Malacanang aims to submit to Congress the draft of the Bangsamoro Basic Law (BBL) which has been fully worked out by both parties after the State- of-the-Nation Address (SONA) of President Benigno S. Aquino on July 28.

Presidential Spokesperson Edwin Lacierda stressed this on Monday amid apprehensions of some pro-Bangsamoro groups in Mindanao on the contents of the proposed law because of delays and they want the revised version be published even before it is submitted to Congress.

”We will submit a Bangsamoro Basic Law draft which has been fully threshed out by both parties,” Lacierda told a media briefing at the Palace.

Citing government panel chair Prof. Miriam Coronel-Ferrer, Lacierda said both parties “are taking the necessary steps to ensure better understanding of the concerns, and to find a good resolution through frank and open discussion.”

Lacierda added that grey zones in the proposed law to create the Bangsamoro need to be addressed. Bangsamoro is a new political entity to replace the Autonomous Region in Muslim Mindanao (ARMM).

The Government panel and the Moro Islamic Liberation Front (MILF) panel will meet in Kuala Lumpur this week to thresh out the various substantive matters that have arisen from the Bangsamoro Transition Commission's submission of the proposed law and the subsequent review process conducted by the Office of the President.
