Former Philippine Drug Enforcement Agency (PDEA) director of
the Special Enforcement Service (SES) and now Marine Lt. Col. Ferdinand L.
Marcelino and a Chinese national were placed under inquest proceedings at the
Department of Justice (DOJ) on Friday.
The two suspects were arrested early Thursday in a shabu
warehouse or laboratory in Sta. Cruz, Manila
where 64 kilos of shabu were confiscated.
Marcelino and Yan Yi Shou, a former PDEA interpreter, were
brought to the DOJ with handcuffs, specifically in the office of Senior Deputy
State Prosecutor Theodore Villanueva for the filing of the appropriate charges.
During the inquest proceedings, the DOJ will determine
whether there is probable cause in the allegations against Marcelino and Yan Yi
Shou.
It was learned that aside from the 64 kilos of shabu worth
Php320 million, also confiscated were chemicals used in the manufacture of
shabu and a Toyota Camry.
Marcelino earlier denied that he was involved in illegal
drugs.
He was the team leader then of the PDEA group who arrested
the members of an alleged drug syndicate, the so-called "Alabang
Boys."
He was also instrumental in the arrest of a son of former
Manila Mayor Alfredo S. Lim, who was allegedly involved in illegal drugs.
The PDEA charged Marcelino and the Chinese national with
violation of Sections 8 and 11 of Republic Act No. 9165, or the
"Comprehensive Dangerous Drugs Act of 2002," for illegal possession
and manufacture of illegal substances, respectively.
According to Marcelino, he was on an official intelligence
work when he was arrested in the said clandestine shabu laboratory in Sta.
Cruz, Manila .
He said that he was supposed to confirm the report whether
there was shabu lab in the area.
He added that his operation and that of the Philippine
National Police-Anti-Illegal Drug Special Operation Task Force (PNP-AIDSOTF)
and the PDEA coincided with each other.
Marcelino was former director for special enforcement
service of the PDEA and is currently the superintendent of the Naval Officer
Candidate School
of the Naval Education Training Command in San Antonio , Zambales.
