The Philippine Army’s 14th Infantry Battalion (IB) will step
up its participation in the rehabilitation of communities ravaged by typhoon
Ruby in Eastern Samar to curb insurgency.
Lt. Col. Peter Burgonio, 14th IB commander, said rebuilding
devastated communities is their vehicle to attain real peace and development in
Eastern Samar .
The non-combat work of the army is now concentrated in the
towns of Dolores, Taft, Oras, Can-Avid, through linkages with local government
officials.
According to Burgonio, rebuilding typhoon-weary communities
is the major concern aired by residents during the series of dialogue initiated
by government troops.
“We will continue to extend our hands of cooperation to the
different stakeholders in order to bring about the necessary interventions and
to continue utilizing government projects as vehicles to achieve lasting
peace,” the army official said.
“Yes, it is very true that the provincial government has
strongly supported the AFP in the fight to curb the insurgency problem in the
province, but we have to also push for the needed interventions such as
infrastructure projects, which are very essential especially in the hinterland
villages,” Burgonio said.
It has been proven that pure military action cannot win the
war and attain peace and development, but that it can also be achieved through
peaceful means by bringing the government closer to the people through
government programs and projects, according to Burgonio.
“We need to double our efforts since the reason why the conflict
has become manageable is because the people trust the government and this is
where the challenge really comes on how we are going to sustain this,” he said.
“This can be sustained through serious implementation of
government programs, bringing the needed services to the people and showing
that the government cares for them,” he concluded.
To recall, at least 12 towns and one city in Eastern Samar have been declared as insurgency-free.
These are Borongan
City , Quinapondon,
Balangiga, Taft, Maydolong, Balangkayan, Hernani, San Julian, San Policarpo,
Sulat, Salcedo, Guiuan and Mercedes.
