BANCASI, Butuan City – One hundred seventy-four (174) members of New People’s Army have yielded to the government troops in two separate mass surrender activities in the Caraga region held at Headquarters 26th Infantry (Ever Onward) Battalion Brgy Zamora, Talacogon, Agusan del Sur and at Sitio Macopa, Brgy Poblacion, Carmen, Agusan del Norte on August 20, 2020.
In one day, two mass surrender activities were conducted as a result of the efforts and interventions of the Community Support Program (CSP) of the 402nd Infantry Brigade in partnership with the PNP’s Community Action Team (ComACT).





Attended by Hon. Pauline Marie R. Masendo, Municipal Mayor of Talacogon, Agusan del Sur and Brigadier General Maurito L. Licudine, 402nd Brigade Commander, the 26IB under the leadership of Lt. Col. Reynald Romel Goce, welcomed the 24 surrender of CPP-NPA Terrorists (CNTs) composed of seven regular NPAs and 17 Milisya ng Bayan (MB) members bringing along with them 23 assorted firearms.

Meanwhile, a total of one hundred fifty (150) Communist-Terrorist members surrendered to the 23rd Infantry Battalion under the leadership of Lt. Col .Julius Cesar Paulo during the ceremonial mass surrender at Sitio Macopa, Brgy Poblacion, Agusan del Norte with Hon Jovitte C Calo, Municipal Mayor of Carmen, Agusan del Norte as Guest of Honor and Speaker. The surrenderees composed of 24 MB members, 126 Mass Supporters brought along with them two Cal. 45 Pistols, three Cal. 38 Pistols, one Cal. 22 rifle, nine Home Made/Improvised Shotguns to include several explosive materials and ammunitions.

Brigadier General Maurito L. Licudine, Commander of the 402nd Brigade lauded the remarkable accomplishment of the 23IB and 26IB which he said is very timely in view of the intensified campaign against the Communist-Terrorists Group that is continuously weakening and losing support from the communities.

“We are indeed pleased and optimistic on the turnout of surrenderees orchestrated by our Battalions through our CSP. These were not made possible without the convergence efforts and support of the LGUs, IP communities and peace partner stakeholders under the Task Force in Ending Local Communist Armed Conflict (TF-ELCAC)” Licudine said.

For this month of August 2020 alone prior to the said mass surrender activities, thirteen (13) regular CNTs bringing with them seven (7) firearms have abandoned the armed struggle and surrendered to 23IB and 58IB, both operationally controlled battalions of the 402nd Infantry Brigade.

It can be recalled that on August 6, 2020, four (4) CNTs namely: @JB and @MIYA, both from Platoon RYAN of SRC-1, NCMRC bringing along with them two (2) firearms; and @RONALD and @ROSE from SDG FELOT of SRC-1, NCMRC, surrendered to the 58th Infantry (Dimalulupig) Battalion. According to them, they were given false promises that they will have a better life if they joined the terrorist organization.

While on August 12, 2020, four (4) Communist-Terrorist members from SYP KINGDOM, GF4A, NCMRC namely: @AMALIA, 21 years old and @SIMON/JUDGE, 27 years old, both members of Squad Uno, SYP KINGDOM, GF4A, NCMRC; @BENON, 34 years old, Team Leader, and @HAPPY, 18 years old, both from Squad Dos, SYP KINGDOM, GF4A, NCMRC, voluntarily surrendered to the 23IB troopers. During the interview, these CNTs revealed that they abandoned the dying cause of the communist terrorist movement after realizing that they were deceived by the propaganda and false promises of the CTG.

Moreover, last August 16, 2020, two CNTs namely: @REY, 29 years old and @GRACE, 28 years old both members of Squad-2, SRDG SAGAY, SRC-3, NCMRC who wish to start anew with their lives after thirteen (13) years inside the terrorist organization, surrendered to the elements of 23IB under the operational control of 402nd Brigade bringing along with them two high-powered firearms.

Since January 2020 and prior to the mass surrender, the 402nd Brigade has ‘neutralized’ a total of 288 CTG personalities composed of 241 surrenders 64 regular NPAs, 43 MBs and 134 UGMO/Supporters), 27 apprehended and 20 killed CNTs.

BGen Licudine added that the CNT neutralization is significant to complement the Caraga RTF ELCAC efforts and pave the way for them to provide interventions in order to address issues commonly exploited by the CTG in the communities considered as geographical isolated, disadvantaged and conflict affected areas (GIDCAs).

He said, “While we are committed to relentlessly pursue the remaining CNTs who opted not to lay down their arms, we can assure them that the government particularly your Army is here and ready to assist former rebels and their families to transition in becoming productive members of the society”.

BGen Licudine explained that all stakeholders have a role in the government efforts to reintegrate members of the CPP-NPA and help achieve just and lasting peace in every community.

MADALUM, Lanao del Sur — The military joined citizens and a Moro group in condemning the presence of local terrorists in a ceremony in Barangay Tamporong morning of August 17, 2020.
“Ang pagkundena sa mga teroristang grupo ay siyang paraan sa pagpapalayas ng mga terorista sa inyong komunidad, gamit ang pinagsamang lakas ng gobyerno at ng mamamayan nito,” said Lieutenant Colonel Rey David Taqueban, the 12th Civil-Military Operations Battalion Commander.



He added, “Ito ay ating ginagawa upang magkaroon ng mapayapa at maunlad na buhay sa komunidad.”

[The combined force of the government and the citizens in condemning terrorist groups is a way to expel them. We do this to have peaceful and prosperous lives within the community]

The Moro Islamic Liberation Front and residents from Barangay Tamporong hosted the mass condemnation against Local Terrorist Groups (LTG). They burned LTG flags to show their denunciation on terrorists.







The ceremony was also attended by 103rd Infantry (Haribon) Brigade Deputy Commander Colonel Nolie F. Anquillano, 55th Infantry (Vigilant) Battalion Commander Lt. Col. Franco Raphael Alano, Police Lt. Col. Edgar Batoon, MILF Base Commander of BILAL, 124th Base Command Abu Zubair L. Hadji Mustapha, Sultan Ebrahim S. Halid, Brgy Tamporong Chairman Camal M. Mangotara, Madalum Vice Mayor Sultan Usman T. Sarangani Sr, and Madalum, LDS Mayor Usman “Palao” M. Sarangani Jr.

“Ang pinakita dito ng AFP ay hindi gyera kundi kalilintad,” Brgy Tamporong Chairman Mangotara said.

The residents expressed their gratefulness for the presence of soldiers in their area. They said they feel more secure knowing that there are military battalions who are ready to fight terrorists who attempt to ruin the peace in their communities.
Week-long Peace Education

Aside from participating in the mass condemnation, the 12CMOBn also conducted a week-long peace education for the residents of Tamporong.

Lt Col Taqueban led the troops in discussing Preventing and Countering Violent Extremism with the residents of Brgy Tamporong. The lectures empowered the citizens with knowledge on what to do when they suspect terrorist activities in their area. This will also prevent terrorist recruitment to allow progress in their community.

On the other hand, the unit’s Hijab Troopers conducted Psychosocial Intervention for the benefit of the children. This activity instilled peace and taught nonviolent approaches to children so they will grow up to be peace-loving citizens.

The 12CMOBn has been conducting PCVE lectures and Psychosocial Interventions in the Lanao Provinces communities since its deployment back in 2018. They have been an essential unit in the rehabilitation efforts in Marawi City as well as the peace-building and peace-keeping efforts in the said area.

BUENAVISTA, Agusan del Norte – A total of one hundred fifty (150) members and mass supporters of the Communist New People’s Army Terrorist (CNT) formally surrendered all together and pledged allegiance to the government in a ceremony held in Sitio Macopa, Barangay Poblacion, Carmen town in Agusan del Norte on Thursday, August 20, 2020.

The activity was led by the 23rd Infantry (Masigasig) Battalion with the support of the local government unit (LGU) of Carmen, the Philippine National Police (PNP) and the different line agencies of the government.
Among the one hundred fifty (150) CNT members who surrendered, thirty (30) were members of the Militia ng Bayan (MB) while one hundred twenty (120) were mass supporters of the movement who come from two barangays in Carmen town and were part of the underground links and affiliates of the CNTs, particularly the Sangay ng Partido sa Lokalidad, Yunit Milisyang Bayan, Pambansang Katipunan ng Magbubukid sa Pilipinas, Malayang Kilusan ng Bagong Kababaihan and Kabataang Makabayan.

The mass surrender was achieved through the efforts of the Community Support Program (CSP) of the 23rd IB and the Community Action (ComAct) Team of the PNP, with the support of the council members of Barangay Rojales and Poblacion and the Local Government Unit to clear and to dismantle the remaining members of the Guerrilla Front (GF) 4A as well as destroy the Sentro de Grabidad (SDG) CAOCAO and Sub-Regional Sentro de Gabidad (SRSDG) SAGAY of the North Central Mindanao Regional Committee (NCMRC) of the CNT. The ultimate aim of the joint efforts is to bring peace and order and pave the way for the implementation of the development initiatives of the government to the conflict-affected areas of Barangays Rojales and Poblacion in Carmen.

During the ceremony, the one hundred fifty (150) mass surrenderers denounced the CNTs, formally cut their allegiance to the communist movement, and declared the CNTs as persona non grata in their barangays. The declaration of persona non grata is the result of the realization of the residents of the manipulations done by the CNTs and the expression that they are already fed up, sick and tired of the presence and exploitation of the communist rebels. They also condemned the terroristic acts done by the CNTs in their communities and pledged to support the programs and services of the government in their localities.

The former rebels also handed over firearms during the ceremony and burned the CPP-NPA flag as a symbol of their decision in choosing a new path for peace and development. The surrendered firearms were accepted by Mayor Jovette C. Calo of Carmen town and Lt. Col. Julius Cesar C. Paulo, the Acting Commanding Officer of 23IB.

In her statement, Mayor Calo expressed gratitude to the residents of Barangays Poblacion and Rojales, especially to the former members of the CNTs for their decision to leave the communist movement and return to the folds of the law.

“Now you have chosen the right path of your life to reach out to your dreams not only for your self but for your family as well. In fact, your courage and braveness symbolized the cutting-off of support to the CNTs,” Mayor Calo said.

She added that as the mother of the municipality, she is encouraging every parent to become vigilant and look after their children to protect them from the recruitment of the CNTs. “We need to protect them from the deceptions of the CNTs. I hope that after this activity, you will become the parents who think about what will be your next step to change your community for the better,” Mayor Calo said.

In his testimony, Alias June, one of the surrenderers thanked the government and the 23rd IB for the new opportunities given to them to live peacefully. “Nagpasalamat mi og dako sa atong gobyerno ug sa kasundalohan sa 23IB, sa kapulisan ug sa tanan nga agency nga naningkamot ug nitabang aron mahan-ay ang among kinabuhi. Layo ra kaayo ang trato sa CPP-NPA sa amoa kung itandi nako sa pag trato sa kasundaluhan ug sa gobyerno sa amo. Mao nga dako kaayo ang ano pag mahay sa pag supporta namo sa walhong grupo nga wala man nakatabang ka name,” Alias Jun said.

During the activity, each of the former rebels was also provided with initial assistance such as five kilos of rice from the LGU Carmen.

Furthermore, the Technical Education Skills Development Authority in Agusan del Norte (TESDA-ADN) led by Provincial Director Rey Cueva also provided them with marinated bangus and assorted biscuits. As long-term assistance, TESDA-ADN will also process the former rebels to be enrolled in the different scholarship grants of the agency for them to undergo schooling on different skills education and training programs.

Meanwhile, Lt. Col. Paulo, in his message during the ceremony, expressed gladness over the increasing number of CNT members who surrendered to the government to embrace a peaceful life by reintegrating into mainstream society.

“We urge the remaining members of the CNTS to lay down their arms and return to their families and communities. We are always willing to help and assist you to get back to your normal lives,” Paulo said.

He added that the government’s Enhanced Comprehensive Local Integration Program (ECLIP) is designed to reshape the lives of CNTs who awaken from their dark days inside the communist movement and decide to renew their lives.

“Our brothers and sisters who are already exasperated and riled while languishing from miserable lives inside the CNT movement deserve to live peacefully. The government is giving them the chance to experience new lives with their families,” Paulo said

He also pointed out that the mass surrender of one hundred fifty (150) former rebels indicate the thinning support of the people to the communist movement in Agusan del Norte.

“The CNT movement in Agusan del Norte is watering down as their mass base continues to weaken due to the series of surrenders of the regular members and supporters. People now realize the evils that the communist movement brought to their lives and communities for years. Now, residents in far-flung villages become conscious of what they actually gained after years of supporting the CNTs. They got nothing but miseries in life, hardships and underdevelopment in their communities. The only option left, is for these mass supporters to turn their backs from the ideology that nailed their lives down to extreme poverty and return to the government that espouses the true essence of democracy that facilitates development initiatives and works for genuine peace,” Paulo added.

The 23rd IB Commander also urged the former rebels to become the partners of the Army and other stakeholders and work for the development of their communities.

“If we are united, we can be a huge force to bring big changes in our communities, changes that will uplift us economically, politically and socially, so that in the future, our children and the next generation will have something to reap, not only on the development initiatives that we planted together, but also dignity and pride,” Paulo said.

MAGPET, COTABATO – The Municipal Local Government Unit (MLGU) of Antipas, North Cotabato in collaboration with 1002nd Infantry Brigade and 72 Infantry Battalion, conducted a “2-Day Punong Barangay’s Peace and Development Summit” on Thursday, August 20, 2020 at the Tourism Building, municipality of Antipas.

The Barangay Captains’ Summit with a theme, “Kapit Kamay tungo sa Pagbabago ng Barangay. Makiisa, Makilahok at Makialam” was attended by 13 Barangay Local Executives and 11 members of Sangguniang Kabataan of Antipas. The activity specifically aims to appraise the role, functions, duties and accountabilities of every barangay chairman. Moreover, it also focused on the empowerment of individual local governance at the barangay level by educating them on the Anti-Terrorism Act of 2020; giving them knowledge on how to protect their communities by strengthening Integrated Territorial Defense System; and enhancing their knowledge on the different programs of the government intended for them; lastly, appraising the barangay LCEs on their role in the implementation of Retooled Commumity Support Program and EO Nr 70 “Whloe of Nation Approach”
The summit commenced by the presence of Hon. Egidio Cadungon Jr., and Hon. Cristobal Cadungon, Mayor and Vice-mayor of Antipas respectively with the facilitation of the Municipal Local Government Operation Officer Ms. Ivy S. Cervantes and the troops of 72IB led by Ltc Rey T Alvarado, Commander, 72IB.

Moreover, said activity was initiated by the LGU-Antipas in partnership with 72IB and also in collaboration by the different local agencies from the DA, DENR, DILG, PAO, PPDO, PNP, TESDA, MHO on giving lectures on their ongoing programs and projects. There were also testimonies from Former Rebels on their experiences regarding the Communist Terrorist’s propaganda and infiltration in the barangays exploiting legitimate issues.

On the last day of the summit, Hon. Rudy Caoagdan, representative of 2nd District graced the occassion as Guest Speaker during the culmination program. Col Potenciano C Camba INF (GSC) PA, 1002Bde Commander also attended the activity together with PCpt Jorlito Patrona PNP, COP, Antipas MPS; heads of different Local Gov’t Agencies, Hon Egidio Cadungon, Municipal Mayor; and Hon Cristobal Cadungon, Vice Mayor, LGU staff and troops of 72IB.

“We are very thankful for the active participation of all brgy captains and SK officials. This activity signifies your true commitment to service. Your Army will always be your partner in achieving a lasting peace in our communities; and always ready to facilitate the LGU and LGAs in the smooth delivery of basic services in the farthest sitio.” LTC Rey T Alvarado, said in his message.

On the otherhand, Mayor Egidio Cadungon Jr and Cong. Rudy S. Caoagdan espressed their appreciation and gratitude to all the participants and facilitators and promised to give their full support in the development of their respective barangays.

MADRID, Surigao Del Sur August 20 – A total of 17 members and supporters of the New Peoples Army voluntarily surrendered without firearms to the Army’s 36th Infantry (Valor) Battalion yesterday, August 19, 2020 at Headquarters 36IB, Brgy San Juan, Madrid, this Province.

The 17 surenderees were composed of Four (4) NPA regular members who are on lie low status and thirteen (13) Underground Mass Organization (UGMO) members composed of three (3) Sangay sa Partido sa Lokalidad (SPL) and ten (10) mass supporters/contacts who are all residents of Sitio Sibayoto, Brgy Tigabong and Brgy Buntalid both of Cantilan, SDS who withdrew their support from local communist movement and voluntarily surrendered to LTC JEZREEL J DIAGMEL INF (GSC) PA, Commanding Officer, 36IB in Brgy San Juan, Madrid, SDS.

Said surrender was made possible thru the effort of CSP Teams and Former Rebels deployed at Brgy Buntalid, and at So. Sibayoto, Brgy Tigabong, all of Cantilan, SDS.

Surrendered SPLs and UGMO members revealed that a certain resident of So. Tublihon, Brgy Parang, Cantilan served as courier and had a direct contact and access to Noel Tumarlas Alacre @Megan, CO of Pltn 2 and Rickey Mahinay @Amara, VCO of Pltn 2 both of WGF30, NEMRC. Said personality are responsible in the delivery of assorted foodstuffs, flashlights, ropes and other supplies on monthly and quarterly basis to include cash amounts ranging from 5K to 50K to the aforesaid CNT group.

Also, the surrenderees revealed that some individuals and establishments are the source of cash amount and food supplies that were all from Madrid, SdS.

According to the CSP team, the 17 members decided to voluntarily surrender because of the hardships that they experience in the hands of the communist terrorist group and their failed promises and ideologies. Also, they added that thru the CSP they saw the sincere gesture of the government in addressing the issues and needs of the community especially, the marginalized sector and Geographically Isolated and Disadvantage Areas (GIDAs).

“We realized that we supported the wrong organization. We were deceived by the sweet words and false promises of the CTG in uplifting our lives where-in the reality they are the ones who force us to provide for their foodstuff, money and other materials for their own sustenance”. one of the surrender SPL said.

In his statement, Lt Col Diagmel, said that the relentless efforts of the CSP teams to accomplish their assigned tasks coupled with commitment and dedication to achieve lasting peace and sustainable development and with the support of the local officials leads to the successful surrender of the Former Rebels and supporters.

“With the sincere desire of the people to transform their community into a peace loving and productive citizen. Convergence of efforts among the local government agencies is proven effective in achieving the peace and development that we are longing for,” Army official said.

“We are appealing to those remaining CNT members and supporters in the nearby areas to surrender now and return to the folds of the law. Like the 17 surenderees who are now enjoying their life with their families and loved ones. Lay down your arms and avail the programs of the government ” Lt Col Jezreel Diagmel concluded. The 17 FRs and mass supporters will be process and validated for their enrolment to E-CLIP, a government intervention package for Former Rebels.

Bunawan District, Davao City- Philippine Rural Development Project – Investment for Rural Enterprise for Agriculture & Fisheries Productivity (PRDP-IREAP) turned over to Tapak Farmers Marketing Cooperative (TFMC) worth 1.9 Million of Tractor with Trailer; P130,000 worth each of eight Spindle Stripping Machines and P19,000 worth each of four Weighing Scales with a total of P3,016,000 on August 20,2020 at Brgy Tapak Proper, Paquibato District, Davao City.





The ceremony was attended by Lt. Col. Silas D.Trasmontero Philippine Army, Commanding Officer, 89th Infantry Battalion, 10th Infantry Division; Lt. Col. Donald P. Gaffud Executive Officer, 1003rd Brigade, 10ID; Dir. Ricardo Oñate Jr, DA XI; Engr. Edgardo Haspe, Asst Coy Agri, DC; Hon. Ralph Abella, City Councilor, 2nd Dist, DC; Hon. Rolly Latawan, Brgy Captain, Tapak, PDDC and different officials from other government agencies.

The project aims to strengthen and develop viable agri-fishery based enterprise through efficient value chains of key agricultural and fishery products in targeted areas that is funded for enterprise projects by the world Bank (Loan Proceeds), Department of Agriculture and Local Government Units.

Mayor Inday Sara Duterte-Carpio, in her message that was delivered by Engr. Haspe said, “Sa atong mga mag-uuma sa Tapak Farmers Marketing Cooprative, ang atong beneficiaries, dako ang akong pasalamat kaninyo sa inyong kontribusyon sa paglambo sa Siyudad sa Dabaw. Nanghinaot ko na inyong ampingan ning tractor, stripping machines ug timbangan aron magamit ninyo sa dugay pang panahon. Pahimoslan ninyo ni aron mapalambo ang inyong komunidad dinhi sa Tapak”.

Lt. Col. Gaffud who represented Brig. Gen. Nolasco A. Mempin in his message advised the farmers to use their machineries and equipment productively in order to alleviate them from poverty.

He also requested them to entice their relatives and friends who are still in the mountains to return to the folds of the law since there are many government programs and benefits that awaits them.

This project is a convergence of various stakeholders in support of EO 70 or Task Force to End Local Communist Armed Conflict.

CITY OF SAN FERNANDO, Pampanga, Aug. 21 (PIA) -- A total of 16 personnel from the 355th Aviation Engineer Wing (AEW) of the Philippine Air Force (PAF) finished their course in Trainers Methodology Level 1 via video teleconference.

The course is part of the Memorandum of Agreement between Department of National Defense and Technical Education and Skills Development Authority (TESDA), in support of the programs of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Under the training program, the 355th AEW personnel were trained by TESDA through the Gonzalo Puyat School of Arts and Trades to become trainers and assessors who will conduct construction-related training and assessment in Geographically-Isolated and Disadvantaged Areas including Indigenous Peoples communities.

In turn, those who will be trained by the Wing personnel will become sources of skilled labor for construction and engineering projects to be undertaken in their respective areas.

TESDA Central Luzon Regional Director Jesus Fajardo said that aside from providing community-based trainings in areas without accredited training schools, this program will also help these areas by reducing poverty and providing livelihood and employment to achieve the government’s aim of ending local communist armed conflict.

“TESDA is looking forward to a continued engagement with the Air Force to further professionalize its personnel and most importantly, to champion the good governance and whole-of-nation approach of NTF-ELCAC,” Fajardo said.

For his part, 355th AEW Commander Brigadier General George Blanco expressed his gratefulness for their partnership with TESDA, as he assured the agency of their continuous support and commitment to their common goal of achieving lasting peace.

NEGROS OCCIDENTAL, Aug. 21 (PIA) – Fourteen former rebels who surrendered to 79th Infantry (Masaligan) Battalion, 3rd Infantry Division, Philippine Army received assistance from the government under the Enhanced Comprehensive Local Integration Program (E-CLIP) during a recent program at the Provincial Capitol.

Beneficiaries of the program are former members of the Yunit Militia established by the Communist Terrorist Group (CTGs) in the barangays who returned to the folds of the law to start a peaceful life together with their families. Each of the former rebels received checks amounting to 15,000 pesos as immediate assistance, a press release from the 79th Infantry Batallion said.

According to Civil-Military Operations Officer 1Lt. Normal Sorilla, the checks were formally handed in by Governor Eugenio Jose Lacson in the presence of Board Member Andrew Montelibano, 303rd Infantry Brigade Commander Colonel Inocencio Pasaporte, 79IB Commander Lieutenant Colonel Gerard Alvaran, Local Government Operations Officer VII Fatima Diaz, and Provincial Social Worker Development Officer Jenny Macalipsay.

"I am very thankful that you have decided to return to the folds of the government and I hope that you will serve as good examples to your former comrades who are still in the mountains and if possible, convince them to come down now and surrender. Livelihood assistance from the government awaits them," Governor Lacson said.

E-CLIP provides complete package of assistance to former members of the New People’s Army (NPA) and Yunit Militias (YM) as well as their family members who have surrendered to the government. Under the program, qualified beneficiaries are entitled to receive livelihood grants, trainings and other assistance packages from various government agencies.

Lieutenant Colonel Alvaran said the activity clearly shows the government's sincerity in its call for the members of the CTGs to return to the mainstream society and live a normal life with their families.

"E-CLIP is a solid evidence that the government is sincere in reintegrating former rebels in the mainstream society and in ending local communist armed conflict. I commend these former rebels for choosing the right path and be part of building a better community instead of fighting against government authorities," Alvaran said.

"I call upon those who are still fighting in the mountains to give up the meaningless 'armed struggle' and embrace the path of peace and development. Do not be blinded by the propaganda and false ideologies being disseminated by the CPP-NPA-NDF and its allies. CEBU, Aug. 20 (PIA) -- Left-leaning groups are exploiting the COVID-19 pandemic to attack the government from mismanagement to lockdown implementation, but a Cabinet official said the delivery of basic public services and programs must go unhampered even amid the health crisis as no time is more crucial than now when people need government the most.

Presidential Assistant for the Visayas Secretary Michael Lloyd Dino stressed the crisis should not be used to derail or slow down government works, but rather this is the time to move forward because people need government the most right now.

“We in government, we need to show that we are relevant to the people and that we care. We need to express that there is ‘malasakit' in the Duterte Administration. When we do that, we convey to the people that they need the government, and not communism,” said Dino during the recent Visayas Inter-Regional Task Force Convergence Meeting on Ending Local Communist Armed Conflict (ELCAC).

Dino, appointed as the Cabinet Officer for Regional Development and Security (CORDS) in Central Visayas, said the decades-old problem of insurgency has hindered development in the countryside.

“We stand by our commitment to end local communist armed conflict by 2021,” emphasized Dino as gaps in basic government services in some areas of Negros Oriental are being poured by regional line agencies including health services, power, education and land distribution to qualified farmers.

Among the four provinces in the region, only the province of Negros Oriental has been tagged as a red area, or one that is plagued by the presence of armed rebels.

Cebu City Mayor Edgardo Labella, chair of the Regional Peace and Order Council 7, said 135 local government units (LGUs) in Central Visayas have declared the Communist Party of the Philippines-New People’s Army (CPP-NPA), including its affiliate organizations, as persona non grata while 136 LGUs have formed their own task force on ELCAC.

In the Visayas, the manpower strength of the NPA shrunk by 10 percent with less than 1,700 members as of June 2020, reported the Armed Forces of the Philippines-Central Command.

National Security Adviser Secretary Hermogenes Esperon, Jr., vice-chair of the National Task Force-ELCAC, told mayors and governors of the Visayas Region present during the virtual meeting to double their efforts and deliver their commitments to the vision of an insurgency-free Philippines by the time Pres. Duterte ends his term in 2022.

“We have to overcome and put an end to the enemy that will not bring good to our country,” said Esperon, reiterating Pres. Duterte’s order to address internal security through the whole-of-nation approach and bring development down to the countryside.

Esperon said the government will soon implement the Barangay Development Program (BDP) to pave for progress in insurgency-cleared barangays, with projects ranging from farm-to-market roads, health stations, schools, reforestation and livelihood opportunities to the residents in the areas.

Budget Secretary Wendel Avisado, in the same meeting, assured that ELCAC-related projects in line with the BDP will be given appropriate funding support by 2021, and that the budget will be given directly to the local government units to ensure projects are implemented without delay and on time. IMPASUGONG, Bukidnon, August 20—Another 38 former New People’s Army (NPA) rebels and ‘Militia ng Bayan (MB)’ received more than P1.7 million worth of cash as livelihood assistance from the government for paving the way towards lasting peace.

Through the government’s Enhanced-Comprehensive Local Integration Program (E-CLIP), the said 38 former rebels (FRs) received their cash incentives from Bukidnon E-CLIP Committee on Thursday, August 13, in a mass awarding ceremony at Kaamulan Folk Arts Theater, Malaybalay City.

Each of the 23 former NPA combatants received P50,000 livelihood assistance plus P15,000 immediate aid, while the 15 ‘Militia ng Bayan (former NPA supporters)’ received P15,000 each.

Alias ‘Jer,’ one of the FRs and now a CAFGU Active Auxilliary (CAA) expressed his heartfelt gratitude for the overwhelming assistance he received from the government.

“Sobra akong kalipay ug pasalamat sa gobyerno sa ilang kinasingkasing nga pagdawat ug paghatag ug daghang suporta. Kani-adto, naa pa ko sa armado’ng grupo nga nagto-o sa sayop nga idolohiya, sa sayop nga pamuno-an. Governor Jose Maria R. Zubiri Jr, E-CLIP Committee chairman, said "Malipayon ako nga kamo nakadawat na sa pinansyal nga tabang nga inyong magamit para magsugod sa bag-ong kinabuhi. Kini nga probinsya padayon nga maghatag sa mga interbensyon nga kinahanglan ninyo aron masuportahan ang imong pamilya." Last month, July 20, it can be recalled that 67 FRs in Bukidnon received a total of P2.5 million worth of financial aid.

Lt. Col. Edgardo V. Talaroc Jr, 8IB commanding officer, meanwhile, urged all the remaining communist terrorist members to surrender and avail of the government’s livelihood assistance programs.

“Ug sa makausa pa, kami nagahangyo sa mga nahibilin nga mga miyembro sa Communist New People’s Army Terrorists (CNTs) nga mo-surender na, buhi-i na ang inyong mga armas ug magpuyo nga malinawon kauban ang inyong pamilya. The government has an E-CLIP that provides a complete package to the rebels and their families who decide to abandon the armed struggle and return to the folds of the law),” Lt. Col. Talaroc said.

Major General Andres Centino, commander of the AFP’s 4th Infantry Division, meanwhile, said they believe that more NPA rebels would lay down their arms after seeing their former comrades now living in peace.

MADALUM, Lanao del Sur, Aug. 21 - Members of the Moro Islamic Liberation Front’s (MILF) 124th Base Command together with the residents of Brgy Tamporong, this municipality condemned the Dawla Islamiya Local Terrorist Group (LTG) and their atrocities, Monday, August 17.

Through the initiative of the Madalum Municipal Task Force on Ending Local Armed Conflict (ELAC), Tamporong Barangay Task Force ELAC, and the Army’s 103rd Infantry (Haribon) Brigade, the members of the MILF’s 124th Base Command and residents of Brgy Tamporong declared the Dawla Islamiya LTG as persona non grata and denounced all of their activities through a barangay resolution.

“The Dawla Islamiya are not welcomed here, what they are fighting for are the wrong interpretations of Islam. Their presence has disrupted the projects here,” said Abu Zubair, commander of the MILF’s 124th Base Command.

Lieutenant Colonel Alano, commanding officer of 55th Infantry Battalion, said the MILF has requested for army installations in the area and so far they’ve been very cooperative when it comes to counter-terrorism operations.

“This is a big blow against the Dawla Islamiya in terms of their support systems. We have further constricted their area of operation by lessening the communities where they can go to recruit members and entice supporters,” added LtCol. Alano.

The condemnation activity was highlighted by the burning of the LTG's black flag to symbolize the said terrorist group and all of their atrocities which have hampered progress and development in the area.

Madalum Vice Mayor Sultan Usman Sarangani Sr. said the LGU and Municipal Task Force ELAC’s is in full support to all initiatives that would put an end to all kinds of armed conflict which will bring-forth development in the municipality.

Meanwhile, Colonel Nolie Anquilliano, deputy brigade commander of the 103rd Infantry Brigade said the condemnation activity means the people of Brgy Tamporong and the members of MILF’s 124th Base Command are exhausted of the senseless violence brought about by the misuse of religion by this terrorist group which is greatly damaging the image of Islam. MISAMIS ORIENTAL, Aug. 21 – Brigadier General Maurito L. Licudine, the Commander of 402nd Infantry (Stingers) Brigade has ordered a massive manhunt operation against the fleeing members of the CPP-NPA Terrorists (CNTs) after an encounter with the troopers of 58th Infantry (Dimalulupig) Battalion in the forested area of Sitio Mangilet, Barangay Bal-ason, Gingoog City, Misamis Oriental.

“An order was already sent to the troops to scour the vicinity of the encounter site and pursue without let up the escaping CNTs,” Licudine said.

Licudine stressed that the CNTs are in the area to sow terror to the civilians and extort money and food for their survival.



“We will not give any chance for these terrorists to regroup and harass the residents in Barangay Bal-ason and the surrounding areas. We want these New People’s Army (NPA) terrorists pushed hard until they give up their arms and surrender to the government,” Licudine maintained.

While the CTGs are now distressed, hungry and tired after the armed confrontation, the 58IB troopers must continue to track down, pursue and neutralize the fleeing NPA terrorists, the 402Bde commander emphasized.

Elements of 58IB under the operational control of 402nd Brigade were conducting combat operations in the area after receiving reports from residents on the presence of armed CTG members who are planning to conduct harassments and extortion activities.

Around twenty CNTs believed to be members of Guerrilla Front (GF) 4B of North Central Mindanao Regional Committee (NCMRC) headed by an @ PATRICK (TNU) were engaged by the operating troops in a 30-minute gun battle. The CNTs then abandoned their positions and retreated toward the southeast direction in the area after the encounter leaving still unidentified one dead comrade and possibly sustained undetermined number of casualties as evidenced by the bloodstains discovered on the spot where they positioned during the skirmish and on their escape route while no one was hurt on the government side.

The government troopers also recovered from the encounter site one M14 rifle, one anti-personnel mine (APM), a 50-meter wire, three magazines for M14 rifle loaded with ammunition, one Baofeng radio, one solar charger, and assorted medical paraphernalia.

“Your Army, particularly those under the operational control of 402nd Brigade, will not rest in pursuing these NPA terrorists who continue to hamper development initiatives of the government especially in the remote areas considered as geographically isolated and disadvantaged areas that are under the CapDEV or PDZ program,” Licudine said, as he pointed out that services of the government are needed by the people nowadays amidst the continuing threat of the coronavirus disease 2019 (COVID-19).

“Instead of paving the way for the help and services to reach remote barangays during this pandemic, these NPA terrorists are aggravating the hardships of the people by spreading fear through harassment and intimidation,” Licudine said. He also lauded the courage of the residents in the area for informing the Army on the presence of the CNTs.

“We encourage the populace to report to us the presence of these terrorists in your communities and surely we will act on them. They are none a pestilence than COVID-19.” Licudine added. (402nd Infantry “Stingers” Brigade)

MISAMIS ORIENTAL, Aug. 21 - In line with its commitment to strengthen the Indigenous People's communities within its area of responsibility, the 402nd Infantry (Stingers) Brigade represented by Col. Cerilo C. Balaoro Jr., Deputy Brigade Commander, participated in the Inter-Agency Visitations to Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) spearheaded by National Commission on Indigenous People (NCIP) Chairman Secretary Allen A Capuyan.

The IPs visited belonged to the Higaonon Tribe from Gingoog City, Magsaysay, Medina, Talisayan, Balingoan, Binuangan, Salay and Lagonglong held on August 19, 2020 at Brgy Bobuntugan, Jasaan, Misamis Oriental.



The inter-agency visit to IP communities was initiated by the National Task Force in Ending Local Communist Armed Conflict (NTF-ELCAC) spearheaded by Secretary Allen A Capuyan, the Executive Director and at the same time the National Commission on Indigenous People (NCIP) Chairman facilitated by Director Jeanne Ann M Zoilo, the Regional Director of NCIP Region 10, NCIP MisOr, the 402nd Infantry Brigade and 58th Infantry Battalion in close partnership with the provincial government of Misamis Oriental.

The visit aimed to gain first-hand knowledge on how the ICCs/IPs are coping with the COVID-19 pandemic, food security programs and progress in their ancestral domain management and the violence and human rights violations being perpetrated against the ICCs/IPs by the CPP-NPA Terrorists (CNTs).

Other agencies present during the event were Col. Michelle Anayron, assistant division commander for RRA of the 4th Infantry (Diamond) Division; Engr. Marisha Naivet, provincial director of DILG MisOr; Plormelinda Olet, deputy regional director of the National Intelligence Coordinating Agency (NICA), and representatives from Department of Agriculture (DA), Bureau of Fish and Aquatic Resources (BFAR), Department of Public Works and Highways (DPWH), and Department of Health (DOH).

Meanwhile, Secretary Capuyan met with the tribal leaders to hear and address the pressing issues that were presented during the dialogue as a way to protect and promote the interest of the ICCs/IPs according to the principles of the four bundles of rights enshrined in the IPRA law. (402ndBgde)
