MANILA – The Philippines will expand its "maritime cooperative activities" (MCA) with Japan, Australia, and other friendly nations, Department of National Defense (DND) Secretary Gilberto C. Teodoro Jr. said on Tuesday.

"We will also bolster maritime cooperative activities and expand coordination with Japan and Australia and other like-minded nations, not only in these areas but in joint exercises and training as well, where applicable," he said during the 2+2 Foreign and Defense Ministerial Meeting in Camp Aguinaldo, Quezon City.

MCAs are joint naval and air patrols conducted by Philippine allies in its maritime territories.

Teodoro said Manila would beef up the cybersecurity capabilities of the DND and the Armed Forces of the Philippines.

"(We will upgrade) not only in terms of capabilities but also in terms of cooperation in threat detection and protection and joint advanced technological development," he added.

Through robust cooperation in land, sea, air, and cyberspace and extensive interoperability, Teodoro said the US-Philippines alliance would greatly contribute to regional peace and stability under the regime of international law.

"We thank the US government for the continued assistance in building up our capabilities, which will provide a tremendous boost in order for us to establish a credible deterrent to unlawful foreign aggression," he added.

MANILA – The Philippines is on the right track to building a more peaceful and prosperous Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), President Ferdinand R. Marcos Jr. said Wednesday.

Speaking at the turnover of the 3rd Intergovernmental Relations Body (IGRB) Progress Report in Malacañang, Marcos expressed optimism that the country will overcome the remaining challenges to ensure the continued development of the five-year-old Bangsamoro region.

Marcos cited the transformative reforms that the government has undertaken to assist BARMM, including the commissioning of former Moro rebels to the police force, the granting of amnesties to qualified former Moro combatants, the turnover of various properties and assets of the national government within the BARMM, and the signing of the Intergovernmental Energy Board Circular on the joint award on petroleum service contracts and coal operating contracts in the region.

“These peace and development milestones are part of our collective efforts to lay the groundwork for effective governance and meaningful autonomy environment,” Marcos said.

“I'm confident that we are on the right path to building a more peaceful, stable and prosperous Bangsamoro region as we find responsive solutions to the remaining issues and concerns that still need to be addressed,” he added.

The President also urged Budget Secretary Amenah Pangandaman, co-chair of the IGRB and the only Muslim in the Cabinet, to expedite the IGRB manual of operations and resolution of identified issues before the first BARMM parliamentary elections next year.

Marcos said the manual will “facilitate a proactive monitoring of issues and establish a system of continuity” for the Bangsamoro government.

The first parliamentary election in BARMM will be held simultaneously with the May 12, 2025 midterm elections.

Marcos also noted that the 3rd IGRB Progress Report is a testament to the stakeholders’ “fruitful partnership and enduring commitment to peace and development.”

Created through Republic Act 11054 or the Bangsamoro Organic Law, the IGRB facilitates the coordination and resolves issues between the national and Bangsamoro governments through regular consultations and negotiations.

‘Shining example of peace’

For her part, Pangandaman said the success of BARMM is “not only a matter of concern for (the) BARMM but also a top priority of the Philippine government.”

“In fact, beyond being a matter of national interest, the success of BARMM is also a world issue because the world is looking (at) BARMM to be the shining example of peace. Hence, I must emphasize that we cannot fail,” Pangandaman said.

The BARMM was created in 2019 following the ratification of the BOL, which is a product of peace negotiations between the government and Moro rebels.

MANILA – Senate President Francis "Chiz" Escudero on Wednesday dismissed concerns about provoking tensions with China after the United States decided to allocate an additional USD500 million in foreign military financing to the Philippines.

“I do not think this will provoke or agitate China because strengthening one’s own military, like them and most countries, in order to keep the peace, is the right and obligation of every country,” Escudero said in a statement.

The Senate President expressed his gratitude for the unprecedented assistance and emphasized the importance of the US-Philippines partnership in maintaining peace, and modernizing the Armed Forces of the Philippines (AFP) and the Philippine Coast Guard (PCG).

"This shows that we (the US and the Philippines) are indeed friends and, more importantly, equal partners in maintaining peace, freedom of navigation, and a rules-based approach to differences and disagreements,” Escudero said.

The funding announcement was made during the 2+2 Ministerial Dialogue in Manila, with US Secretary of State Antony Blinken and Defense Secretary Lloyd Austin III on the US side, and Foreign Affairs Secretary Enrique Manalo and Defense Secretary Gilberto Teodoro Jr. on the Philippine side, highlighting the deep-rooted partnership between the two nations.

Thankful

The AFP welcomed the US’ grant of USD500 million in foreign military financing.

"It highlights the steadfast support for enhancing the capabilities of the AFP and the Philippine Coast Guard, ensuring we can effectively fulfill our territorial defense mission and contribute to regional security and maintaining a free and open Indo-Pacific," AFP spokesperson Col. Francel Margareth Padilla said in a message to reporters Wednesday.

Padilla declined to give more details about the grant, saying these “will be deferred to the Department of National Defense.”

PH-US ties comply with int’l law

Teodoro Jr., meanwhile, said US-Philippine relations have always been anchored on adherence to international law.

"I believe our relationship is based on two fundamental things. First is sustainability. Our engagements have always been on the principle of sustainability and not one-time things. Secondly, we share principles, fundamental principles of adherence to international law and rules-based international order," he said on the sidelines of the 2+2 Foreign and Defense Ministerial Meeting.

Aside from the US, Teodoro said other like-minded partners of the Philippines have realized that building Manila’s defense posture is vital in upholding international law in the Indo-Pacific region.

In a press conference at the House of Representatives media center, lawmakers welcomed the historic military financing commitment, acknowledging its significance for a strong alliance between the two countries and its importance to the nation’s capability to protect and defend its sovereignty.

Deputy Speaker, Quezon Rep. David “Jay-jay” Suarez, noted the importance of the US commitment, given the upcoming US presidential elections.

“The unwavering support from the US for the Philippines, regardless of the election outcome, reinforces the long-standing, iron-clad relationship between the two nations,” Suarez said.

The important thing, he added, is that whoever wins the presidential race in November, the position of the US and the Philippines should remain the same.

Suarez also highlighted President Ferdinand R. Marcos Jr.'s stance on the West Philippine Sea (WPS) and national sovereignty, as emphasized during his recent State of the Nation Address.

He said the funding would bolster the capabilities of the AFP and the PCG amid tensions in the WPS.

To Assistant Majority Leader, Manila Rep. Ernesto Dionisio Jr., any addition to the country's defense resources is a positive development.

“Well, ako (for me), any addition is positive. So, you know it is a welcoming thing na magdo-donate ang America ng (that America is donating) PHP29 billion that can really be used to upgrade our capabilities ng (of our) WPS team natin, ng (of the) Coast Guard, at ng (and of the) Armed Forces,” he said.

Committee on Dangerous Drugs chair, Surigao del Norte Rep. Robert Ace Barbers, said the US military aid would provide critical support to the PCG not only in monitoring and guarding the WPS but also the east coast of the country.

MANILA – Philippine Air Force (PAF) FA-50PH jet fighter pilots on Tuesday honed their aerial defense capabilities by holding "basic fighter maneuvers" (BFM) over the skies of west Zambales with their counterparts from the French Air and Space Force (FASF).

In a statement, PAF acting public affairs office chief Col. Rifiel Santiago Sotto said the two Rafale jet fighters of the FASF joined the drills.

"Both Air Forces demonstrated their tactical maneuvering skills and techniques in a simulated combat scenario, showcasing their proficiency in air-to-air combat," he said.

On Monday, two FA-50PH jets of the PAF while two Rafale jets, an A330M transport aircraft, and an A400M Airbus military transport aircraft from the FASF held a joint flight over west Zambales to demonstrate the Rafale jets’ air-to-air refueling capabilities.

This joint aerial exercise is a key component of the French military’s Projection of a Heavy Air Package in Southeast Asia (PEGASE) 2024, Santiago said.

The PEGASE 2024 aims to strengthen military partnerships, enhance operational readiness, and ensure regional stability through collaborative training and strategic deployments.

MANILA – Top American diplomatic and defense officials on Tuesday formally announced that Washington DC would allot assistance worth USD500 million (around PHP29.3 billion) to help in the ongoing modernization program of the Armed Forces of the Philippines (AFP) and the Philippine Coast Guard (PCG).

US Secretary of State Antony Blinken and Department of Defense Secretary Lloyd Austin III made the announcement during the 2 + 2 Ministerial Meeting with their Philippine counterparts, Foreign Affairs Secretary Enrique Manalo and Defense Secretary Gilberto Teodoro Jr., in Camp Aguinaldo, Quezon City.

"We're now allocating an additional USD500 million in foreign military financing (FMF) to the Philippines to boost security collaboration with our oldest treaty ally in the region," Blinken said.

The American top diplomat also described the grant, "new steps to strengthen the alliance, a once-in-a generation investment to help modernize" the AFP and PCG.

Meanwhile, Austin said the US is working with the Philippines to advance its shared vision of a free and open Indo-Pacific.

"And together we are taking bold steps to strengthen our alliance. Today, as you heard Secretary Blinken and I announced that we are poised to deliver a once-in-generation investment to help modernize the AFP and the PCG," he added.

Austin added that they are now working with the US Congress for the grant of the FMF to Manila.

"This level of funding is unprecedented and it sends a clear message of support for the Philippines from the Biden administration, the US Congress and the American people. Today we also concluded the first ever bilateral Security Sector Assistance Roadmap. That roadmap will ensure that our mutual investments go toward the most important capabilities," he said.

Austin also said the US Department of Defense intends to more than double its investment in Enhanced Defense Cooperation Agreement (EDCA) locations across the Philippines.

"President (Joe) Biden's budget request this year includes more than a USD 128 million dollar to fund important EDCA infrastructure projects and US government investment in these locations extends beyond the Department of Defense. For example, the USAID (United States Agency for International Development) plans to preposition a vast of relief supplies in EDCA locations later this year," he added.

This will allow the US Department of Defense to work alongside with the Philippines allies provide humanitarian assistance in times of need, Austin said, Currently, there are nine EDCA locations in various locations in the country.

"Now during our meeting, we also reaffirmed that the Mutual Defense Treaty remains the bedrock of our alliance. And let me be clear, the Mutual Defense Treaty applies to armed attacks on either of our Armed Forces, aircraft or public vessels anywhere in (the) South China Sea. together we also discuss how to make our alliance even more secure through technology and security and cyber cooperation," Austin said.

Meanwhile, Teodoro said the assistance from the US would help improve the Philippines' credible deterrent posture.

"The priorities will be laid down in the Security Sector Assistance Roadmap. Naturally, a lot of our inherent hardening capabilities are included like cyber capabilities and the like. These and all the EDCA investments will serve to secure the Philippines' credible deterrent posture," he added.

Teodoro also added that every peso or dollar spent on "hardening Philippine capabilities" to defend itself and to deter unlawful aggression will be a plus against any "threat actor".

"The EDCA investments are not only solely for defense purposes but are also for civil defense purposes like humanitarian assistance and disaster response. They can be venues for joint cooperation and interoperability between the United States and the Philippines and multilaterally with like-minded nations. And likewise they will serve also as venues for economic development like Secretary Austin had said with the USAID," Teodoro noted.

Teodoro also emphasized that these are "multidimensional investments" that will spur the country's development, aside from deterring unwanted and unlawful aggression.

MANILA – There is no basis for Beijing to warn Manila that the United States’ deployment of the "Typhon" mid-range missile system to the Philippines would lead to an arms race, Foreign Affairs Secretary Enrique Manalo said Tuesday.

In a joint press conference following the 2+2 Foreign and Defense Ministerial meeting with Defense Secretary Gilberto Teodoro Jr., US Secretary of State Antony Blinken and US Defense Secretary Lloyd Austin III, Manalo clarified that the system was not meant for any “offensive purpose”.

“All I can really say is that first, these missiles are meant for our own defensive capabilities, our own ability to improve our defensive deterrence, and they're not meant for any offensive purposes,” the Filipino top diplomat said.

“So, I really can't see on what basis how it would lead to an arms race,” he added.

The statement comes as Chinese Foreign Minister Wang Yi conveyed Beijing’s concern over the deployment of the American missile system during a bilateral meeting with Manalo in Laos on Friday.

China's state news agency Xinhua quoted Wang as saying that Manila’s possible introduction of the system would create regional tension, confrontation, and “trigger an arms race”.

The US deployed the mid-range capability (MRC) missile system to Northern Luzon on April 11 as part of the Exercise Salaknib 24.

Typhon is a land-based, ground-launched system that enhances multi-domain fires. Its launcher can fire the Standard Missile 6 (SM-6) and the Tomahawk Land Attack Missile (TLAM).

Earlier, the Philippine Army said there is a possibility that the MRC may extend its deployment in the country beyond September when the Salaknib training ends.

MANILA – President Ferdinand R. Marcos Jr. hailed the flourishing alliance of the Philippines and the United States (US) in ensuring stability in the West Philippine Sea (WPS) and the Indo-Pacific region.

Marcos made the pronouncement on Tuesday morning as he met with US Secretary of State Antony Blinken and US Defense Secretary Lloyd Austin III at Malacañang, ahead of the two countries' Foreign and Defense Ministerial Dialogue (2+2).

“I am always very happy that these communication lines are very open, so that all the things that we are doing together in terms of our alliance, in terms of the specific context of our situation here in the West Philippine Sea and in the Indo Pacific are continuously examined and reexamined so we are agile in terms of our responses,” Marcos said.

“But we are very happy to see you once again,” he said. “I'm a bit surprised, considering how interesting your political situation has become back in the States, but I'm glad that you found the time to come and visit with us.”

US condoles with typhoon victims

Blinken and Austin thanked Marcos for the warm reception and extended their condolences to the victims of Typhoon Carina and the enhanced southwest monsoon that recently battered the capital region and other nearby areas.

Blinken reiterated Washington DC's readiness to render the necessary assistance to Manila.

He said the upcoming 2+2 meeting is “genuinely historic” and evidence of the “steady drumbeat of very high level engagements” between the Philippines and the US that covers a full range of issues and opportunities.

'PH, US are family'

Meanwhile, Austin said the Philippines and the US are a family.

“It always feels that way when I'm working with our colleagues. You know, we have common interests, common values, and so I think we've done a lot over the last three and a half years to continue to strengthen our alliance, and we look forward to continuing to work with you and your team to move even further,” he said.

“Thanks for your leadership, Mr. President, again, it's been, it's been a great three and a half years, and I look forward to another three and a half or another four (years) in building, building, strengthening this relationship,” the US official said.

Blinken and Austin are set to meet with their Filipino counterparts, Foreign Affairs Secretary Enrique Manalo and Defense Gilberto Teodoro Jr.

The visit came after Chinese ships have rammed and sprayed Filipino vessels and crew members with water cannons over repeated clashes in Ayungin Shoal in the WPS, where the Philippines has sought to resupply its outpost in the grounded BRP Sierra Madre.

The tensions reached a high point over a month ago when Chinese sailors raided a Filipino boat with machetes and seized weapons and equipment, where one Filipino navyman lost his thumb in the confrontation.

The Philippines has been expanding engagements with its allies, including the US, while also beefing up the capabilities of its armed forces amid China’s aggression in the WPS.

MANILA – Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. on Monday welcomed 28 Philippine Navy personnel who completed their tour of duty aboard the BRP Sierra Madre (LS-57) that guards the Ayungin Shoal in the West Philippine Sea (WPS).

The Navy sailors were recognized at the Naval Detachment Oyster Bay Pier in Puerto Princesa City, Palawan, AFP public affairs office chief Col. Xerxes Trinidad said in a statement.

"These brave personnel recently completed their deployment at Ayungin Shoal that ended in the rotation and resupply mission on July 27 and have now returned to solid ground," he added.

The AFP chief commended the troops for their dedication and commitment to protecting the nation’s sovereignty and maritime interests in the WPS.

"The AFP extends its heartfelt gratitude to these valiant men and women for their unwavering service and sacrifices. Their dedication ensures the integrity of our territory, sovereignty, and sovereign rights, reflecting the true spirit of patriotism," Brawner said.

He also thanked the families of the returning personnel for their patience, support, and understanding during their loved ones' deployment.

"The strength and resilience of these families are crucial to the morale and effectiveness of our troops," Brawner added.

BACOLOD CITY – Former Communist Party of the Philippines-New People’s Army (CPP-NPA) rebels in Negros Occidental are taking a new path in life by serving as community development volunteers through the assistance of the Philippine Army and the provincial government.

In a statement on Friday, Governor Eugenio Jose Lacson said these former rebels are now doing worthwhile endeavors in environment protection and peacekeeping efforts.

Under the province’s “Balik Salig Program,” 21 received financial assistance worth PHP228,000 on Wednesday for the undertakings they are pursuing in their respective communities in various cities and municipalities in Negros Occidental.

Four full-time volunteers received PHP40,000 each, while 17 part-time volunteers got PHP4,000 each for four months of service from March to June this year.

They belong to the Sentrong Alyansa ng Mamamayan Para sa Bayan (Sambayan) Negros, an organization composed of former rebels which advocates peace and development programs.

Lacson acknowledged the efforts of the Philippine Army and the Philippine National Police that led these former CPP-NPA cadres to return to the fold of the law.

“Our men in uniform are the people who defended us against the aggressive rebels. Once we have convinced them to join us here, it becomes the duty of all local government units to support these former rebels and show them that they made the right decision for peace and progress in the province,” he added.

During the distribution of assistance held at the Provincial Capitol here, former CPP-NPA cadre Jonel Moreño, president of Sambayanan-Negros, urged his fellow members to do their part to stop insurgency in Negros Occidental.

“Insurgency brings trouble and leads to poverty among the people. Revolution is not the solution to our problems. Let us work with the government,” he added.

Col. Orlando Edralin, commander of the 303rd Infantry Brigade, encouraged the former rebels to use the opportunity presented to them to become the catalyst for peace and progress.

“Let us work hand in hand to build a stronger and more resilient community. There is power in unity and cooperation to achieve our goals of having a more secure, more peaceful, and more progressive Negros Island,” he added.

LEGAZPI CITY – The Armed Forces of the Philippines (AFP) on Friday expressed its full confidence on the "Pacific Partnership 2024" which is expected to directly assist disadvantaged populations, and promote regional resilience, interoperability, and security through comprehensive engagements.

The Pacific Partnership is the largest annual multinational humanitarian assistance and disaster relief preparedness mission in the Indo-Pacific.

The mission team will be in Legazpi City until Aug. 14

During the opening ceremony of the Pacific Partnership 2024, AFP chief Gen. Romeo Brawner Jr., in a speech read out by 9th Infantry Division commander Maj. Gen. Adonis Bajao, said the mission demonstrates strong and effective collaboration within the Indo-Asia Pacific region.

"This mission extends beyond humanitarian assistance and disaster relief; it encompasses a wide range of strategic objectives, including territorial defense and other critical lines of effort. Throughout this mission, we aim to further improve our ability to respond effectively to natural disasters and emergencies and enhance interoperability with other military forces, improving coordination and communication during joint operations," Brawner said.

He said the series of activities for the two-week humanitarian mission will provide learning and develop essential engineering and medical skills during disaster response and community development.

"We see this activity as a timely opportunity to enhance resilience within local communities, ensuring a better-prepared future. Our collaboration with local government units, local agencies, and non-government organizations shows the importance of a multi-faceted approach to achieving objectives," he said.

Brawner said the mission aims to enhance not only the capacity for conducting humanitarian assistance and disaster relief missions but also to strengthen the foundation of partnership, emphasizing the collective commitment to regional stability and security.

He thanked the participation of the United States Naval Ship (USNS), the City of Bismarck, the Republic of Korea Navy Ship Il Chul Bong, and more than 200 soldiers from the United States of America, South Korea, Singapore, the United Kingdom, and Australia.

"On behalf of the men and women of AFP, I extend my deepest gratitude for all participating nations, organizations, and individuals who have come together to make the Pacific Partnership 2024 a reality," he said.

Captain Daniel Keeler, Pacific Partnership 2024 mission commander, said the Pacific Partnership represents a modernization of the longstanding alliances and partnerships between various countries.

"Pacific Partnership is committed to making a meaningful impact, and we are proud to see its return to the Philippines, demonstrating our ongoing dedication to cooperation and mutual support in the Indo-Pacific. This mission is not only about practical support and skill-sharing but also about fostering and cementing enduring friendships across the Indo-Pacific," Keeler said.

He said the mission focuses on activities in areas of engineering, humanitarian assistance, disaster response, and public health that respond to the specific needs of the host nation.

COTABATO CITY – Police authorities, backed by military troops, have launched a manhunt against gunmen who ambushed and killed a vice mayor and his police escort in Barangay Pandan, South Upi, Maguindanao del Sur, at about 5 p.m. on Friday.

Col. Roel Sermese, Maguindanao del Sur Police director, said the South Upi municipal police is pursuing several leads that could help identify and arrest the killers of Vice Mayor Roldan Benito and a bodyguard identified as Weng Marcos.

Also injured in the ambush were Benito’s wife, Analyn, and their 11-year-old child, all of Sitio Bahar, Barangay Pandan. Another child, aged 13, was unhurt.

The vice mayor’s wife is the chairperson of Barangay Pandan.

Capt. Amer Hussein Disomangcop, South Upi police chief, said the victims were on board a pick-up vehicle driven by the vice mayor heading for home in Barangay Pandan when waylaid by an undetermined number of gunmen.

Benito was killed on the spot while his bodyguard was pronounced dead at the hospital.

South Upi Mayor Reynalbert Insular condemned the ambush as a cowardly act.

“Our police authorities are closely conducting follow-up operations. Police have possible initial persons of interest,” he said in a phone interview on Saturday.

Soldiers from the Army’s 57th Infantry Battalion are supporting the police in pursuing the perpetrators.

Local police have yet to determine the motive behind the attack.

‘Strongly condemn’

The Department of the Interior and Local Government, meanwhile, condemned the ambush and ordered the Philippine National Police to work with the military to pursue and arrest the suspects and unmask the masterminds.

“We strongly condemn the ambush-slay of South Upi, Maguindanao del Sur Vice Mayor Roldan M. Benito and one of his companions. We will do our utmost to seek justice for the victims. I express my deepest sympathies and prayers for the families of Vice Mayor Benito and Weng Marcos,” Interior Secretary Benjamin C. Abalos Jr. said in a statement.

“We also appeal to the public to get in touch with the authorities if they have any information that can help in the quick resolution of this case.”

The Police Regional Office - Bangsamoro Autonomous Region also extended its deepest condolences to the victims’ families, assuring the public that justice will be served and the perpetrators will be held accountable.

LEGAZPI CITY – A combatant of the New People's Army (NPA) was killed during an encounter with government troopers in Barangay Tagpocol, San Fernando town, Camarines Sur province on Friday.

Three M16 rifles, two M653 rifles, and an M203 grenade launcher were also seized after the clash, the military reported on Saturday.

Maj. Frank Roldan, 9th Infantry Division Public Affairs Office chief, identified the slain rebel as Jerrymie Pustillos, alias "Russel," a member of the Komiteng Larangang Guerilla, Platun 3, Sub-Regional Committee 4 operating in the 2nd District of Camarines Sur.

"The encounter happened after our troops responded to the reports of residents about an extortion conducted in the area by the NPA members," Roldan said.

TABACO CITY – The Republic of Korea ship Il Chul Bong (LST-688) arrived at the Tabaco Port in Tabaco City, Albay province on Thursday, carrying soldiers who are ready to provide services and assistance to residents of Legazpi City during a two-week humanitarian mission.

In an interview, LST-688 commander Park Jeong Won said they would conduct a series of activities as part of the Pacific Partnership 2024 to aid the city residents, particularly in construction and medical training.

"Thank you everyone for the warm welcome, and expect to have a good time for two weeks while we do the Pacific Partnership 2024," he said in Korean, translated by Petty Officer 3rd Class Jang Jun Hyeong.

He said at least 202 personnel from the Korean Navy and Army, as well as professors of the National University of Seoul, joined the mission.

"We did a couple of exercises back in Korea four months ago, and we believe that we are completely ready for what we are going to do here for the Pacific Partnership here in the Philippines," he said.

Park said they also want to visit Philippine veterans who served in the Korean War to send a message of gratitude.

"We feel the strong alliance of the Philippines and Korea, and we are very excited to do the humanitarian mission. With this kind of activity, we hope that our relationship will be stronger from here and now," he added.

The mission team will be in Legazpi City until Aug. 14.

Early this week, the United States naval ship, City of Bismarck, arrived at the port of Legazpi from the US for the same mission.

The Pacific Partnership is the largest annual multinational humanitarian assistance and disaster relief preparedness mission in the Indo-Pacific.

CAGAYAN DE ORO CITY – At least 74 former communist rebels in Bukidnon province received PHP4.8 million worth of financial and livelihood assistance on Thursday, the Department of the Interior and Local Government in Northern Mindanao (DILG-10) said.

In a statement, the DILG-10 said the distribution is part of the Enhanced Comprehensive Local Integration Program (E-CLIP), coordinated with the provincial government and the Philippine Army's 403rd Infantry Brigade.

"The financial package includes food packs and surrendered firearms remuneration, which Governor Rogelio Neil Roque facilitated," the agency said.

Earlier, DILG-10 Assistant Director Yvette Tolentino Sunga said the series of E-CLIP recipients in the region encouraged more rebels to leave the life of insurgency to start a new and better life for themselves and their families.

“We want our former rebels to ensure that the benefits they are receiving from the government will mainstream back to the society. Hopefully, they will live normal lives and be productive citizens in their communities,” Sunga said.

E-CLIP aims to encourage members of rebel groups to surrender and reintegrate into mainstream society. The program seeks to address the root causes of insurgency and promote sustainable peace and development.

Negros Oriental clash

In Negros Oriental, government troops of the Philippine Army’s 62nd Infantry Battalion (62IB) clashed with suspected New People’s Army (NPA) rebels in Canlaon City as relentless operations continued.

Lt. Col. Evelio Ilanga, 62IB commanding officer, told the Philippine News Agency on Friday that a three-minute firefight ensued between his troops from the Charlie Company and three suspected NPA members in Sitio Gusa in Barangay Budlasan, Canlaon City.

“The soldiers clashed with remnants of the NPA’s Central Negros 1 guerilla front which operates in the boundaries of Canlaon City and Guihulngan City in Negros Oriental,” Ilanga said.

No one was reported killed or injured among government troopers.

It was not immediately reported if there were casualties among the rebels.

However, Ilanga maintained that relentless operations continued to ensure that these remnants could no longer recruit new members or recover their strongholds.

Meanwhile, non-combat activities, such as the Youth Leadership Summit, were held in Guihulngan City in late July as part of government efforts to counter the insurgency.

Negros Island is gearing up to be declared as having a Stable Internal Peace and Security (SIPS) status after all NPA guerilla fronts have been dismantled.

LEGAZPI CITY – A New People's Army (NPA) rebel surrendered to government troops in Mobo, Masbate province on Wednesday, the Police Regional Office in Bicol (PRO5) said on Thursday.

Lt. Col. Malu Calubaquib, PRO5 spokesperson, identified the surrenderer as alias “Ramir,” a member of the Kilusang Larangan Guerrilla North under Sub-Regional Committee 4 of the Bicol Regional Party Committee, which operates in the 2nd district of Masbate.

She said the operation was launched by a team from the Mobo town police, the Provincial Intelligence Team of Masbate, the Regional Intelligence Unit 5, the Intelligence and Operations Section of the Special Action Force, and the 96th Military Intelligence Company of the Armed Forces of the Philippines.

She said Ramir is now under the custody of authorities for thorough debriefing and documentation.

The former rebel will be enrolled in the Enhanced Comprehensive Local Integration Program, which provides comprehensive support including financial assistance, livelihood opportunities, and psychological support to former rebels, Calubaquib said

In a statement, PRO5 Regional Director Andre Dizon urged other remaining members of the communist terrorist groups to follow suit and return to the government.

"It is never too late to choose a new path and embrace the opportunity for a fresh start," he said.
