A businessman and his security guard were hurt when unidentified men lobbed a grenade in front of a variety store in the North Cotabato town of Pikit Sunday evening.
Chief Inspector Teng Bacal, Pikit town police chief, identified the victims as Kim John Tañada, 28, and his security guard Christopher Monteciño, 39. Both are residents of Poblacion, Pikit.
Bacal said the suspects were on board a motorbike and tossed the grenade at about 8 p.m. as they passed by the roadside store.
Police believed personal grudge was behind the attack.
Tañada and Monteciño were first brought to Cruzado medical clinic but later moved to Kidapawan Doctors Hospital in Kidapawan City.
Bacal said the suspects fled toward Barangay Ladtingan, a gateway to the vast Liguasan marshland, which the military said is frequently used by the outlawed Bangsamoro Islamic Freedom Fighters (BIFF) as jump off and extraction point for their criminal activities.
Bacal said police investigators are following up on a lead about the suspects’ identities.
He said shooting incidents have been rising in the town due to reprisals originating from family feuds in Pikit and nearby towns.
“Most of the victims and perpetrators though were not from Pikit,” the police official said, noting that since January, at least 40 cases of violence, mostly shooting incidents, have been reported in the town.

The strength of the New People’s Army (NPA) operating in the Davao Region is down to four guerrilla fronts from 11, according to the commander of the Army's 10th Infantry Division based in Tuburan, Compostela Valley province.
In an interview on Monday, Maj. Gen. Noel Clement, 10ID commander, said the NPA’s strength in the region has decreased due to the mass surrender of its members and mass-based organizations in different areas.
The 10ID covers Region 11, part of North and South Cotabato, and Trento of Agusan del Sur. It has 13 battalions.
“The NPA strength in the region reduced drastically not only regulars but also their mass base and legal fronts,” Clement said.
From January to November 8, 10ID records said the number of surrenderers is as follows: 495 NPA members, 668 Militia ng Bayan (MB), 238 Sangay ng Partido sa Lokalidad, 6,202 NPA supporters, and, 84 members of the left-leaning groups.
Forty-two NPA members were also arrested during the same period, including 10 MBs, three NPA supporters, and seven members of communist front organizations.
Also, during the same period, 187 firearms were recovered, 248 Improvised explosive devices (IED) were seized and 107 NPA camps discovered.
Capt. Jerry Lamosao, 10ID spokesperson, said the Army's Community Support Program (CSP) in the far-flung areas has resulted in the reduction of the NPA strength.

ZAMBOANGA CITY--The Philippine Navy bestowed Bronze Cross medals to gallant sailors and marines for the successful rescue of a kidnap victim from the hands of the Abu Sayyaf Group (ASG) in Sulu.
Rear Adm. Rene Medina, Naval Forces Western Mindanao (NFWM) commander, and Capt. Richard Gonzaga, the deputy for fleet operations, led the awarding ceremony during the Flag Raising Ceremony Monday at the Naval Station Romulo Espaldon in this city.
The awardees are the following: Col. Armel Tolato, Philippine Marine Ready Force-Sulu commander; Maj. Junnibert Tubo, Marine Battalion Landing Team-3 (MBLT-3) commander; UO2 Christofert Tiktik and UO2 Carmelito Pinote of the Naval Special Operations Unit-6; SSgt. Ramil Diman and Sgt. Gilbert Hernandez of the Naval Intelligence and Security Group-Western Mindanao; and, Cpl. Janrey Camano of MBLT-3.
Medina said the giving of awards and recognition to the troops is one of the military traditions in recognizing their exceptional deeds in the performance of duty and shared sacrifices, as well as persistent efforts.
“It is also one way to boost the morale of the soldiers,” Medina added.
The awardees were involved in the successful rescue of Jose Duterte on November 1 in Barangay Kandayok, Panamao, Sulu.
The rescue of Duterte, 63, came after the troops managed to zero in on the location of the Duterte, who owns a coconut farm.
Duterte and his wife, Jessica, 53, were seized by five Abu Sayyaf bandits in the evening of March 3, 2017 while they were resting in their residence near the shore in Barangay Sta. Maria, Siocon, Zamboanga del Norte.

“This morning’s activity is a significant event as you join me to distinctly recognize the extreme service and hard work rendered by our comrades who successfully brought one of our kidnapped victims back to his family,” Medina said during the awarding ceremony.

Police are eyeing extortion by suspected New People's Army (NPA) rebels as behind last Friday's burning of a heavy equipment in a remote village in Lake Sebu town, South Cotabato.
Insp. Ricky Frias, deputy chief of the Lake Sebu municipal police station, said Monday they received reports that the owner of the burned backhoe, Gemma Construction Supply Inc., had received extortion demands from the rebels.
Frias said the backhoe was parked near the road project site in Sitio Lamfenek, Barangay Lamfugon when it was burned by at least 10 suspected NPA rebels at around 10 p.m.
The suspects reportedly razed the equipment cement bags and fired several shots before leaving the scene, he said.
Frias said the suspects did not harm the backhoe operator identified as Mervin Papa.
"It was similar to what happened before involving several heavy equipment owned by the company," he said, referring to the burning by NPA rebels of four heavy equipment assigned to the same project by the Koronadal City-based construction firm in 2015.
The Department of Public Works and Highways had contracted the company for the concreting of road project connecting the municipality of Maitum in Sarangani and Lake Sebu in South Cotabato.
Frias said the suspects were believed to be members of the NPA's Front 73, adding that a police team had been sent to secure the area. The Army's 27th Infantry Battalion had also deployed additional troops to secure the site and pursue the suspects.

In line with ongoing efforts to secure the country's cyber infrastructure, the Department of National Defense (DND) conducted its Cyber Bayanihan 2.0 with private and public stakeholders last November 7.
The event is in partnership with the Cyber Group of the Armed Forces of the Philippines and private company Synetcom Philippines, Inc. and held at the AFP Commissioned Officers Club in Camp Aguinaldo, Quezon City.
With the theme, “Securing the Philippines’ Critical Cybersecurity Infostructure”, Cyber Bayanihan 2.0 focused on securing the country’s information technology infrastructure – otherwise known as infostructure – by integrating, updating, strengthening, designing, and implementing cyber Security Operations Center (SOC) capabilities and programs.
“I would like to express my gratitude to everyone here who continues to support one of the most important, albeit new aspect of the defense mission – cyber security,” DND Undersecretary Cardozo M. Luna said in a statement over the weekend.
The thrust and advocacy of the conference involved educating government agencies, communities, and vertical markets on how critical new technologies in cyberspace are in defending and preventing cyber threats from acquiring information from the stakeholders.
“This conference, which followed through from the Cyber Bayanihan 1.0 in 2014, now aims to bridge the gap between stakeholders’ cyber awareness and the implementation stage of a viable and strengthened government Security Operations Center (SOC).
This likewise complements the Public-Private Partnership (PPP) programs of the government to boost the country’s cyber defense capabilities,” he explained.
During the whole-day event, Director Nebuchadnezzar S. Alejandrino, chief of the Defense Situation Monitoring Center, tackled “Threats to Philippines Cybersecurity: A Defense Perspective” in his presentation, while other guest speakers from reputable IT companies such as Microsoft, Synetcom, Nexus, SES Networks, Nexus, AhnLab, ePLDT, Genians and Efficient IP shared their security solutions to help address the current cybersecurity threats and attacks on Cyber Space.

Major General Erwin Bernard Neri was named the new head of the Intelligence Service of the Armed Forces of the Philippines (ISAFP).
This was confirmed by AFP public affairs office chief Col. Noel Detoyato, in an interview with reporters Sunday.
Neri, a member of the Philippine Military Academy Class of 1988, will replace now Lt. Gen. Macairog Alberto, who was appointed as Philippine Army chief last Oct. 15.
Detoyato added that Neri became the acting head of ISAFP with Alberto's promotion as he is the unit's deputy chief.
"Major Gen. Neri will officially assume command of the ISAFP (sometimes this) week," he stressed.
The incoming ISAFP chief also served as commander of the 1001st Infantry Brigade in Compostela Valley and Task Force Davao.

The Quezon City Police District (QCPD) on Monday denied claims of the wife of National Democratic Front (NDF) consultant Vicente Ladlad that her husband's ATM card was among the items seized in a raid, which resulted in the latter's arrest last week.
“We would like to reiterate that the Automated Teller Machine (ATM) card of Communist Party of the Philippines Central Committee Member and Head of its National United Front Commission, Vicente Ladlad, was not among the confiscated items during the implementation of a Search Warrant for violation of Republic Act 10591, or the Comprehensive Law on Firearms and Ammunition last November 8, 2018 in Novaliches, Quezon City,” Chief Supt. Joselito T. Esquivel Jr., QCPD director, said in a statement.
The QCPD chief challenged Ladlad's camp to file a formal complaint, which he said, will give way for an investigation on the unauthorized withdrawal from Ladlad’s Landbank ATM card.
Esquivel also advised Ladlad's wife, Fides, to cooperate with the police instead, by giving details of the incident for them to be able to make a formal request for a record of transactions involving the ATM card from the bank.
“As of today, it is unfortunate that Ladlad’s wife keeps on throwing allegations but does not want to file formal complaints. She also previously claimed that her cellphone was stolen by officers, only to find out that it was in her lawyer's possession,” Esquivel said.
“With the filing of a formal request by Ladlad’s Camp, we could also request for the bank’s closed circuit television (CCTV) recordings to help us establish the identity of the person in the alleged unauthorized bank withdrawal,” he stressed.

Malacañang on Tuesday welcomed the scheduled return of the Balangiga Bells to the Philippines but withheld further comment until the church bells taken by the US army are delivered to the Philippines.
“We welcome any movement towards the return of the the Bells of Balangiga to the Philippines,” Presidential Spokesperson Salvador Panelo said in a press statement.
Panelo said President Rodrigo R. Duterte himself has mentioned his desire for the return of the church bells in his second State of the Nation Address (SONA) and several other speeches.
“The President himself, in his second State of the Nation Address, expressed his desire for the return of these bells explaining that they form part of our country's patrimony and they were taken at the cost of bloodshed of thousands of Filipinos,” he added.
Panelo, however, said that it is best to wait until the US fulfills its promise and celebrate only when the church bells are back in the country.
“Given that the possession of the bells have not yet been turned over to the Philippine government, we are withholding any further comment on the matter until the last bell has been properly delivered to the country,” Panelo said.
“In the words of the President himself: ‘It ain’t here until it’s here,’” he added.
Duterte has repeatedly mentioned that there was nothing to talk about with the US unless the church bells are returned.
“Di na naisauli 'yung Balangiga bells, wala tayong pag-usapan (They haven’t returned the Balangiga bells, we have nothing to talk about),” Duterte said in his speech in Davao City last August.
The President said he understands why American troops took it as a “trophy”, but still found it unacceptable how an entire village in Samar had to be killed.
“They say itong (these) bells was [sic] a trophy. I can understand it…pero kung yan kinuha mo (but when you seize them) and you killed everybody in the town in Samar,” Duterte said.
He acknowledged that it has been more than a century ago but pointed out that time alone was not enough to cure an injustice.
“Now you say, ah Duterte matagal na yun (that was a long time ago). Why? Can passage of time cure an injustice? Just because it was 100 years so it is erased?” Duterte said.

Last August, the Department of Foreign Affairs (DFA) bared that the details of the possible return of the Balangiga Bells to the Philippines will be made within the year.
The US embassy in Manila earlier said US Defense Secretary James Mattis notified the US Congress of their intention to return the war booty to the Philippines despite opposition from some American lawmakers.
American troops took the bells from the Balangiga Church in Samar as war booty following the "Balangiga Massacre" in 1901.
One of the three bells is displayed at the 9th Infantry Regiment in Camp Cloud in South Korea, while the other two are in the former base of the 11th Infantry Regiment at the FE Warren Air Force Base in Cheyenne, Wyoming.

“The President himself, in his second State of the Nation Address, expressed his desire for the return of these bells explaining that they form part of our country's patrimony and they were taken at the cost of bloodshed of thousands of Filipinos,” he added.
Panelo, however, said that it is best to wait until the US fulfills its promise and celebrate only when the church bells are back in the country.
“Given that the possession of the bells have not yet been turned over to the Philippine government, we are withholding any further comment on the matter until the last bell has been properly delivered to the country,” Panelo said.
“In the words of the President himself: ‘It ain’t here until it’s here,’” he added.
Duterte has repeatedly mentioned that there was nothing to talk about with the US unless the church bells are returned.
“Di na naisauli 'yung Balangiga bells, wala tayong pag-usapan (They haven’t returned the Balangiga bells, we have nothing to talk about),” Duterte said in his speech in Davao City last August.
The President said he understands why American troops took it as a “trophy”, but still found it unacceptable how an entire village in Samar had to be killed.
“They say itong (these) bells was [sic] a trophy. I can understand it…pero kung yan kinuha mo (but when you seize them) and you killed everybody in the town in Samar,” Duterte said.
He acknowledged that it has been more than a century ago but pointed out that time alone was not enough to cure an injustice.
“Now you say, ah Duterte matagal na yun (that was a long time ago). Why? Can passage of time cure an injustice? Just because it was 100 years so it is erased?” Duterte said.

Last August, the Department of Foreign Affairs (DFA) bared that the details of the possible return of the Balangiga Bells to the Philippines will be made within the year.
The US embassy in Manila earlier said US Defense Secretary James Mattis notified the US Congress of their intention to return the war booty to the Philippines despite opposition from some American lawmakers.
American troops took the bells from the Balangiga Church in Samar as war booty following the "Balangiga Massacre" in 1901.
One of the three bells is displayed at the 9th Infantry Regiment in Camp Cloud in South Korea, while the other two are in the former base of the 11th Infantry Regiment at the FE Warren Air Force Base in Cheyenne, Wyoming.

The Armed Forces of the Philippines (AFP) strongly supports all initiatives that will lead to a genuine and lasting peace.
This was stressed by AFP public affairs office chief, Col. Noel Detoyato, when sought for a comment on the possible meeting between President Rodrigo Duterte and peace negotiators of the National Democratic Front of the Philippines (NDFP) sometime this month.
"The supports peace initiatives and dialogues. We are always thinking positively that peace initiatives will result to favorable conditions towards peace that will benefit the peace-loving Filipinos," Detoyato said in a message to reporters Monday.
"(And) while your AFP is always prepared for war, we are also prepared for peace," Detoyato stressed.
Earlier, NDFP negotiating panel chair Fidel V. Agcaoili said he and Coni Ledesma have a scheduled a trip to the Philippines this month, in connection with their work as members of the NDFP component in the Joint Monitoring Committee under the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).
"We will be accompanied by Mr. Luis Jalandoni as Senior Adviser to the NDFP Negotiating Panel," he added.
Agcaoili said they have also been invited to meet with the new Norwegian Ambassador to the Philippines.
"In this regard, we welcome the the opportunity to meet with the President unless he does not want to or his military is against it," he added.

The Philippine Army (PA) honored and conferred stars on six newly-promoted officers during flag-raising ceremonies in Fort Bonifacio, Taguig City Monday.
Promoted to Major General were Brig. Gen. Roy T. Devesa and Brig. Gen. Cirilito E. Sobejana, heads of Training and Doctrine Command and 6th Infantry Division, respectively.
Meanwhile, the four others who were promoted to Brigadier General were Col. Thomas R. Sedano, of the 2nd Mechanized Infantry Brigade, Mechanized Infantry Division; Col. William N. Gonzales, commander, First Scout Ranger Regiment, Special Operation Command; Col. Larry B. Mojica, head, 902nd Brigade, 9th Infantry Division; and Col. Francisco Ariel A. Felicidario, commander, 102nd Infantry Brigade, 1st Infantry Division.
“As you start another chapter in your military careers and savor the honor and pride that comes from your star, you should remember that from that star, exudes greater responsibility and higher level of expectations and standards of leadership”. Apparently, it will also demand greater sacrifice from us and even from our families," PA chief Lt. Gen. Macairog Alberto said in his speech.
“I want to congratulate you not only for your accomplishment, but also for your integrity, resourcefulness, enthusiasm and wisdom. CPP/Ang Bayan: 15,000 nagprotesta laban sa batas militar

Gumawa ang mga grupo ng effigy ni Duterte na sakay ng tren bilang pagsasalarawan ng batas na TRAIN ng kanyang rehimen at ang pagpapahirap nito sa mamamayan. Sa pagtatapos ng programa, winasak ng mga Lumad at magsasaka ang effigy bilang simbolo ng kanilang galit at pagtutol sa kanyang mga patakaran.
Matagumpay namang nakadalo ang 600 manggagawang bukid mula sa Compostela Valley sa kabila ng mga tsekpoynt na itinayo ng AFP para pahirapan sila. Sumama sila sa 3,000 mamamayan na nagmartsa mula sa Davao City Hall tungong Freedom Park. Nasa unahan ng protesta ang mga manggagawang pangkulturang nagsuot ng mga damit na kunwa’y duguan upang isalarawan ang pasismo ng rehimen. Naging matagumpay ang pagkilos sa kabila ng pagpapakalat ng malisyosong atake at red-tagging ng anak ni Duterte at meyor ng Davao na si Sara sa social media at pandarahas ng mga elemento ng Task Force Davao at PNP-Davao.
Nakapaglunsad din ng pagkilos ang iba’t ibang sektor sa General Santos City upang kundenahin at ipanawagang itigil na ang militarisasyon sa kanilang mga komunidad. Ang ilan sa mga nagprotesta ay mula sa Lake Sebu, South Cotabato kung saan walong Dulangan-Manobo ang pinaslang ng pwersa ng estado noong 2017.

Kinundena ng iba’t ibang grupo ang paglulunsad ng rali sa University of the Philippines (UP)-Diliman ng pusakal na mga lider ng mga grupong paramilitar noong Oktubre 29. Kabilang sa mga ito ang mga lider ng Magahat-Bagani na sangkot sa masaker sa pinuno ng Alternative Learning Center for Agricultural and Livelihood Development (Alcadev) na si Emerito Samarca, at mga lider Lumad na sina Dionel Campos at Aurelio Sinzo noong 2015.
Nagtungo ang mga paramilitar sa UP upang ilahad na umano’y mga kasapi ng Bagong Hukbong Bayan ang pumapatay at naghahasik ng lagim sa mga komunidad ng Lumad.
Ayon sa UP Diliman University Student Council (USC), “red-tagging” ang ginagawa ng grupo na pinamunuan pa ni Mocha Uson, dating upisyal sa komunikasyon ng rehimeng Duterte. Anang mga estudyante, ipinapahamak lamang nina Uson ang iba pang organisasyong Lumad. Kinundena rin ng USC ang patuloy na pagsuporta ni Uson sa nag-aastang diktador na si Rodrigo Duterte, na patuloy na nagkakait sa karapatan sa lupang ninuno ng mga Lumad.
Naglunsad ng kontra-protesta ang mga grupo sa pangunguna ng Anakbayan at League of Filipino Students sa pamantasan noong araw ding iyon upang kontrahin ang mga paratang ng grupo ni Uson.
Protest caravan
Nagsagawa ng “protest caravan” noong Oktubre 30 sa pangunguna ng Kilusang Mayo Uno ang iba’t ibang progresibong grupo kasabay ng pagdinig sa kaso ng tinaguriang “Sta. ‘Die-in protest’
Noong Oktubre 25, nagsagawa naman ng “die-in protest” sa harap ng Iglesia Filipina Independiente National Cathedral sa Taft Avenue, Manila bilang pagkundena sa hindi bababa sa 13 masaker na naitala na sa ilalim ng rehimeng Duterte.
Sa pangunguna ng Bagong Alyansang Makabayan-Metro Manila, nagsindi ng mga kandila ang mga progresibong grupo at humiga sa kalsada upang isadula ang laganap na pagpatay sa ilalim ng rehimen.
Sa tala ng grupong Karapatan, 13 na ang naisadokumentong masaker sa ilalim ni Duterte mula 2016. MULA OKTUBRE 30 hanggang Nobyembre 5, nagkampuhan ang 2,000 magsasaka sa plasa ng Barangay San Miguel upang ipanawagan ang pagpapalayas sa militar sa kanilang mga komunidad sa Las Navas at Catubig, Northern Samar.
Sa harap ng walang tigil na panggigipit, ipinamalas ng mga magsasaka ang mahigpit nilang pagkakaisa at kahandaang lumaban. Anila, sigurado na kung magmamatigas ang militar, hindi na lamang mga taga-Las Navas at Catubig kundi pati ang mga residente sa iba pang mga bayan ay lalahok sa lumalaki at lumalawak na paglaban sa militarisasyon.
Mula nang bumisita si Rodrigo Duterte sa prubinsya noong Setyembre, dinagdagan ng AFP ang dati nang mga tropa nito sa lugar. Dati nang may mga detatsment at kampo militar sa mga barangay ng San Miguel, Poponton at Taylor sa Las Navas, at sa mismong loob ng Barangay Carawag sa Lao-ang. Nagsasagawa naman ang AFP ng mga operasyong kombat sa ngalan ng operasyong “peace and development” sa mga barangay ng San Miguel, San Francisco, Quirino, Perez, Magsaysay, San Antonio, Imelda, Capotoon, Cuenco, Avelino, Victory at Lakandula sa Las Navas; Tubang at Gibunawan sa Silvino Lobos; Rumbang, Lanubi at Tangbo sa Lao-ang; at Capacujan sa Palapag.
Tuluy-tuloy na tinututulan ng mga magsasaka ang umiigting na militarisasyon sa kanilang lugar na nakakadagdag sa kahirapan at kagutumang dinaranas nila.
Noong Oktubre 18, humigit-kumulang 100 katao mula sa walong baryo ang tumungo sa munisipyo ng Las Navas para isumite ang kanilang petisyon para palayasin ang mga sundalo sa kanilang lugar.
Samantala, may 30 magbubukid at kasapi ng Northern Samar Small Farmers’ Association (NSSFA) na dadalo sana sa dayalogo sa pagitan ng mga residente at ng meyor ng Las Navas ang hinarang ng mga elemento ng 20th IB. Naghapag din sila ng petisyon at resolusyon sa Commission on Human Rights sa Tacloban City.
Ayon sa mga residente, labis na nagdudulot ng takot at nakaaapekto sa kanilang kabuhayan ang pagkakampo ng AFP sa kanilang komunidad. Walang tigil rin ang atake at malisyosong paratang ng mga militar sa mga kasapi ng Katungod Sinirangang Bisayas at NSSFA.
Samantala, noong Nobyembre 7, dinala ng mga elemento ng 803rd IBde si Alfredo Pajanilla, upisyal ng Barangay San Francisco, Las Navas, sa kanilang kampo upang diumano’y makipag-usap kay Major General Raul Farnacio, ang kumander ng 8th ID. Hinarang naman ng tropa ng 20th IB ang mga delegado mula sa Northern Samar na dadalo sana sa pagkilos na ipinatawag ng People Surge sa Tacloban City. Tinakot din at pinagbantaan ng mga sundalo ang mga kanilang mga drayber kung kaya’t napilitan silang bumalik na lamang.
Sa Bicol, okupado ng 31st IB ang hindi bababa sa siyam na barangay sa mga bayan ng Casiguran, Gubat at Barcelona sa prubinsya ng Sorsogon. Ayon sa mga residente, nagtayo ng Barangay Defense System ang mga sundalo kung saan sapilitang pinagbabantay ang mga residente. Tinitipon din ng mga sundalo ang mga kabataan upang siraan ang rebolusyonaryong kilusan, at ipinapailalim sa interogasyon ang mga pinagbibintangang sumusuporta sa BHB. Laganap ang paglalasing at pagsasabong ng mga sundalo na dagdag na ikinadidismaya ng mga residente.

Nagsasagawa naman ang AFP ng mga operasyong kombat sa ngalan ng operasyong “peace and development” sa mga barangay ng San Miguel, San Francisco, Quirino, Perez, Magsaysay, San Antonio, Imelda, Capotoon, Cuenco, Avelino, Victory at Lakandula sa Las Navas; Tubang at Gibunawan sa Silvino Lobos; Rumbang, Lanubi at Tangbo sa Lao-ang; at Capacujan sa Palapag.
Tuluy-tuloy na tinututulan ng mga magsasaka ang umiigting na militarisasyon sa kanilang lugar na nakakadagdag sa kahirapan at kagutumang dinaranas nila.
Noong Oktubre 18, humigit-kumulang 100 katao mula sa walong baryo ang tumungo sa munisipyo ng Las Navas para isumite ang kanilang petisyon para palayasin ang mga sundalo sa kanilang lugar.
Samantala, may 30 magbubukid at kasapi ng Northern Samar Small Farmers’ Association (NSSFA) na dadalo sana sa dayalogo sa pagitan ng mga residente at ng meyor ng Las Navas ang hinarang ng mga elemento ng 20th IB. Naghapag din sila ng petisyon at resolusyon sa Commission on Human Rights sa Tacloban City.
Ayon sa mga residente, labis na nagdudulot ng takot at nakaaapekto sa kanilang kabuhayan ang pagkakampo ng AFP sa kanilang komunidad. Walang tigil rin ang atake at malisyosong paratang ng mga militar sa mga kasapi ng Katungod Sinirangang Bisayas at NSSFA.
Samantala, noong Nobyembre 7, dinala ng mga elemento ng 803rd IBde si Alfredo Pajanilla, upisyal ng Barangay San Francisco, Las Navas, sa kanilang kampo upang diumano’y makipag-usap kay Major General Raul Farnacio, ang kumander ng 8th ID. Hinarang naman ng tropa ng 20th IB ang mga delegado mula sa Northern Samar na dadalo sana sa pagkilos na ipinatawag ng People Surge sa Tacloban City. Tinakot din at pinagbantaan ng mga sundalo ang mga kanilang mga drayber kung kaya’t napilitan silang bumalik na lamang.
Sa Bicol, okupado ng 31st IB ang hindi bababa sa siyam na barangay sa mga bayan ng Casiguran, Gubat at Barcelona sa prubinsya ng Sorsogon. Ayon sa mga residente, nagtayo ng Barangay Defense System ang mga sundalo kung saan sapilitang pinagbabantay ang mga residente. Tinitipon din ng mga sundalo ang mga kabataan upang siraan ang rebolusyonaryong kilusan, at ipinapailalim sa interogasyon ang mga pinagbibintangang sumusuporta sa BHB. Laganap ang paglalasing at pagsasabong ng mga sundalo na dagdag na ikinadidismaya ng mga residente.

CPP/Ang Bayan: Umaalingasaw na kasinungalingan at malupit na pasismo ni Duterte

Sa nagdaang mga linggo, walang-kahihiyan si Duterte at kanyang mga pasistang kasapakat sa pambabaluktot sa katotohanan sa imbing layuning siraan ang Partido at rebolusyonaryong kilusan. Isa itong desperadong tangka na bigyang-matwid ang lalong mapaniil na mga hakbangin para supilin ang paglaban ng mamamayang Pilipino sa kanyang paghaharing tiraniko at terorista.
Una, hangal niyang isinakdal ang BHB na diumano’y nasa likod ng pagmasaker ng siyam na magsasaka noong Oktubre 20 sa Sagay, Negros Occidental na nakikibaka para sa kanilang karapatan sa lupa. Napakalaki nitong kabalighuan gayong bago nito’y tinuligsa ng AFP ang mga magsasaka na mga tagasuporta ng BHB. Naghuhugas ng duguang kamay si Duterte sa harap ng nag-uumapaw na ebidensya na ang brutal na pagpatay ay kagagawan ng mga paramilitar na SCAA na pinatatakbo ng AFP. Sinundan pa ang karimarimarim na masaker na ito ng pagpaslang ng mga ahente ng estado sa abugado ng mga pamilya ng mga biktima.
Kamakailan naman, pilit na inilalarawan ni Duterte ang PKP at BHB na kontra-Lumad sa isang buktot na kampanya ng paninira. Napakakapal ng apog ng AFP, mga bayarang kriminal na traydor sa mga Lumad at mga tauhan ni Duterte na nasa unahan ng kampanyang ito. Ang totoo, ang AFP ang walang-habas sa pag-atake sa mga Lumad sa tangkang pilitin silang isuko ang kanilang lupang ninuno para dambungin ng malalaking plantasyon at minahan.
Nais ni Duterte na siraan ng loob ang mamamayan sa pagsumang niya sa BHB, ang kanilang tunay na hukbo na ubos-kayang naglilingkod sa kanila. Imbing hangarin ni Duterte at ng AFP na basagin ang pagkakaisa ng BHB at ng masang anakpawis. Nais niyang pagkaitan ang masa ng katwirang moral na magtanggol laban sa armadong panunupil, pang-aapi at pagsasamantala.
Kasabay ng kampanyang ito, muling itinulak ni Duterte ang kaso para ideklara at tatakang “terorista” ang PKP at BHB. Gagamitin ito upang lalong paghigpitan ang iba’t ibang mga pwersang oposisyon na tinatagurian ng AFP na lihim na kasapakat ng PKP sa hinabing kwentong “Red October.”
Nais isangkalan ni Duterte ang Partido upang palawigin at pasaklawin sa buong bansa ang batas militar na ngayo’y nakapataw sa buong Mindanao. Nagmamadali siyang ipataw ito upang tiyakin ang resulta ng eleksyon sa Mayo 2019 at siguruhin ang kontrol sa kongreso at ang proyektong pederalismo para makapagtagal pa siya sa poder.
Ang kampanya ng pagbato ni Duterte ng malalaking kasinungalingan laban sa rebolusyonaryong kilusan ay kaakibat ng walang-habas na gerang panunupil sa ilalim ng Oplan Kapayapaan. Isang brutal na todong-gera ang isinasagawa ng AFP sa kanayunan na kinatatampukan ng laganap na mga pagpatay, tortyur, pag-aresto at pagkukulong at iba pang mga abusong militar at paglabag sa karapatang-tao, at malalaking operasyong kombat na sinusuportahan ng mga kanyon, helikopter at drone na may ayuda at tuwirang payo ng militar ng US.
Upang lumikha ng ilusyon ng tagumpay, libu-libong magsasaka ang nililinlang o pinipilit na pumarada bilang “sumurender na NPA.” Pero taliwas sa layunin ng AFP, lumalapit ang mga biktima nito sa BHB para isumbong ang pang-aabuso ng militar, humingi ng katarungan at sumuporta sa hukbong bayan.
Sa nakaraang mahigit dalawang taon, dumagsa ang basura ng malalaking kasinungalingan ni Duterte. Walang-sawa si Duterte sa paggamit ng kanyang poder at paglustay ng daan-daang bilyong piso ng pera ng bayan sa paghabi ng pantastikong mga kwento.
Gamit niya ang pasistang doktrina ng Malalaking Kasinungalingan ni Hitler: Ulit-ulitin ang kasinungalingan, hanggang iyon ang paniniwalaang katotohanan; at kung lalong malaki ang kasinungalingan, mas mainam, dahil sino ang mag-iisip na may buhong na gagawa ng dambuhalang pambabaluktot sa katotohanan.
Angkop na angkop ang gayong taktika kay Duterte na matabil, marumi ang bibig, hayok sa atensyon at pasistang uhaw sa dugo. Sa ilalim ng kanyang paghahari, mas malaki at mas salaula ang kasinungalingan, mas marumi at mabaho ang mga itinatagong lihim. Subalit gaanupaman kalaki ang mga ilusyon at huwad na dramang nilikha ni Duterte, bigo siyang pigilang sumingaw ang umaalingasaw na mga sikreto ng kanyang bulok na paghahari.
Sunud-sunod ang huwad na drama ni Duterte na nagsisilbing pantabing sa nagnanaknak na naghaharing sistema at pagkabulok ng kanyang rehimen. Pawang malalaking palabas ang kanyang diumano’y “gera kontra-droga”, “gera kontra-korapsyon,” astang anti-US, maka-kasarinlan at maka-kapayapaan.
Hibang si Duterte sa pag-aakalang lubos niyang mapaniniwala ang mamamayang Pilipino sa likha niyang ilusyon at drama. Malinaw na sa mamamayan na si Duterte ang panginoon ng lahat ng sindikato sa droga, utak ng korapsyon, sunud-sunuran sa US, taksil sa bayan, bentador ng pambansang kasarinlan at numero unong pasista.
Hibang si Duterte sa pag-aakalang mapatatahimik o masisindak niya ang mamamayan sa kanyang pagsisinungaling at pagwasiwas ng karahasan ng estado. Para siyang sirang-plaka sa pagdeklarang pupulbusin niya ang BHB pagsapit ng kalagitnaan ng 2019, matapos mabigo ang unang deklarasyong pupulbusin ang BHB bago magtapos ang 2018. Ang katotohanan, patuloy na sumusulong ang armadong pakikibaka sa buong bansa.
Sa harap ng tumitinding krisis sa ekonomya at kabuhayan, pabigat na buwis at iba pang pahirap na patakaran, burukrata-kapitalistang korapsyon, imperyalistang panghihimasok at pagpapahirap, krimen at narko-pulitika, at lalong malupit na armadong pagsupil sa ilalim ng rehimeng Duterte, lalong dumarami ang nahihikayat na lumahok sa iba’t ibang anyo ng pakikibaka.
Hindi natitinag ang determinasyon ng sambayanang Pilipino na makibaka upang wakasan ang tiraniya at terorismo ni Duterte. Hindi sila natitigatig, bagkus, lalo pang napupukaw na bagtasin ang landas ng armadong rebolusyonaryong paglaban.

Sa nakaraang mahigit dalawang taon, dumagsa ang basura ng malalaking kasinungalingan ni Duterte. Walang-sawa si Duterte sa paggamit ng kanyang poder at paglustay ng daan-daang bilyong piso ng pera ng bayan sa paghabi ng pantastikong mga kwento.
Gamit niya ang pasistang doktrina ng Malalaking Kasinungalingan ni Hitler: Ulit-ulitin ang kasinungalingan, hanggang iyon ang paniniwalaang katotohanan; at kung lalong malaki ang kasinungalingan, mas mainam, dahil sino ang mag-iisip na may buhong na gagawa ng dambuhalang pambabaluktot sa katotohanan.
Angkop na angkop ang gayong taktika kay Duterte na matabil, marumi ang bibig, hayok sa atensyon at pasistang uhaw sa dugo. Sa ilalim ng kanyang paghahari, mas malaki at mas salaula ang kasinungalingan, mas marumi at mabaho ang mga itinatagong lihim. Subalit gaanupaman kalaki ang mga ilusyon at huwad na dramang nilikha ni Duterte, bigo siyang pigilang sumingaw ang umaalingasaw na mga sikreto ng kanyang bulok na paghahari.
Sunud-sunod ang huwad na drama ni Duterte na nagsisilbing pantabing sa nagnanaknak na naghaharing sistema at pagkabulok ng kanyang rehimen. Pawang malalaking palabas ang kanyang diumano’y “gera kontra-droga”, “gera kontra-korapsyon,” astang anti-US, maka-kasarinlan at maka-kapayapaan.
Hibang si Duterte sa pag-aakalang lubos niyang mapaniniwala ang mamamayang Pilipino sa likha niyang ilusyon at drama. Malinaw na sa mamamayan na si Duterte ang panginoon ng lahat ng sindikato sa droga, utak ng korapsyon, sunud-sunuran sa US, taksil sa bayan, bentador ng pambansang kasarinlan at numero unong pasista.
Hibang si Duterte sa pag-aakalang mapatatahimik o masisindak niya ang mamamayan sa kanyang pagsisinungaling at pagwasiwas ng karahasan ng estado. Para siyang sirang-plaka sa pagdeklarang pupulbusin niya ang BHB pagsapit ng kalagitnaan ng 2019, matapos mabigo ang unang deklarasyong pupulbusin ang BHB bago magtapos ang 2018. Ang katotohanan, patuloy na sumusulong ang armadong pakikibaka sa buong bansa.
Sa harap ng tumitinding krisis sa ekonomya at kabuhayan, pabigat na buwis at iba pang pahirap na patakaran, burukrata-kapitalistang korapsyon, imperyalistang panghihimasok at pagpapahirap, krimen at narko-pulitika, at lalong malupit na armadong pagsupil sa ilalim ng rehimeng Duterte, lalong dumarami ang nahihikayat na lumahok sa iba’t ibang anyo ng pakikibaka.
Hindi natitinag ang determinasyon ng sambayanang Pilipino na makibaka upang wakasan ang tiraniya at terorismo ni Duterte. Hindi sila natitigatig, bagkus, lalo pang napupukaw na bagtasin ang landas ng armadong rebolusyonaryong paglaban.

- TERMINATE THE PEACE NEGOTIATIONS. Do this swiftly by mere unilateral presidential proclamation and lay the blame on the NDFP for their insincerity and unwillingness to surrender without addressing the reasons why there is an armed conflict. Add and harp on a litany of unaccepable conditions to make the resumption practically impossible. No need to inform the NDFP formally so it cannot controvert it and object through official channels.
- DECLARE THE CPP AND NPA AS TERRORISTS. Do this without judicial vetting and demonize them as criminals despite their adherence to international laws of armed conflict as a belligerent force.
- TERMINATE THE JASIG. Unilaterally terminate an agreement that protects negotiators, consultants, staffers and security of the NDFP even without the required formal advance written notice. Discard the agreed-upon grace period for its effectivity.
- DISREGARD THE CONSULTANTS’ IMMUNITIES. Decide to unilaterally violate the safety and immunity guarantees of peace consultants against surveillance, arrest, and detention by arguing that these end after the unilateral ternination of the peace talks. Make sure to file trumped-up charges to show that they are being arrested for common crimes unrelated to their role in the peace negotiations.
- FILE NON-BAILABLE CHARGES. Routinely manufacture and plant evidence. Use the standard narrative not merely of illegal possession of firearms but illegal possession of explosives to prolong illegal detention as this is non-bailable.
- GO THROUGH THE MOTIONS OF A SEARCH WARRANT. To preclude any accusation of illegality of a search for non-existent firearms or explosives, go through the motions and apply for a search warrant with a judge. In case one forgets to include non-existent explosives in the application or inventory, pretend they were found in “plain view” so another search warrant is unnecessary.
- IGNORE THE POLITICAL OFFENSE DOCTRINE. File all sorts of common crimes: murder, arson, robbery, kidnapping, illegal possession of firearms, explosives and even drugs for their political acts. Do not file political charges of rebellion or sedition because they might invoke these as covered by their immunities or they may just bail themselves out (even if the presidential spokesperson is confused or confusing on this). And don’t ever call them political prisoners but criminal elements.
- INVOKE THE PRESUMPTION OF REGULARITY. Make this presumption in the performance of official acts as conclusive. Shift the burden that there are violations of basic constitutional rights, torture, illegal arrests and fabrication of evidence to the arrested consultant. When applicable, wait for a while for badges of torture to disappear. Delay up to the last allowable legal period the presentation for inquest proceedings before a fiscal. Meanwhile, try to display them as trophies on a birthday of a top official (if wives and lawyers don’t stand in the way). Ensure the spot report, affidavits of arrest and forensic reports jibe with each other so the inquest would be a breeze and appear in order.
- MAXIMIZE THE JOHN DOES. Choose any or a combination in the charge: (a) replace a real name into a generic name; (b) substitute the real name of the arrested with the real name of another named accused yet to be arrested; (c) insert a totally new real name; or (d) add another fictitious name and say the arrested person is one and the same.
- PRODUCE FALSE, COACHED AND PROFESSIONAL WITNESSES. Use them in different cases in different places and courts. Make sure they can positively identify the arrested among 30 unknown people the witness has seen for a few fleeting seconds at night in the forests.
- INVOKE LEGAL FICTION. Jurisprudence dating back to Marcos’ martial law says an arrest, even if illegal and baseless at first, is cured or legalized by the subsequent filing of charges in court and, therefore, a legal suit to question the arrest and seek immediate liberty will almost always be dismissed. Also, in the rare cases political charges of rebellion are filed instead of common crimes, remember that rebellion, according to jurisprudence, is supposedly a continuing crime and, therefore, do not worry about conducting a warrantless arrest even if the accused is sleeping or doing his personal routine.
- PROSCRIBE AS TERRORISTS. Use the draconian law on terrorism and include consultants with hundreds of activists, UN officials, the dead, the missing and human rights defenders in a shotgun yet sloppy proscription case of so-called terrorist groups for acts they do not even know. Then you can surveill, sequester and seize. Finally, throw in a poorly-written destabilization plot for good measure.
