Bislig City, Surigao del Sur – The National Housing Authority (NHA) Region XIII in partnership with 48th Infantry (Guardians) Battalion conducted an orientation on Housing Assistance Program for Former Rebels (FR) at 48IB Headquarters, Brgy Maharlika, Bislig City, Surigao del Sur on April 13.

36 Former Rebels (FR) attended the orientation and consequently submitted their Housing Assistance Survey Form as part of the documentary requirements for them to avail the housing assistance.

NHA Region XIII Estate Supervisor Ms Emma Nono led the discussion and orientation on the process on how to avail the program.

Ms Nono extended her gratitude to the unit for accommodating the FRs and looked forward for the successful implementation and awarding of housing units to them as part of the Enhanced Comprehensive Local Integration Program (E-CLIP).

Lieutenant Colonel Enrique G. Rafael, 48IB Acting Commanding Officer added, “Maraming programa ang ibinigay at patuloy na ibibigay ng ating gobyerno sa pamamagitan ng Enhanced Comprehensive Local Integration Program (E-CLIP) at isa na dito ang housing assistance para sa mga nagbabalilk loob sa ating pamahalaan.Hangad ng Guardians Battalion na sa inyong pagbabalik-loob ay makakamtan ninyo ang bagong simula at pag-asa sa tulong ng mga ahensiya ng pamahalaan lalo na ang National Housing Authority.”

Lianga, Surigao Del Sur (SDS) – Another Communist NPA Terrorist (CNT) dies, and four high-powered firearms were seized during a 30-minute clash between 3rd Special Forces “Arrowhead” Battalion’s operating troops and the CNTs’ Sub-Regional Sentro de Grabidad (SRSDG) Southland, Northeastern Mindanao Regional Committee (NEMRC).

The encounter transpired between the two around 1:50 pm on April 14 in Sitio Magkahunao, Barangay Buhisan, San Agustin, Surigao del Sur.

The identity of the killed NPA is yet to be verified while seized illegal firearms and war materiel include two (2) M16A1 rifles, one (1) AK 47 rifle, one (1) M653 rifle, two (2) bandoleers bearing five (5) fully loaded M16 magazines and four (4) fully loaded AK47 magazines.

It can be recalled that last year, continuous debacles plagued CNTs in CARAGA region which included the death of Bayan Muna Representative Eufemia Cullamat’s daughter, Jevelyn Campos Cullamat, alias Ka Reb, whose death exposed her involvement in the NPA terrorist movement.

Lieutenant Colonel Benedict Harvey L Gernale INF (GSC) PA, 3SFBn Commanding Officer, said that residents from sitios Gacub and Cagte of barangay Buhisan immediately reported the CNTs’ presence in the vicinity after citing extortion activities such as forcefully taking food stuff from the poor residents.

There were also reports of similar incidents from Sitios Gambuyon and Uranium of the same barangay.

“We immediately acted upon the reports of the residents to our Community Support Teams (CSTs) immersed in the area to support and protect the Surigao del Sur Provincial Task Force Ending Local Communist Armed Conflict’s (PTF-ELCAC’s) implementation of Barangay Development Plan projects in priority conflict-affected barangays,” LtC Gernale said.

“While the troops were approaching the CNTs’ hideout referred to by the concerned civilians, they were fired upon by the CNTs, thereby prompting our soldiers to fight back resulting to the death of one of their members left by the group, and the seizure of the war materiel,” LtC Gernale added.

Brigadier General Allan D. Hambala, 401st Infantry Brigade Commander lauds the whole Surigao del Sur province for staunchly supporting National Task Force ELCAC’s campaign.

“Surigao del Sur is no longer a safe haven for NPA terrorists. The CPP-NPA-NDF personalities and front groups are declared by the whole province, to include the barangays and tribal councils as persona non-grata. The CNTs’ continuous debacles are the manifestation of it,” BGen Hambala said.

“The door is still open for remaining CNTs to peacefully surrender. Surrender now or suffer the same tragic fate,” BGen Hambala added.

Meanwhile, the CARAGA League of Indigenous Peoples Mandatory Representatives, and Surigao del Sur tribal leaders and members vowed to help in tracking down the NPA terrorists within their ancestral lands to put a stop in their useless struggle which destroyed their tribal culture. The tribes also declared Bayan Muna Representative Eufemia Cullamat persona non-grata for not taking action and for being mum against the CNTs’ killing of innocent IPs.

BUENAVISTA, Agusan del Norte – The 23rd Infantry (Masigasig) Battalion joined the Provincial Peace and Order Council (PPOC) of Agusan del Norte in the conduct of a two-day immersion along with Agus Serbisyo activities in Sitio Minbahandi, Nasipit on April 12 and 1.

The activity was also participated in by the different line agencies of the government together with the Agusan del Norte Police Provincial Office (ADNPPO), the provincial government of Agusan del Norte and the Indigenous People (IP) leaders in the area.

The two-day activity was graced by Gov. Dale B. Corvera, Nasipit Mayor Enrico R. Corvera, Brig. Gen. Maurito L. Licudine, commander of the 402nd Infantry Brigade, Lt. Col. Julius Cesar C. Paulo, commander of 23rd Infantry Battalion, and Datu Eddie “Bawang” Ampiyawan, the Indigenous People Mandatory Representative (IPMR) of Agusan del Norte.

The activity was started with a ritual officiated by the tribal leaders and was followed by the conduct of a medical mission that benefited hundreds of IP families in the said community.

Outreach services which include the distribution of food packs, used clothing, mosquito nets, wheelchairs, crutches, reading eyeglasses, a portable sound system, water drums, and flashlights were also conducted.

Families also received vegetable seeds and seedlings of fruit-bearing and non-fruit-bearing trees, and abaca. Piglets, egg-laying chickens, and tilapia fingerlings were also distributed to the IP farmers in the area. A mass wedding was facilitated during the activity, benefitting a number of unmarried couples.

Datu Nobentahan Ruben Mandahinog, the Municipal Tribal Chieftain in Nasipit, expressed his gratitude over the full support that the government has provided to the IP families in Minbahandi.

During the activity, Gov. Corvera vowed to prioritize Sitio Minbahandi in the implementation of various programs and projects of the government.

“The provincial government of Agusan del Norte, together with all the government agencies, are here in your sitio because we are all dedicated to serve the people. We want you to feel that you have a government who sees your needs, who is always willing to serve you by heartily bringing the basic services,” Gov. Corvera said.

He also emphasized the importance of improving the roads and other infrastructures in Sitio Minbahandi to attract investors that will provide more opportunities for the people. “This is not the last time that we will come here, instead, this is just the beginning because after this immersion, we will still be coming here and will implement many programs,” Gov. Corvera said.

Mayor Corvera, for his part, thanked the provincial government for prioritizing Sitio Minbahandi despite its distance and inaccessibility.

“I am glad that the provincial government of Agusan del Norte visited this sitio because I want them to know the real situation of the people here, including the neighboring areas. The people here really need government assistance. Problems such as limited funds often cause the delay of the implementation of projects here,” Mayor Corvera said.

The mayor also lauded the implementation of Executive Order No. 70 that institutionalized the whole-of-nation approach to end the conflicts caused by the terrorists New People’s Army (NPA).

In his message, Brig. Gen. Licudine urged the residents in Sitio Minbahandi to cooperate with the government to put an end to the atrocities and other terroristic activities of the Communist NPA Terrorists (CNTs).

“I know the real situation of the people in this Sitio. The only agency that can enter here long ago was the army because of its inaccessibility and the fact that this was once a guerrilla zone. We want to emphasize that the security, peace and development of a particular community depend upon the people. We encourage everyone to cooperate in the peace initiatives of the government. We already felt the relative peace and order, let us take care of it. You are the greatest defense your community needs,” Brig. Gen. Licudine said.

He also asked the people not to be deceived by the sweet promises of the CNTs as the group has provided nothing for the development in the area.

Meanwhile, Lt. Col. Paulo assured the residents of Sitio Minbahandi of the continued services of the 23IB soldiers to maintain peace and order situation in the area and the neighboring IP communities.

“We are glad that the tribal leaders and the residents are now helping us end insurgency. Only when everyone exerts effort and help each other can great accomplishments be visible,” Paulo said.

Other government agencies that joined the two-day activity include the Technical Education and Skills Development Authority (TESDA), Department of the Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), the Department of Health (DOH) and the Department of Agriculture (DA).

CLAVERIA, Misamis Oriental – One DA’s Adopt a Community Program have been formally launched at Sitio Kalhaan, Barangay Minalwang, Claveria on April 14.

The partnership of Municipal Task Force to End Local Communist Armed Conflict Claveria (MTF-ELCAC Claveria), Department of Agriculture Regional Management Committee X’s (DA-RMC 10) and the 58th Infantry Dimalulupig Battalion started a joint project called “Restoring Communities, Changing Lives: The New Beginning of Kalhaan”.

Hon. Meraluna Salvalleon-Abrogar, Claveria Municipal Mayor, Gov. Yevgeny Vincente “Bambi” Emano, Provincial Governor of Misamis Oriental, Hon. Jose Ruperto Martin M. Andanar, Cabinet Officer for Regional Development and Security (CORDS)-10 Secretary as represented by Philippine Information Agency (PIA)-10 Regional Director Franklin Gumapon, and the Department of Agriculture 10 (DA-X) Regional Director Carlene Collado graced the said event.

After a series of consultations with other organizations and 58IB over the past few months, One DA’s Adopt a Community Program has selected Sitio Kalhaan in Misamis Oriental as its beneficiary. “Gidala nato ang whole DA family. It is about 20 attached agencies and bureaus para matabangan nato ang mga residente diri sa Sitio Kalhaan in terms of agricultural development. Ang DA andam mutabang sa inyo.” DA-10 Regional Director Carlene Collado remarked.

DA-X donated 200 packets of vegetable seeds and pledged to donate 50 free-range chicken modules. 15 female draft carabaos have been pledged by the PCC. Three bags of NFA rice have been delivered by the NFA Region 10. The DA-10 Corn Program distributed 10 bags of open pollinated corn seeds. The DA-BFAR has committed to aquafarm and technical demonstration programs. 150 coconut seedlings were brought in by the PCC. Ten boxes of apples were sent by the BPI. Veterinary services have been pledged by BAI-NVQSD.

Trainings and other extension assistance were also pledged by the DA-ATI. 250 bottles of fresh milk were brought by the NDA. And 35 food packs have been delivered by the NIA.

Other dignitaries from various line agencies were also present to give and pledge their support and assistance to the Higa-onons of Kalhaan. DSWD-10 distributed 50 family food packs and 50 hygiene kits through Regional Director Mari-Flor Dollaga, and the TESDA-10/MisOr pledged trainings in carpentry, electrical installation and maintenance, organic agriculture production, and photovoltaics through Regional Director Ashary Banto. Gov. Bambi Emano also handed over 50 food packs, 150 milk pouches through the PSWD, and ten sacks of Upland Denorado seeds through the PAGRO.

Trainings and Negosyo Starter Kits have been pledged by DTI Misamis Oriental. DepEd Claveria II has pledged the establishment of an IP school, the provision of school supplies prior to the start of classes, the Adopt a Learner Program, and Contextualized Learning Modality. Residents have also received 90 pairs of slippers, burgers, and food packs from ACCERT. Following the program, the guests of honor participated in a tree-growing activity to celebrate this historic event. Also, the LGU Claveria has provided a Serbisyo Caravan where residents received free medications, vitamins, check-ups, and haircuts.

In his message read by his representative, RD Gumapon, CORDS-10 Secretary, Martin Andanar said, “Makasaysayon karon nga adlaw tungod kay nakab-ot na gyud nato ang maong pangandoy. Ang atong kalihukan karon nagsilbi lang nga pruweba nga dili imposible ang Whole-of-Nation approach sa pagsumpo sa insurhensiya.”

Meanwhile, according to 58IB Commanding Officer Lieutenant Colonel Ricky L Canatoy, “Sitio Kalhaan has been the lair of the NPA for years, with its inhabitants being subjected to indoctrination and harassment. Instead of being NPA supporters and being oppressed, our Higa-onon brothers, who are the primary residents of Kalhaan, decided to leave the area in 2014.”

“Sitio Kalhaan is a thriving community that belongs to the Higa-onon tribe and is revered as a sacred place. It’s also surrounded by forest and a number of water sources, making it suitable for farming and ecotourism. That is why we intended for Kalhaan to be restored so that its residents could go back to their usual lives and return home. And this can only be accomplished with the support and involvement of various government agencies under the Whole of Nation Approach.”

As for security, the Philippine Army pledged assistance in terms of defense by establishing several forward bases or detachments in the municipality. Major General Andres C Centino, Commander of 4th Infantry Diamond Division said they would intensify military operations in the area of operation as part of the mandate given by the President to end insurgency within his term.

“Kaning problema sa insurgency, nagpadayon ni dili tungod kay kulang ang army, ang pulis. Nagpadayon ni kay tungod nagpadayon pud ang suporta sa NPA pinaagi sa kwarta ug resources. Two-prone dapat ang atong action. Kami padayon sa among gibuhat na pag gukod sa armado. Ang ikaduha nato na effort is we should stop giving in to extortions by the NPA. We appeal to the public officials, we appeal to businessmen, we appeal to the contractors and all individuals na unta maghunong na sa paghatag ug kwarta because every single peso that you contribute, mao nay mahimong bala na makaigo sa atong kasundaluhan,” MGen Centino ended.

CAMP AGUINALDO, Quezon City – The Chief of Staff of the Armed Forces of the Philippines (AFP) General Cirilito Sobejana was donned his four-star rank insignia on Wednesday, officially making him the highest-ranking military officer in the country.

President Rodrigo Duterte signed the promotion of General Sobejana effective April 8, 2021 following the approval of the Commission on Appointments on March 24, 2021.

“While these stars firmly resting on my shoulders are a testament to my personal achievements, it is still a strong reminder to everyone that should never be conscious of their positions but should remain humble and thankful, and to always exercise due prudence and diligence in the discharge of their respective duties and responsibilities,” General Sobejana said.

The donning of rank ceremony was presided by the Department of National Defense (DND) Undersecretary Cesar Yano on behalf of Defense Secretary Delfin Lorenzana.

A traditional military honor was subsequently accorded to the Chief of Staff at the GHQ canopy area while strictly observing minimum health protocols in compliance with COVID-19 safety measures. It was attended by his family and the chiefs of the Joint, Personal, and Special Staff of the AFP.

“In the spirit of nation-building, we in the AFP, as the protectors of the dreams and aspirations of our fellow Filipinos, shall rise above ourselves so that the success that we may achieve today will not only benefit our organization, but more so, the whole Filipino nation,” the AFP Chief of Staff said.

Meanwhile, three other senior military officers also received their next higher rank in a ceremony held at Silid Lapu-Lapu, afternoon of the same day.

Colonel Joel Alejandro Nacnac, Chief of the AFP Human Rights Office; Colonel Edgardo Palma, Chief of the Office of the Special Studies and Strategy Management; and Colonel Erick Escarcha, Chief of AFP Command Center donned their first stars as Brigadier Generals.

PLACER, Surigao del Norte— Former Rebels who surrendered in Surigao del Norte were given 2.1M aid by the goverment.

In a simple awarding ceremony was held at Provincial Capitol, Surigao City, in April 14, 11 beneficiaries received financial and livelihood assistance from the government.

A total of P 76,000 was given to each of the surrendered, while double the amount was recieved by those who brought along their firearms.

Meanwhile, the other member agencies of Enhanced Comprehensive Local Integration Program (ECLIP) Committee ably provided assistance such as foodpacks, hygiene kits and non-monetary items for the former rebels.

One of the former rebels named AKA Dante expressed his heartfelt thanks for giving the chance to start anew. He said that the assistance provided by the government will be of big help for them to reboot their disrupted lives.

He also added that they are all remorseful about the decisions they made from the past that led them to be involved in the violent struggle.

AKA Dante further mentioned that they are grateful for the soldiers who assisted them which is in contrary to the indoctrination of the CTG when they were still in the armed movement.

Hon. Francisco “Lalo” Matugas, Governor and Chairman of Surigao del Norte ECLIP Committee, he warmly welcomed the return of the former rebels.

In his statement, he said that the provincial government will also provide additional assistance through trainings, job opportunities and community-based income generating activities.

According to Brigadier General George L Banzon, Commander of 901st Infantry (Fight’Em) Brigade, the simple ceremony manifested the sincere commitment of the government in the quest for peace.

He further said that it shows us that the goverment embarks on programs that will give us long and lasting peace.

“The ECLIP is intended for our lost brothers who are victims of CTG deception. The program intends to assist them to be back in the mainstream- a chance to live in a normal condition away from the danger of violence and struggle”, he said.

In addition, Brigadier General Banzon gave an assurance that the 901st Brigade in partnership other government units and agencies will always be ready to assist those who will surrender because the government never closes its door for those who want to surrender.

“We are hoping that this may serve as a reminder for them that there is still a lot of hope if they will choose the path of peace. They are always welcome and we will never close our doors for them”.

At present, a total of 123 former rebels in the 901st Brigade Area of Responsibility were already enrolled and received assistance from Enhanced Comprehensive Integration Program.

MAGPET, COTABATO – Through its relentless efforts and strong established information network, the Community Support Program Team (CSPT), 72nd Infantry “Gabay” Battalion, under the leadership of Lieutenant Colonel Jose C Regonay Jr., discovered several Improvised Explosive Device (IED) paraphernalia on April 13, 2021 at Sitio Mintubukan, Brgy Miaray, Dangcagan, Bukidnon.

Two residents of Sitio Taguntong, Miaray, Dangcagan, Bukidnon provided reliable information on a cached Improvised Explosive Device (IED) paraphernalia at Sitio Mintubukan, Brgy Miaray, Dangcagan, Bukidnon particularly on an agricultural land parcel belonging to certain Rudy Jimenez, a Barangay Kagawad and a target personality. After validating the said information, several Improvised Explosive Device (IED) paraphernalia were discovered: Two big containers of IED shrapnels (round bar cuttings), Four gallons of IED shrapnels (round bar cuttings), One sack of assorted PBC Frames, and One container of Ammonium Nitrate Fuel Oil (ANFO).

Lieutenant Colonel Jose C Regonay Jr., Commanding Officer 72IB is still calling on other members, supporters and symphatizers of the Communist Terrorist Groups (CTGs) to go back to the folds of the real government and embrace the programs offered to them. He emphasized that now is the time to go down the mountainsides and live peacefully with their families and loved ones.

CAMP HERNANDEZ, Dingle, Iloilo -The Commander of the CPP NPA’s Suyak Platoon, Southern Front is facing charges for sexually exploiting a 16-year-old former female rebel in Iloilo.

Joven Ceralvo known as “Ka Lex” was accused by alias Nene of violating Republic Act (RA) 9208 or the Anti-Trafficking in Persons Act, as well as Republic Act 7610, or the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act.

Nene testified against Ceralvo after she voluntarily surrendered to the Army’s 61st Infantry Battalion on March 17, 2021. She narrated how Ceralvo sexually abused her and other female members of the group.

Her father accompanied her during the filing of charges against Ceralvo. “Nalipay ako kag ang akon pamilya nga may lakip nga kaugot, kasubo kag tuman kabalaka, tungod ang wara maagyan ka bata ko mga kasakit, naabtan na rigto sa poder ka mga NPA,” Nene’s Father statement in vernacular.

“I am hoping that more parents whose children have suffered the same fate will come out and file charges against the malicious and deceptive communist-terrorist groups. Let us save all those children who were deceived and exploited by the CPP-NPA-NDF. Let us give our children a peaceful and better place conducive for living and creating a brighter future by helping us end the decades-long cruelty of these communist-terrorists,” BGen Sison added.

An improvised explosive device (IED) blast transpired in Tipo-Tipo, Basilan on Monday morning, April 12, 2021.

“While our troops from the 12th Division Reconnaissance Company were conducting mobile patrol at Sitio Bohe Bekew, Barangay Baguindan, Tipo-Tipo around 6:25 in the morning, today, a roadside IED exploded which resulted in the wounding of one of our valiant soldiers and one civilian,” said Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command.

The two were immediately given first aid and evacuated to a hospital in Lamitan for further medical treatment.

“The victims are now in stable condition,” said Brig. Gen. Domingo Gobway, Commander of the Joint Task Force Basilan.

Reinforcing troops are currently conducting clearing and pursuit operations to possibly locate the perpetrators.

“We continue to exhaust all efforts to assist the police in the conduct of the investigation to identify the perpetrators of the incident,” Brig. Gen. Gobway added.

Intelligence monitoring is bolstered to avert the recurrence of such a tragic event.

Western Mindanao Command Chief Lt. Gen. Corleto Vinluan, Jr. expressed his condemnation of the horrendous act of the malefactors.

“We are utilizing all available resources to prevent the lawless elements from wreaking havoc in the peaceful communities and victimizing our soldiers and the innocent civilians,” said Lt. Gen. Vinluan, Jr.

“The Abu Sayyaf Group tends to conduct desperate attacks since their weakened manpower and capability can no longer withstand the military’s all-out offensives. They engage in inhumane attacks to gain popularity and to show off their potentials. So, I urge the peace-loving people of Basilan to remain vigilant and immediately report any suspicious person or object in their vicinity. Do not allow the evil-doers to destroy the peace and tranquility in your respective community. Rest assured that your armed forces will persistently work toward for everyone to enjoy the lasting peace and sustainable development,” Lt. Gen. Vinluan, Jr. further stated.

Western Mindanao Command Chief Lt. Gen. Corleto Vinluan, Jr. spearheaded a consultative meeting held in Zamboanga Sibugay Province on Monday morning, April 12, 2021.

The said meeting was conducted purposely to integrate efforts among security forces and local government units and to come up with feasible solutions to address the security concerns of the municipalities of Mabuhay, Olutanga, and Talusan, all of Zamboanga Sibugay.

It can be recalled that Mabuhay Vice Mayor Restituto Calonge and his companion were killed by an alleged member of the notorious Anwar Ansang Group on February 26, 2021.

Lt. Gen. Vinluan, Jr. said the military will assess the current security situation of the municipalities and will address the concerns of the local government officials and the communities.

“Speak out your concerns and we will see how we can help you,” said Lt. Gen. Vinluan, Jr.

The meeting was held at Mabuhay Municipal Hall and was attended by Joint Task Force ZamPeLan Commander Maj. Gen. Generoso Ponio, 102nd Infantry Brigade Commander Leonel Nicolas, 102nd Infantry Brigade Deputy Commander Col. Antonio John Divinagracia, 44th Infantry Battalion Commanding Officer Lt. Col. Filven Noche, Mabuhay Mayor Edreluisa Calonge, Olutanga Mayor Arthur Ruste, and Talusan Mayor Orlando Ramiso.

Maj. Gen. Ponio assured that though the recent incident is a police matter, the military will closely coordinate with the PNP to ensure that justice will be served.

“We are always here to protect the people and to go after the enemies of the state,” Maj. Gen. Ponio stated.

Likewise, Mayor Calonge expressed her gratitude to the armed forces for always making the people of Zamboanga Sibugay feel that they are safe and secured.

Also present during the meeting were WestMinCom Chief of Unified Command Staff Col. Elmer Suderio, Assistant Chief of Unified Command Staff for Operations Col. Jessie Montoya, Assistant Chief of Unified Command Staff for Civil-Military Operations Col. Alaric Avelino Delos Santos, Command Sergeant Major Chief Master Sergeant Felix Sedano, and the local government officials of the abovementioned municipalities.

Surigao City Mayor Ernesto U. Matugas Jr. has condemned the communist New People’s Army (NPA) for disrupting a farm-to-market project by destroying the contractor's heavy equipment.

In a statement Thursday (April 15), Matugas said he is saddened by the atrocity of the NPA, noting that the attack came amid the continuing challenges posed by the coronavirus disease 2019 (Covid-19) pandemic.

“It has also disrupted the progress that we have made so far as building concrete roads for easy transport of the people and goods from the barangays to the city and vice-versa,” Matugas lamented.

It was clear that the rebels were not interested in the Surigaonons' desire for progress and development in the area, he added.

An undetermined number of NPA rebels torched some PHP5 million worth of heavy equipment, including a backhoe and a concrete mixer truck, in Barangay Mapawa on Monday.

Police said the rebels belonging to the NPA's Guerilla Front 16B were involved in the attack.

“The atrocious act is not an advancement of an advocacy nor a propagation of an ideology,” Matugas said, adding that the NPA rebels committed a criminal act against the community.

“I urge the people of Surigao City to be vigilant in safeguarding the progress and development that we have achieved so far. Let us not allow the elements of lawlessness and violence to prevail within our midst,” the mayor said.

He also asked the residents in barangays to report to authorities any suspicious persons or activities to prevent a similar incident.

The NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, and New Zealand.

Two communist New People’s Army (NPA) terrorists have surrendered to authorities in the province of Zamboanga del Sur, the region's top cop said on Thursday.

Brig. Gen. Ronaldo Genaro Ylagan, Police Regional Office 9 (PRO 9) director, identified the NPA surrenderers as Noel Macabandas alias 'Ka Kulot' and Richard Ganoan Candao, alias 'Ka Bangkay' and 'Ka Ben'.

Ylagan said the two surrendered to the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) around 4:10 p.m. Wednesday in Midsalip, Zamboanga del Sur.

Ylagan said Macabandas belongs to the Team Abe, Squad 1, Main Regional Guerrilla Unit (MRGU) of the NPA’s Western Mindanao Regional Party Committee (WMRPC) while Candao is from Team Baking, Squad 3, MRGU of the NPA’s WMRPC.

He said that Macabandas and Candao turned over a .357 caliber revolver and a .45 caliber pistol with ammunition, two fragmentation grenades, and two handheld radio transceivers to the MTF-ELCAC headed by Midsalip Municipal Mayor Elmer Soronio.

He said the two NPA surrenderers are now under the custody of Midsalip Municipal Police Station and will be turned over to the barangay council of Pisompongan in Midsalip town for their eventual reintegration into mainstream society.

The Communist Party of the Philippines-NPA is listed as a terrorist group by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in Caraga Region led Wednesday the destruction of 220 assorted firearms previously surrendered by former communist New People’s Army (NPA) guerillas last year until the early part of 2021.

During the activity at the headquarters of the Police Regional Office in Caraga (PRO-13) in Barangay Libertad here, government officials headed by Department of the Interior and Local Government (DILG-13) Director Lilibeth A. Famacion also distributed financial aid to 88 former rebels from this city and Agusan del Norte.

The former NPA combatants also received healthcare and housing package benefits under the government's Enhanced Comprehensive Local Integration Program (ECLIP).

"It is a fresh start for our FRs (former rebels) as they rebuild their lives amidst this time of the pandemic. I hope that the beneficiaries will honor their commitment and pledge of allegiance to the government,” said PRO-13 director, Brig. Gen. Romeo M. Caramat Jr., in a statement Wednesday.

Caramat also expressed optimism that the surrender of hundreds of NPA fighters would inspire other rebels "to make up their minds and return to their families and communities".

The firearms destroyed include 29 M16 rifles, 14 M14 rifles, 27 AK47 rifles, 15 Garand rifles, 50 Shotguns, eight .22-caliber rifles, seven crew-serve weapons, 49 short firearms, and six sub-machine guns.

Eleven former combatants of the communist New People’s Army (NPA) in Surigao del Norte received over PHP2.1 million in financial assistance Wednesday.

Gov. Francisco T. Matugas and the Army's 901st Infantry Brigade commander, Brig. Gen. George Banzon, led the distribution of cash aid to former rebels at the Provincial Capitol in Surigao City.

“The assistance the FRs (former rebels) received is part of the Enhanced Comprehensive Local Integration Program (ECLIP) of the government,” Banzon said in a statement.

Each of the NPA surrenderers received PHP65,000, while those who surrendered their firearms received an additional amount.

The former rebels surrendered to the government during the late part of 2020 and early this year.

Banzon said the surrenderers also received non-monetary items such as food packs and health kits during the distribution activity.

More support would be provided by the provincial government of Surigao del Norte to the FRs, especially in the form of skills training, employment, and community-based income-generating activities, the Army official added.

Banzon called on the remaining NPA combatants in Surigao del Norte to consider the government's programs and services and return to the fold of the law.

The NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, and New Zealand.
