New Bataan, Davao De Oro – In light of PRRD’s Executive Order 70 institutionalizing the “Whole-of-Nation” approach in attaining inclusive and sustainable peace, the provincial government of Davao de Oro, the Municipal Government of Pantukan and the 66th Infantry (Kabalikat) Battalion headed by LTC ROMAN S MABBORANG launched the Tunol Serbisyo in Barangay Araibo, Pantukan, DDO last 05 July 2019.

The activity is part of the program implementation of OPLAN Pagbabago, a provincial peace framework adopted from the national framework under E.O. 70 that addresses the roots of insurgency in the province. Twenty one (21) government line agencies and two (2) private agencies participated in the activity. The Bureau of Fisheries and Aquatic Resources (BFAR) distributed 2000 fingerlings while the Provincial Agricultural Office (PAGRO) and the Provincial Environment and Natural Resources Office (PENRO) distributed various seedlings such as Durian, Mahogany, Vegetable seeds and drums benefiting the People’s Organization (PO) established by the Alpha Company of 66IB in the area. The Department of Agrarian Reform (DAR) on the other hand conducted distribution of land titles and provided free legal consultation concerning land/agrarian issues. The Provincial Attorney’s Office (PAO) and National Commission for Indigenous People (NCIP) also took part in the activity to render free legal consultation. Information drive and free registration were provided by the Philippine Statistics Authority (PSA) and PhilHealth while the Davao National Electric Company (DANECO) established a mobile electric bill payment. Aside from this, the Department of Science and Technology showcased easy to eat food samples. Also, the Provincial Social Welfare and Development (PSWD) conducted the turn-over of SLPA-PAMANA cheque amounting to 300,000.00.

Other agencies such as the TESDA, Department of Interior and Local Government (DILG) and the Philippine Red Cross conducted needs assessment and orientations in their respective expertise while the Land Transportation Office (LTO) included vehicle inspection and distributed student permit application form in their services.

Medical and Dental services were also rendered during the Tunol Serbisyo which was facilitated by the Municipal Government of Pantukan and the Philippine Army throughProvincial Health Office (PHO), 10ID Medical Team and 701 st Brigade Dental Team. Free Haircut, food feeding and film showing were also conducted. In addition, school supplies and slippers were distributed to school children through the collaboration of DepEd, Tagum Cooperative and The Philippine National Police. A total of 719 residents benefited in the activity.

During the opening program, Hon. Henry Tabanao, Barangay Chairman of Araibo became emotional as he expressed his gratitude towards the Provincial Government, the agencies and the Philippine Army for their utmost support for Barangay Araibo. “For so long that we dreamed for the government to reach for us and lift us from our desperate situation. It is only with the current administration and with the presence of the 66IB that we felt hope that our place will achieve peace and development” he said. He vowed to stay true to his promise to continuously support the government peace campaign.

Meanwhile, Hon. Roberto A. Yugo, Municipal Mayor of Pantukan said “Before this activity became possible, the barangay was formerly in the grasp of the CTGs but with presence of our Philippine Army and with the support of the community, the conflict was gradually addressed and the government services and development projects comes in. I hope this initiative will flourish not only in this barangay but in the whole Municipality of Pantukan” he said.

LTC MABBORANG said “The OPLAN Pagbabago Tunol Serbisyo held in Barangay Araibo is the off-shoot of the National Task Force to End Local Communist and Armed Conflict. In relation to that the Kabalikat Troopers is in full support on the E.O. 70 signed by our President especially in the promulgation of peace and order here in the province” he said.

“The 66IB ensures that peace and order situation in Araibo is being sustained. With that, all other government projects shall come in and converge in this barangay will further develop the social well-being of its constituents. Rest assured that your Kabalikat Troopers will continue to support the implementation of peace and order in the area” he added.
