The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) for Central Luzon vowed to sustain its critical role in putting an end to the decades-long communist insurgency.

Presidential Adviser for Peace, Reconciliation and Unity, Secretary Carlito Galvez Jr., said the decisiveness and whole-of-nation approach of the RTF-ELCAC in implementing peace initiatives have resulted in significant results for the peace process.

Galvez, who is also the RTF Central Luzon’s Cabinet Officer for Regional Development and Security (CORDS), said among the milestones of the anti-insurgency task force were the dismantling of guerrilla fronts, surrendering of communist mass organizations, as well as keeping safe the youth and marginalized sectors against the communists’ deceptions and illegal recruitment.

On top of these, Galvez said developments in the countryside have been pushed while socio-economic gains have continued because of the improved security conditions in the region.


“The milestones achieved, which we consider our contribution to the national government’s overall efforts towards ending the local communist armed conflict, is not merely the success of the RTF. Rather, this is a success of all our partner institutions which have played key roles in our intensive peace and security campaign,” Galvez said in a recent virtual meeting of the RTF-ELCAC for Central Luzon.

Galvez said the RTF-3 vowed to continue to sustain the government’s localized peace engagements and peace-building initiatives until President Rodrigo Duterte’s term ends on June 30.

“While the RTF has faced a lot of challenges as we implement our crucial mandate, I believe that we have managed to rise above these difficulties because of our steadfast resolve and commitment to our mission,” he said.

“Moving forward, let us sustain our localized peace engagements and peace-building work, as we implement a comprehensive transformation program that will cut across all levels of society,” he added.

Galvez urged the Central Luzon’s RTF-ELCAC member-agencies to “continue bridging the gaps in all our initiatives so that they will have a greater impact among the people we serve.”

He encouraged former rebels to partake in pushing for a peaceful nation and sustain the socio-economic gains of addressing the communist insurgency in the country.

Former chief presidential legal counsel and now senatorial aspirant Salvador Panelo on Saturday urged presidential candidate and Vice President Leni Robredo to end her links with left-leaning groups.

He lamented that Robredo has opted to "sleep with the enemy" of the state, referring to the Communist Party of the Philippines (CPP).

“How can a candidate in the national elections, a presidential one for that matter, without admitting, [accept] to collaborate with the extreme left who has been waging a war against the government to wrest power with an obsolete ideology," he said in a press statement on Saturday.

"Steer clear of the far left," Panelo urged Robredo.


Panelo said Robredo’s ties with communists was confirmed by the National Task Force to End Local Communist Armed Conflict and former New People's Army (NPA) rebels themselves who have opted to return to the fold of the law.

Despite the Robredo camp's persistent denials, Panelo said the sudden increase in the attendees of their campaign sorties was "questionable".

"The sudden increase in the number of attendees in Robredo’s campaign rallies was allegedly due to the participation of members affiliated with the front organizations of communist terrorist groups as they have mobilized their members to attend," he said.

On April 23, the grand rally of Robredo, running mate Senator Francis Pangilinan, and senatorial lineup gathered some 412,000 in Pasay City, according to spokesperson Barry Gutierrez.

Panelo said it is obviously a desperate move to catch up with UniTeam’s Ferdinand "Bongbong" Marcos Jr. and Davao City Mayor Sara Duterte, who consistently top all surveys by wide margins.

He said the Marcos-Duterte tandem is unbeatable, given the overwhelming support from the various political groups, including the ruling party, Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban).

"The win of BBM-SARA cannot be contradicted. Not only the numbers of every survey are all the same, but also nobody can deny the fact that the tandem enjoys massive support from the grassroots and their local government officials," Panelo said.

Panelo, part of PDP-Laban's official senatorial slate, said the ruling party alone counts the biggest number of incumbent officials nationwide supporting Marcos and Duterte.

“It is only a matter of time and ensuring the turnout of support will be converted into votes, then the fight is already over,” he said.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Moro Islamic Liberation Front (MILF) renewed its pledge to ensure the protection of all civilians from armed conflict and respect the international humanitarian law under the signed Deed of Commitment (DoC) for Adherence to a Total Ban on Anti-Personnel Mines (APMs).

The commitment follows a dialogue with Geneva Call Philippines, a neutral and impartial non-governmental organization that engages in with Armed Non-State Actors (ANSA), to commemorate the 20th anniversary of the DoC signing with the MILF on April 25.

In an email to the Philippine News Agency on Saturday, the Geneva Call said the DoC anniversary “highlighted the success of MILF’s commitment to respect international humanitarian norms”.


The Geneva Call hopes the gains of the DoC “will inspire other armed movements across the world to undertake similar commitments to protect civilians”.

It said the DoC allows ANSA to pledge to respect specific humanitarian norms and "be held accountable for their commitments as armed groups, otherwise excluded from signing international treaties prescribing humanitarian norms".

During the dialogue, MILF Chair Ahod Balawag Ebrahim said Moro’s adherence to the DoC remains.

Ebrahim, also the Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), assured they will continue “to uphold the DoC to the highest degree”.

“We hold on to that DoC so dearly and we hope that more groups across the world adhere to the Geneva Call. We are one with the Geneva Call in prioritizing the protection of civilians,” Ebrahim vowed.

In the earlier days of the DoC signing, BARMM Senior Minister Abdulraof Macacua recalled that some MILF members rejected the commitment as it would limit their means to protect and defend their camps.

“But we properly explained to them that it is not only our enemies who will suffer, but also their families, the civilians, and fellow Bangsamoro,” he said during the dialogue.

In 2000, the Geneva Call supported MILF’s efforts to uphold humanitarian norms.

Since then, it has assisted MILF members to incorporate the DoC into their code of conduct with various technical advice and training conducted.

A complete package of communication materials was also handed over to the MILF members, making sure they will understand the content of the Deed.

As a result of the Geneva Call’s verification missions, MILF members willingly cooperated, and provides regular reports and explanations to allegations of non-compliance to the Deed and demonstrated accountability in implementing their commitment.

Macacua had assured the MILF will be part of the government’s efforts to convince other ANSA to refrain from using landmines.

Alex Virtanen, Geneva Call’s head of mission for the Philippines and Thailand, hopes that that MILF will inspire other ANSA “to make and abide by similar commitments”.

“MILF having this rich experience have very important roles to promote this kind of compliance, beyond BARMM, and beyond the Philippines,” Virtanen said in his e-mail.

Banning APMs

The MILF, through its representative, lawyer Lanang Ali, signed the Geneva Call’s original DoC during an upsurge of conflicts in 2000.

On April 7, 2002, the group signed the revised DoC on a “Total Ban of APMs” in Maguindanao.

The DoC was received and signed by the Canton of Geneva on April 25, 2002.

Five years earlier, the international community adopted the 1997 Anti-Personnel Mine Ban Convention prohibiting the acquisition, production, stockpiling, and use of the weapons.

More than 160 states are party to the APM Ban Convention that went into effect in 1999.

The Philippines also has Republic Act 9851, An Act Defining and penalizing Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity, Organizing Jurisdiction, Designating Special Courts and for Related Purposes, since 2009.

A provision under Section 4 states that combatants are prohibited from using APMs as it can cause "superfluous injury or unnecessary suffering or which are inherently indiscriminate.”

The Regional Task Force to End Local Communist Armed Conflict in Western Visayas (RTF6-ELCAC) has praised President Rodrigo Duterte for his strong commitment to put an end to the 53-year-old insurgency perpetrated by the Communist Party of the Philippines-New People’s Army -National Democratic Front (CPP-NPA-NDF).

Prosecutor Flosemer Chris Gonzales, RTF6-ELCAC spokesperson, on Saturday said the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) under Executive Order No. 70, serves as the “crowning glory of the Duterte Administration.”


“The NTF-ELCAC stands on the platform of good governance, public accountability, and bringing the basic social services and the much-needed infrastructure projects to the communities that have been overlooked and neglected for so long,” Gonzales said in a statement.

He added that the NTF-ELCAC addresses the core issues and concerns “that have fueled dissent and discontent among our poorest of the poor that has been the breeding ground for exploitation and recruitment by the CPP-NPA-NDF communist terrorist organization.”

Three years into effect, Gonzales said the NTF-ELCAC’s "whole-of-nation" approach has allowed the deprived far-flung communities in the countryside to be "liberated from the clutches” of the communist terrorist groups.

Among the legacies of the Duterte’s anti-insurgency task force were the return of the thousands of CPP-NPA-NDF members to the folds of the law; the dismantling of communist armed fighters and the mass base supporters in the mountains; and facilitated the reintegration of the surrenderers into the “mainstream society.”

Despite many challenges and adversities, Gonzales said the NTF-ELCAC is “winning the peace for the Filipino people.”

“We, the men and women of the RTF6-ELCAC, stand tall and stand proud, for having been given the privilege and the opportunity to answer the call of duty, above and beyond what is expected of each and every one of us,” he added.

The RTF6-ELCAC also vowed to continue the gains of the Duterte administration in terms of pushing for long-lasting peace and developments in the country.

“For the first time in our nation's history, a President has stood up to the challenge of ending the 53-year-old local communist armed conflict. Not by force of arms alone. But by bringing the entire government bureaucracy to converge on a single, unified goal of bringing good governance to the Filipino people and in the process, address the root causes of the insurgency, thereby winning the peace by winning the hearts and minds of the Filipino nation,” the statement said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

The Philippine Army and the Malaysian Army renewed the terms of reference (TOR) for their cooperation, reaffirming the strong bond between the two countries.

“Our converging security interests, our shared sense of Asean identity, and our common vision of a more stable and peaceful Southeast Asia are the pillars by which this Terms of Reference stands,”
PA chief Lt. Gen. Romeo Brawner Jr. said in a statement Thursday night.

Ties between the Philippine Army and its Malaysian counterpart go back to September 1994 when the two countries signed a memorandum of understanding (MOU) on Defense Cooperation.

The Philippines and Malaysia formed the Combined Committee on Defense Cooperation which led to the creation of the Malaysia-Philippine Military Cooperation Working Group and the Malaysia-Philippine Army Working Group.


The TOR, renewed by Brawner and Malaysian Chief of Army Gen. Tan Sri Dato’ Seri Zamrose Bin Mohd Zain at the Philippine Army headquarters in Fort Bonifacio last April 28, lays out the groundwork for future bilateral activities between the two armies.

Brawner said the renewal showed the resilient ties between the two armies.

“It also articulates our desire to enhance and complement each others’ military capabilities in specified areas in the spirit of friendship and brotherhood, and lastly, it is a testament to our wavering commitment to promoting regional peace and stability consistent with the Asean Charter,” Brawner said.

The Malaysian military official is in the country to attend the 2022 edition of the Asian Defense and Security, the Philippines’ biennial flagship defense and security exhibition which started in 2014.

Brawner also awarded the "Combat Kagitingan Badge" to Zamrose following the TOR renewal.

The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) and the Moro National Liberation Front (MNLF) renewed their continuing commitment to pushing social healing and reconciliation efforts within the Bangsamoro areas.

With this, OPAPRU officials joined the MNLF community members in an “Iftar” or breaking the long-day fasting of Islam believers during the holy month of Ramadhan in Camp Yusop Jikiri in Sulu province, as part of its series of solidarity and confidence-building initiatives.

In the activity dubbed "Ramadan 2022 for MNLF Communities”, OPAPRU aims to send its sincere commitment to the peace process within the Moro community.


The Iftar, participated by the people in MNLF communities, is festively celebrated with the meal eaten by Muslims after sunset during Ramadan.

MNLF Deputy Chief of Staff and Commander Tahir Usman thanked the OPAPRU for joining their community, especially during this holy month.

Drug smugglers and communist rebels should “drop” their drugs and guns if they want peace, President Rodrigo R. Duterte said Wednesday.

In a speech in Cordova, Cebu, Duterte said surrender is the only acceptable compromise with both drug smugglers and members of the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP).

“Kayong mga NPA, kayong mga drugista, you want peace? Magtrabaho ka lang then drop the gun. Kayong mga drugista, drop the drugs. Itapon mo ‘yan at wala ka talagang problema sa akin (You NPA, drug coddlers, you want peace? Just work then drop the gun. You drug lords, drop the drugs. Throw them away and you won’t have a problem with me),” he said.

He said that if they continue to resist arrest and fight back, law enforcement authorities would have no choice but to shoot and kill them.

“Destroy my country and our children, I will kill you. That is my mantra and that will still be my mantra in a few days when I go out of Malacañang,” he added.

Duterte again admitted that he was wrong with his self-imposed three to six months deadline on ending the country’s drug problem

He explained that it was only after he appointed now Senator Ronald de la Rosa, as police chief when he discovered that some police officers and officials were involved in the sale of drugs.

He, however, clarified that he did not order law enforcement officers to kill suspects who had their hands up or were on their knees.

“Wala akong inutusan na patayin mo naka hands up, nakaupo in surrender (I never ordered them to kill those with their hands up, those kneeling in surrender). That’s not the work of the police,” he added.

He said as long as drug smugglers would “behave” and “follow rules”, there would not be any problem.

Because his term as president is coming to an end, Duterte said drug addicts must be happy he would not be their problem anymore.

"It's a long journey but it ends with a sour note to some and maybe a relief pati sigurado ako nagapalakpak 'yung mga durugista ngayon (I'm sure drug addicts are clapping now)," he said.

He acknowledged that "there’s a time to be powerful and a time to be just a nobody."

"I used to — in the sky, the brightest star there was mine, shining brightly, and in a few days, I will be just a Rodrigo Duterte from Danao, Cebu," he added

Meanwhile, Duterte reiterated his call to the Commission on Human Rights (CHR) to investigate the killings of police officers involved in the conduct of legitimate anti-drug operations.

“Pag-aralan ninyo mabuti. Tanungin mo sino yung namatay at bakit patay ‘yan (Study it well. Ask who died and why they died),” he said.

The government is currently implementing a community-based drug rehabilitation program at the local level for drug surrenderers in need of treatment and rehabilitation.

It is also implementing the Enhanced Comprehensive Local Integration Program (E-CLIP) for NPA insurgents who will surrender to authorities.

In previous speeches, Duterte has expressed hope that the next administration would continue the government’s crackdown on drugs, crime, and terrorism.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

A ranking Philippine Army (PA) official advised 198 newly-commissioned 2nd lieutenants to lead their troops well in the field during their send-off ceremonies last April 26.

“While we are continuously prioritizing the well-being of our personnel, as the Army’s soldier-warriors, you are expected to lead and serve alongside your troops,” PA chief-of-staff Maj. Gen. Roberto S. Capulong said in a statement Wednesday night.

Capulong, who represented PA chief Lt. Gen. Romeo Brawner Jr. in the event, also told the new officers about the principles of servant leadership as they take on their new field assignments.

“Since the historic exigencies of the Zamboanga Siege in 2013 and Marawi Siege in 2017, the Philippine Army has been exemplifying an exceptional degree of victory against the various threats to our national security. Certainly, with the timely addition of our newest second lieutenants to the Officer Corps, therefore, I am expecting that you will bolster our operational and organizational capabilities as we endeavor to perform and transform as a world-class Army in service of the Filipino people,” he added.

A total of 190 new second lieutenants belong to Officer Candidate Course (OCC) “Nagsaniblahi” Class 55-2021 while eight others are from OCC Class 49-2017, OCC Class 53-2020, OCC Class 54-2020, and Officer Preparatory Course (OPC) Class 72-2020.

They have diverse academic and professional backgrounds ranging from education, criminology, accountancy, and psychology with some being cum laude and magna cum laude graduates, board passers, and civil service professionals.

Department of National Defense (DND) Secretary Delfin Lorenzana on Wednesday said he is inclined to endorse to the next defense chief the contract for the offshore patrol vessels (OPVs) which is worth PHP30 billion to avoid midnight deal allegations.

"Six yan (OPVs), kung maayos natin yan yung mga papeles I might also endorse it to the next Secretary of Defense para makita naman nya kung ano ang mangyari, kasi kung pirmihan ko yan baka sabihin midnight (deal) [That project consists of six (OPVs) and if we are able to complete all the documents, I might endorse it to the next Secretary of Defense, so he could have a look at it. This is to avoid midnight deal allegations]," he said when asked by reporters if he has any projects that he will endorse to the next administration at the sidelines of this year's Asian Defense and Security (ADAS) exhibition held at the World Trade Center in Pasay City.

Lorenzana said that former Defense Secretary Voltaire Gazmin did the same to him regarding the two missile-frigates of the Philippine Navy (PN).

He said that Gazmin did all the initial works on the project but did not sign it as his term was about to end at the time to avoid midnight deal accusations.

The DND earlier said it is now looking for new proponents for the PN's procurement of six OPVs due to pricing issues with Australian shipbuilder Austal. "Pending our approval of the contract for the purchase, they (Austal) said the cost has increased -- materials, labor and everything. They asked for additional payment. I think our budget is PHP30 billion, so they want PHP12 billion more for the six OPVs or they said we can reduce the number from six to five," Lorenzana said.

He added that he can no longer ask the Department of Budget and Management (DBM) for additional funding. However, he also said reducing the number of OPVs to be acquired is not an option for the PN.

"Ang gusto nila (Navy) anim talaga dahil talagang (yun) kailangan natin, so ang ginawa nila ay nakikipag-usap sila ngayon sa mga ibang proponent (na) kayang tugunan without any increase in price or reducing the number of ships (What they really want is six because that is the number they need, so they are now talking with other proponents capable of giving that number without increasing the price or reducing the number of ships)," the DND chief earlier said.

Lorenzana also said that shipbuilders from France, Sweden, South Korea's Hyundai Heavy Industries, Japan, and India have expressed interest in the PN's OPV project.

Initially, Australian shipbuilder Austal was believed to be the frontrunner in the OPV project.

Lorenzana, in earlier statement, said tapping Austal for the project will be greatly advantageous to the country as it will provide jobs to Filipinos as the company has an existing shipyard in Balamban, Cebu which it had acquired from Aboitiz.

This is aside from the transfer of technology which will also be beneficial to the Philippines in the long run, he added. The OPV project is expected to replace the World War II surface assets decommissioned by the Navy.

The DBM already released the funds for the project last year.

As this developed, AFP chief Gen. Andres Centino, who attended this year's ADAS' opening ceremonies, called the exhibition an opportunity for the military's project evaluation teams to assess and evaluate suitable requirements for the military’s defense and security platforms, systems, and equipment.

Some 146 local and foreign companies are participating in this year's event. As the premier platform for manufacturers and distributors, ADAS seeks to showcase capabilities or solutions that address the requirements of defense and security agencies.

National disaster reduction agencies have similarly benefitted from the event where they are able to avail of the latest updates on new techniques and technologies in disaster management. Following its successful launch in 2014, ADAS reaffirmed its position as the Philippines’ Flagship Defense and Security event as it continues to attract a significant number of international exhibitors from around the world to Manila.

“By bringing the latest technologies from around the world to Manila, the exhibition has opened wider avenues for the professional training, education, and enhancement of personnel competencies and skills,” Centino said.

The South Korean-donated K-136 "Kooryong" multi-launch rocket system (MLRS), which is intended for the Philippine Army (PA) and Philippine Marine Corps (PMC), is expected to be delivered as early as June this year.

This was divulged by Army spokesperson, Col. Xerxes Trinidad, when sought for an update on the project on Wednesday.

"The Philippines will be providing the logistics for its shipment to our country. It is expected to be shipped within this year and has no specific timetable yet, although, it was earlier posted that by June 2022 ang dating nito sa bansa (will be arriving in the country)," he said in a message to the Philippine News Agency.

Also, he said that bidding for the MLRS' shipment or transport to the Philippines is now ongoing at the Department of National Defense (DND).

"The MLRS for the Army is donated by the (South) Korean government and it is still ongoing bidding at the DND (Department of National Defense) level for the shipment. The budget released (Special Allotment Release Order [SARO]) is dedicated for the shipment," he said in a message to the Philippine News Agency.

Trinidad said the SARO he was referring to was issued by the Department of Budget and Management (DBM) last April 22. It is worth PHP20,933,680 and is intended to "cover the funding requirement for the transfer and acceptance of the donations to the PA and PMC of the 130mm MLRS under the Revised Armed Forces of the Philippines Modernization Program."

The South Korean MLRS donation was announced sometime in 2019. Around 22 MLRS are earmarked for the Philippines.

The "Kooryong" has a range of 48 kilometers to 80 kilometers and can be used for internal and external defense.

PA chief Lt. Gen. Romeo Brawner Jr. earlier said that MLRS will be delivered this June and the weapon will be the "showcase" of the Army.

"These assets will be the 'showcase of the Army and all of these will be under the stewardship of the Army Artillery Regiment," he said.

Interior and Local Government Secretary Eduardo Año said on Wednesday he has already forwarded to President Rodrigo R. Duterte names of two officials who would succeed Philippine National Police (PNP) chief Gen. Dionardo Carlos.

Carlos is stepping down from his post on May 8 after reaching the mandatory retirement age of 56.


“I have already submitted my recommendation on Tuesday to the President alongside with the National Police Commission (Napolcom) Resolution 2022-0236. I have submitted the names of two senior police officials who may be designated by the President as the replacement of Gen. Dionardo Carlos in an acting capacity upon his retirement on May 8, 2022,” Año said in a message to the Philippine News Agency (PNA).

On whether he was going to recommend the extension of Carlos’ tenure, Año said he would have to assess and wait for the President's order.

“Possible pa din (for the) extension (but it is still the) discretion pa din ni (of) PRRD,” he said.

Carlos said the PNP, under his leadership, has made preparations to ensure honest, orderly and peaceful elections.

He said he has complied with the directive of higher authorities to “make the necessary contingency plans after the May 9, onwards (and) a good transition to the next leadership of this country.”

“We made sure that the PNP will perform professionally for a peaceful election which means people will be able to come out to vote, their votes not bought, without any fear and on their free will," Carlos said. “We’re just looking at what's happening on a day-to-day, tweaking the plans if needed."

Among the officials who can succeed Carlos are Lt. Gen. Rhodel Sermonia, PNP’s No. 2 man as the deputy chief for administration; and Lt. Gen. Vicente Danao, the PNP’s No. 4 man as chief of the PNP Directorial Staff.

The PNP’s No. 3 man, PNP deputy chief for operations Lt. Gen. Ferdinand Divina, is due to retire on May 2 or six days before the scheduled retirement of Carlos.

The Philippine Air Force (PAF) can now train on various surface-air missile engagement techniques after it formally accepted its first missile simulator, the SPYDER Philippines Air Defense Systems (SPAD) Simulator-Training Center.

Air Force spokesperson Col. Maynard Mariano, in a statement Tuesday night, said the acceptance, turnover, and blessing ceremony took place at the Basa Air Base in Floridablanca, Pampanga on April 26.

"The SPADS Simulator-Training Center is the AFP’s (Armed Forces of the Philippines) first missile training center, which will serve as a training ground for future missile operators to prepare them for real-world challenges, as well as to increase personnel knowledge, skills, and develop the right attitude for air and missile defense," he said.

The SPAD Simulator-Training Center is part of the Ground Base Air Defense System (GBADS) acquisition project of the PAF, which seeks to enhance the military's defense capabilities.

Defense Secretary Delfin Lorenzana was the guest-of-honor of the event, along with PAF chief Lt. Gen. Connor Anthony Canlas, Israeli Ambassador to the Philippines Ilan Fluss, Rafael Advanced Defense System executive vice president retired Brig. Gen. Pinhas Yungman, and Air Defense Command chief Maj. Gen. Augustine Malinit.

"During the activity, Secretary Lorenzana, along with PAF senior leaders were able to witness the missile engagement simulation and the training capabilities of the center and its attendant facilities," Mariano said.

In a statement Wednesday, Lorenzana said acquiring capital assets to help defend the country has always been one of the priorities of defense department.

“As your defense chief for nearly six years, my happiest and proudest moments were the attainment of milestones in the Armed Forces of the Philippines (AFP) Modernization Program,” he said.

The simulator training center aims to develop three different capabilities -- detection through radar, command and control, and missile firing.

It is also custom-made for the men and women of the PAF to utilize in their training on advanced air defense techniques.

Lorenzana also urged the PAF to take advantage of the new facility and prepare for more assets to come.

“May this new simulator training center inspire you to look into the Command’s bright future, utilize its capabilities to ensure the success of your missions,” he said.

SPYDER is short for the surface-to-air PYthon and DERby mobile-air defense system developed by the Rafael Advanced Defense Systems with assistance from Israel Aerospace Industries.

The Notice of Award for the GBADS acquisition project was released in 2019.

The PAF did not give the specific number of SPYDER batteries it is set to acquire.

As former enemies of the state, serving in the Armed Forces of the Philippines (AFP) was the last thing Daniel Castillo and Gelejurain l Alce Nguho had in mind. But fate has other plans.

From being communist New People’s Army (NPA) officers,
these surrenderers are now full-pledged government soldiers as they forged another path to "serve the people."

Castillo, known as "Ka Steven" within the NPA, is a former political instructor of the Guerilla Front 55 who surrendered to the Army’s 10th Infantry Division in November 2020.

Nguho, meanwhile, is a former supply officer of the same guerilla front.
He was among the 286 candidate-soldiers who finished their six-month training at the 10ID Training School on Thursday (April 28, 2022).


“My passion and skills were exploited by the communist group. Now that I am a soldier, I can use my skills and knowledge to serve our people,” Castillo told reporters during the closing ceremony of the Candidate Soldier Course held in the Davao de Oro town of Mawab.

At first, Castillo said the transition from being an NPA guerilla an Army serviceman was "tough." For starters, mingling with others was also a challenge for him because of his background.

“Soldiering is a regimented life. We have to wake up very early, we have to do drills, exercise. We were taught different skills and techniques to survive a soldier’s life to prepare us for the future,” he said.

Nguho, on the other hand, is the twin brother of Gelejurain II who was killed in a clash in February 2020 in New Bataan, Davao de Oro.

Gelejurain I was captured along with his girlfriend during an encounter in Paquibato District here in November 2020.

Gelejurain I decided to join AFP shortly after he was caught by government troops under the Army's 27th Infantry Battalion.


For him, his affiliation with the communist rebel group was not out of his own volition as he was only forced by his parents and siblings, who themselves NPA regulars themselves.

Mother’s wish

Paulette Castillo, Daniel’s mother, who is also a former regional peasant secretariat of the NPA's Southern Mindanao Regional Committee (SMRC), expressed her gratitude to the government for the chance given to his son.

“I am happy that he became a soldier as compared to the time when he was an NPA member,” Paulette, who served in the NPA for 30 years before surrendering in July last year, said.

Paulette cited the role of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) for their peaceful surrender and transition.

“If not for the NTF-ELCAC, my son would have not been a soldier now. He would have continued in the armed struggle and will not surrender,” Paulette said.

Peace champions

The Task Force Tuganay, a group composed of former rebels who now work with the government in various peace initiatives, also expressed their gratitude for Daniel’s success.

“From NPA cadre to peace champion, and now a soldier for the Republic of the Philippines! Our most heartfelt congratulations to Pvt. Daniel "Ka Steven" Castillo for being part of the graduating Masinag class of 698-2021 under the 10th Infantry Division Training School,” the group said in a statement Thursday.

Task Force Tuganay described Daniel's story is one of struggle, hardship, and hope not just for former NPA rebels but also the Filipino youth.

“He was once a student activist from Quezon City. Daniel's desire to serve the people served as the gateway for the CPP to recruit him into the NPA and the armed struggle,” it said.

“Daniel serves as an inspiration for the youth to maximize all their time and talents for genuine service; he is also a reminder to former rebels, that the government is always willing to take in any NPA member willing to lay down their arms, and serve the country in more meaningful ways,” the task force added.

The Communist Party of the Philippines–NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front (NDF) has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

Binabati at sinasaluduhan ng NDFP-ST ang nakikibakang mamamayang Pilipino sa pag-sapit ng ika-49 anibersaryo ng pagkakatatag ng NDFP sa Abril 24. Sa loob ng halos li-mang dekada, nakonsolida, lumawak at lumakas ang pambansa-demokratikong pakikibaka ng sambayanan sa kabila ng panunupil ng reaksyunaryong estado laluna ng kasalukyang rehimeng Duterte na walang patumanggang nagtatatak na terorista sa si-numang lalaban dito.

Kasabay nito, binibigyan natin ng espesyal at pinakamataas na parangal ang lahat ng rebolusyonaryong martir at mamamayang nagbuwis ng buhay sa proseso ng pakikibaka sa marahas at malupit na estado. Habambuhay nang nakatatak sa kasaysayan ang kanil-ang dakilang ambag sa pagsusulong ng rebolusyon.

Nagpupugay rin ang NDFP-ST sa lahat ng alyadong organisasyon ng NDFP na nananatiling nakatindig at nakikibaka para sa interes at karapatan ng mga magsasaka, manggagawa, kabataan, kababaihan, pambansang minorya, at iba pang inaaping uri’t sektor ng lipunan. Una, ipinagdiriwang ang anibersaryo ng NDFP sa natitirang huling mga buwan ng paghahari ng kinamumuhiang rehimeng US-Duterte na nagsadlak sa sambayanang Pilipino sa labis na kahirapan at kaapihan sa nakaraang higit limang taon. Ikalawa, nalalapit ang eleksyong 2022 na nais gamitin ng anak ng diktador na si Marcos kasabwat ang mga tiranikong pamilya ng Duterte at Arroyo upang makapanumbalik sa kapangyarihan at makapagtatag ng panibagong diktadura.

Ngayong umiigting ang krisis, lalong lumilinaw na walang ibang tutunguhin ang pakikibaka ng sambayanang Pilipino kundi ibayong pagsulong. Salimbayan ang paglala ng sosyo-ekonomikong kalagayan ng Pilipinas at krisis ng imperyalismo. Sa pulitika, patuloy na nahihiwalay ang rehimeng Duterte sa malawak na hanay ng sambayanan at maging sa ilang bahagi ng lokal na naghaharing uri. Ito ngayon ang nasasaksihan sa ala-sirkong eleksyong 2022 kung saan lumalapad at lumalakas ang oposisyon habang nala-lantad ang baho at lumalaki ang disgusto ng sambayanan sa alyansang Marcos-Arroyo-Duterte. Bunga na ito ng kagutuman, disempleyo, anti-demokratikong pamamahala, pasismo at kriminal na kapabayaan sa panahon ng pandemya na dinanas ng bayan sa ilalim ng rehimeng Duterte sa nakaraang higit limang taon.

Sa harap nito, dapat itambol nang buong lakas ang pambansa-demokratikong adhikain at padagundungin ang panawagang panagutin ang teroristang rehimeng US-Duterte ngayong rumurorok ang kampanyahan para sa eleksyong 2022. Marapat ipabatid sa lahat ang rebolusyonaryong programang mag-aahon sa sambayanan mula sa pang-aapi ng imperyalismo, pyudalismo at burukratang kapitalismo upang sawatahin ang ilusyong nililikha ng pangako ng mga pulitiko at lumalakas na hangin ng repormismo.

Napapanahong hamunin ang mga kandidato sa eleksyon na balikan ang negosasyong pangkapayapaan ng GRP sa NDFP bilang sukatan ng kanilang sinseridad sa pagkakamit ng pangmatagalan at tunay na kapayapaang nakabatay sa hustisyang panlipunan. Okasyon ito para patampukin ang nilalaman ng inihain ng NDFP sa GRP na balangkas ng Comprehensive Agreement on Socio-Economic Reforms (CASER) sa negosasyong pangkapayapaan. Kailangang maging laman ng publikong diskurso, talakayan sa puliti-ka at lahat ng daluyan ng midya ang programa ng rebolusyonaryong kilusan lalo ang pagpapatupad ng tunay na repormang agraryo, pambansang industriyalisasyon at pagkakaloob ng dekalidad at libreng serbisyong panlipunan sa lahat ng mamamayan. Ito ang mga mayor na kahilingan ng sambayanang Pilipino na kahit kailan ay hindi ipagkakaloob ng reaksyunaryong gubyernong pinatatakbo ng mga ganid na malalaking burgesyang kumprador, panginoong maylupa at mga burukratang kapitalista sa basbas ng imperyalismo.

Kailangan ding patuloy na kabigin ang mga demokratiko at makabayang pwersang kaisa ng bayan sa pagkundena at paniningil sa pabaya, inutil, korap, papet at pasistang re-himeng Duterte. Hindi dapat matabunan ng ingay ng eleksyon ang usapin ng pagpapanagot sa rehimeng Duterte at kanyang mga berdugong galamay na re-sponsable sa talamak na pamamaslang at paglabag sa karapatang tao lalo na ngayong patapos na ang kanyang termino. Dapat ding parusahan ang rehimeng Duterte sa gra-beng kasibaan sa pagnanakaw sa pondo ng bayan, pagyukod sa US at China at pagsabo-tahe sa pambansang ekonomya sa pamamagitan ng mga neoliberal na polisiya sa agrikultura at industriya. Patuloy na suportahan ang mga inisyatiba at prosesong kaugnay ng pagpapanagot kay Duterte tulad ng pagsasampa ng kaso sa International Criminal Court at mga independyenteng imbestigasyon.

Walang ibang kilusang magdadala sa mga panawagang ito na salaminan ng tunay na in-teres ng mamamayang Pilipino kundi ang rebolusyonaryong kilusan. Kaya’t katambal ng mga panawagang ito ang pagpapalakas sa pakikibakang masa para sa lupa, sahod, trabaho, serbisyo at karapatan. Sa kanayunan, nag-aanyo ito sa pagpapalaki ng kasapian ng mga rebolusyonaryong organisasyong masa higit lalo ng Bagong Hukbong Bayan. Sa ganito matitiyak ang paglakas ng armadong paglaban na pangunahing anyo ng pakikibaka sa pambansa demokratikong rebolusyon upang palayain ang sambayanan sa kasalukuyang bulok at naaagnas na lipunan.

Kailangan itong isagawa ng pinakakonsolidadong hanay ng nakikibakang mamamayan sa gitna ng pasistang pananalasa ng papet na rehimen at mga armadong galamay nito pangunahin sa pamamagitan ng NTF-ELCAC. Higit na magpakahusay sa iba’t ibang porma ng paglaban, pagtatayo ng mga alyansa at pakikipagkaisa sa iba’t ibang uri at sektor na sukang-suka na sa tiranikong paghahari ni Duterte at tutol sa panunumbalik ng pamilya ng dating diktador na si Marcos. Itinatag, lumakas at lumawak ang NDFP noong Abril 24, 1973 sa gitna ng pananalasa ng diktadurang Marcos at sa loob ng 49 taon mahusay nitong binigkis ang organisadong hanay ng mamamayan laban sa nag-palit-palitang rehimen para sa pambansa-demokratikong pakikibaka sa buong kapuluan.

Sa okasyon ng anibersaryo ng NDFP, nararapat lamang patampukin at ipagtanggol ang mga tagumpay na nakamit ng NDFP at buong rebolusyonaryong kilusan sa loob ng ma-higit limang dekada. Higit na kailangang magpunyagi ang mga rebolusyonaryong pwersa upang abutin ang mas maraming bilang ng mamamayan at buklurin sila sa pam-bansa-demokratikong pakikibaka. Bahagi nito ang pagpapasikad sa kilusang anti-Duterte upang tiyaking mabulok sa basurahan ng kasaysayan ang tiranong rehimen. Sa proseso ng pakikibaka, imulat, organisahin at pakilusin ang milyun-milyong mamama-yang Pilipino hanggang yakapin nila’t isulong ang pambansa demokratikong rebolusyon na may sosyalistang perspektiba.###

We would like to set the facts straight about the recent military action of the New People’s Army in Alegria, Surigao del Norte, and the encounter in Guihulngan City, Negros Oriental.

1. In news reports last April 19, the 29th IB claimed that it encountered an NPA unit in Barangay San Pedro, Alegria, Surigao del Norte, and that a civilian was killed by the NPA.

Fact: There was no encounter between NPA and 29th IB in Alegria, Surigao del Norte last April 19. What transpired was an encounter between the 29th IB and the armed goons of town council member Ruel Jalasan.

Fact: The supposed civilian killed Emesto Andojar, 44 years old, a resident of Barangay Baan3, Butuan City was, in fact, a member of the armed group of Jalasan. He died in a shooting incident with soldiers of the 29th IB.

Around 10:30 a.m., an NPA unit successfully destroyed the river quarry equipment owned by local council Ruel Jalasan along the Magtiaco River. The sanction was carried out primarily to punish Jalasan’s quarry operations which have altered the river flow causing floods in nearby communities.

According to the NPA-Surgao del Norte, its unit had already withdrawn to a safe distance when a firefight erupted between the armed goons of Jalasan and members of the 29th IB. According to reports, the firefight lasted around 15 minutes resulting in the killing of Andojar.

Additional information: Jalasan’s goons are being armed Surigao del Norte Governor Lalo Matugas, a despot and warlord. Jalasan has been campaigning around Alegria with his armed goons in violation of NPA policy.

2. Yesterday, the 303rd Infantry Brigade claimed that two unidentified NPA fighters and two high powered firearms (an M4 rifle and KG9) were recovered after an armed encounter in Barangay Sandayao, Guihulngan City.

Fact: No NPA Red fighter was killed, nor did the NPA lose any firearm in the said armed encounter.

Fact: At least 5 members of the 62nd IB and 33rd Division Reconnaisance Company were killed during the armed encounter.

According to the NPA Central Negros Front, it was the combined forces of the AFP which carried out the offensive against the NPA unit, but they were successfully thwarted by the NPA.

We are setting these facts straight so that the people will not be duped by the false information being spread by the AFP in its press releases, in their desperate effort to make it appear that it is winning the war against the NPA.

“The revolution belongs to the people”, erstwhile NPA national commander Jorge “Ka Oris” Madlos once said.

Celso “Ka Greg” Tribunalo of Sitio Ulomhon, Barangay Yao-yao in the town of Cauayan, Negros Occidental exemplified this principle. Coming from a poor peasant family and having to endure various forms of feudal and semi-feudal exploitation all his life, he came to grasp the objective necessity of the armed revolution to fundamentally change the rotten semi-colonial and semi-feudal system that brought about unbearable misery to his family and the entire people.

He regarded the revolution as his very own. He understood that only way to liberate the peasantry and the people as a whole is by arousing, organizing and mobilizing them in great revolutionary struggles and armed resistance.

Despite his advanced age of 62, he never refused a task and always see to it that all tasks assigned to him are meticulously carried out. He displayed courage, perseverance and determination in the face of enemy and immense difficulties.

He was a member of a local guerilla unit of the Party’s Section Committee, and was martyred on April 19 at Sitio Bajay, Barangay Caliling in a clash with 15IB fascist troops. Until the very end, his commitment to the revolutionary cause of the people remains undiminished and fought valiantly against a preponderant enemy.

Today, the masses and revolutionary forces of Southwest Negros will raise their clenched fists and weapons in final red salute to Ka Greg. His bravery and selfless dedication to the people’s democratic revolution will not be forgotten and will inspire many more to take path of armed struggle.

The ASJC-NPA also extend its militant salutation to the valiant masses and indomitable Red fighters of Southwest Negros whose unbreakable link tempered in arduous struggles foiled the fascist onslaught of the US-Duterte regime.

Despite some casualties and losses, the NPA and the revolutionary movement of Southwest Negros not only remain intact, but it expanded manifold times and consolidated further its forces and areas.

Since last year, 302Bgde intensified its combat operations in consonant with psywar campaigns in Hinobaan, Sipalay, Ilog, Candoni, Cauayan and other areas. The ensuing rights abuses in these brutal operations only drove the people to tread the path of armed struggle and enlist in the NPA.

The encounters in Sitio Bajay and Lungon-lungon on April 19 only demonstrate the heightened capacity of ASJC-NPA units to launch counter-offensive actions to thwart, derail or sabotage the military campaign of the enemy.

For more than a month, 15IB is on offensive in Cauayan but this only reap failure. The concerned ASJC-NPA unit was not only able to evade decisive engagement with the enemy, but more importantly, spoils their campaign with counter-offensive measures.

Duterte and his generals obviously have not learned the lesson of history: that the people united shall never be defeated and with the support of the masses, the NPA is invincible. ###

The Communist Party of the Philippines (CPP) and the New People’s Army (NPA) extend their most militant revolutionary greetings to all allied organizations and friends in the National Democratic Front of the Philippines (NDFP) on the occasion of the NDFP’s 49th anniversary.

Let us celebrate the achievements and victories of the NDFP in its work of uniting the Filipino people and mobilizing them along the path of the national democratic revolution. In the coming year, let us continue to vigorously promote the national democratic program and aspirations of the Filipino people, expand the ranks of the NDFP and its allied organizations at an unprecedented rate, as we look forward to celebrating the NDFP’s golden anniversary next year.

The 18 underground organizations allied with the NDFP represent the majority of the Filipino people and their aspirations for genuine national freedom and democracy. In addition to the CPP and NPA, the NDFP counts among its allied organizations the:

Artista at Manunulat ng Sambayanan (Armas); Christians for National Liberation (CNL); Cordillera People’s Democratic Front (CPDF); Kabataang Makabayan (KM); Katipunan ng mga Gurong Makabayan (Kaguma); Katipunan ng mga Samahang Manggagawa (KASAMA); Liga ng Agham para sa Bayan (LAB); Lupon ng mga Manananggol para sa Bayan (Lumaban); Makabayang Kawaning Pilipino (MKP); Makabayang Kilusan ng Bagong Kababaihan (Makibaka); Makabayang Samahang Pangkalusugan (MSP or Masapa); Moro Resistance Liberation Organization (MRLO); Pambansang Katipunan ng mga Magbubukid (PKM); Revolutionary Council of Trade Unions (RCTU); Revolutionary Organization of Lumads (ROL); and the Revolutionary Organization of Overseas Filipinos and their Families (Compatriots).

These organizations serve workers, peasants, youth, women, teachers, health workers, scientists, minority people, and other sectors, and raise their determination and militance in fighting for the democratic rights. They have persevered in the revolutionary underground to unite their constituent sectors and link them with the overall struggle of the Filipino people.

They have been tempered in decades of revolutionary struggle, and many served as the indomitable core of the resistance against the US-Marcos dictatorship. They wage anti-imperialist, antifeudal and antifascist mass struggles and draw more and more people to the national democratic revolutionary cause. They promote and extend invaluable moral, political and material support to the revolutionary armed resistance. Countless members of the NDFP have become Red fighters of the NPA.

The NDFP is the most concentrated expression of the united front for armed struggle and draws widespread support for the people’s war. Its 12-Point Program is the most concentrated expression of the aspirations of the broad masses of the Filipino people for national and social liberation.

The NDFP represents the people’s democratic government which is the collective expression of the thousands organs of political power at village and higher levels spread throughout the country. These organs of political power are founded on the strength of NDFP-allied mass organizations of peasants, women and children, youth and cultural workers. In its territories, the NDFP implements the minimum and maximum program for land reform, raising agricultural production and supplementary income from sideline occupation, campaigns for public health, education and literacy, maintaining peace and order, resolving contradictions among the people, and people’s defense.

Over the past two years, the NDFP has actively mobilized and helped the masses cope with the pandemic and the crisis brought about by the reactionary state’s neglect of their welfare. The NDFP’s revolutionary personnel have actively provided public health service (information campaign, sanitation drives, mass clinics) and educational support to school children who suffered the most from the gross failures.

The NDFP has represented brilliantly the people’s democratic government in the field of diplomatic and protodiplomatic relations. It has established state-to-state, state-to-people, and people-to-people solidarity relations and has been at the forefront and active participant in international anti-imperialist formations. It has formal relations with foreign governments and various international agencies, humanitarian organizations and peace institutions.

The NDFP has also demonstrated that it can engage in peace negotiations with the Government of the Republic of the Philippines (GRP) without falling into the fascist trap of pacification, demobilization and capitulation. It has succeeded in establishing the principle for a just and lasting peace attainable by addressing the social, economic and political roots of the armed conflict, and demonstrating how this framework is vastly superior to the militarist notion of “localized peace” attained through military suppression of the people’s rights and resistance.

In the past six years, the Duterte regime has carried out intensified counterinsurgency operations and “war on terror” in line with US-imposed doctrine. This war is marked by sheer brutality to terrorize the people and use overwhelming force in the vain attempt to defeat the revolutionary guerrilla forces. It enacted the so-called Anti-Terrorism Law, a draconian law that overturns universal judicial processes and basic democratic rights.

Following US dictates and to justify his acts of suppression, Duterte has falsely and maliciously declared the CPP, the NPA, the NDFP and all its allied organizations as “terrorists.” This is a vain attempt to malign the revolutionary forces and obscure the national and democratic aspirations of the Filipino people which they represent.

On Duterte’s orders, police and military forces have gone on a rampage of mass killings, unlawful arrests, abductions, torture and forcing people to “surrender” in violation of their basic democratic rights. These acts of suppression have been accompanied by a campaign of red-baiting and terrorist-tagging. Internationally accepted rules of war are brazenly trampled. The AFP has applied US tactics of terror, blurring the distinction between combatants and civilians. In line with US tactic of “shock and awe,” the AFP has resorted to scorched earth tactics of aerial bombings, aerial strafing and artillery shelling of civilian communities to terrorize the people and make them bow to the military.

The Duterte regime, however, has succeeded only in inciting the Filipino people to fight back and resist his tyrannical rule. In various parts of the country, the people are denouncing rampant military and police abuses, taking collective action to protect their ranks against killings and unlawful arrests, expressing their indignation against military abuses, and driving out abusive soldiers from their communities. People are standing up for their rights and are persevering in building their unions and organizations and raising their determination to defend themselves.

The upcoming reactionary election is viewed by large segments of Philippine society as an opportunity to put an end to the six-year tyranny of the ruling Duterte fascist regime and prevent attempts to fully restore to power the corrupt Marcos family. Duterte and his clique, however, are determined to cling to power through outright stealing the elections to install his chosen successor and daughter as president and vice president, as well as his minions in the senate and lower house. The rising temperature of the elections is marked by increasingly large protest actions mounted by broad sectors supportive of the leading opposition contender. With the increasing political activity of the masses, more and more people are being drawn to the national democratic cause, generating conditions for the rapid expansion and strengthening of the NDFP.

In the countryside, the New People’s Army continues to persevere in waging armed struggle and steadily carry forward the people’s war. The ranks of the NPA continue to grow, especially with increasing numbers of victims and targets of military and police abuses being driven to the path of armed resistance. The NPA continues to expand its territories or areas of operation, strengthen or build new mass organizations, people’s militia units, self-defense corps and organs of political power, thus further widening and strengthening the base of the NDFP.

The chronic crisis of the semicolonial and semifeudal system is being aggravated by the crisis of the international capitalist system, intensifying plunder and exploitation of the country’s resources by multinational companies, mounting foreign debt, barefaced corruption by bureaucrat capitalists, worsening forms of oppression and exploitation of workers and toiling people, rising cost of living, widespread unemployment, low wages and landgrabbing. The US imperialists and the ruling classes of big bourgeois compradors and big landlords are resorting to outright tyranny and state terrorism to preserve the ruling system which is increasingly unable to address the needs of the people.

The worsening crisis of the ruling system underscores the necessity and justness of waging people’s democratic revolution. The broad masses of workers and peasants and the rest of the oppressed and exploited classes and sectors have no way out of the crisis but to wage revolution and carry out the radical transformation of Philippine society. Only by putting an end to the US-supported neocolonial fascist state that serves the interests of big bourgeois compradors and big landlords can the Filipino attain national freedom and democracy and build a progressive and just society.

Let us celebrate today and in the coming days the 49th anniversary of the National Democratic Front of the Philippines. Let us continue to promote the 12-Point Program and gain more adherents. Let us accelerate recruitment of more members to the NDFP’s allied organizations. Let us heighten support for the revolutionary armed struggle. Let us continue to build and expand the organs of political power. Let us look forward to celebrating its 50th anniversary next year with greater strength and bigger victories.

The Cordillera Day is a massive collective action that resulted from the peoples’ anguish and grief over the Marcoses’ greed, injustice and violence. Born out of the martyrdom of Ama Macliing Dulag, this annual gathering is now also an occasion to celebrate the national minorities’ strength in action and its force as an organization. Today, more than four decades since Ama Macliing Dulag’s death, it is now more than a recognition of his sacrifice and influence but a pledge of the present generation’s commitment to further strengthen its ranks, especially against the likes of Ferdinand Marcos and other fascist dictators.

The neoliberal policies that Ferdinand Marcos allowed into the country during his dictatorship continue to plague the minorities. Even at this time, there is an abundance of private companies vying to exploit the natural resources in the region. The river systems that irrigated the ancestral lands are vulnerable to these companies. In fact, the Department of Energy already awarded its go-signal to 96 hydropower facilities, of which 17 is ongoing while the rest is in development or pre-development stage. Most alarming of these projects are the facilities in Apayao-Abulug and in Nabuangan River.

Meanwhile, large-scale capitalist mining is in revival mode since 2019. Depleting the region’s gold, copper and other minerals, especially in the province of Benguet are the same foreign-owned and controlled corporations: Lepanto, Gold Fields, Apex Mining, Benguet Corporation, CEXCI and other exploitative enterprises. On the other hand, while the US-Duterte administration has previously restricted small-scale mining, the pandemic is now an excuse to support it as part of the economic recovery program. While this provides jobs, the one that stands to gain most is the gold-buying and selling operations of the government. The extraction of Cordillera’s natural riches produces unprecedented profits for the capitalists while causing life-changing damage to both the environment and the tribal communities.

Capitalists and their cohorts in the bureaucracy operate these enterprises without the full determination of the national minorities. Oftentimes, consent is coerced due to poverty and the disinformation that such destructive projects can be livelihood opportunities. This being the case, the struggle for self-determination is fought alongside the national democratic struggle, i.e. against imperialist plunder and for economic justice across marginalized classes and sectors.

Coincidentally, today is also the 49th anniversary of the National Democratic Front of the Philippines (NFDP) of which the Cordillera People’s Democratic Front (CPDF) is a member organization. The CPDF gives due recognition to the NDFP for uniting under one revolutionary banner the struggles of many national democratic forces, including that of Cordillera peoples. Asserting the rights of the national minorities is a resonance of the struggle of the Filipino nation that has relentlessly advanced the revolution under the leadership of the Communist Party of the Philippines.

The CPDF joins the peoples of Cordillera in reaffirming that strength in action and force as an organization is its great advantage. It enjoins the minorities to honor the NDFP by constantly linking the struggle for self-determination to the struggle towards national democracy against imperialism, feudalism and bureaucrat capitalism. Recognizing that the minorities’ plight is part of the national democratic struggle entails recognizing the people’s democratic armed revolution as the only way to defeat these social ills. To this, the national minorities of the Cordillera wholeheartedly agree: Fetad ingganas balligi! Kaigorotan, lumaban! Iyabante ti rebolusyonaryo a gubat! The Central Committee and the entire membership of the Communist Party of the Philippines (CPP) extends its fraternal greetings of proletarian solidarity to the Central Committee, the leading committees, cadres and members of the Communist Party of Turkey – Marxist Leninist (TKP-ML) on the occasion of its 50th founding anniversary. We extend revolutionary greetings as well to the General Command of the Workers and Peasants Liberation Army of Turkey (TIKKO) and all its fighters who are persevering along the path of guerrilla warfare and determined to wage people’s war in Turkey.

The TKP-ML and the CPP share a common history of struggle. Both our parties were steeled in the crucible of the international communist movement’s struggle against modern revisionism which achieved great successes during the Great Proletarian Cultural Revolution in China. This epic struggle brought the revolutionary practice of the proletariat to a higher stage and gave birth to Maoism, allowing communists around the world to more firmly uphold and apply Marxism-Leninism to the concrete conditions of their particular countries.

Both the TKP-ML and the CPP matured in a period of setbacks after the modern revisionists overthrew the proletariat in the Soviet Union since 1956 and in China in 1977 and carried out capitalist restoration resulting in widespread ruin and misery for the working class and the peasant masses. With a firm grasp of Maoism, our parties have remained steadfast Marxist-Leninists, committed to wage resistance against imperialism, capitalist exploitation, fascism and other forms of reaction and oppression, and to advance the proletariat’s historic mission to build socialism and communism.

As communists, we are firmly dedicated to leading the proletariat and oppressed people in their struggle for democracy and in waging class struggles in all countries. By leading the revolutionary struggles of the exploited and oppressed classes in our own countries, we aim to strike at imperialism at every opportunity and contribute to advancing the international cause of the proletariat.

We can lead the revolutionary struggles in our different countries by building a strong communist party that is able to strike deep roots among the workers and peasants and other progressive classes who are allied with the revolutionary movement. The activists and cadres of the communist party must be in a position to effectively lead the people by carrying out painstaking propaganda and education work and building their unions, mass organizations and revolutionary army to address their urgent demands and gather the political and armed strength to effect the overthrow of the reactionary state.

For its part, the CPP leads the people’s democratic revolution to end the semicolonial and semifeudal system in the Philippines. It does so principally by waging protracted people’s war in the countryside, and linking this up with the democratic struggles of workers and the reserve army of labor, and the petty and national bourgeoisie in the cities.

The CPP leads the New People’s Army that is spread across guerrilla fronts established in more than 70 of the country’s 82 provinces. Waging a revolutionary war in an archipelagic country poses a disadvantage which the CPP has turned into an advantage by exercising centralized leadership and decentralized operations allowing strong leadership bodies of the Party to emerge in its various regional committees. By carrying out agrarian revolution (with the primary democratic aim of implementing land reform or the free distribution of land to the peasant tillers), the NPA continues to enjoy the deep and wide support of the peasant masses and provides the CPP with a mass base running to several million.

We look forward to greater cooperation between the CPP and the TKP-ML and other fraternal Marxist-Leninist parties around the world in the coming years in the face of the prolonged crisis of the global capitalist system that is generating conditions favorable for waging revolution. More and more, the imperialists and their lackeys are fanning the flames of fascism, nationalism, racism, bigotry and fanaticism to divide the working class and pit them against each other. This is evidence of their growing inability to rule in the old way amid deepening crisis, especially with the emergence of communist forces that strive to unify the people and lead their struggles against worsening forms of capitalist and feudal exploitation.

The prolonged capitalist crisis and the contradictions between the imperialist powers have erupted in open conflict in Europe with the US and NATO proxy war in Ukraine against Russia. There is also rising potential for inter-imperialist war in East Asia and other parts of the world with the US and other leading capitalist countries becoming increasingly bellicose to serve the interests of the military industrial complex.

The war in Ukraine took the form of Russian military counter-aggression against years of Ukraine fascism against the Russian population in the Donbass region and decades of US and NATO wars of aggression. But in essence, the war in Ukraine is an inter-imperialist war to control sources of raw materials, markets and spheres of influence. It is the working class and people of Ukraine and Russia who are suffering the grave consequences of the war. The communists must expose the layers of imperialist deception and rouse the people to fight and seek the overthrow of the fascists and monopoly capitalist oligarchs, fight for socialism and achieve lasting peace.

The CPP has full confidence that the TKP-ML will celebrate its 50th anniversary with greater resolve to lead and carry forward the revolutionary struggle of the working class and oppressed peoples of Turkey, in close cooperation with the revolutionary struggle of the Kurdish people against national oppression. Guided and inspired by Marxism-Leninism-Maoism and the theoretical work and revolutionary practice of its pioneer Ibrahim Kaypakkaya, we are certain that the TKP-ML will continue to persevere along the revolutionary path to change, not only the course of the history of Turkey, but the entire world. Along the way, the CPP will celebrate every success, achievement and victory of the TKP-ML.

CAMP ELIAS ANGELES, Pili, Camarines Sur – Isang engkwentro na naman ang naganap sa pagitan ng pinagsamang pwersa ng 2nd Infantry (SECOND TO NONE) Battalion at Philippine National Police (PNP) kontra sa Communist NPA Terrorist (CNT) sa Barangay Miabas, Palanas, Masbate, alas-dos ng hapon nitong ika-25 ng Abril (Lunes).

Ayon sa report, nagkaroon ng halos walong (8) minutong palitan ng putok ang magkabilang panig matapos magsagawa ng operasyon ang tropa ng gobyerno dahil sa sumbong ng mga residente ukol sa presensya ng aabot sa dalawampung (20) armadong miyembro ng CNT na may planong magsagawa ng pangingingikil at pangre-recruit sa nasabing lugar.

Matapos ang engkwentro, dalawang (2) miyembro ng mga terorista ang naitalang patay na basta na lamang iniwan ng mga kasamahan at agad nagsitakas papalayo.

Dagdag pa rito, ilang mga armas at kagamitan ang narekober sa mga kalaban kabilang na ang isang (1) M16 rifle, isang (1) granada, dalawang (2) claymore mines, limang (5) anti-personnel mines, ilang mga kasangkapan sa paggawa ng pampasabog, sari-saring mga bala, mga kagamitang pang komunikasyon, ilang mga maka-teroristang dokumentong pang propaganda, at ilang personal na kagamitan ng mga terorista.

Samantala, wala namang naiulat na nasugatan sa hanay ng mga sundalo at pulis.

Kaugnay nito, tiniyak ni Lt. Col. Siegfried Felipe Awichen, Battalion Commander ng 2nd Infantry (SECOND TO NONE) Battalion ang mas pinaigting at agresibong mga operasyon laban sa insurhensya sa nasabing probinsya.

Muli namang hinikayat ni Brig. Gen. Aldwine I. Almase, Brigade Commander ng 903rd Infantry (PATRIOT) Brigade, ang mga miyembro ng Communist Terrorist Group (CTG) na magbalik-loob na lamang sa gobyerno habang hindi pa huli ang lahat at upang makapamuhay na lamang ng mapayapa sa piling ng kani-kanilang mga pamilya.

Samantala, kinondena ni Maj. Gen. Alex Luna, Commander ng 9th Infantry (SPEAR) Division at Joint Task Force Bicolandia, ang patuloy na pagpapalano ng mga CTG sa pagsasagawa ng mga mapagsamantalang aktibidad at ang paggamit ng anti-personnel mines na nakakasira ng katahimikan sa Masbate.

“Kinokondena po ng pamunuan ng JTF Bicolandia ang mga tangkang panggugulo at pangsasamantala ng mga miyembro ng CTG sa lalawigan ng Masbate lalo na ang patuloy na paggawa at paggamit ng mga teroristang ito ng mga pampasabog na hindi lamang nakakasira ng mga pribadong ari-arian ng mga tao kundi nakakadagdag rin sa patuloy na banta sa mismong buhay ng mga Masbateño. Gaya ng nangyari noon sa mga Absalon at iba pang mga sibilyan na namatay at nasugatan dahil sa paggamit ng anti-personnel mines ng mga NPA,” pagbibigay-diin ni Maj. Gen. Luna.

ALINTAAN, OCCIDENTAL MINDORO – Ika-25 ng Abril 2022, habang nagsasagawa ng pursuit operation ang ating mga kasundaluhan mula sa 76th Infantry (Victrix) Battalion ng 203rd Brigade (Bantay Kapayapaan), 2ID, PA sa ikinasang combat operation ng pinagsamang pwersa ng ating mga kasundaluhan at kapulisan kasama ang mga pwersa ng 23MICO, 10th SAB, PNP-SAF, RFMB-4B, OMPMFC at PIB Occidental Mindoro ng PPO ay nasukol nila ang mga nagsipagtakas na mga miyembro ng Teroristang NPA na hinihinalang mga nalalabing miyembro ng Squad GMT, SRMA 4D, STRPC sa naganap na engkwentro sa Sitio Salad, Brgy Malpalon, Calintaan, Occidental Mindoro na tumagal ng sampong (10) minuto, bandang alas onse-bente (11:20PM) ng tanghali.
Hindi baba sa apat (4) na katao ang nakabak-bakan ng ating mga kasundaluhan at agad na nagresulta sa pagkaka-samsam ng mga sumusunod:

Ayon naman kay LTC WILLIAM O ROMERO INF (GSC) PA, Acting Commanding Officer ng 76IB, 2ID, PA “Bukas po ang pintuan ng ating kasundaluhan at kapulisan sa mga gustong mag balik-loob sa pamahalan, nariyan po ang Enhanced Comprehensive Local Integration Program o E-CLIP na makakatulong po sainyo sa inyong pagbabagong buhay, at para naman po sa mga nakasagupa ng ating kasundaluhan at kapulisan, handa rin po namin kayong tulungan upang madala kayo agad sa hospital at maipagamot.”

Sa ngayon, ang pwersa ng ating pamahalaan ay kasalukuyan paring nagsasagawa ng pursuit operation upang tugisin ang natitira pang mga teroristang grupo.
