NEGROS OCCIDENTAL -- Newly-elected president of the League of Cities of the Philippines (LCP) mayor Evelio Leonardia of Bacolod City led the delegates of the LCP to the joint Command Conference of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) held at the Malacañang Palace on August 8.
“We are looking forward to this meeting, not only because of national security and peace and order concerns but also for our own evaluation and assessment of what could be implemented to improve peace and security conditions in Bacolod City,” Leonardia quoted in a press release.
President Rodrigo Roa Duterte presided the joint conference that was also graced by high ranking officers of the AFP and PNP in the national and regional levels
Other LCP officials who joined Leonardia were national chairman mayor Edgardo Labella of Cebu City and secretary-general mayor Arnan Panaligan of Calapan City.

CAMP CAPINPIN, Tanay, Rizal – Government troops recovered an improvised explosive device weighing some five kilos and other personal belongings left behind by suspected members of the New People’s Army (NPA) at Barangay Cagsiay in Mauban town, Quezon.
Reports reaching the 2nd Infantry “Jungle Fighter” Division (2ID), Philippine Army camp here on Saturday said residents in the area discovered the IED and informed them about it.
Lt. Col. Jonathan Manio, commanding officer of the 1st Infantry Battalion, said suspected NPA members belonging to SRMA 4A under alias “Hammer”, which operates in the boundaries of Laguna and Quezon, were believed to be behind the planting of the IED.
“It is not only a proof of the NPAs’ desperate attempt to project power and relevance but a crime against humanity posing grave dangers to the people in the area,” Manio said.
He said the IED had been recovered by the Explosive and Ordnance Division team.
Col. Alex Rillera, commander of the 202nd Brigade which has operational jurisdiction over the area, condemned the act and labeled it as an "act of terrorism... with blatant disregard to the safety of the people."
He called on the NPAs “to obey internationally accepted rules of engagements on humanitarian law which puts premium on insulating innocent civilians from harm in every course of action that they will take.”
Brig. Gen. Arnulfo Marcelo Burgos Jr., commander of 2ID, said the incident "exposes the NPA’s true nature and proves the government’s claim that they are a band of terrorists contrary to what they are trying to project in their statements."
He reiterated his call for the terrorist rebels to “go back to mainstream society and be part of the solution to the problems which our country is facing.”
“We have now government mechanisms in place to facilitate your reintegration. We are confident that with your help, we will be able to create a better future for the next generations of Filipinos,” Burgos said.
The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

A woman who lost her husband killed by New People’s Army (NPA) terrorists is crying for justice.
Her husband’s death prompted Juana Loquias, 28, to leave their village for fear of her safety and her two children.
“I want justice to be served for my husband’s death,” Loquias added. “I don’t know what I will be doing next after they killed my husband. I don’t know how am I going to raise our two children because their father is now gone.”
The late Virgelio Loquias, 43, the chief of upland San Antonio village in Hilongos town suffered 12 gunshot wounds after he was shot at close range on August 15 by NPA members.
The widow recalled that her husband received several death threats from the NPA prior to the murder.
“The people who are concerned about my husband's safety told us about the NPA’s plot to kill my husband. They accused of being an informant of the military that led to the discovery of their camp near our village,” Juana told reporters on Sunday.
A rebel was killed and one was captured during the encounter between the communist terrorists and the soldiers on May 12, 2017.
San Antonio is two hours motorcycle ride from the town center and 30 minutes hike to the village situated near the boundary of Bontoc town in Southern Leyte province.
The widow thanked the support she received from their friends who visited the wake of her husband at the Municipal Disaster Risk Reduction and Management Building in the town center.
The local police tagged the incident as an isolated case and said they will be filling murder charges against four suspects in the killing of the village chief.
Hilongos town police chief, Maj. Jason Balbarona said the suspect was positively identified by the witnesses after the military showed the gallery of pictures to them.
“We cannot divulge yet the identity and names of the suspects but once we had filed the cases, we can disclose their names to the media,” Balbarosa said.
Balbarosa added that aside from the M-16 rifle, the suspects were also carrying an MK-47 rifle.
“Definitely, they are rebel groups because government troops do not use MK-47,” he said.
Virgelio was fishing around 1 p.m. on Thursday in a creek in their village when four armed men attacked him. The victim’s father-in-law, Romeo Adobas, and two other companions, Antonio de los Santos, and Julius Britania, were spared by gunmen.
Citing accounts of witnesses, said the suspected rebels asked the village chief to lie down on his stomach and said: “this person has a grave offense to our organization that is why [our] camp was raided.”
Meanwhile, the Philippine Army’s 8th Infantry Division Commander Maj. Gen. Pio Diñoso condemned the killing of the village official, saying the incident is “another proof of desperation of communist NPA terrorists that they resorted in this barbaric act to terrorize the communities that are no longer supportive to their dying movement.”
“The Philippine Army strongly condemns the murder perpetrated by terrorists and a clear manifestation of gross violation of human rights.”
He assured a fair joint investigation by the Philippine Army and the Philippine National Police will be done to ensure that justice will be served.

DIGOS CITY -- Still unidentified assailants gunned down an Egyptian national at about 1:20 a.m. here Monday.
Haitian Ramadan Hamed Abdelrady, 31, a resident of Barangay Zone 1, Digos City, sustained multiple gunshot wounds in different parts of the body during the attack along Jumaoas Street.
Police Staff Sgt. Earl Cryz Guarino, the officer-on-case, said the victim and his live-in partner were heading to their residence on a motorbike when one of two unidentified men on another motorcycle fired at them.
The couple tried to run for their lives in separate directions, police said, but one of the suspects chased Abdelrady and fired three more shots, hitting him in different parts of the body that caused his instantaneous death.
Scene of the Crime Operation (SOCO) personnel failed to find any spent bullet shell at the crime scene.
The Egyptian national was operating a videoke bar in the same area.
Police investigation showed that some two weeks ago, Abdelrady filed charges against one of his videoke helpers, alleging that he stole PHP60,000 in cash.

A policeman was injured when Abu Sayyaf Group (ASG) bandits ambushed a police convoy in the province of Sulu, a military official said Monday.
Maj. Arvin John Encinas, Western Mindanao Command (Westmincom) spokesperson, said the ambush occurred in Barangay Igasan, Patikul, Sulu at about 7:59 a.m., as the police convoy was traveling from Igasan to Barangay Taglibi in the same town.
Encinas said a 10-minute clash ensued as the policemen returned fire and engaged the ASG bandits in a firefight.
The name of the wounded policeman was not immediately known as of posting time.
Encinas said troops from the patrol base in Igasan failed to send reinforcement as the ASG bandits also opened fire at them, using small arms, before heading east.
Another 10-minute firefight ensued, he said, as the reinforcing Barangay Peacekeeping Action Team members from Kan Ague village encountered the fleeing ASG bandits.
He said the ASG bandits fled south to the hinterlands of Patikul town.

Troops of the Philippine Army and the Philippine National Police overran a lair of the Communist Party of the Philippines - New People’s Army (CPP-NPA) used for manufacturing and storage of explosives in Barangay Camindangan, Sipalay City in Negros Occidental on Sunday morning.
A police report showed government troops seized what is considered a repository and manufacturing site of explosive devices of the communist rebels in Sitio Cabilocan in Camindangan, following a clash at about 6:30 a.m.
The firefight between the troops and five rebel guards lasted 10 minutes, after which the NPAs fled.
During the pursuit operation, three persons were arrested -- Roberto Tingson, 34, and Jory Mate, 38, both suspected members of the NPA’s Yunit Militia in the village, as well as a certain “Amado”, who was identified as an explosives expert.
The three were endorsed to the Sipalay City Police Station.
Two other village residents were invited for questioning.
The police report said an Explosive and Ordnance Disposal team from the Police Regional Office 7 (Central Visayas) recovered anti-personnel mines and almost 2 kg. of powder, firearms, ammunition, detonation cords, blasting caps, switches, two-way radios, and subversive documents, among others, which were brought to the Sipalay Police for documentation.

Pastolero said the shooting occurred at past 9 p.m. on a roadside store at the corner of San Gregorio and San Juan streets.
He identified the victims as “Kim” and “Gerald,” both 16-year-old students, residing in San Gregorio Street.
Initial investigation showed that the victims were heading to a roadside store when three men onboard a tricycle arrived.
One of the three men got off the tricycle and opened fire on the victims, police said.
The suspects fled while bystanders rushed the two to the Cotabato Regional and Medical Center.
Pastolero said they have yet to determine the motive of the attack.

“The gunmen sped off following the incident,” he said.
The victim, despite sustaining a gunshot wound in the neck, managed to drive his vehicle to a local hospital.
Police probers found at the crime scene eight empty shells from a .45-caliber pistol.
Pastolero said the incident could be work-related.
On Sunday night, gunmen aboard a tricycle also shot and wounded two teenagers at the corner of San Isidro and San Gregorio streets in Barangay Rosary Heights 13.

ILOILO CITY -- The Police Regional Office (PRO) in Western Visayas on Monday supported the plan of this city’s police director to declare the Communist Party of the Philippines-New People’s Army (CPP-NPA) as "unwelcome".
Brig. Gen. Rene Pamuspusan, PRO-6 regional director, said he is “in favor” of the stand of Col. Martin Defensor, Jr., director of the Iloilo City Police Office (ICPO), in pushing for the "persona non-grata" status of the rebel group.
“The national sentiment now is to really to go after this communist group,” Pamuspusan said in a press conference at Camp Martin Delgado here.
However, he said Defensor must have a basis for the recommendation.
“I still have to see his recommendations for these things. I will read first,” he said.
Although there were no atrocities committed by the CPP-NPA recorded in this city, Defensor previously said the ICPO believed “legal activities like financial transactions” were done by the rebels.
“We have reports of extortion activities under the umbrella of the CPP-NPA. So by a declaration of persona non grata, we are sending them a signal, a strong message they are not really welcome in the city,” Defensor said.
The ICPO director believes that by rejecting the presence of the CPP-NPA, its members will have a limited area to operate in, will feel unaccepted, and eventually yield.
Meanwhile, Pamuspusan recognized the alarm raised by parents over the reported recruitment activities of the rebels.
“We have read many of it (reports). In fact, some of the parents are alarmed because of the recruitment of young students and we need to stop these happenings in our society,” he said.
He said the PRO-6 is doing its part to prevent the recruitment and other activities of the CPP-NPA.
“We have CSP (Community Support Program) teams who just graduated. They have undergone training with the Philippine Army,” Pamuspusan said.
In July, a total of 359 police personnel from PRO-6 finished their three-month CSP training at Camp Peralta in Jamindan, Capiz.
The CSP is a people-centered program which aims to bring peace and development in conflict-affected barangays. It is an initiative of state forces to bring government projects and programs closer to the people through immediate delivery of basic services especially to grassroots communities.
“They (CSP teams) are also checking if there are recruitment activities in our local schools. We will try to engage the colleges so that we can prevent these things,” Pamuspusan said.
He noted that so far, the PRO-6 has not received any report of CPP-NPA youth recruitment.

The Armed Forces of the Philippines (AFP) is urging more towns in Misamis Oriental province to declare the communist New People’s Army (NPA) as "persona non grata" following an attack on a private firm in Balingasag town on Monday.
A press release from the Army's 403rd Infantry Brigade (403IB) said the NPA attack occurred on a quarry site operated by power producer Mindanao Energy Systems, Inc. (Minergy) in Balingasag at about 6:30 a.m.
The Army said the rebels fired at the firm's security personnel and forcibly took five firearms.
Police Col. Robert Bahian, the provincial police director, has already ordered his men to pursue the rebels involved in the attack.
Brig. Gen. Edgardo de Leon, 403IB commander, denounced the attack on a civilian facility as another "NPA violation of the International Humanitarian Law (IHL).
"The NPA, as a non-state armed group, deliberately attacked an ‘undefended area’, as it is not a military compound. The people they attacked are civilians who have no direct participation in the armed insurgency conflict because they are plain civilian security guards. The NPA (rebels) did not distinguish civilians from combatants, which is a clear disrespect (for) humanitarian law," de Leon said.
Another IHL ground, he said, related to the civilian-owned firearms the rebels carted away, as well as the NPA's deception in disguising themselves as "security inspectors" to gain access and disarm the company's security guards.
In attacking civilian properties, he said the NPA has justified the "persona non-grata" being declared against it by communities and local government units.
De Leon called on more communities and local government units in Misamis Oriental to declare the communist rebel movement as "persona non-grata" or unacceptable.
Earlier, Northern Mindanao's Regional Peace and Order Council denounced the NPA for its "terrorist actions" in attacking civilians and destroying civilian properties.
"No less then Archbishop Antonio Ledesma of the Archdiocese of Cagayan de Oro supported the resolution, which aims to protect civilians from being subject of attack," the 403IB said in the statement.
The Bukidnon Peace and Order Council also passed a similar resolution last June.

An official of the Philippine Military Academy (PMA) on Monday urged Bicolanos to take the PMA entrance examination on Sunday, Aug. 25 as the first step towards a military career.
In a phone interview, Lt. Col. Ray de Lima, PMA proctor team officer-in-charge, said an applicant must be a natural-born Filipino citizen, 17-22 years old, with a minimum height of 5 feet both for male and female.
He or she must be physically fit, with good moral character, single, has never given birth to a child nor married, and a high school graduate, de Lima said.
He said Grade 12 or senior high school students may take the exam provided that they graduate before June 1, 2020 and with no administrative or criminal case.
Application can be done online through http://www.pma.ph/Apply.php, he added.
"PMA entrance exam is set on Aug. 25, 2019, Sunday, for Albay at the Naval Station Julhasan Arasain, the headquarters of the Armed Forces of the Philippines (AFP) Naval Forces Southern Luzon (NAVFORSOL) in Barangay Rawis, the site of the regional government center for Bicol, while for Camarines Sur, it's at the University of Nueva Caceres in Naga City," de Lima said.
Examination permits will be sent through mail to the address given by the applicants in their forms.
Applicants who applied by mail but did not receive a permit or notice can verify if they are qualified to take the exam by checking the master list for online applicants.
Those who are on the list can proceed to the exam center on examination day.
On exam day, applicants must bring a photocopy of their birth certificate and grades, 2 x 2 ID picture, valid ID, preferably school or driver's license and at least two pencils (No. 2).
The exam will cover algebra and geometry, grammar, composition, reading and comprehension and verbal/numerical reasoning and pattern analysis, aptitude test.
De Lima said qualified cadets are entitled to free college education with a well-rounded curriculum, monthly salary of PHP38,000 and allowances, guaranteed job after graduation and progressive career as an officer in the Army, Navy or Air Force.
As of press time, a total of 260 applicants are already on the list and they are also expecting from 300 to 500 walk-in applicants on Sunday, he noted.
De Lima said based on their Office of Cadet Admission, more applicants are signifying their intention to take the PMA entrance examination.
"To serve the country is one of the reasons why many applicants are eager to take the exam, the performance of the Armed Forces of the Philippines (AFP) like in the Marawi siege and how we help the people in nation-building," he added.
Successful applicants will compose the PMA Class 2023.

Government forces recovered high-powered firearms following a clash against a group of lawless elements in Lanao del Norte, military officials said Monday.
Capt. Clint Antipala, the Army’s 1st Infantry Division information officer, said the firefight occurred around 9:50 a.m. Saturday in Barangay Karkum, Sapad, Lanao del Norte.
Antipala said the troops from the Army’s 5th Mechanized Battalion were on security patrol when they encountered some 20 members of the Norjamal Tomarompong group, who are reportedly engaged in kidnapping, extortion, and other criminal activities in Lanao del Norte.
He said the firefight lasted for about 35 minutes before the gunmen scampered to different directions.
The troops recovered five high-powered firearms consisting of one M-14, one M-16 Armalite, two Garand rifles, and one rifle grenade as well as several rounds of ammunition, the Army official said.
Lt. Col. Rolando Orengo, the Army’ 5th Mechanized Battalion commander, said no one among the government forces was hurt while the gunmen were believed to have sustained casualties as traces of bloodstains were found in their withdrawal route.
“Our troops were able to out-maneuver the armed group even if they were in a well-fortified position,” Orengo said.
Brig. Gen. Ezra James Enriquez, Army’s 2nd Mechanized Infantry Brigade commander, who has operational jurisdiction over Lanao del Norte, urged the wounded armed elements to surrender so that they can be given proper medical treatment.
Enriquez also urged the people to cooperate and report to proper authorities “if there is a presence of armed groups in their communities”.
Maj. Gen. Roberto Ancan, Army’s 1st Infantry Division and Joint Task Force Zampelan (the Zamboanga Peninsula and Lanao Provinces) commander, lauded the troops for the successful encounter and the recovery of firearms.
“I urge everyone to continue our efforts in pursuing lasting peace not just for Mindanao but for the whole country. Let us conquer the challenges ahead of us and step up the momentum in sustaining our gains for our common aspiration,” Ancan said.

The Philippine Navy (PN) will hold arrival and welcoming ceremonies for the BRP Conrado Yap (PS-39), the latest addition to its fleet, at Pier 13, Manila South Harbor, Tuesday afternoon.
This was disclosed by acting PN public affairs office chief Lt. Cmdr. Maria Christina A. Roxas in a message forwarded to reporters Sunday.
The BRP Conrado Yap (ex-South Korean 'Pohang-class corvette, 'Chungju', will be welcomed, along with strategic sealift vessel BRP Davao Del Sur (LD-602), which escorted the former to Manila from Jinhae Naval Base, Changwon City since their departure there last August 12.
Prior to assuming its escort role, the BRP Davao Del Sur participated in Russian Navy Day activities off Vladivostok, Russia last July 28, arriving in South Korea early this month.
Roxas said the BRP Conrado Yap is manned by 100 naval personnel, headed by Captain Marco Buena. Prior to its departure, the ship and its crew underwent 13 weeks of operational and warfare training in South Korea.
Expected to grace the arrival ceremonies are Defense Secretary Delfin Lorenzana and other ranking military officials.
The arrival of the BRP Conrado Yap will boost the PN's anti-air, anti-surface and anti-submarine warfare capabilities.
The corvette was formally turned over to the PN last August 5.
The ship measures 88.3 meters long, with a beam of 10 meters and a draft of 2.9 meters with displacement at 1,216 tons full load and is rated for a crew of 118 personnel and can sustain operational presence for 20 days.
BRP Conrado Yap's combined diesel or gas (CODOG) propulsion configuration of motor transport unit (MTU) diesel engines and LM2500 gas turbine with controllable pitch propellers (CPP) enable the ship to move to a maximum speed of 25 knots to a distance of 4,000 nautical miles.
The naval vessel is armed with two Oto Melara 76mm Oto Melara main guns, 40mm automatic cannons, anti-submarine torpedoes and surveillance devices like radar and sonar.

The BRP Conrado Yap (PS-39), the former South Korean "Pohang"-class corvette "Chungju", is the most heavily-armed and powerful surface combatant of the Philippine Navy (PN) to date, an official said on Monday.
Philippine Fleet commander, Rear Admiral Giovanni Bacordo, said the ship is armed with two 76mm Oto Melara automatic guns, two Oto Breda 40mm light cannons, and two triple torpedo tubes, making it capable of dealing with surface, sub-surface and air threats.
Bacordo added that the BRP Conrado Yap will boost the PN's anti-submarine capabilities, which were activated by the arrival of the two AgustaWestland (now Leonardo) AW-159 anti-submarine helicopters last May.
He said the ship will be installed with additional systems before being deployed for patrol missions to allow it to communicate with other PN vessels.
Meanwhile, the country’s first purposely built missile-frigate, the BRP Jose Rizal (FF-150), is expected to be delivered by April 2020.
It is armed with a 76mm automatic gun, a 30mm secondary cannon, anti-submarine torpedoes along with anti-ship and anti-aircraft missiles and facilities to house and maintain an anti-submarine helicopter.
Aside from these weapons, the vessels are also fitted with surveillance systems and sensors capable of detecting surface, submarine and air threats.
Its sister-ship, the BRP Antonio Luna, was promised to be delivered to the Philippines by September of the same year by HHI.
The corvette and its escort, the BRP Davao Del Sur (LD-602), arrived in Manila South Harbor early Sunday morning. Both left Jinhae Naval Base in Changwon City, South Korea last August 12.
The BRP Davao Del Sur participated in Russian Navy Day activities off Vladivostok, Russia before arriving in South Korea early this month to pick up the BRP Conrado Yap, which is manned by 100 naval personnel headed by Captain Marco Buena. It was formally turned over to the PN last August 5.

It is armed with a 76mm automatic gun, a 30mm secondary cannon, anti-submarine torpedoes along with anti-ship and anti-aircraft missiles and facilities to house and maintain an anti-submarine helicopter.
Aside from these weapons, the vessels are also fitted with surveillance systems and sensors capable of detecting surface, submarine and air threats.
Its sister-ship, the BRP Antonio Luna, was promised to be delivered to the Philippines by September of the same year by HHI.
The corvette and its escort, the BRP Davao Del Sur (LD-602), arrived in Manila South Harbor early Sunday morning. Both left Jinhae Naval Base in Changwon City, South Korea last August 12.
The BRP Davao Del Sur participated in Russian Navy Day activities off Vladivostok, Russia before arriving in South Korea early this month to pick up the BRP Conrado Yap, which is manned by 100 naval personnel headed by Captain Marco Buena. It was formally turned over to the PN last August 5.
The ship measures 88.3 meters long, with a beam of 10 meters and draft of 2.9 meters with displacement at 1,216 tons full load and is rated for a crew of 118 personnel and can sustain operational presence for 20 days.
BRP Conrado Yap's combined diesel or gas propulsion configuration of motor transport unit diesel engines and LM2500 gas turbine with controllable pitch propellers enable the ship to move to a maximum speed up to 32 knots to a distance of 4,000 nautical miles.

President Rodrigo Duterte is not worried about the presence of Philippine Offshore Gaming Operators (POGOs) near military camps, Malacañang said on Monday.
Defense Secretary Delfin Lorezana earlier backed the proposal to place the Chinese POGOs in a hub away from military camps and other vital installations to allay fears of espionage.
“Given the logic of what they were saying, I don’t think he is that worried,” Presidential Spokesperson Salvador Panelo said in a cable television interview.
“He said yesterday na magaling tayo sa ating (we are good at our own) intelligence gathering, marami na tayong instrumento(we have a lot of instruments), we can do it also,” he added.
Panelo noted that Duterte believes Chinese workers could still spy on the military even if they were placed away for their bases.
“I can understand the concern of Secretary Lorenzana, he is a military man. And the President and I were talking about it yesterday and he was saying that—you know, you don’t even have to be near any military camp if you want to gather intelligence,” Panelo said.
“He said that - concerning the high-tech now - even if they are far away from China, if they want to spy us, they can. And in fact, all countries as he correctly said are spying on each other, natural lang iyon eh (that’s just natural),” he added.
Panelo, however, said whether the Chinese POGOs are far from military bases or not, it will be the security officials and the Philippine Amusement and Gaming Corporation (Pagcor) to decide.
“I think Pagcor and the security officials can meet and agree, para masagot natin iyong (to answer) security concerns na binibigay ni(given by) Secretary Lorenzana,” Panelo said.
He said National Security Adviser Hermogenes Esperon Jr. believes that knowing where the Chinese POGOs are is better to be able to keep watch over them.
“I talked with him and he said, ‘actually, mabuti nga alam natin kung nasaan sila (it’s better that we know where they are).’ What is important is we know where they are,” Panelo said.
“Kasi kapag malapit lang sila, mababantayan mo sila (Because if they’re close, we can monitor them); but at the same time puwede rin naman na mababantayan tayo (they can also monitor us). So, it works both ways,” he added.
Panelo said since they are operating legally, the government continues to allow their operations.
“Well, right now, it’s not illegal eh. Kaya iyon ang problema (that’s why thats the problem), China is saying ihinto natin, pero hindi namanillegal sa atin iyan eh (we should stop it but it’s not illegal). So, I guess, we have to do what is being done now, we are allowing it,” Panelo said.
Panelo, meanwhile, stressed the importance of POGOs as a “legitimate revenue-making” project.
“That’s very important, we need money, revenue, that’s legitimate revenue making project. We are not worried about the security that they are posing to us. Eh, kaya naman daw natin sabi ni Presidente na malaman kung ano ang gusto nilang gawin sa atin (We have the ability to find out what they want to do to us),” he added.
