“The Federation of Bangsamoro Civil Society Organization (FBCSO) must be non-partisan”, said Atty. Anwar Malang, Local Government Secretary of the Autonomous Region for Muslim Mindanao (ARMM). Atty. Malang was the guest speaker who represented Regional Governor Mujiv S. Hataman during the launching of the FBCSO on April 30, 2016 at Al Nor Conventiona Center, Cotabato City.
The federation was primarily organized in support to the peace process and for the passage of the BBL in the incoming 17th Congress. All-out advocacy shall be undertaken in rural and urban centers to push for the passage of the proposed Bangsamoro Law that once enacted shall entrench a new political entity called Bangsamoro.
Atty. Malang made the pronouncement before a crowd of more than 200 individuals who represented their respective organizations.
Abdullah P. Salik, Jr. who heads the federation has 115 civil society members and still growing in number. Other important guests during the launching were one Malaysian Officer of the International Monitoring Team (IMT), Executive Director Mahmod Ahmad of the Bangsamoro Leadership and Management Institute (BLMI), and Mohagher Iqbal, Chairman of the Bangsamoro Transition Commission (BTC) and the MILF Peace Panel.
Iqbal explained the reason behind the non-passage of the BBL. He said the outstanding reason thereof was that anti-BBL in Congress are much stronger than the pro-BBL. The issue of shortage of time was an artificial reason. The fact was that the BBL was pending in Congress for more than one year.
The IMT officer meanwhile explained the nature and functions of their group, the IMT such as Six countries in the group; they are 37 individual members; International in character; independent in their dealings; they monitor the ceasefire agreement; and they monitor the socio-economic and the civilian protection components.
