Accordingly, the victims were traversing the road from proper Guihulngan and heading towards the crossing of Hinakpan in Himamaylan City, Negros Occidental. They were on board their Kawasaki KLX motorcycles when they were waylaid and shot to death by an unidentified members of the NPA terrorists using an undetermined caliber of firearms positioned near the road being repaired. After the incident, the suspects fled the area on foot going east while the victims who suffered several shots in their bodies were brought to Guihulngan District hospital and was declared dead on arrival by the attending physician.

It can be recalled that last Saturday July 18, 2020, a male dead body was found at Sitio Agpalali, Brgy Sandayao, Guihulngan City, Negros Oriental which was reported by Brgy Chairman Richard Aba of Sandayao to the PNP. The victim was identified as Nail Vargasa, who was of legal age, single, and a resident of Brgy Cabudlosan, Brgy Sandayao, Negros Oriental. The target suffered gunshot wounds in different parts of his body that made him succumbed to death instantaneously. He was believed to be murdered by members of the communists NPA terrorists group who withdrew the crime scene earlier that day based on the facts gathered by the PNP.

Other terroristic acts happened in Himamaylan City with the murders of Randy Rociana of Brgy Mahalang, last July 12, 2020 and Joelito Hilacio last June 13, 2020 of Barangay Carabalan. Both victims were local farmers who were brutally killed by the NPAs, in which the crime was later on admitted by the leftist in a statement. Such killings of innocent civilians by the terrorists group as the suspect, and the use of disproportionate and indiscriminate force in armed conflict, is a direct violation of the international humanitarian law. These are blatant violations of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).

The Anti-Terrorism Bill was signed by President Rodrigo Duterte into law last Friday, July 03, 2020 which serves as a proactive stance against terrorism in the Philippines. Based on the reported series of killings and murders of innocent civilians in Guihulngan City, the said bill was clearly violated by the members of the communists NPA terrorist.

Meanwhile, Colonel Inocencio Pasaporte, 303rd Infantry Brigade Commander said, “We deployed our troops to conduct pursuit operations on the NPAs together with our counterparts in the PNP. The Army and the PNP are in control of the situation. We assure everyone that despite the pandemic crisis we have today, we will not put our guards down and allow the NPAs in sowing fear to the communities with their illegal activities in the area”.

The Anti-Terrorism Law will repeal Republic Act 9372 or Human Security Act of 2007 that will bolster its core intent to protect life, liberty, and property from terrorism and to condemn terrorism as inimical to the welfare of the people. We encourage the strong cooperation of the people of Negros to report to us any information about the presence of terrorists in your community. Justice will be served for victims of the CPP-NPAs treacherous attack, that showed their insincerity to give peace a chance,” Colonel Pasaporte added.
