The Palace said on Tuesday the Department of National Defense is monitoring China's latest activity in the West Philippine Sea.

"Mino-monitor po ng ating Department of National Defense ang mga pangyayaring ‘yan at patuloy pa rin naman tayo sa ating advocacy na dapat ay walang mga kilos na ganyan," Presidential Communications Operations Office Secretary Herminio Coloma Jr. said during the daily press briefing in Malacañang.

"Dapat panatilihin ang status quo habang tinatalakay pa sa ASEAN (Association of Southeast Asian Nations) ang Code of Conduct of parties involved in the maritime entitlement claims sa South China Sea o West Philippine Sea," he added.

Secretary Coloma maintained that China's reclamation activities in the disputed territories is in violation of the United Nations Convention on the Law of Sea.

"Mayroon pong mataas na kamalayan ang daigdig hinggil dito. Pati ang ibang mga stakeholder countries sa Southeast Asia at East Asia ay nagpahayag na rin ng kanilang pagkabahala sa mga ginagawang aksyon na ‘yan at hindi naman po tayo nag-iisa doon sa panawagan na dapat itigil ang mga gawaing ito," he said.

According to news reports, Chinese Foreign Minister Wang Yi has said that China was undertaking "necessary" construction at the South China Sea that was not aimed at any third party.

"We are not like some countries which have carried out 'illegal building' in other people's home, and we won't accept unwarranted remarks about work on our own home," he said.

On March 30 last year, the Philippines filed a memorial at the International Tribunal on the Law of the Sea (ITLOS) against China regarding its reclamation activities.

The Philippines, China, Vietnam, Malaysia, Brunei and Taiwan are laying claim to parts of the potentially resource-rich West Philippine Sea.

Malaysian Minister of Defense Datuk Seri Hishammuddin Tun Hussein on Tuesday visited the Philippines to extend an invitation to Defense Secretary Voltaire Gazmin regarding the coming Association of Southeast Asian Nations Defense Ministers’ Meeting (ADMM)this coming March 15 to 15.

Hishammuddin's visit started March 10 and ended on the 11th.

The invitation also cover the Langkawi International Maritime and Aerospace this March 17 to 21.

Both will be held at Langkawi, Malaysia.

First convened in 2006, the ADMM serves as a ministerial level defense consultative and cooperative mechanism in ASEAN.

It aims to promote mutual trust and confidence through greater understanding of defense and security challenges as well as enhancement of transparency and openness.

The chairmanship of the ADMM follows the rotation of the ASEAN Chairmanship, which is currently chaired by Malaysia.

Hishammuddin has personally conveyed the invitation to his other counterparts from Brunei Darussalam, Cambodia, Indonesia, Lao People’s Democratic Republic, Myanmar, Thailand, and Vietnam.

Both the Philippines and Malaysia on Wednesday expressed their commitment to promote peace, security and stability, maritime security, unimpeded trade and freedom of navigation and overflight in the South China Sea.

This was highlighted during the bilateral meeting held by Defense Secretary Voltaire Gazmin and Minister of Defense of Malaysia, YB Dato Seri Hishammuddin Tun Hussein.

Hishammuddin arrived in the Philippines last March 10 for a two-day visit which ended Wednesday.

Both leaders exchanged views on regional and global security challenges and committed to strengthen defense cooperation between the Philippines and Malaysia.

They underscored that disputes in the South China Sea should be resolved peacefully in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea.

In addition, both expressed serious concern over the violent and terrorist acts by self-declared Islamic State and other extremist organizations in Iraq and Syria.

They likewise decided to strengthen mutually beneficial efforts to enhance disaster risk reduction and disaster response.

On multilateral cooperation, they welcomed the significant progress of the ASEAN Defense Ministers’ Meeting (ADMM) and ADMM-Plus and pledged deeper practical cooperation under these regional platforms.

The two also lauded the achievements of the Armed Forces of the Philippines and the Malaysian Armed Forces in deepening and widening military cooperation through visits of high-ranking officers, military education and capacity building, training and exercises, exchange of personnel and exchange of information.

Acknowledging that military ties is the foundation of defense relationship, the two Ministers encouraged their respective militaries to pursue additional opportunities for engagement in the areas of HADR, peacekeeping, maritime security and military medicine, among others.

Moreover, they stated their intention to promote defense industry cooperation by encouraging industrial cooperation and facilitating the development of technology, commercial and economic links between defense related companies of the two countries.

Finally, in recognition of their common interests, Gazmin and Hishammuddin reaffirmed their resolve to heighten the level of defense cooperation in order to promote mutual understanding and trust and contribute to regional peace and stability.

The Armed Forces of the Philippines (AFP) on Wednesday announced that the ongoing military offensive against the Abu Sayyaf Group (ASG) has so far resulted in the death of 37 bandits and wounding of 80 others.

The offensive against the ASG started late January this year.

Lt. Col. Harold Cabunoc, AFP public affairs office chief, said that bandit losses could be attributed to relentless combat missions against the ASG.

This is higher than the 27 killed and 38 wounded recorded in 2014.

In addition, the AFP has also recovered 18 firearms and seized five ASG camps in 2015, as compared to 27 camps and 17 firearms posted in 2014.

"The increase in figures yielded this year can be attributed to the intensified operations that were implemented through the Joint Task Group-Sulu headed by Col. Alan Arrojado," Cabunoc stressed.

"Moreover, our increased operational tempo helped in exerting pressure on the ASG and contributed in the release this year of four kidnap victims namely Hadjan Perong, Michelle Panes, Zakia Aliep, and Eljon Marzo," he added.

Five hostages were released in 2014 including foreigners Lorenzo Vinciguerra, Stefan Viktor Okonek and Henrike Dielen.

Operating troops also prevented the kidnapping of 10 Vietnamese nationals involved in smuggling in Pata Island in Sulu.

They were supposed to have been snatched by the bandits after unloading their cargo.

"Seven of our brave soldiers also made the ultimate sacrifice, while 50 others were wounded in the performance of their duties. Last year, six soldiers were killed and 29 were wounded as a result of our efforts to end the ASG’s terrorist activities in Mindanao," the AFP public affairs office chief stated.

Cabunoc said the AFP and the Philippine National Police will continue our relentless joint law enforcement operations against the ASG in Sulu.

"The JTG-Sulu led by Col Arrojado and its partner units are also closely coordinating with local government units, non-government organizations and other stakeholders in addressing the social issues that caused the existence of the ASG," he concluded.

The Armed Forces of the Philippines (AFP) on Wednesday denied reports claiming that some of its units have deliberately fired on some houses in Barangay Elian, Datu Saudi Ampatuan town, Maguindanao during clearing operations against the Bangsamoro Islamic Freedom Fighters (BIFF) there.

"The AFP refutes the claim of some villagers at Elian in Datu Saudi Ampatuan in Maguindanao that artillery fire have caused the destruction of some houses there," AFP public affairs office chief Lt. Col. Harold Cabunoc said.

Initial report from the field revealed that the adjacent house where the alleged artillery fire occurred remains intact, a sign that the damage could not have been caused by a 105mm high explosive blast.

"The troops revealed that when they were approaching the said community, the BIFF bombarded them with mortar fires, hitting the said houses," he added.

The AFP has earlier declared civilian communities as “No Fire Area” in accordance to military doctrines on indirect fire support.

A “No Fire Area” is a zone where mortars, heavy cannons and aircraft are not allowed to drop high explosive bombs.

The 6th Infantry Division commander, Major Gen. Edmundo Pangilinan, has ordered a Civil Military Operations Battalion to assess the reported damage and to extend assistance in repairing houses.

"It is the duty of the AFP to ensure that collateral damage is minimized during the conduct of intensified law enforcement operations against the BIFF," Cabunoc pointed out.

"We will continue to adhere to the Rules of Engagement and the provisions of the International Humanitarian Law to ensure that civilians are protected during the conduct of law enforcement operations," he concluded.

With the offensive against the Bangsamoro Islamic Freedom Fighters(BIFF) still ongoing, the Armed Forces of the Philippines (AFP) reported that 23 more BIFF men were killed along with two Marine troops following a series of encounters in Maguindanao Tuesday afternoon.

This was disclosed by AFP public affairs office chief Lt. Col. Harold Cabunoc during a briefing Wednesday.

He added that units from Task Force Central and the 6th Infantry Division engaged BIFF forces during a series of gun battles in the boundaries of Datu Piang and Salibong towns, killing 23 bandits.

Also wounded were 30 of the brigands, increasing the number of hurt BIFF to 63.

Cabunoc said that all the BIFF losses were identified and validated as of this posting.

This brings to 96 the number of BIFF men killed since the offensive against the bandit group started on Feb. 25.

Cabunoc said he expects the number of dead BIFF members to climb further as operations against the group intensifies in the coming days.

He added that this loss is one third of the active strength of the bandit group which is placed at 300.

In another encounter with BIFF forces in Barangay Pusao, Shariff Saydona Mustapha town, two members of the Marine Battalion Landing Team-8 were killed while another two were wounded Tuesday night.

With this development, government losses was placed at six killed and 31 wounded.

Cabunoc said an undetermined number of BIFF killed and wounded in this encounter is still being validated as he declined to give more details.

Gold Cross Medal awarded to slain Scout Ranger

For his gallantry in action and making the ultimate sacrifice while serving the country, the Armed Forces of the Philippines (AFP) posthumously awarded the Gold Cross Medal to deceased Capt. Gromel Auman on Tuesday.

AFP chief-of-staff Gen. Gregorio Pio Catapang Jr. gave the medal to Melanie Auman, the widow of the slain trooper, during a necrological service at the Mortuary at the Libingan ng mga Bayani, Fort Bonifacio, Taguig City 9 p.m. Tuesday.

Auman’s remains were flown by a PAF C-130 "Hercules" cargo aircraft to Tugeugarao City, Cagayan Valley 8 a.m. Wednesday.

He will be interred there on March 22.

Auman was executive officer of the 6th Scout Ranger Company tasked to retrieve bodies of fallen soldiers in Talaya, Maguindanao.

He was killed in action while engaged in a firefight with Bangsamoro Islamic Freedom Fighters (BIFF) in the vicinity of Barangay Lower Katipbuan of the said town on Sunday.

Auman was leading his team in a reinforcement, rescue and retrieval operation for the fallen soldiers of Alpha Company, 33rd Infantry Battalion, 6th Infantry Division which encountered the enemy in an earlier firefight.

Part of the citation reads: “Capt. Auman courageously led his platoon to the encounter site to carry out their given missions. Despite being heavily fired upon by enemy mortars, subject Officer disregarded his personal safety and bravely returned fire that resulted to the hasty withdrawal of the enemy and successful recovery of one (1) 7.62 mm, M14 rifle and one (1) 7.62 mm M60 machine gun. Captain Auman valiantly defended his position until his untimely demise. By this gallantry, Capt. Auman exemplified the finest tradition of Filipino soldiery.”

The Gold Cross Medal is a decoration of the Armed Forces of the Philippines which recognizes gallantry in action.

It is the third highest military award of the Philippines.

It is awarded for gallantry in action not warranting the award of the Distinguished Conduct Star.

Malaysian Defense Minister Dato Seri Hishammuddin Tun Hussein made a courtesy call on President Benigno S. Aquino III in Malacañang Palace on Wednesday.

Minister Hishammuddin was accompanied by Malaysian Ambassador to the Philippines Dato' Mohd Zamri bin Mohd Kassim, Deputy Secretary General for Policy Suriani binti Ahmad, Director General for Intelligence Lt. Gen. Datuk Abdul Hadi bin Hj Hussin, and Malaysian Army Field Commander Lt. Gen. Dato' Sri Zulkiple bin Hj Kassim.

Present on the Philippines’ side were Department of National Defense Secretary Voltaire Gazmin, National Security Council Secretary Cesar Garcia, Jr., Department of Foreign Affairs Undersecretary Lacanlale Linglingay, and Department of National Defense Undersecretary Pio Lorenzo Batino.

Minister Hishammuddin arrived on Tuesday on board Malaysian Airlines 802. He was welcomed at the Ninoy Aquino International Airport by Ambassador Mohd Zamri and Defense Attaché to the Philippines Col. Hamzah Ali.

After his courtesy call on President Aquino, the Malaysian defense minister is scheduled to fly to Cotabato to meet with the Government of the Republic of the Philippines (GRP) and Moro Islamic Liberation Front (MILF) peace panels, as well as the Malaysian contingent of the International Monitoring Team.

The Malaysian defense minister and his delegation, which also included Special Officer to the Minister Faris Hussein Dato' Seri Hishammudin, Military Advisor Col. Arman Rumaizi bin Hj Ahmad, Policy and Strategic Planning Division Director Sahipulhijaiman bin Sulaiman, Private Secretary to the Minister Idamoerni Zakaria, Special Officer Nur Diyanah binti Abdul Rahiman, Special Officer to the Minister Yaqin bin Mohamad Khan, Political Secretary Onn Hafiz bin Datuk Ghazi, Personal Security Officer to the Minister SM Azhari bin Md Supian and Minister of Defense staff Cpl. Abdul Nazir bin Assan, will return to Malaysia at 5 p.m. on Wednesday.

“Jihadi John” & the Threat of Radicalization in Southeast Asia

He has been at the forefront of Islamic State’s (ISIS) brutal execution videos in recent months. The masked man behind the decapitation of several high-profile hostages including US journalist James Foley, British aid worker David Haines, American aid worker Peter Kassig, as well as Japanese journalist Kenji Goto has now been identified as Mohammad Emwazi, a Kuwaiti-born British man.

Reports from both the Washington Post and the BBC said the man in his mid-20s, more commonly known as ‘Jihadi John,’ is from west London and had been put on a terror watch list and banned from leaving the UK. Scotland Yard has refused to comment citing an ongoing investigation.

The revelation of Jihadi John was just one of many stories of radicalization among those living not only in the Western world, but across the globe. It is not a new phenomenon and there have been many similar stories in the past where citizens from one country slipped through their national borders and joined an armed struggle abroad.

The troubling development of the past few years however is that the rise of ISIS comes amid a rapid growth of social networking sites, which can reach millions worldwide – including those in Southeast Asia.

Evidently, legal options by national governments have been limited in curtailing potential jihadists. The same can be said of surveillance by intelligence agencies engaged in the difficult task of monitoring each individual who has the tendency to become radicalized. From the Sydney café siege to the shooting at the Cultural Centre in Copenhagen, all of these events have simply highlighted that the process of radicalization knows no boundaries and can transpire even from the comfortable seat of a person’s home.

The presence of the internet might not be the sole factor that radicalizes a person, but it has definitely created more opportunities for one to access materials related to their extremist beliefs. A report titled “Radicalisation in the Digital Era” by Rand Corporation published in 2013 highlighted that while radicalization is very unlikely to occur without some forms of physical contact with the organization itself, it however can act as an ‘echo chamber’ that confirms one’s radical beliefs.

For ISIS, the internet is an opportunity for it to reach out to those who would join its cause and establish a caliphate in the Middle East. In many parts of Southeast Asia, this online campaign has already gained traction; countries such as Indonesia, Malaysia, and the Philippines where there is a significant Muslim population. Southeast Asia itself is no stranger to global terror with groups such as Jemaah Islamiyah (JI) and later Jemaah Ansharut Tauhid (JAT), as well as Abu Sayyaf that remain active in countries like Indonesia and the Philippines. These groups are believed to have pledged allegiance to ISIS recently.

While ISIS has a priority in consolidating its control over territories in Iraq and Syria, it is also interested in intensifying its global recruitment campaign by attracting extremists worldwide to be part of the jihadist movement. Through propaganda videos that glorify the leader, Abu Bakr al-Baghdadi and the role of foreign fighters, ISIS has undoubtedly ‘conquered’ social media by capitalizing on its borderless nature to recruit and gain financial support. Any analysis of ISIS videos reveals that the organizations PR machine is highly sophisticated and most of the time targeted at a specific audience.

For example, ISIS supporters had in September last year released a video on YouTube that modified top videogame franchise, Grand Theft Auto V by allowing players to play as a militant, killing police officers and blowing up military trucks. Egyptian media said the video was aimed at raising the morale of Mujahedeen and attracting young teenagers to fight the West.

The case of Jihadi John stands out as a foreign fighter from the West who has been radicalized by the group, and at the same time able to instil fear into millions by executing Western hostages on air. It is worth noting that the name “Jihadi John” was given by the British press rather than ISIS itself.

Despite this, the name has already gained notoriety in the British public in its suggestion that the person next door, regardless of education or financial background, could become radicalized. According to various media reports, Emwazi lived a largely normal student file until 2009 when he traveled to Tanzania, reportedly attempting to join al-Shabaab in Somalia. He was refused entry in Dar Es Salaam. Upon returning to the United Kingdom, Emwazi claimed that he had been “harassed” by intelligence officials numerous times until his sudden disappearance in early 2013.

There have been significant debates concerning the process of radicalization among academics and policymakers alike, though none has been able to provide a conclusive explanation beyond some general observations.

Some have claimed that radicalization can take place particularly among those from a lower or lower-middle class socio-economic background – people who live in relatively bad neighborhoods and are frustrated with the present system and their position in the society. But isolation and alienation are not necessarily a precondition, as seen in some cases where those from well-off families join the jihadist movement. A conclusion provided by a 2008 research report entitled “Radicalisation, Recruitment and the EU Counter-radicalisation Strategy” stated that radicalization is not a result of independent factors but instead a complex interaction of external factors, namely the political, economic, or cultural conditions that shape an individual’s behavior.

Radicalization in the Southeast Asian Context

In Southeast Asia, radicalization by ISIS presents a two-fold security challenge to governments in the region. With extremist groups such as those in southern Philippines and southern Thailand claim that their people have often been discriminated due to ethnicity, ISIS’ propaganda is a further conviction that those who want “to do something” should take up arms and fight their governments. These groups such as the Bangsamoro Islamic Freedom Fighters (BIFF) and Abu Sayyaf rebels in southern Philippines that quickly pledged allegiance to ISIS are also riding on its growing popularity in the Middle East as a way to inspire locals to be part of their own causes.

Apart from local groups, ISIS is also keen to recruit fighters from this region to join its cause in the Middle East. It is estimated that as many as 200 Indonesians and 40 Malaysians have gone to fight in Iraq and Syria with another report in September last year pointing out that ISIS has formed a Malay-speaking unit among its ranks. In May 2014, Ahmad Tarmimi Maliki became the first Malaysian suicide bomber for ISIS after he drove his SUV laden with explosives into the Iraqi SWAT headquarters in Anbar.

Numerous reports have also claimed that Malaysia has been used as a transit point for militants from Indonesia before joining ISIS in Syria. Local newspaper The Star reported that ISIS has issued a warning in early January for recruiters to avoid using Malaysia as a transit point amidst a heavy police crackdown there.

The challenge of returning fighters is equally daunting as trying to prevent someone from heading to the Middle East. This is because once returned, they might bring back their armed struggle and ideology, starting local divisions of ISIS and waging a war against governments in the region. Such an attempt was seen last year when the Malaysian police detained 19 suspected militants who planned to bomb a Carlsberg factory in the outskirts of the capital, Kuala Lumpur.

All these have presented challenges to regional security services that are keen to prevent more bloodshed amidst the rise of Islamic fundamentalism over the past decade. ISIS is a dynamic group and this means the Association of Southeast Asian Nations (ASEAN) governments need to take more proactive measures through increased co-operation so that its rise can be curbed.

After two weeks of fighting in the province of Maguindanao, the Autonomous Region in Muslim Mindanao said 64,600 people have fled their homes and have been staying in evacuation centers. Local authorities have warned that if the fighting lasts for more than a month, evacuation centers would run low in relief goods and other supplies.

ARMM’s Humanitarian Emergency Action and Response Team (HEART) said the fighting between Army soldiers and the Bangsamoro Islamic Freedom Fighters has already affected 11 municipalities in the province displacing about 12,920 families.

In the town of Shariff Saydona Mustapha, 1,864 families were displaced while around 2,637 families evacuated in Mamasapano town.

 ARMM-HEART also documented 2,119 families displaced in Datu Salibo while at least 1,373 families fled in Shariff Aguak.

In Datu Saudi Ampatuan, 1,062 families were displaced and 939 families evacuated in Guindulungan.

Humanitarian responders were also able to document 1,195 families displaced in Talayan and 712 families fleeing in Talitay.

ARMM HEART added that 175 families evacuated in Datu Unsay and 589 families were displaced in Datu Anggal Midtimbang.

Meanwhile, around 255 families from Mamasapano town have fled and taken temporary shelter in the nearby municipality of Rajah Buayan.

The regional government is continuing its relief efforts and it is set to send in fresh batches of relief and food rations on Wednesday.

 ARMM executive secretary Laisa Alamia said that the regional government’s humanitarian response has been following the standards of the Department of Social Welfare and Development in delivering relief goods, which has a value of P450 per food pack.

“Every time there’s a displacement, we follow the DSWD standards at P450/food pack, excluding logistical and operational expenses,” Alamia said.

The food pack consists of rice, instant noodles and canned sardines and is being distributed per family.

Each food pack is expected to provide food for 3-4 days per family.

Based on the budget of P450 per family pack, the government needs at least P1,938,000 per day just for the food supplies of the displaced residents.

The Armed Forces of the Philippines on Wednesday extended for another three more days its all-out offensive against the Bangsamoro Islamic Freedom Fighters, the splinter group of the Moro Islamic Liberation Front.
 
In a text message to GMA News Online, AFP spokesperson Lt. Col. Harold Cabunoc said AFP chief General Gregorio Pio Catapang Jr. ordered another extension for the clearing operations in the affected areas.
 
"Due to ongoing operations and the objective has not yet been accomplished," Cabunoc said when asked why the all-out campaign against the BIFF was extended again.
 
This is the third extension since the military announced that it was set to end its all-out offensives against BIFF members last week.
 
At the same time, Cabunoc said they are still verifying the location and condition of Filipino bomb maker and Abu Sayyaf member Basit Usman.
 
2 Marines killed
 
On the other hand, Army's 6th Infantry Division public affairs officer Capt. Jo-Ann Petinglay said two members of the Philippine Marines were killed in an encounter with the BIFF from 4 p.m. to midnight on Tuesday.
 
Petinglay, however, declined to identify the Marine fatalities while their family has yet to be informed.
 
She added that clearing operations are ongoing at in the so-called SPMS (Salvu, Pagatin, Mamasapano and Shariff Aguak) Box, an area believed to be a stronghold of the BIFF.
 
Petinglay, however, could not say the number of casualties on the rebel side.
 
"Inaalam pa namin," she said.
 
On Tuesday, AFP spokesman Brig. Gen. Joselito Kakilala said government troops may be closing in on the members of the BIFF as fighting continues to intensify in Maguindanao.
 
Kakilala said government troops may have cornered the rebels in Barangay Pusao in Shariff Saydona town in Maguindanao.
 
The campaign against the BIFF was launched following the bloody Jan. 25 clash between elite commandos from the PNP-Special Action Force and combatants from both the MILF and BIFF in Mamasapano town. The clash left 44 SAF troopers, 18 MILF fighters and five civilians dead.
 
The target of the police operation was to arrest suspect Malaysian terrorist Zulkifli bin Hir alias Marwan and Usman. Marwan was believed to have been killed during the operation but Usman managed to escape.

Mortar fire from the Bangsamoro Islamic Freedom Fighters, not military artillery, destroyed houses in Datu Saudi Ampatuan town in Maguindanao, the Armed Forces of the Philippines said Wednesday.

Reacting to complaints by residents of Elian in Datu Saudi Ampatuan, Lieutenant Colonel Harold Cabunoc, AFP public affairs chief, quoted reports from units involved in the ongoing “all-out” offensive against the BIFF that “when they were approaching the said community, the BIFF bombarded them with mortar fire, hitting the said houses.”

He also said field reports showed “the adjacent house where the alleged artillery fire occurred remains intact, a sign that the damage could not have been caused by a 105mm (howitzer shell) high explosive blast.”

Cabunoc said the AFP has declared civilian communities “no fire areas,” meaning no high explosive munitions, whether from the ground or the air, can be used there.

Nevertheless, he said, 6th Infantry Division commander, Major General Edmundo Pangilinan, “has ordered a civil military operations battalion to assess the reported damage and to extend assistance in repairing houses” as he assured that the AFP would “adhere to the rules of engagement and the provisions of International Humanitarian Law to ensure that civilians are protected during the conduct of law enforcement operations.”

The tables have been turned on the Office of the Presidential Assistant on the Peace Process (OPAPP) when Zamboanga Mayor Beng Climaco accused them of non-coordination on matters pertaining to the Moro Islamic Liberation Front (MILF).
 
The matter referred to by Climaco was the implementation of the Sajahatra Bangsamoro Program (SBP), a project of the  national government providing livelihood programs to MILF communities which had been started in the city of Zamboanga in the year 2013.
 
In her statement to the OPAPP, Climaco said that there are no MILF communities in Zamboanga city who could become beneficiaries of the program.
 
“There may be individuals sympathetic to the MILF, but we would like to emphasize that there is no ‘MILF community’ nor do we recognize one in the city,” stated a letter sent by Climaco to Senen Bacani, Peace Negotiating Panel member.
 
Climaco sent the letter last March 5 after learning about the SBP’s Cash for Work Program being implemented in the city, specifically in barangay Tulungatung.
 
Climaco also stated that although the project had been started even before the 2013 Zamboanga siege, “that ill-fated incident has left unhealed wounds and scars in the hearts and minds of Zamboanguenos.  The presence of groups or individuals purportedly belonging to the MNLF or MILF ushers anxieties, trepidations, and unsettles tranquility in the city.”
 
In a letter dated March 4 sent by Bacani to Climaco, the former admitted that there had been no coordination between their office and the local government of Zamboanga prior to the implementation of the SBP.
 
“It was an oversight on our part to not formally inform the city government of our activities.  We presumed it was alright as policemen from the City accompanied us,” the letter stated.
 
Bacani vowed to coordinate with the local government of Zamboanga on future national government programs.
 
It will be recalled that the bloody Mamasapano incident where 44 personnel of the SAF figured in an encounter with MILF troops was attributed to lack of coordination between the government and the Moro Islamic Liberation Front.
 
Bacani defined the SBP as a project of the Office of the President directly agreed between President Benigno S. Aquino III and MILF Chairman Al-Haj Murad Ibrahim which commits to deliver health, education, livelihood services to priority MILF communities and targeted individual beneficiaries that focus on quick gestation, high impact and social protection type of programs.
 
It also has a Cash for Work program component in partnership with the Department of Social Welfare and Development and the MILF Project Management Team.
 
The PMT has seven regional offices, including the Zamboanga and Basilan Regional Project Management Team aimed towards coordinating and facilitating ground activities.
 
In the year 2013, prior to the Zamboanga siege, the Zambas team submitted a list of prospective 100 Cash for Work beneficiaries residing in the barangays of Baliwasan, Cawit, Sta Catalina, Recodo and Campo Islam.
 
Campo Islam was later changed to barangay Tulungatung after finding out that most of the beneficiaries reside in the area.
 
On February 17 this year, an orientation on the Cash-for-Work program was held at barangay Tulungatung after a courtesy call to its barangay captain Jojo del Rosario.

KOTA KINABALU: The High Court here was told yesterday that a team of marine police personnel kept abreast with the development of a skirmish between the security forces and Sulu intruders as it was happening at Kampung Tanduo, Lahad Datu on March 1, 2013 through a walkie-talkie.

Team leader, acting ASP Abdul Aziz Husin, said they heard that a skirmish had erupted in Kampung Tanduo at about 6am on March 1, 2013, about four hours after setting out on a PA16 patrol boat to patrol the waters off Felda Sahabat 16.

“At that time, we were about two nautical miles off Kampung Tanduo,” he added. Asked by deputy public prosecutor Mohd Dusuki Mokhtar if he had taken any action upon hearing about the skirmish, Abdul Aziz said no action was action.

“We continued with our patrol and monitoring operation at sea and heard the developments of the skirmish via the walkie-talkie,” he said when testifying in the trial of 30 individuals linked to the intrusion at Kampung Tanduo two years ago.

The police officer also told the court that the operation he was assigned to carry out with eight other marine police personnel on board the PA16 patrol boat ended on March 10, 2013.

The following day, Abdul Aziz said he was instructed to carry out another patrol and monitoring operation with five other marine police personnel on board a PSC5 patrol boat.

To another question by Mohd Dusuki, he said he received information at 8.35am on the second day of his second assignment from the Marine Police Operations Room that the Royal Malaysian Navy (RMN) had detained a man about 2.5 nautical miles off Kampung Tanduo.

He said his team was then instructed to pick up the man who was being detained on board the RMN vessel.

“We went to the location of the RMN vessel at 8.40am and arrived at the location at about 9.20am.

“I, together with two personnel, went on board the RMN vessel and met with its executive officer,” he added.

Abdul Aziz said the executive officer handed over the man, a wet black backpack containing clothing, a shabby dugout boat with an oar and a boarding form.

“As far as I can remember, the boarding form stated the name of the executive officer, location of arrest, date and the name of the detained man,” he said.

Abdul Aziz identified the man as Ismail Yasin, one of the accused in the case.

He told the court that he brought Ismail with the seized backpack and the boarding form, as well as the boat with its oar, back to Felda Sahabat 16.

He said the accused with the seized bag and the boarding form were then brought to the Cenderawasih police station where he also lodged a police report on the arrest, while the boat and its oar were left at the General Operations Force post at Felda Sahabat 16.

In the dock are 27 Filipinos and three local residents who are facing one to multiple charges of being members of a terrorist group, waging war against the Yang di-Pertuan Agong, recruiting members for a terrorist group or wilfully harbouring individuals they knew to be members of a terrorist group.

They allegedly committed the offences between Feb 12 and April 10, 2013.

Armed Forces of the Philippines reports that government forces sustained its operational momentum against the dreaded Abu Sayyaf bandits through relentless combat missions this year.

Since the start of 2015, 37 ASG bandits were killed and 80 others were wounded in combat operations. In contrast, 27 bandits were killed and 38 others were wounded the whole year last year.

“The increase in figures yielded this year can be attributed to the intensified operations that were implemented through the Joint Task Group-Sulu headed by Col Alan Arrojado,” AFP said in a statement.

Also this year, four kidnap victims namely Hadjan Perong, Michelle Panes, Zakia Aliep, and Eljon Marzo were freed. Five hostages were released in 2014 including foreigners Lorenzo Vinciguerra, Stefan Viktor Okonek and Henrike Dielen.

Gains against the lawless ASG, however, sacrificed seven soldiers and wounded 50 while performing their sworn duties. The AFP and the Philippine National Police in partnership with local government units commit to address the social issues that caused the existence of the Abu Sayyaf Group and at the same time continue their relentless joint law enforcement operations.
