CABANGLASAN, Bukidnon – Northern Mindanao will deliver the final blow to crush the local communist armed conflict as the Regional Task Force on Ending Local Communist Armed Conflict (RTF ELCAC 10) officially launched the Convergence Areas for Peace and Development (CAPDev) in Brgy. Iba, Cabanglasan, Bukidnon this Friday morning, June 28, 2019.

The activity marks another milestone in the government’s effort to operationalize President Duterte’s Executive Order 70. Region 10 has been proactive with its initiative to formulate CAPDev as its banner program to address the root causes of insurgencies, internal disturbances and tensions, and other forms of armed conflict and threats through sustained delivery of basic services and social development packages in poor, conflict affected areas and geographically isolated and disadvantaged areas. All government agencies in the region heeded the President’s call and highlighted the historical event with the turn-over of Millions worth of programs and projects to the Local Government of Barangay Iba.

The launching was graced by Sec Jose Ruperto Martin M Andanar, the Cabinet Officer for Regional Development and Security (CORDS) for Northern Mindanao together with Sec Rolando Joselito Bautista of DSWD. Also present were, Usec Rufino S Lopez, Deputy Director and Chief of Staff, National Security Council, C, Asec Manuel Felix, DILG, Lt Gen Felimon T Santos Jr, Commander EastMinCom, Maj Gen Franco Nemesio M Gacal, Commander, 4th Infantry (Diamond) Division, Dir. Mylah Faye Aurora B Cariño, NEDA-10, Dir. Arnel M Agabe, DILG-10, PBGen Rafael Santiago Jr, RD, PRO10 and Engr. Modesto Babaylan Jr. Co-Chairperson RDC-10, Vice Gov Rogelio Quiño, Bukidnon and Mayor Renante Inocando of Cabanglasan.

In his opening remarks, Mayor Inocando said, “I am really thankful to everyone here today. This is really a big occasion for us because I see that our Regional and National government is really serious in helping us here in Cabanglasan. We believe that CAPDev will help us become more united towards peace and development.”

Sec Andanar lauded the dedication of the NorMin RTF, “We are doing convergence the right way and I am happy to see that Region 10 is one of the leading regions following the marching orders of the President. I congratulate the RDC10 and the RTF-ELCAC TWG for leading the implementation of the “Whole of Nation Approach” and developing CAPDev in Northern Mindanao”, Andanar added.

Brgy. Chairman Reynard Encarguez couldn’t contain his happiness and said, “The services and projects we have received will really be of great help to the people of Iba. We assure you that we will support the thrust of the government to finally put an end to our insurgency problem.”

Likewise, for his message, Sec Bautista said, “Brgy. Iba must positively spread our peaceful efforts towards other barangays, municipalities and cities in the Region. Let us reecho the services of the government so that it will reach our brothers who are still in the mountains for them to be able to lay down their arms and live a peaceful life.” The Secretary awarded 50 housing projects to IDPs, IPs and Former Rebels during the activity.

Also conducted was the unveiling of the CAPDev logo and RTF-ELCAC 10 logo which represents unity in diversity and was followed by the signing of the Regional Peace and Order Council Resolution condemning the atrocities of the Communist NPA Terrorists (CNTs).

On his part, Maj Gen Gacal emphasized, “The launching jumpstarts the crucial phase of our “Peaceful War” to finally end the local communist armed conflict in Region 10. The Community Support Programs of the Philippine Army have already cleared the affected barangays while the implementation of CAPDev will complete the development phase as delivery of projects and programs in focused areas will ensure lasting peace and inclusive development.” “I would like to congratulate all the agencies and stakeholders involved for the successful conduct of the launching. However, this is just the start of the more challenging tasks ahead of us that is why I enjoin everyone for their continued dedication and commitment to the program. Together, I am optimistic that our collective effort and passion to serve will be able to put an end to the local communist armed conflict. Our common aspiration to attain lasting peace and inclusive development in Northern Mindanao is within reach”, Gacal added.
