The 301st Infantry Brigade of the Philippine Army has lauded the efforts of the Department of Labor and Employment (DOLE) Region 6 for bringing the government’s much needed services down to the grassroots to improve the socioeconomic well-being of the village folks.

DOLE's Regional Director Ponciano M. Ligutom received a citation during the Infantry Brigade's 32nd anniversary celebration on Feb. 16 in Camp General Adriano D. Hernandez, Dingle, Iloilo for the DOLE’s unprecedented support in the implementation of Tubong-Tubong Project in conflict-prone areas on the island of Panay.

The DOLE was the only government agency which received such award along with some non-government organizations and army officers.

The Tubong-Tubong project, a convergence program of the DOLE, 3IB PA, local government units and other stakeholders, is implemented in the municipalities of Tapaz in Capiz and Tubungan in Iloilo to bring livelihood assistance to the people living in these areas. Tubong-Tubong is a local term for convergence.

According to Col. Eric C. Uchida, peace and order can be attained not by bullets but by bringing the necessary change in the lives of the people in conflict-prone areas through the delivery of government services such as this convergence program which aims to contribute to the development of the locality and alleviate the lives of the people.

In Tapaz, the region released in 2013 to the LGU the amount of PhP950,000 as counterpart in the PhP1.8 million Abaca Production Project which is aimed at benefiting the 321 indigenous people from barangays Maliao and Hilwan in Tapaz, Capiz.

Another PhP2,920,000 was released in 2014 to promote food security through Abaca Fiber and Livestock raising to 116 marginalized farmers and unemployed workers who survived the wrath of typhoon "Yolanda."

In Tubungan, the amount of assistance granted to the LGU for the development of the coconut industry of the locality reached a total of PhP2,799,575 which directly benefited 1,207 small coconut farmers and their families.

Other areas to be covered by the Tubong-Tubong project included Libacao in Aklan, San Remegio in Antique and Bingawan in Iloilo.
