CLAVERIA, Misamis Oriental (PIA)--The 58th Infantry "Dimalulupig" Battalion (58IB), in collaboration with the Philippine National Police (PNP)-10’s Revitalized Pulis sa Barangay (R-PSB) program, sectoral groups, and Indigenous People (IP) communities, has declared the Communist Terrorist Group-New People's Army (CTG-NPA) as Persona Non-Grata in Eastern Misamis Oriental for its 54 years of violence and deceit.

They are notoriously known for their deceptive recruitment of youth through lies and false promises to lure them into joining violent extremist groups. The CTG-NPA has been responsible for the destruction of construction equipment and the harassment of patrol bases, police detachments, and macroeconomic business establishments.

A series of indignation rallies were held in various areas in Impakibel, Barangay Aposkahoy, Claveria, Barangay Ili Ilihon, Salay, Barangay Kabulawan, Lagonglong, and Barangay Mimbuli, Salay, which included testimonies and success stories of former rebels (FRs), the declaration of persona non grata, and the burning of the CPP-NPA-NDF flag.

"We are committed to bringing peace and development to our area of operation. We stand with our partners in the government and the community in our fight against the CPP-NPA-NDF's deceptive tactics and acts of terror. We ask for your continued support and cooperation as we work together to make our communities safer and prosperous," 58IB Commander Christian Uy shared.

Uy also said that the joint efforts of the AFP, the PNP, sectoral groups, and the IP communities show a united front against the CPP-NPA-NDF and send a strong message that their deceptive tactics, acts of terror, and other atrocities are not welcome in the province of Misamis Oriental. MANILA – The Department of National Defense (DND) shrugged off claims that the Philippines' Enhanced Defense Cooperation (EDCA) with the United States does not constitute a "gross violation of our national sovereignty".

"The EDCA, which is an offshoot of the MDT (Mutual Defense Treaty) was deemed constitutional by the Supreme Court. The EDCA Agreed Locations are not permanent basing facilities for the US but will be jointly operated by the two sides, and their use by our treaty ally is subject to our permission and mutual agreement," DND spokesperson Arsenio Andolong said in a statement over the weekend.

He also stressed that the EDCA sites primarily consist of storage facilities, which require minimum use of utilities since they will only be utilized during exercises and emergencies, and improvements on existing facilities owned and operated by the Armed Forces of the Philippines (AFP).

"In addition, the US is funding the construction and development of the EDCA Agreed Locations and, in doing so, is creating jobs and boosting the local economies of the communities where the sites are located," Andolong said.

He also noted that improvements on EDCA sites are part of the efforts to enhance the capability of the Philippines to ensure its security.

"The DND reiterates that access to and use of EDCA Agreed Locations by US personnel is by invitation of the Philippines and is by no means 'unhampered' or 'unimpeded.' The Philippines retains sovereignty and responsibility over EDCA Agreed Locations," the DND spokesperson stressed.

The Philippines earlier named Naval Base Camilo Osias in Sta. Ana, Cagayan; Lal-lo Airport in Lal-lo, Cagayan; Camp Melchor Dela Cruz in Gamu, Isabela; and Balabac Island in Palawan as additional EDCA locations.

The proposal to add additional EDCA locations was announced by the Philippines and US defense departments last February.

These new locations add to the five EDCA locations earlier picked by Manila and Washington D.C. -- Cesar Basa Air Base in Floridablanca, Pampanga; Fort Magsaysay Military Reservation in Nueva Ecija; Lumbia Airfield in Cagayan de Oro City; Antonio Bautista Air Base in Puerto Princesa City, Palawan; and Benito Ebuen Air Base in Cebu.

The DND spokesperson added that these EDCA sites are vital to defending the country's territories, responding to calamities and securing Filipino fishermen making their livelihood in the country's vast waters.

"We call on the public to approach and understand the issue beyond the myopic perception that strengthening the military's capabilities means inviting war or conflict. Time and again, the AFP's assets and facilities have been utilized to respond to various threats to the security and safety of the Filipino people," he said.

Andolong also stressed that allocating resources for the development of the country's defense capabilities and the enhancement of the skills of its troops is a part of the functions of a state such as the Philippines.

He also assured the public that the DND and AFP are exercising judicious use of the funds allocated for the country's defense posture as this will allow the military to perform its mandate.

"Furthermore, Philippines-US activities, including efforts facilitated through EDCA, are intended to enhance the partnership between the Philippines and the US. These are not directed against any particular country but to modernize our alliance with the US and maintain a peaceful, free and prosperous Indo-Pacific," Andolong noted.

MANILA – The Philippine Army (PA) on Tuesday announced that it will be conducting a live-fire exercise using the FGM-148 "Javelin" anti-tank system at Fort Magsaysay, Nueva Ecija on April 13.

Army spokesperson Col. Xerxes Trinidad, in an advisory sent to reporters, said the live-fire drills are designed to "execute and apply the skills learned and simulation exercise with the 25th Infantry Division, US Army and Philippine Marine Corps (PMC) as the training audience."

He added that the "Javelin" lectures and simulations were conducted during the just concluded "Salaknib" exercises which took place last March 13 to April 4.

"This activity is part of subject matter expert exchange training for 'Salaknib' 2023 (SN23) and to be executed during 'Balikatan' 38 (BK38) timeline," Trinidad said.

This year's "Balikatan" exercise is scheduled from April 11 to 28 and involves more than 17,000 Filipino and American troops.

"The 'Javelin' anti-tank weapon live-fire exercise will fire six missiles which will be fired by the 25th Infantry Division, US Army, PA, and PMC. This event will be facilitated by the 'Javelin' anti-tank trainers of (the) US Army. Senior leaders from both Armies will witness the event," Trinidad said.

The FGM-148 "Javelin" missile has proven effective in neutralizing tanks and other armored vehicles in the conflict between Russian and Ukraine.

It is an American-made portable man-portable anti-tank systems system in service since 1996, and continuously upgraded.

Its fire-and-forget design uses automatic infrared guidance that allows the user to seek cover immediately after launch.

MANILA – Filipinos in favor of the mandatory Reserve Officers’ Training Corps (ROTC) in college think students would develop discipline and responsibility, according to a Pulse Asia survey conducted on March 15 to 19 and released by Senator Sherwin Gatchalian's office on Tuesday.

Seventy-one percent of those who favor ROTC believe it would make young people more disciplined and responsible; 60 percent think they could defend the country when the need arises; and 59 percent said leadership skills would be enhanced.

An overwhelming majority of the 1,200 respondents in the National Capital Region (77 percent), Balance Luzon (72 percent), Visayas (80 percent), and Mindanao (92 percent) favor the implementation of ROTC in college.

The survey likewise showed broad support for ROTC across socioeconomic classes – 81 percent of Classes ABCE and 78 percent from Class D.

“Malinaw ang boses ng ating mga kababayan sa pagsuporta sa pagbabalik ng ROTC sa kolehiyo (The voice of the people is clear in their support for the return of ROTC in college),” Gatchalian said in a news release.

He is co-author and co-sponsor of Senate Bill 2034 or the ROTC Act.

SB 2034 seeks to institutionalize the mandatory Basic ROTC program in higher education institutions and technical-vocational institutions for students enrolled in at least a two-year undergraduate degree, diploma, or certificate program.

“Kaya naman patuloy nating isusulong ang ating panukalang muling magkaroon ng ROTC sa kolehiyo hanggang sa maisabatas ito. Sa pamamagitan ng ROTC, maituturo natin sa mga kabataan ang disiplina, pagmamahal sa bayan, at kahandaang tumulong lalo na sa panahon ng mga sakuna (That is why we will continue to push this measure to have ROTC in college. Through ROTC, we will be able to teach our youth discipline, love of country, and the readiness to help during times of disaster),” Gatchalian said in a statement.

As for the 75 percent that think ROTC would increase cases of abuse, harassment, and hazing, Gatchalian said the measure has safeguards, such as a Grievance Board in every unit that would receive complaints and conduct investigations.

The bill includes the provision of one free uniform, including combat boots.

Senator Ronald dela Rosa said despite the implementation of the National Service Training Program (NSTP) over the past two decades, it has not achieved its purpose in nation-building.

“Maganda sana ang purpose niyan pero siguro sa implementation (NSTP has a good purpose but maybe [the problem lies in] its implementation),” dela Rosa said during a previous hearing. "The State shall also inculcate in the youth patriotism and nationalism and encourage their involvement in public and civic affairs. Kaakibat po ng pagtataguyod sa bansa ang pagtatanggol nito (Part of nation building is defending it)."

President Ferdinand R. Marcos Jr. previously said the return of ROTC would help bolster the country’s capability in dealing with disasters.

“Mas marami rin tayong maihahanda na sibilyan para sa mga ganitong disaster response sa pamamagitan ng ROTC program dahil hindi lang naman national defense ang tinuturo sa kanila kundi disaster preparedness and capacity building para dito nga sa tinatawag na risk-related situations (We will be able to prepare more civilians for disaster response through ROTC. National defense will not be the only thing to be taught but also disaster preparedness and capacity building on so-called risk-related situations),” he said after a magnitude 7 earthquake rocked Northern Luzon in July 2022.

MANILA – This year's "Balikatan" exercise will allow the Armed Forces of the Philippines (AFP) to use its most modern weapons systems and newly-developed doctrines in projecting the so-called credible defense posture, the country's military chief said Tuesday.

"For the AFP, in particular, this year’s 'Balikatan' Exercise is most timely, as we fast-track the enhancement of our capabilities for maritime security and domain awareness, as well as our employment concept of newly acquired equipment and weapon systems under our modernization program and application of newly developed doctrines – with the end-in-view of projecting a credible defense posture," AFP Chief of Staff, Gen. Andres Centino, said during the opening of the 38th iteration of the "Balikatan" drills at Camp Aguinaldo, Quezon City.

AFP assets to be used in this year's "Balikatan" include the newly-acquired ATMOS 155mm self-propelled howitzers, 105mm howitzers, S-70i "Black Hawk" helicopters, Embraer A-29 "Super Tucano" attack planes, FA-50 jet fighters, T-129 "Atak" helicopters, SF-260 light bombers, AW-109, and MD-520MG light attack helicopters, fast frigate patrol ships, and landing docks.

The annual exercise aims to optimize the use of the AFP joint training areas under the Enhanced Defense Cooperation Agreement, as well as strengthen inter-agency collaboration.

Centino said these are part of the "exercise goals" that they believed would make for a dynamic and relevant iteration of this year's "Balikatan."

"The annual Philippines-United States "Balikatan" Exercise is one of the long-standing activities between our two countries that has paved the way for an enhanced defense cooperation, military-to-military collaboration, and mutual commitments, which are all aimed at promoting our shared goals of a more secure global community," the AFP chief added.

He noted that gains made in the 2022 exercise reflect the two nations' determination and commitment as both were able to enforce full implementation of the "Balikatan" exercises after two years of non-conduct of this important activity due to the pandemic.

"Given the success and lessons from the 2022 ‘Balikatan Exercise,’ there were enough reasons to put a framework together for this year’s Exercise that would build on all that had been previously achieved," Centino said.

Biggest 'Balikatan' in history

This year's "Balikatan," he said, is the largest in history with a total of 17,680 Filipino, American, and Australian participants.

"The 38th Philippines-US 'Balikatan' iteration, will have a total of 17,680 participants, making it the largest-ever exercise of the AFP and the US Armed Forces, as well as our counterparts from the Australian Defense Force," Centino said.

He also said the AFP has also taken the initiative to expand this year’s Exercise by inviting military observers from partners in the region and other nations, under the International Observers Program (IOP).

"We believe that ‘Balikatan’ is also an opportunity to deepen our collaborations that would enable appropriate and timely actions whenever and wherever needed. On this note, let me welcome our exercise observers from our ASEAN neighbors, friends, allies, and partners. Your presence today makes this event a collaboration that goes beyond borders," Centino said.

He also said "Balikatan" 2023 is another defining moment as the magnitude of this year’s Exercise is a testament to the deepening alliance between and among our countries.

Centino said major events planned for this year’s exercises include the command post exercise, cyber defense exercise, field training exercise, and the humanitarian civic assistance.

"All these major events are intended to ensure the achievement of the end state of our Balikatan 2023 Exercises: to further develop mutual defense capability; to enhance cyber defense operations; and strengthen the country’s maritime security and domain awareness, among others," he said.

Long-standing defense relationship

Centino also said the Philippines on Monday commemorated the "Araw ng Kagitingan" (Day of Valor), which is a defining part of Philippine history.

"We commemorated the heroism of those who fought in Bataan 81 years ago. While the battle on that fateful day led to the fall of Bataan, the heroic event showcased the valor and patriotism of both the Filipino and American soldiers who fought side by side to defend our motherland," he added.

Centino said these heroic events should serve as a reminder and inspiration to everyone.

"Hence, today embodies our fervor to continue working on the enhancement of our training 'side-by-side' and 'shoulder-to-shoulder' to defend our country," he added.

Centino also said no better words than "shoulder-to-shoulder" could describe the Philippine and US alliance.

"We have stood together over the years, strong and unwavering, to address our vulnerabilities and ensure that both of our Armed Forces are primed to promptly and effectively respond to any situation, crisis or emergency, under all circumstances," he added.

Centino said as collaboration and partnerships of the two nations grow in strength and reach, they not only amplify and upgrade the interoperability of the two armed forces for mutual defense, humanitarian assistance, and disaster response but "just as importantly, contribute to the peace and stability of the Indo-Pacific Region in a definitive manner."

MANILA – A decommissioned Philippine Navy (PN) ship, the World War II-era corvette BRP Pangasinan (PS-31), will be sunk in this year's "Balikatan" joint live-fire exercises, which will be conducted off Zambales on April 26.

"They have to fire at a target that is close to what we would expect in actual threat, which is an intrusion coming from an adversary by (the) sea. How will they do that? They will do it through a Navy ship. So we will provide the target and the target to sink is PS-31. It's a very old (PN) ship," Col. Michael Logico, Executive Agent of "Balikatan" 2023 Philippines, said on the sidelines of the opening ceremony of the annual Philippines-US military exercise held in Camp Aguinaldo, Quezon City on Tuesday.

The BRP Pangasinan is a former US Navy patrol craft escort built in 1943 and turned over to the country in 1948. It was decommissioned in March 2021.

The sinking exercise (sinkex) will be conducted 12 nautical miles from San Antonio, Zambales, and well within Philippine territorial waters.

Logico also said every "weapon system" in the Armed Forces of the Philippines (AFP) and the United States, present in this year's exercise, would be used.

Weapon systems and platforms that might be used by the Philippine military include the A-29 "Super Tucano" attack aircraft, various artillery units, and even the FA-50 jet fighters.

"Every weapon system of the AFP and the United States will be (used) their HIMARS (High Mobility Artillery Rocket System). (I'm hoping) that it does not sink until we utilize all our weapon systems," he added.

Logico also said the "sinkex" is to prove that all services of the AFP are interoperable.

"It demonstrates that we are competent in employing combined arms and joint capabilities, we are demonstrating that we are combat ready, we have that capacity to deliver fires on a target, from the land, from the air, and from the sea. That's what we are demonstrating," he added.

Logico also added that any exercise the AFP does is a "demonstration of combat readiness."

"To us, it is a demonstration of confidence that we can actually perform and execute our mandate, if you are the adversary, it is a deterrence but we just perform this exercise for the value of the training it provides, which is an opportunity for us to operate and to exercise together with our friends and allies," he said.

In a related development, Logico said he has briefed President Ferdinand R. Marcos Jr. on the activity.

"Yes, I briefed the President myself. He said yes, he'll be coming," Logico said.

The military official said Marcos was "excited" about the "sinkex."

CEBU CITY – Lt. Gen. Benedict Arevalo, Visayas Command (Viscom) chief, has reiterated his call on the remaining New People’s Army rebels to put down their arms while the government offers to provide them with opportunities to live as normal members of society.

“The door of genuine peace remains open for you. Grab the opportunity and take it while you still have the chance. Follow the lead of your former comrades, lay down your arms, return to the folds of the law, and live a peaceful life with your families,” Arevalo said in a statement issued on Monday.

Arevalo said the Communist Party of the Philippines’ armed wing, NPA, is crumbling as they continue to lose its foothold in the Visayas.

The Viscom chief said the remaining communist fighters have only two options, either to stay on the course of their false armed struggle and fall to the long arms of justice, or return to the folds of the law and enjoy a peaceful and progressive life with their loved ones.

Arevalo cited the Enhanced Comprehensive Local Integration Program (E-CLIP) and local government unit (LGU)-initiated projects that have been helping former rebels to go back on their feet and live as regular members of the community.

On April 3, there were 21 former rebels in Negros Oriental province who received a total of PHP755,000 cash assistance from the E-CLIP and the provincial government, following the turnover of the newly-constructed Halfway House in Tanjay City.

Lt. Colonel Israel Galorio, Viscom’s spokesperson, said on Monday the military in the Visayas continues to sustain the gains in the internal security operations against the CPP-NPA, especially when the Armed Forces of the Philippines placed six Army Battalions in Negros Oriental to suppress violence that included the killing of Governor Roel Degamo.

“We have a total of 18 armed encounters in the region recorded for the month of March this year, which translated into the neutralization of 25 communist terrorists, five of whom died during encounters while 20 returned to the folds of the law,” Galorio told the Philippine News Agency in an interview.

Galorio said 14 supporters withdrew from backing up the communist rebels operating in the Negros Island.

Government troops, he said, recovered 30 firearms and a 60mm Mortar, apart from the four anti-personnel mines (APM) which are banned under the Ottawa Treaty of 1997, and four improvised explosive devices.

Following the murder of Degamo on March 4 in his residential compound in Pamplona town, Arevalo said soldiers from the six Army Battalions would stay in Negros Oriental until peace and order are restored.

ZAMBOANGA CITY – Government troops have captured a ranking New People’s Army (NPA) rebel after seizing their hideout in the hinterlands of Lanao del Sur province, the military said Tuesday.

The 1st Infantry Division (ID) said that Emid Turay Pumarag was captured after the Army's 5th Infantry Battalion (5IB) seized an NPA lair without resistance on Monday in Barangay Rogero, Bubong town, Lanao del Sur.

Pumarag, 35, was found alone inside the hideout. He is described as a supply officer for a rebel unit under the NPA's North Central Mindanao Regional Committee operating in Lanao del Sur.

He yielded three high-powered firearms consisting of an M16 and two Garand rifles with ammunition, bandoliers, a fragmentation grenade and documents of high intelligence value, the military said.

According to the 1ID, Pumarag and his comrades were involved in extorting the Maranao community in the area for revolutionary taxes and food supplies.

Pumarag was taken to the Amai Pakpak Medical Center in Marawi City for medical checkup and later transferred to the Army's 103rd Infantry Brigade headquarters for custodial debriefing and filing of appropriate criminal charges.

ILOILO CITY – The Philippine Army's 3rd Infantry "Spearhead" Division (3ID) is confident that the Chemical Biological Radiological Nuclear (CBRN) Training under the Balikatan Exercises 2023 at Camp General Macario B. Peralta in Jamindan, Capiz will boost the capabilities of the Philippine military in responding to various kinds of threats.

“The CBRN training program is designed to enhance the capabilities of the Philippine military and its allied forces in responding to chemical, biological, radiological, and nuclear threats,” a statement released on Tuesday by the 3ID Public Affairs Office (DPAO) read.

The statement added that the training program, which combines classroom lectures and hands-on and simulation exercises, will help improve the interoperability and readiness of both the Armed Forces of the Philippines (AFP) and the United States (US) forces in responding to threats and disasters, including natural calamities and terrorist attacks.

3ID Commander M/Gen. Marion Sison is confident that the training, which was kicked off on Monday, will also allow the AFP and US counterparts to "learn from each other, share best practices, and strengthen our readiness to respond to CBRN-related incidents.

In a follow-up interview, 3ID Public Affairs Office (DPAO) officer-in-charge Lt. Col. Vicel Jan Garsuta said the five-day training is just one of the activities included in the Balikatan Exercises being participated by the Philippine Army’s CBRN unit and the US military.

“There are a lot of activities nationwide in identified strategic areas in Luzon, Visayas,” Garsuta said noting that more activities focusing on humanitarian and civic assistance projects, joint combat training exercises, and cultural exchange programs will also be conducted.

He said some of the best practices of the Philippine military in responding to disasters where also derived from the Balikatan Exercises.

This year's Balikatan exercises, which will run from April 11 to 28, is known to be the biggest so far, with 12,200 US and 5,400 Philippine troops involved compared to last year that had 9,000 participants.

According to AFP spokesperson Col. Medel Aguilar, At least 11 Australian servicemen, dozens of foreign military observers, including from seven Association of Southeast Asian Nations member-countries is also expected to participate in the exercise.

DUMAGUETE CITY – Suspected members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) on Tuesday morning shot dead a civilian in a remote mountainous area in Guihulngan City in Negros Oriental province, the local police reported.

The victim was identified as Armando Duran Babor, 33, married, a carpenter and a resident of Sitio Mag-ubay in Barangay Maniak, Guihulngan City.

An initial report from the Negros Oriental Police Provincial Office (NOPPO) said that the victim was having breakfast with his wife, Archel Caballero Babor, at her residence when three armed men arrived and shot him three times on the head and on his left arm, resulting in his instant death.

The armed men fled toward the mountainous part of Barangay Calupaan in Guihulngan.

Police recovered three 5.56 mm shells.

Guihulngan police chief, Lt. Col. Romeo Cubo, told the Philippine News Agency in an interview that they were looking as possible motive the victim’s alleged previous connections with the NPA, and his turning against them.

GENERAL SANTOS, Philippines – Daring daylight gun attacks have killed at least three village officials in three Mindanao provinces over the weekend, as Christians in these regions observed the culmination of the Holy Week while Muslims observed the final days of Ramadan.

The first victim was Danny Angkay, the barangay chairman of Salaman village in the coastal town of Lebak, Sultan Kudarat in the Soccsksargen region, who was shot dead in Ampatuan town, Maguindanao del Sur on Black Saturday, April 8.

Captain Guissepe Tamayo, police chief of Ampatuan town, said they were still looking into leads in the killing of Angkay, who was in the town to visit a relative.

Angkay, along with two companions, was traveling home to Lebak town in a mini-van when they were attacked by motorcycle-riding gunmen along a highway.

On Easter Sunday, Tonesa Sarudin, the barangay chairperson of the remote seaside village of Mindupok in Maitum town, Sarangani in the Soccsksargen region, was shot to the head by motorcycle-riding gunmen in front of the barangay hall of Mindupok.

Maitum police chief Major Bernard Francia said Sarudin was walking near the barangay hall when the gunmen approached and shot her, and then the killers quickly fled.

Sarudin was a barangay councilor herself before assuming the chairmanship of Mindupok, replacing the village chief Mohamad Akmad who was also killed in an ambush in September 2020.

According to the police, Sarudin had recently received death threats, and investigators were considering the possibility of a rido (clan feud) motive in her murder.

Also on Easter Sunday, Abdul Malik Uban, a barangay councilman of Polloc in Parang town, Maguindanao del Norte, was shot dead by gunmen. His wife Salma was wounded and was in critical condition.

The incident occurred along a road in Barangay Poblacion 2 in Parang, where the victims were traveling together in a car when the gunmen came and shot them.

CCTV footage showed two men with handguns approaching and shooting at the group in a red sedan that was running slow before running off.

In February, gunmen also attacked and killed the then Polloc barangay chairman Abobacar Abdul and his wife Baisa in an ambush. The couple died from multiple gunshots after gunmen sprayed their car with bullets in Barangay Sarmiento in the same town.

The Philippine president says no Philippine military base will be used for ‘offensive’ actions

BATAAN, Philippines – There’s no need to worry if no one is attacking.

President Ferdinand Marcos Jr. on Monday, April 10, downplayed China’s qualms over additional sites under the Philippines and the US’ Enhanced Defense Cooperation Agreement (EDCA), telling reporters that there’s no need to “worry” as long as no offensive attack takes place.

“Kaya kung wala naman sumusugod sa atin, hindi nila kailangan mag-alala dahil hindi naman sila natin lalabanan. Ang ginagawa lamang natin ay pinapapatuloy natin ang depensa ng ating teritoryo, ng ating republika,” said Marcos in a chance interview on the sidelines of a Araw ng Kagitingan (Day of Valor) event at the Mount Samat National Shrine.

In two separate press conference on April 4 and April 6, China’s Foreign Ministry Spokesperson Mao Ning blasted the US for its “zero-sum mentality in pursuit of selfish interests,” referring to the opening of new EDCA sites. “This would only lead to more tensions and less peace and stability in the region,” she said on April 4.

Two days later, reacting to the Philippines’ Department of National Defense officer-in-charge Carlito Galvez Jr.’s justification of the additional EDCA sites, Mao pointed out the “long list of turmoil, division and devastation left behind by the US military around the world.”

The president said China’s reaction was not “surprising” but added “hindi tayo papayag na gamitin ang mga base natin para sa kahit anong offensive na action. Ito ay para lamang tulungan ang Pilipinas,” he said.

(We will not allow our bases to be used for offensive actions. These will be used only to help the Philippines.)

The Chinese Embassy in Manila, in remarks released in March 2023, questioned if it was in the Philippines’ national interest “to get dragged by the US to interfere in the Taiwan question.”

Yet Marcos himself, during an official visit to Japan in early February 2023, said “it’s very hard to imagine a scenario where the Philippines will not somehow get involved” in tensions in the Taiwan Strait.

Malacañang, in early April, announced the location of four new sites under EDCA. Most of the bases were vetted by the Armed Forces of the Philippines (AFP). By clearing and approving the four bases as EDCA sites, American soldiers will be able to access them and preposition US assets in those bases. The four bases – in the northern provinces Cagayan and Isabela, and in Palawan province in southern Luzon – offer greater US access to the West Philippine Sea, Sulu Sea, and Taiwan.

The selection of the four bases was seen as a “big deliverable” of the Philippines to the US, its oldest treaty ally. Marcos has previously framed the new EDCA sites as having been selected with disaster response as the main consideration.

Taiwan is becoming a flashpoint in the region, owing to China’s moves in trying to assert control of Taipei. Taiwan, a democratically-governed country, is being claimed by China as its own territory. The US has promised to defend Taiwan in the event of an attack from China.

There is, too, the dispute in the South China Sea, which China has practically claimed all of as its own. China has repeatedly downplayed tensions in the resource-rich waterway, with Mao claiming on April 6 that “there is never any issue with freedom of navigation and safety in the South China Sea.” Yet Filipinos who go to sea – from fishermen to the Philippines Coast Guard – will be quick to point out the repeated threats of Chinese vessels.

Philippine Foreign Affairs Secretary Enrique Manalo has called Chinese harassment in the South China Sea a “daily situation.”

The US has said it would also come to the Philippines’ defense should it be attacked in the South China Sea. Recently, Marcos summoned China’s ambassador after China used a military-grade laser against the Philippine Coast Guard.

BACOLOD City – A Philippine Army soldier was wounded in a clash with rebels in Sitio Seraje, Barangay San Isidro, Toboso, Negros Occidental, on Maundy Thursday, April 6.

Three New People’s Army (NPA) rebels spotted fleeing were also reportedly hurt.

The 303rd Infantry Brigade (303IBde) requested not to identify the wounded soldier, who is now recovering at a hospital in Bacolod City.

On Thursday afternoon, the Army’s 79th Infantry Battalion (79IB) responded to an extortion complaint by residents and encountered more or less 10 rebels.

Recovered at the encounter site were two homemade shotguns, two shotgun magazines, two 12-gauge shotgun ammunition, six packs of medicine kits, six hammocks, two pairs of boots, and a mobile phone battery, among others.

The 303IBde commander Brigadier Gen. Orlando Edralin said he appreciated the continued support of the locals and commended the efforts of the 79IB.

The wounded Army trooper, meanwhile, was awarded the Wounded Personnel Medal by Edralin himself.

ZAMBOANGA CITY – Former Muslim secessionist group Moro National Liberation Front (MNLF) has strongly condemned the Israeli attack on Palestinian worshippers at Al-Aqsa Mosque in East Jerusalem.

Dozens of Palestinians were injured and hundreds arrested by Israeli police in the raid early on Wednesday, April 5, sparking widespread clashes and protests in the West Bank during the Muslim holy month of Ramadan.

“We strongly condemn the recent attack on our Muslim brothers and sisters who were praying inside Al-Aqsa Masjid in this holy month of Ramadan. This violent act goes against the fundamental principles of humanity, respect, and tolerance. Every individual has the right to practice their religion freely without fear of violence or persecution,” the MNLF, chaired by Nur Misuari said over the weekend.

“The attack on Al-Aqsa Masjid by the Israeli soldiers is not only an attack on the Muslim community but also an attack on the sanctity of a religious site that holds immense significance to millions of people around the world. We must all stand together to denounce such senseless acts of violence and work towards creating a more peaceful and harmonious world,” it added.

Israeli said security units were forced to enter a prayer hall in the Temple Mount compound, known to Muslims as al-Haram al-Sharif, after what it called masked agitators barricaded themselves inside the mosque after nightly Ramadan prayers, in violation of an agreement ahead of the holy month that worshippers would not be allowed to stay in the house of prayer overnight.

Manila has not issued any statement on the raid, but Israel is a major supplier of weapons to the Philippines.

Francesca Albanese, the UN Special Rapporteur on the human rights situation in the Occupied Palestinian Territory, also condemned the attack. “As Palestinian Muslims gathered for Ramadan prayers exercising their right to worship in Al-Aqsa Mosque, Israeli authorities used blatantly excessive and unjustified force against them,” she said.

Albanese said Israeli forces violently entered Al-Aqsa Mosque, used stun grenades and tear gas, fired sponge-tipped bullets, and indiscriminately beat Muslim worshippers – including elderly people and women – with batons and rifle butts. She added that at least 450 Palestinian men were reportedly arrested, and some were kicked and slapped by escorting soldiers as they were led out of the Haram Al-Sharif compound in handcuffs.

She deplored the “reckless and unlawful” actions of Israeli forces, which reportedly allowed some 165 Jewish Israelis to enter the compound, in violation of the Status Quo Agreement, which Israel is bound to respect. “The well-known desire of Israeli settlers to either destroy the mosque or forcibly convert all or part of the compound into a synagogue, as happened to the Ibrahimi Mosque in Hebron, is a source of deep anxiety among Palestinians,” she said.

The Special Rapporteur noted that similar violence took place during the holy month of Ramadan in 2021 and 2022, adding to the daily violence under Israeli occupation.

“These actions have led to a spiralling situation of rocket fire into Israel and missiles launched into Gaza, endangering civilians on both sides of the Green Line. I am alarmed by the escalation of violence, particularly because of the further devastation it will bring to Palestinians in Gaza, who have been trapped by an inescapable siege since 2007,” Albanese said.

“Over the years, Israel has not ceased its violent attacks against Palestinian worshippers at Al-Aqsa Mosque in violation of international law,” she said, calling on the international community to step up efforts to hold the occupying power accountable for its unacceptable behavior in the occupied territory before the situation spirals further out of control.

“It is imperative that all parties comply with international law, without exception,” she said. “Failure to do so fuels and perpetuates the culture of injustice and impunity.”

On Saturday, April 8, Israel announced it would extend a closure on Palestinians entering Israel from the West Bank, and would also suspend special entry permits for Palestinians in Gaza to visit Israel for Ramadan prayers and for work, according to the Washington-based, non-profit media organization, National Public Radio. MANILA – Western Command (Wescom) head, Vice Admiral Alberto Carlos, led an aerial inspection of the Malampaya Natural Gas Platform, considered the country's "energy crown jewel,” over the weekend.

In a Facebook post Saturday, Wescom said the inspection is part of its commitment to "ensure steady power supply during the Holy Week and throughout the summer months when demand is expected to peak."

After his aerial inspection, Carlos landed on the Matinloc platform, some 42 kilometers off mainland El Nido, Palawan to talk to the seven-man team stationed there and assess the condition of the station and its power and water supplies.

He also met with the ranking commanders of Joint Task Force (JTF) Malampaya. led by Navy Capt. Brendo Casaclang, to discuss the challenges of securing the energy projects in the “western frontier.”

"It is important for us to ensure the uninterrupted oil supply chain from Malampaya as it accounts for 40 percent of Luzon’s power requirement. Any interruption to this line may mean a minimum of a 10-hour blackout,” Carlos stressed.

To make the most of the Malampaya visit, Carlos observed the operation of the Philippine Navy’s unmanned aerial system (UAS) flight unit stationed in El Nido.

The UAS flight unit is under the Naval Air Wing and is currently attached and operationally controlled by Wescom to provide sustained maritime domain awareness picture in the JTF Malampaya’s area of operations.

"As the Navy's Gray Eagle, the most senior naval aviator still in active service, Vice Admiral Carlos noted the strong presence of naval air assets in (the) JTF Malampaya area. In addition to the UAS flight unit, maritime patrol aircraft NV-312 and AW-109 naval helicopter NH-431 are also flying regular air patrols in northern Palawan," the Facebook post read.
