The Philippine National Police (PNP) will use thousands of
private security guards scattered nationwide as front-liners in the campaign
against urban terrorism.
This is in line with the PNP's implementation of
target-hardening measures in malls and other high-traffic civilian areas, with
the help of private security agencies.
This was disclosed by PNP Supervisory Office for Security
and Investigation Agencies (SOSIA) acting chief, Sr. Supt. Mario Espino, during
the SOSIA's seminar for the private security industry in Camp
Crame , Quezon City on Wednesday.
Espino said that with bomb threats circulating left and
right, whether true or not, security guards are naturally the first responders
in these situations.
Based on best practices, he said, deterrence is still the
most effective way of countering any terrorist threat.
Espino explained that terrorists could be discouraged from
carrying out their plans if they see that security is too tight for them to
risk trying.
He reminded the country’s security guards, “Let's not make
it easy for the terrorist.”
Four bomb threats rocked Manila
on Monday and another bomb threat was received by the Makati City Hall
on Tuesday, but all them turned out negative or a "hoax".
