From the Visayan Daily Star (Oct 7, 2019): NPA eyed in killing of RPA leader

The involvement of the New People’s Army in the recent killing of a former leader of the defunct Revolutionary Proletarian Army-Alex Boncayao Brigade in Tallisay City, Negros Occidental, is being considered by the Philippine Army, while police probers are still digging deeper in the investigation of the shooting incident.

Although the primary suspects are NPA members,
Brig. Gen. Benedict Arevalo, 303rd Infantry Brigade commander, yesterday said that they cannot really ascertain that as of this time, because there are also other angles being pursued, unless the local terrorist group claims responsibility for it.


Four unidentified suspects, riding in two motorcycles, shot and killed Jicky Casipe, a former leader of the RPA-ABB, on Friday along the highway of Brgy. Efigenio Lizares in Talisay City.

Maj. Jigger Gimeno, officer-in-charge of the Talisay City Police Station, said they already have two witnesses who may help them in their investigation of the shooting incident.

In previous assassinations of former RPA-ABB leaders, the NPA owned up to the killings.

Before his assassination, Casipe had received death threats from the NPA, the police said.

Casipe was among the more than 700 former RPA-ABB combatants and members who surrendered more than 300 firearms, following their decommissioning on September 20 by President Rodrigo Duterte in Jamindan, Capiz.
