BIFF men harass Army camps

From the Philippine News Agency (Jul 21): BIFF men harass Army camps

The Bangsamoro Islamic Freedom Fighters (BIFF) attempted but failed to over-run two Army detachments in Datu Salibo and Shariff Aguak towns in Maguindanao, the military said Friday.

But Capt. Arvin John Encinas, speaking for the 6th Infantry Division, citing reports from the field, said Army soldiers were already aware of BIFF’s plot to harass their positions in Maguindanao on Thursday night.

A platoon from the Army’s 57th IB, was already in an ambush position after sighting about 100 meters away BIFF members slowly approaching the Army base at past 9 p.m.

The BIFF armed men were moving towards the direction of Bagong Patrol Base in Barangay Bagong in Shariff Aguak.

Even before the attackers could fire the first shot, the military opened fire toward the visibly surprised lawless elements. A 15-minute firefight ensued then the bandits fled to unknown direction.

No casualty on the government side and Encinas could not say if the BIFF sustained injuries or fatalities.

Two hours earlier, another band of BIFF composed of about 20 men with high powered guns and led by Commander Abusaiden, attacked the Cowboy Bravo Company detachment of 57th IB in Barangay Pagatin and company command post in Barangay Sambolawan, both in Datu Salibo.

Encinas said the soldiers were also aware of the BIFF movement and sighted them about 300 meters away.

The Army requested for indirect artillery fire toward enemy position, forcing them to flee.

Due to massive military operations against the BIFF in the so called “SPMS Box” (the adjoining towns of Shariff Aguak, Pagatin (Datu Saudi) Mamasapano and Salibo), the BIFF wanted to make its presence felt thus the harassment, Encinas said.

Encinas said the Army expects more desperate attempts from BIFF to get back at government forces.

Abu Misry Mama, speaking for a faction of the BIFF, admitted his group was behind the attempt to over-run Army base.

(Update) WESCOM confirms clash between military troops, NPA in Palawan

From the Philippine News Agency (Jul 21): (Update) WESCOM confirms clash between military troops, NPA in Palawan

The Western Command (WESCOM) Headquarters here has confirmed early Friday afternoon the clash that transpired between government peacekeepers and armed rebels in Bataraza, southern Palawan.

A statement released by WESCOM through its spokesperson, Captain Cherryl Tindog, claimed the armed row between elements of the Marine Battalion Landing Team-4 (MBLT-4) and the New People’s Army (NPA) happened around 10:40 a.m. at Sitio Ilyan, Barangay Malihud, Bataraza.

Bataraza is also the town where a roadside IED explosion perpetrated by the NPA failed to seriously hurt four troops of the MBLT-4 on July 18 in Barangay Bono-Bono.

“This morning, July 21, while providing honors to two fallen Marines at the Naval Forces West (NAVFORWEST), Team WESCOM received tip offs from local residents that armed rebels had been seen within the vicinity of Sitio Ilyan, Barangay Malihud,” said the statement.

In response to reports of armed rebel sightings, WESCOM dispatched a team of Marines in the said barangay, and eventually, a firefight followed, lasting until shortly before lunchtime.

Clearing operations are still being conducted in the area, but WESCOM said the Marines already “discovered blood stains from an undetermined number of wounded rebels in an area at Sitio Ilyan.”

They also found a bag that contained improvised explosive devices (IEDs) and gun magazines with ammunition.

“The Marines found a carrier bag containing improvised explosive devices (IEDs) and magazines with ammunition belonging to the rebels. With the discovery of the IEDs, Team WESCOM thwarted the CPP-NPA-NDF (Communist Party of the Philippines-New People’s Army-National Democratic Front) from perpetrating roadside bombing intentions that can injure innocent civilians,” claimed the statement.

WESCOM stated the tip offs from residents only show that they are winning in fostering effective relationships with the communities in Bataraza through incessant humanitarian activities.

This shows too, it said, that residents of Palawan have become more alert now against the communist-terrorist group and want its atrocities ended by working with the government to ensure that the province remains safe for their families.

“With this good working relationship with the communities, Team WESCOM assures that it will remain defending their peace and security, as well as Palawan's development and progress,” the statement stressed.

The two fallen Marines being given honor when the clash transpired were Pfc. Joene Galiste and Pvt. James Melchor Porol of the Marine Battalion Landing Team-12 (MBLT-12).

They were killed in Barangay Magara, Roxas on April 19 by two gunmen believed to be members of the NPA.

(Update) 6 cops, civilian killed by NPA terrorists in Negros

From the Philippine News Agency (Jul 21): (Update) 6 cops, civilian killed by NPA terrorists in Negros

Six policemen, including a city police chief, and a civilian were killed in the daytime ambush staged by suspected Communist terrorists of the New People’s Army (NPA) in the mountain barangay of Magsaysay in Guihulngan City, Negros Oriental on Friday.

Killed in action were Guihulngan City police chief, Supt. Arnel Arpon; PO2 Alfredo Dunque, PO2 Alvin Bolandres, PO3 Teovic Agusto, SPO2 Nicasio Tabilon and SPO1 Jesael Ancheta.

Supt. Carlos Lacuesta, deputy provincial police director for operations, also identified the wounded -- PO3 Jordan Balderas, SPO4 Jerome Delara and SPO2 Jury Maribao, who were transported to a hospital here for treatment.

A civilian, the driver of a city councilor who earlier asked for police assistance, which resulted in the ambush, was also killed but he was yet to be identified.

Police investigation disclosed that Guihulngan City Councilor Edison Dela Rita called for police assistance Friday morning, saying that he was ambushed in Barangay Magsaysay.

Lacuesta said a team of about 15 police personnel headed by Supt. Arpon immediately responded on board their Mahindra police patrol vehicle around 10:00 a.m. Friday, with some on board motorcycles.

However, upon reaching Sitio Masid-e in Barangay Magsaysay, about 15 kilometers up in the mountains from the city proper, they were met by a volley of gunfire coming from different directions. Lacuesta said the perpetrators were Communist terrorists numbering about 60.

Further police investigation disclosed that the perpetrators carried with them at least two M-60 machine guns.

Lacuesta said at least five of the responding policemen, armed with M-16 and M-4 rifles, held their ground while calling for reinforcement.

It took hours before some of the bodies of the dead and the wounded could be extricated due to sniper fire from the Communist terrorists coming from different directions, said Lacuesta, a former Guihulngan police chief who also hails from that northern city.

Some were evacuated by “habal-habal,” or motorcycle-for-hire drivers, amidst the exchange of gunfire, said Lacuesta.

Acting provincial police director, Sr. Supt. Henry Biñas, proceeded to Guihulngan City to monitor the incident.

In a telephone interview, he disclosed that reinforcement from the Provincial Public Safety Company and other police units and the Philippine Army had arrived in the area.

Biñas said he has ordered all police stations to be extra vigilant to prevent similar attacks by the Communist terrorists.

Meanwhile, Lt. Col. Roderick Garcia, commander of the 79th Infantry Battalion of the Philippine Army, said they are now conducting hot pursuit operations against the Communist terrorists.

Garcia said the 303rd Army brigade has also deployed soldiers to the area to prevent further atrocities.

The Army commander described the “Guihulngan massacre” as a planned attack by the Communist NPA terrorists.

Believed responsible for the ambush were combined forces of the NPA’s Central Negros Front and the Regional Strike Force, Garcia said.

According to Garcia, Friday’s attack against the Guihulngan police was part of a grand plan by the NPA to carry out atrocities in May, June and July.

In fact, the perpetrators had already previously killed this year a number of civilians believed to be “informants” of the Army, he said.

Biñas, meanwhile, disclosed that he personally fetched Councilor Dela Rita from the ambush area and brought him to the Guihulngan City police station for questioning.

Dela Rita suffered a minor injury on his head, apparently during the ambush.

Lorenzana backs Duterte’s move not to resume peace talks with rebels

From the Philippine News Agency (Jul 21): Lorenzana backs Duterte’s move not to resume peace talks with rebels

Defense Secretary Delfin Lorenzana said he strongly supports President Rodrigo Duterte's decision not to resume formal peace talks with the New People's Army (NPA) so long as it continues to commit atrocities and extortion.

In a statement issued Friday, Lorenzana said he will only support calls for formal peace talks once the NPA rebels stop their attacks and extortion activities, and rein in the warmongers in their group.

"The government has proven its sincerity in dealing with the communist movement. This, in turn, is reciprocated by double talk and treachery. Hindi naman puwedeng ganito na lang palagi ang nangyayari. Kailangan na nating magkalinawan. (This cannot happen all the time. We need to be clear about this.) That is why I ask the leaders and members of the CPP-NPA (Communist Party of the Philippines-New People's Army): Do you really want peace or do you want to continue down the bloody path of war?" he said.

Duterte has earlier called for the cancellation of back-channel talks with the NPA following a series of attacks against civilian and military targets in various parts of the country.

These attacks include the torching of equipment of Department of Public Works and Highways contractors in Gumaca, Quezon; an unprovoked attack in Bukidnon, which killed a police officer; the blasting of landmines in Quirino, where six soldiers were hurt; the destruction of plantations which are the source of people’s livelihood in Surigao del Sur; the killing of soldiers who were buying food in a market in Palawan; and the attack on officers of the Presidential Security Group in North Cotabato, who were there to secure the president.

The defense chief said this series of assaults show why they are rightfully labeled as communist terrorists.

Duterte no longer wants to talk with communist rebels

From the Philippine News Agency (Jul 21): Duterte no longer wants to talk with communist rebels

President Rodrigo Duterte on Thursday said he no longer wanted to talk with the Communist Party of the Philippine-New People’s Army-National Democratic Front (CPP-NPA-NDF) following a string of attacks on state saecurity forces.
In a speech to soldiers belonging to the Philippine Army‘s 103rd Brigade during his visit in Marawi City, Duterte likewise said that he would go after the NPA once the government fully liberates Marawi City from Islamic State-inspired militants.

“Huwag kayo masyado magkumpiyansa dyan, kasi there is a strong resurgence. Nabubuhay na naman ang NPA. Pagkatapos nito, letse itong putukan na ito, kapag naubos ang mga ulol, mag-re-orient tayo, NPA na naman. Kasi marami silang utang sa atin. Ayaw ko na makipag-usap sa kanila. Marami na akong sundalo na pinatay nila, marami na akong pulis na pinatay nila,” Duterte said.

On Wednesday, a militiaman was killed while four officers of the Presidential Security Group (PSG) were wounded in an NPA ambush in Akaran, North Cotobato.

On the same day, two members of the Philippines Marines were gunned down by NPA rebels in Palawan.

On Thursday, Solicitor General Jose Calida instructed his office to ask the courts for the cancellation of the bail bonds of the NDF consultants and recommit them to their detention facilities.

Calida made the initiative after Presidential Adviser on the Peace Process Jesus Dureza declared backchannel talks with the communists fell due to recent attacks made by the NPA, the armed wing of the Communist Party of the Philippines.

According to OSG Spokesperson Atty. Erik Dy, the Solicitor General already instructed the handling solicitors to ask the courts to cancel the bail bonds of the NDF consultants, order their arrests, and recommit them to their detention facilities.

“The conditional release granted them by the courts are for the sole purpose of the formal peace negotiations. The conditions are based on the Supreme Court Resolution dated 2 August 2016, and not based on JASIG,” Dy said, pertaining to an SC Resolution involving NDF leaders Ocampo, Echanis and Ladlad.

JASIG, or the Joint Agreement on Safety and Immunity Guarantees, is an agreement signed by the Philippine government and the NDF in 1995.

It essentially guarantees the immunity and safety of individuals involved in the peace talks.

“The conditions provide that should the formal peace negotiations cease or fail, their bond shall be deemed automatically canceled,” Dy said.

DFA: PH to take bold and decisive steps vs terrorism

From the Philippine News Agency (Jul 21): DFA: PH to take bold and decisive steps vs terrorism

The government has vowed to continue to take bold and decisive steps to put an end to threat of terrorism, as it works within the rule of law with international partners.

The Department of Foreign Affairs (DFA) said the Duterte administration will work to eliminate “this nefarious threat, destroy their resource channels from illicit drugs and other crimes, and ensure that the Philippines will not be a haven for their operations.”

“As we work within the rule of law and with international partners, the government will spare no effort to achieve these objectives and secure a safe and peaceful future for the Filipino people,” it said in a statement.

The department issued the statement in response to the United States (US) State Department’s Counterterrorism Report which underscored continued progress of the Philippines against terrorism in 2016, a period that included the orderly transfer of power through a fair and free election.

The report cited the emergence of ISIS-affiliated extremist groups, persistent kidnappings by the Abu Sayyaf Group (ASG), attacks on government forces and bombings, which “all indicated that domestic and international terrorism remained a serious problem.”

“The report helps elucidate further the very clear and present danger posed by terrorism in the country,” the DFA said.

The report noted that the United States continued to work with the Philippine government to monitor and investigate groups engaged in or supporting terrorist activities in the country.

Likewise, the Philippines signed a framework on trilateral cooperation with Malaysia and Indonesia on immediate measures to address security in the maritime border region.

Government agencies benefited from capacity building activities provided by the ASEAN-Japan counterterrorism dialogue and the European Union.

Palace won't tolerate terror acts by any groups

From the Philippine News Agency (Jul 21): Palace won't tolerate terror acts by any groups

Malacañan on Friday said the Duterte administration remains committed to peace but will not tolerate armed groups that undertake terroristic acts against government soldiers and civilians.

Speaking during the Mindanao Hour press briefing, National Security Adviser Hermogenes Esperon, Jr. pointed out that more needs to be done, especially in addressing the threats in Mindanao.

“There are real threats to Mindanao. We have armed groups consisting of the New People’s Army. We have armed groups consisting of the BIFF. We have armed groups consisting of the Abu Sayyaf Group, who in fact, some of these would now want to pledge their allegiance to the ISIS,” Esperon said.

“And there are still imminent threats. What are these? The imminent threat would be fighters, foreign fighters -- foreign ISIS fighters who could, in fact, be coming in and joining the ISIS lineup here in Mindanao,” he said.

Esperon said that while there are real and imminent threats in Mindanao, government forces will also not allow other terroristic acts to civilians by the New People’s Army.

“Papabayaan ba nating manunog? Papabayaan mo bang manabas? May kailangan gampanan ang Armed Forces at ang Philippine National Police. Otherwise, kung papabayaan mo ‘yun, eh ‘di ano ang silbi ng inyong Armed Forces at tsaka Philippine National Police, and government itself,” he said.

The National Security Adviser, meanwhile, said that President Duterte is not obsessed with martial law but with good governance, developing Mindanao, and serving the people.

Esperon, who was with the President in his visit to Marawi last Thursday, said the operations in Marawi are still on full blast.

“We expect a slower advance but nonetheless, our troops are determined and they have learned so much from the past experiences,” he said.

During the Marawi visit, Esperon said President Duterte expressed his appreciation to the troops and to the commanders.

“The President was able to give the commanders on the ground the way ahead, what he expects to do, what he expects of the troops but he is very positive that we will be able to take Marawi in a few more days and start right off with the reconstruction and rehabilitation,” he said.

In the same briefing, meanwhile, Presidential spokesperson Ernesto Abella said President Duterte has set an enabling environment for peace and progress in Mindanao.

“Let me just quote about [Socio-economic Planning] Secretary [Ernesto] Pernia’s comment regarding supposed criticisms regarding their fear of what would happen in Mindanao, about the business environment… business people are quite happy in Mindanao, in fact, welcome the situation of martial law in Mindanao,” he said.

The Palace official also said that President Duterte’s administration is best judged by the Filipino people themselves.

“As far as we know, as the President would say, the real judge of the actions of the administration would be not so much these opinions, but people actually. The people of the Philippines, the citizens here who find that it’s safer in the streets, the crime index has dropped,” Abella said.

“The real judge of the situation would be the people, and who have given him overwhelming support and overwhelming approval. And so, we trust that the people understand that they are really getting the better side of this deal,” he added.

Bidding for acquisition of 2 patrol aircraft fails, again

From Update Philippines (Jul 21): Bidding for acquisition of 2 patrol aircraft fails, again

The bidding for Department of National Defense (DND)-Armed Forces of the Philippines (AFP) 2 Long-range Patrol (LRP) aircraft acquisition project under the First Horizon of Revised AFP Modernization failed during today’s Submission and Opening of Bid.

According to MaxDefense Philippines, PAL Aerospace of Canada, PT Dirgantara Indonesia (Persero) Indonesian Aerospace, and Elbit Systems of Israel were the only firms that submitted their bids – all of them were disqualified for different reasons.

It said that Airbus, Lockheed Martin, Leonardo, Embraer, Saab, Boeing, Raytheon, Elta, and Field Aviation were present but did not join the bidding.

MaxDefense also noted that the Approved Budget for Contract (ABC), P5.976 billion, is a key factor.

“The weak PH Peso vs US Dollar/Euro convertion rate, plus escalations due to inflation and time-cost issues are also main issues, with the budget formulated several years ago, which is also a perido when the exchange rate was US$1 = Php45,” MaxDefense said.

This is the second time this acquisition project failed. The first was in August 2014 where 7 bidders including Saab Asia Pacific, L3 Mission Integratio, IAI Elta Systems, Elbit Systems, Lockheed Martin, PT Dirgantara Indonesia (Indonesian Aerospace), and Airbus were all declared ineligible.

Aying favors ML extension

From the Visayan Daily Star (Jul 21): Aying favors ML extension

Army Maj. Gen. Jon Aying, 3rd Infantry Division commander, said yesterday he supports the extension of martial law in Mindanao,

The 3ID, that has two infantry units deployed in Mindanao – 11th and 15th Infantry Battalions – is supervised by Aying, and its area of operations include Western and Central Visayas, and the Negros Island Region.

Aying said the Armed Forces of the Philippines has yet to finish its job of addressing the problems of terrorism and insurgency in Mindanao.

He said what is needed first is to ensure the peace and stability in Mindanao conflict areas, before the start of its development.

Military records show that the AFP has already suffered 93 casualties in Marawi as of July 14, three of them members of the 15th Infantry Battalion.

The implementation of the 60-day martial law in Mindanao will end on July 22, with death toll having reached 537.

Imam Omar Betita head of Dar Al-Dhikr Islamic Call and Guidance Center in Barangay Mansilingan, Bacolod City, also expressed support to the martial law extension.

Warns of NPA extortion

From the Visayan Daily Star (Jul 21): Warns of NPA extortion

The Army's 3rd Infantry Division is seeking the cooperation of private companies victimized by the extortion activities of the New People's Army in the Visayas.

“It is the duty of law enforcement agencies, such as the Army and the PNP, to protect the interest and investment of private companies, but we cannot address the situation if they will not give their support to the authorities,” Maj. Gen. Jon Aying, 3ID commanding general, said.

Aying said numerous construction companies involved in building bridges, water systems and farm to market roads, have received extortion letters from the CPP-NPA.

He added that the NPA threaten to burn equipment of construction firms and sabotage their operations, if they ignore their demands.

Private companies should also invest in security, Aying said.

The extortion modus of the CPP-NPA is aimed at supporting their logistical requirements to conduct more terroristic activities, sowing fear in the hearts and minds of the masses, he added.

Unfortunately, some of the construction firms give in to the NPA demands, not knowing the implications of their actions, Aying, added.

Duterte finally visits Marawi

From Rappler (Jul 21): Duterte finally visits Marawi

(3RD UPDATE) President Rodrigo Duterte visits the war-torn city on the 9th week of clashes between government troops and local terrorists

MARAWI CITY, Philippines (3rd UPDATE) – President Rodrigo Duterte finally reached Marawi City on Thursday, July 20, after a couple of failed attempts to fly into the city at war with homegrown terrorist groups.

Defense Secretary Delfin Lorenzana confirmed to Rappler that the President visited Marawi City Thursday afternoon.

Armed Forces chief General Eduardo Año said in a statement that a few minutes before the President's chopper landed in the city, "there were a few sniper shots coming from unknown direction that targeted the landing zone area."

Lieutenant Colonel Jo-Al Herrera, Joint Task Force Marawi spokesman, said the President arrived at the headquarters of the 103rd brigade at about 1 pm and left before 5 pm. He was given a security briefing and then addressed the troops.

"It was an intimate visit. It was like a father visiting his children," Herrera said.

He said Duterte's visit boosted the morale of the troops, who received goods and watches from him. The President's visit was limited to the military camp.

Herrera said in a media interview after the visit that Duterte thanked the troops for their hard work, acknowledging the "challenges" they faced in the urban battle.

In seeking an extension of martial law in Mindanao until the end of the year, Duterte cited the "evolving" urban warfare.

A civilian guest invited to see Duterte also confirmed to Rappler on Thursday morning the preparations for his visit at the headquarters of the 103rd Brigade.

The source said he was told it was cancelled and immediately left Marawi but was later informed that Duterte's visit pushed through.

Mobile communication signals were cut off noontime on Thursday, which is typically done when VIP visitors come to the city.

Journalists tried to request entry to the brigade headquarters but were turned down.

The chief executive had planned to go to Marawi at least twice. The closest he got last time was in a

chopper that had already taken off from Iligan City. Strong rain, however, dashed the possibility of the visit pushing through.

Duterte, who had even geared up in battle attire and brought along a rifle then, had to content himself with a visit to a military camp in Iligan.

The President had also made plans to fly there last June 8 but the trip was cancelled, also due to bad weather.

Duterte's visit comes two days before Congress convenes a joint session to tackle his request to extend martial law for another 5 months or until the end of the year.

The visit is 4 days before his second State of the Nation Address (SONA) on Monday, July 24.

Duterte had said it's important that he gets to visit to Marawi as the military battles it out with the Maute Group and thr Abu Sayyaf Group.

It's the 9th week of clashes. The death toll has reached 565 – 99 soldiers, 421 enemies, and 45 civilians.

NPA kills Negros city police chief, 6 others

From Rappler (Jul 21): NPA kills Negros city police chief, 6 others

(UPDATED) A councilor and 3 cops are also wounded in the Friday attack

Alleged communist rebels killed a city police chief, 5 cops and one civilian in an ambush Friday morning, July 21, in Guihulngan City, Negros Oriental, the military said.

A councilor and 3 other policemen were wounded, Colonel Eliezer Losañes, commander of the Army’s 303rd Infantry Brigade, told Aksyon Radyo Bacolod.

The policemen were on their way to Sitio Magtiid, Barangay Magsaysay, to rescue councilor Edison Delarita, who was ambushed earlier by the rebels but survived, according to Losañes.

The guerrillas attacked the responding police team, which was led by Guihulngan City police chief Superintendent Arnel Arpon.

Losañes said Arpon was among those killed. Also killed were Senior Police Officer 3 Necasio Tabilon, SP01 Jesael Ancheta, P02 alvin Bulandres, P02 Alfredo Dunque, P03 Teodic Agusto, and the driver of Delarita.

The wounded policemen were SPO4 Jerome Delara, PO2 Jordan Balderas, and PO2 Jury Maribao.

Losañes said the councilor had earlier told the Army that he was on the NPA's hit list.

The ambush came two days after New People’s Army guerrillas clashed with the security team of President Rodrigo Duterte who were traveling in a rebel bailiwick in Arakan, North Cotabato.

The clash angered Duterte, prompting him to declare Friday he was canceling the peace process with the communist-led National Democratic Front.
