While relief and rehabilitation efforts are undergoing in quake-battered Itbayat town of Batanes province, Department of National Defense (DND) Secretary Delfin Lorenzana on Tuesday admitted that it is quite a challenge to bring supplies to the calamity zone on the island.

"The first challenge is to go there because it's an island and the mode of transport is by boat and mabagal yun (and that's slow). It took us a day before we can respond and bring in supplies to Basco and bring supplies again to Itbayat," he said during the launching of the two-day National Disaster Resilience Summit which was held at the Manila Center in Cubao, Quezon City.

To expedite relief operations, the DND chief said they had to bring in helicopters and station it in Basco, so that relief supplies can be immediately airlifted to Itbayat and also to bring out those seriously injured or dead victims.

"We had to bring in choppers and station it in Basco so that we can airlift already the supplies plus airlift the injured casualties to Basco Hospital," he added.

With Batanes being an island, Lorenzana said that their reaction time is quite slow because it is too far away.

"It's too far away. the nearest base that we can get choppers is in Tuguegarao, Cagayan. Matagal mag-travel 'yung chopper so yun ang (it will take helicopters time to get there) challenge: how to get there immediately," he added.

On Saturday, two earthquakes struck the northernmost province of the country, killing nine people and causing damage to churches, houses and other structures.

The strongest tremor was recorded at magnitude 5.9.

The Philippine National Police's office that regulates the operation of security agencies, including keeping in check all the security guards detailed at different establishments, has a new chief.

In a message to reporters Wednesday, PNP spokesperson Brig. Gen. Bernard Banac confirmed that Col. Michael John Dubria was designated as the new head of the Supervisory Office on Security and Investigation Agencies (SOSIA).
Dubria replaces Brig. Gen. Noli Romana, who has reached the mandatory retirement age of 56.

"Police Major General Reynaldo Biay, Director of Civil Security Group presided over the simple turnover and directed Police Col. Dubria to continue on the tasks and programs left by Police Brig. Gen. Romana especially the upgrading of systems and equipment, heeding the call of PRRD to stamp out corruption and better serve the civil security industry," Banac said.

Dubria is a member of the Philippine Military Academy Class 1991.

Department of National Defense (DND) Secretary Delfin Lorenzana on Tuesday requested all Chinese naval vessels to keep their "AIS" (automatic identification system) on while passing through Philippine waters.

He made this request to the Chinese government after China's sole aircraft carrier, the Liaoning, passed Sibutu Strait last month without prior knowledge of Philippine authorities.

"These ships apparently when they passed by Sibutu Strait, they turned off their automatic identification system, causing our radar not to detect them," Lorenzana said in a mix of Filipino and English.

Sibutu Passage is a deep channel some 18 miles (around 29 kilometers) wide that separates Borneo from the Sulu Archipelago.

AIS is an automatic tracking system that uses transponders on ships and is used by vessel traffic services.

Apparently, these ships are turning off their AIS as they do not want to be seen or detected. "In any part of the world if you shut off your AIS, meaning you do not want yourself to be known by other people," the DND chief stressed.

And even if they have turned-off their AIS, they can still be spotted in the daylight by spotters or lookouts.

"And based on our talks with (Chinese) Ambassador Zhao (Jianhua) and he volunteered this information to me, in the future he will request that anytime these ships pass by our territorial waters, they (will) inform us and ang sabi ko sa kanila, at saka wag nila dapat patayin yung AIS nila (and I told them that they should not also shut down their AIS)," the DND chief stressed.

The police provincial director in Negros Oriental has been relieved from his post as part of the probe on the spate of killings in the province, the Philippine National Police (PNP) said Wednesday.

“This is to confirm that Negros Oriental provincial director, Police Col. Raul Tacaca has been relieved from his position to give way to an impartial probe on possible lapses by his administration in light of several high profile killings in the province for the past several days,” PNP spokesperson, Brig. Gen. Bernard Banac said in a statement sent to reporters.

According to Banac, PNP chief, Gen. Oscar Albayalde designated Col. Angelito Dumangeng, Deputy Regional Director for Operations of the Police Regional Office (PRO) 7, as concurrent officer-in-charge of the Negros Oriental Police Provincial Office.

The country's top cop likewise ordered the Directorate for Investigation and Detective Management to lead the probe on the spate of killings in the province.

“We assure the public that the peace and order situation in Negros Oriental is under control and our police units there remain on full alert to prevent the occurrence of crimes,” Banac noted.

On Monday, PNP chief, Gen. Oscar Albayalde ordered the deployment of more than 300 Special Action Force (SAF) troops to Negros Island to augment the local police in anti-criminality and internal security operations.

“I have ordered the deployment of more than 300 SAF troops to Negros Island to augment local police units in anti-criminality and internal security operations against elements and dissident terrorist groups operating in the provinces of Negros Oriental and Negros Occidental,” Albayalde told reporters during a press conference held at Camp Crame.

“The regional director (Brig. Gen. Debold Sinas) told us that their hot pursuit operations together with the AFP are continuing and that they are looking into all these killings,” he added.

Albayalde said that the local communist rebels are responsible for the series of killings.

The spate of killings occurred after four intelligence operatives of the police were tortured and killed in Barangay Mabato in Ayungon town on July 18.

From July 23 to July 28, a total of 13 people were killed, including a lawyer tagged as sympathetic to the NPA in Guihulngan City, a former mayor of Ayungon town, an incumbent councilor of Canlaon City, a barangay captain in Canlaon City, a school principal and his sister, who is an official of the Department of Education (DepEd) in Guihulngan City and a barangay captain also in Guihulngan City.

“There is also that possibility that the four police officers were tortured and summarily executed and there is also a scheme on the part of the CPP-NPA where they sacrifice their own and then blame government forces for alleged human rights violation. They are also pointing to government forces for these killings,” he explained.

In some of the killings, the gunmen would barge into the house of their target and would leave spray-painted graffiti that indicate the NPA is claiming responsibility.

"This is part of their propaganda. That they will execute their own and blame the government for it," Albayalde said.

Foreign Affairs Secretary Teodoro Locsin Jr. confirmed Wednesday that the Philippines fired off a note verbale against the reported swarming of Chinese vessels in the West Philippine Sea.

Reacting to a news article quoting National Security Adviser Hermogenes Esperon Jr., who said the Philippines is set to protest the presence of Chinese fishing vessels around Pag-asa Island in the Kalayaan Island Group, Locsin said: "Diplomatic protest fired off."

"I did. I listen only to military intelligence; I distrust civilian sources of 'misinformation,'" he said in a succeeding tweet when asked if Manila will file a note verbale based on Esperon's recommended "diplomatic action".

"When it comes to national security, I am the thinking trigger; the finger is the Commander-in-Chief and the Armed Forces are the protector of people & state," he added.

In a forum, Esperon said Chinese warships have passed through the Sibutu Strait without prior clearance from Manila.

Among others, he said at least 113 Chinese vessels have swarmed around the Philippine-occupied Pag-asa Island over the weekend.

Presidential Spokesperson Salvador Panelo deferred to Locsin when asked to comment about the reported Chinese activity in the area and the filing of note verbale to Beijing.

The Armed Forces of the Philippines (AFP) has not proposed a declaration of martial law in Negros Oriental amid the series of killings in the province, which followed the capture, torture and execution of four police officers by communist rebels in Ayungon town last July 18.

"There was no proposal from the AFP to declare ML (Martial Law) in Negros (Oriental). We have sufficient forces on the ground (and there is) no need to add more," AFP spokesperson, Marine Brig. Gen. Edgard Arevalo said in a message to reporters.

At least 20 people were reportedly killed in a sudden spate of violence in the province.

However, the AFP is willing to consult with local chief executives and look at the situation on the ground and assess if there is a basis for the proposal.

Arevalo also clarified that the military does not have the power to declare martial law in any area in the country, adding that they could only recommend to higher authorities.

"I was asked by media if we are going to declare ML (Martial Law) I replied, the President declares, we only recommend. And if at all that our recommendation is sought," the AFP spokesperson said.

Department of National Defense (DND) Secretary Delfin Lorenzana believes that China will keep its word on not firing the proverbial "first shot" amid tensions in the West Philippine Sea.

In a radio interview with DZBB Wednesday, the defense chief attributes this to the fact that 85 percent of China's fuel oil from the Middle East passes through the said waterway.

Aside from this, a huge percentage of China's trade exports are transported through this route, along with majority of its raw material imports.

"Naniniwala ako kasi siguro dahil ayaw naman nilang magkagulo dyan sa West Philippine Sea or South China (Sea), ang sabi nya, ang paliwanag nga ni Ambassador Zhao Jianhua sabi nya bakit namin gugustuhin na magkakagulo diyan saSouth China Sea eh dyan dumadaan yung 85 percent ng aming oil galing sa Middle East, about 65 percent ng aming product na lumalabas ay diyan dumadaan, pati yun mga materials (nila), (dun pumapasok sa) kanila (I believe these remarks because I'm sure they don't want trouble in the West Philippine Sea or South China (Sea). As they have said, citing the explanation of Ambassador Zhao Jianhua, why would they want to have trouble in the South China Sea when 85 percent of our oil from which we import from the Middle East as well as 65 percent of our exports pass through these waters)," Lorenzana said.

He added that such pronouncements are very "comforting" as this means that China won't act aggressively.

During the 92nd founding anniversary celebration of the People's Liberation Army (PLA) in Makati on Monday, Zhao stressed China's principle of “defense, self-defense and post-strike response.”

“China adopts a military strategy of active defense, which adheres to the principle of defense, self-defense and post-strike response. Meaning we will not take the first shot,” he added.

Zhao said China develops its military to defend the country, provide the people with a peaceful environment, and ensure its citizens are free from disasters and calamities of war.

Indigenous Peoples (IPs) leaders on Wednesday retold their stories on the ‘’deceptions’’ of the Communist Party of the Philippines-New People’s Army (CPP-NPA) against the residents of far-flung communities in the Philippines.

In a press briefing in Malacañang following their visit to the United States, eight IP representatives faced the media, namely Bae Christine Banugan of the Mandaya Tribe of Caraga, Davao Oriental; Datu Nestor Apas of the Langilan Manobo Tribe of Davao Del Norte; Datu Ramon Bayaan of the Obo Manobo Tribe of North Cotabato; Datu Awing Apuga of the Ata Manobo Tribe in Talaingod, Davao Del Norte; Bae Magdalena Ilagan of the Mamanwa Manobo Tribe of Agusan Del Sur; Bae Chiary Balinan of the Ata Tribe in Davao City; Datu Jake Lanes of the Mandaya Manobo Tribe in Monkayo, Compostela Valley; and Datu Joel Dahusay of the Matig Talomo Manobo Tribe of Talaingod.

Lanes started by belying allegations that the government is attacking the communities and the schools of the indigenous people, noting the government has no reason to do so.

‘’Ano ang motibo ng gobyerno para atakihin kami, samantalang nagre-recognize na siya ng aming mga karapatan; samantalang iyong Communist Party of the Philippines kino-convert nila ang teritoryo namin into guerilla bases (What is the motive of the government to attack us when it already recognizes our rights. Meanwhile the CPP, they convert our territories into guerilla bases),’’ he said.

Lanes further acknowledged the Philippine government’s efforts in mainstreaming the concerns of the IPs with the existing Indigenous Peoples Rights Act.

‘’Kami po, kinikilala ng gobyerno na indigenous people, so ang gobyerno ang rumirespeto sa amin. Sila, ang tawag nila sa amin national minority pa rin. Wala na po ito, matagal na itong pinaglalaban ng mga kaapu-apuhan namin, iyong pagtawag sa amin na national minority na kailangan kaming i-integrate at i-mainstream (The government recognizes us as the indigenous people, so it goes to show the government respects us. Them, they still call us the national minority. This is outdated, we’ve already fought to be integrated and mainstreamed,’’ he stressed.

Lanes vowed to further his cause against the CPP-NPA, saying he will continue campaigning for the freedom of their communities in the province under the clutch of the communist rebels.

Meanwhile, he said their calls to shut down the Salugpungan schools in Mindanao would benefit the children who will be affected.

‘’Ang totoo po niyan, mayroong mga paaralan ng DepEd (Department of Education) na malapit lang po sa mga Salugpungan schools (The truth here is that there are schools accredited by the DepEd nearby the Salugpungan schools),’’ he said.

‘’Mayroon ding malayo, iyon na lang po ang pagtutuunan natin kung paano matulungan ‘no. Bakit? Mas mabuti na po na itong problema na 1,900 ay i-address natin through DepEd school system kaysa po mag-produce tayo ng 1,900 na child warriors (There are those that are far away too and I think this should be the ones that we should focus on addressing. Why? It’s better that it’s the DepEd addressing the 1,900 rather than us producing 1,900 child warriors),’’ he added.

Datu Joel Dahusay, a former lecturer at the Salugpungan school in Talaingod, also shared that his community long sought for a proper education center in their area.

However, every time they attempt to request the municipality to erect a school at their community, the CPP-NPA is quick to object.

‘’Pero hindi ko napigilan iyong sarili ko na nagpunta ako doon sa barangay namin sa Talaingod at sa munisipyo upang ipaalam sa kanila na gusto ko talaga ng paaralan galing sa gobyerno (But I can’t help myself from seeking the municipality for a school accredited by the government),’’ he narrated.

‘’Noong nalaman nila, dinakip nila ako dahil ayaw na raw nila na mapasukan ng development galing sa gobyerno iyong aming lugar kasi napapaloob na iyon sa kanilang teritoryo kung saan kumikilos at gumagalaw iyong CPP-NPA-NDF (When they learned about that, they captured me arguing they do not want any development from the government touching our place because it’s their territory already),’’ he added.

On July 18, the DepEd ordered the suspension of the operation of 55 Salugpungan Ta’ Tanu Igkanogon tribal schools serving the indigenous peoples in Mindanao.

According to Education Secretary Leonor Briones, affected students will be accommodated at the nearest DepEd schools like what happened to the displaced learners in Marawi City.

CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAMP LUCERO, Pikit, North Cotabato – Around 225 members of the Moro Islamic Liberation Front’s (MILF) Bangsamoro Islamic Armed Forces (BIAF) will kick off their basic military training Thursday to capacitate them as members of Joint Peace and Security Team (JPST).

“This training is the gateway for former combatants to serve and join the Armed Forces of the Philippines and Philippine National Police in maintaining peace and order in the Bangsamoro,” Presidential Peace Adviser on Peace, Reconciliation and Unity Carlito G. Galvez Jr. said in a statement a day before the training begins.

According to Galvez, 200 JPST (teams) shall be established to ensure the security of residents within the six government-acknowledged MILF camps during the decommissioning process which officially begins on September 7.

The JPSTs, he said, will be composed of members of the AFP, Philippine National Police and MILF-BIAF. These teams will serve until the Bangsamoro Autonomous Region in Muslim Mindanao interim government (BTA) ends its term in 2022.

Galvez said President Rodrigo Roa Duterte and other top Cabinet and security officials will be witnessing the launch of the highly-anticipated decommissioning process.

“No less than President Duterte will be attending the event to demonstrate his full support to the decommissioning process and normalization,” he said.

The Presidential Peace Adviser underscored the crucial role of JPSTs, particularly as the main security for the decommissioning in the different assembly and processing areas (APAS), assist in settling disputes, and efforts on counter drugs and terrorism.

“These JPSTs will be tasked to maintain peace and order in areas that have been mutually identified by the GPH and the MILF,” Galvez said.

“More importantly, these teams will also support the work being carried out by the existing ceasefire mechanisms, particularly in addressing pressing issues on security and maintaining order,” he added.

The decommissioning process is part of the Normalization Track’s goal of putting MILF fighters and their weapons beyond use, and enabling them to achieve their desired quality of life through sustainable livelihood and political participation in a peaceful and deliberative society.

The decommissioning of the MILF-BIAF members is in line with the Normalization Track of the Comprehensive Agreement on the Bangsamoro (CAB) signed by the national government and the MILF in 2014.

The Normalization Track has four main components. These include security, socio-economic development, confidence-building measures, and transitional justice and reconciliation.

Based on the Normalization Track, 30 percent or 12,000 MILF combatants and their weapons will be decommissioned this year.  At least 35 percent will undergo the same process next year, while the remaining fighters will be decommissioned by 2022 in time for the signing of the Exit Agreement under the CAB.

President Rodrigo Duterte has increased anew the bounty for the capture ‘dead or alive’ of those who killed four police personnel in Ayungon, Negros Oriental from PHP3 to PHP5 million, Malacañang announced on Wednesday night.

“We wish to inform the public that President Rodrigo Roa Duterte has raised the reward money to PHP5 million for the capture, dead or alive, of the killers of the Negros policemen and to PHP100,000 for every participant in the killing,” Presidential Spokesman Salvador Panelo said in a statement.

Panelo said Duterte has also issued a stern warning “that members of the New People's Army (NPA) in Negros have gone overboard and that their killings have become brazen and unbridled where men in uniform, as well as civilians are murdered with impunity”.

“The land disputes in Negros have escalated to killings among - and between - the claimants. The communist rebels have exploited the land unrest and turned the province into a quasi-state. They have arbitrarily chosen who will own the lands subject of the controversies surrounding them,” Panelo added.

He said the Chief Executive warned the enemies of the state in the island of Negros “that he will use his emergency powers under the Constitution to quell the lawless violence engulfing the island, as well as to crush all forms of threats aimed to destroy the government”.

“The President will obey the constitutional command to serve and protect the Filipino people at any cost, and to fiercely save the Republic from imminent ruin,” Panelo said.

“The President vows to replicate the atrocious acts done by the communist rebels to the civilians, the barangay officials and the law enforcers against these murderers in defense of our countrymen,” he added.

On July 25, Duterte raised the reward for the third time to PHP3 million. He earlier offered a PHP1 million reward for the capture of the killers but later increased it to PHP2 million.

The slain cops were Cpl. Relebert Beronio, Pat. Raffy Callao, Pat. Ruel Cabellon, and Pat. Marquino de Leon who are all intelligence personnel from the 704th Mobile Force Company Regional Mobile Force Battalion of the Philippine National Police (PNP) in Central Visayas.

The four cops were on their way to the detachment at Sitio Nabinca on July 18 when armed men suspected members of the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP) shot them in different parts of their bodies.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

We continue our series on “Fighting for Marawi: Soldiers Who Dare to Dream” as we honor the life and accomplishments of Captain Naomi Braza, a woman thrust into the inner workings of war as she works to uphold integrity and excellence in the military.



CAPTAIN NAOMI PROLOGO BRAZA O-140230 (AGS) PA is a hero behind the Liberation of Marawi because it lay upon her shoulders to dispatch only the best and most capable of soldiers to the besieged city. There wouldn’t be any victory to speak of had there been one head less than the expected number of men and women at any given time to protect the ranks.

As overall personnel manager, she made sure to replenish the ranks and maintain the required number of soldiers—when necessary and as necessary—to effectively reclaim the city, fight off the terrorists, and defend the people. She ensured that every brave and selfless soul she approved for deployment was functionally effective: made of the stuff heroes are made of.

Hero behind Marawi. As Acting Assistant Chief of Staff for Personnel G1, she was behind the decision to send in three battalions to Marawi—421B, 491B, and 651B—to beef up the forces in the city. Bulk of the troops came from Battalion 491B under Commanding Officer of 49IB LTC. Edgar Allan S. Villanueva, who successfully liberated the city from the enemy.

Her command made sure that these soldiers were operationally ready and their ranks closely monitored. Not only did she make sure to keep all those who were wounded alive and the families of those who were killed financially compensated, but she also made sure that the efforts of these war heroes were recognized and immortalized with the appropriate military honors.

Rising from the Ranks. Captain Braza, herself a well-decorated officer, held the rank of OIC, OG1/Deputy G1, Acting G1 for Battalion 91D, a position she held from 2016 to 2018, when Marawi was liberated in October 2017.



She was stationed at PA Camp Elias Angeles in Pili, Camarines Sur where she was first assigned in 2012. In Pili, she first held the rank of Admin G7 for the 91D, or 9th Infantry (Spear) Division, before rising to the rank of Secretary General Staff in 2016. Her continuous promotion was well-deserved, especially since it was in the Bicol Region that she first made her strong and commanding presence felt, particularly in Sorsogon as member of the Special Operations Team.

Supporter of Human Rights. She not only greatly contributed to increased security in the region, but her stint as Officer for Admin, Public Affairs, Civil Affairs, and Human Rights from 2009 to 2013 also resulted in zero human rights violations. She saw a significant increase in New People’s Army members returning to the folds of the state because of her convincing power and dedication. As Secretary General Staff from 2012 to 2015, she went beyond organizing executive support to VIPs by empowering her 91D personnel through gender and equality programs as their Gender and Development Chief.

Acknowledging the Person. Her deep understanding for the need to develop the person continued to improve those under her command by extending initiatives in human resource development to character development. She regularly recognized and decorated deserving personnel with military honors, promotions, and more challenging assignments.

This way, she developed her ward’s tactical and strategic skills and encouraged them to become better and be their best. Captain Braza is one of three daughters of Ma Losie “Nene” Hontiveros-Prologo+ and Engineer Patricio P Prologo+ of Bacolod City.
