From the MILF Website (Mar 9): BLMI Drafts its Manual of Operation
The Bangsamoro Leadership and Management Institute (BLMI) executives was tasked to draft the institute’s Manual of Operation in a writeshop held at Pinnacle Hotel, Davao City from March 5 to 7, 2013. The activity which successfully concluded was sponsored and facilitated by The Asia Foundation (TAF).
The participants to the 3-day workshop were able to partly accomplish some important provisions of the manual particularly in coming up with an amended structure along with creation of new units, new positions and renaming of existing position titles of personnel that heads them.
It also included functions of executives; managing programs; managing finances; program operation and managing people. The proposed provisions of the manual were carefully crafted in reference to the BLMI’s mandate, vision, mission, goals and core values. The participants engaged in an arduous task of manual writing but succeeded despite the limited time and lack of experience on the matter.
There were lengthy and tedious discussions on the workshop’s output. Esmail Abdula, BLMI’s Training Director presented well his groups’ output slowly but accurately. The output of Omsar Paradan, Finance Officer was equally lengthy and very comprehensive, while Ustadz Hisham Nando’s output was clear and realistic. Ustadz Nando is the Director for Community Action. Majid Nur and Tirso Tahir, Director for Research made laudable presentations on program operation and research respectively.
While the presentations were being made, everybody listened attentively and contributed in introducing some amendments or refinements. Ms. Nelia Agbon, of the Kids for Peace Foundation, the main facilitator; Ms. Noraida Chio and Mr. Eric Aseo both from the Asia Foundation shared their own observations, views and also introduced new ideas. A thorough critiquing on the outputs was done on the third day.
On the afternoon of the 3rd day, March 7, Ms. Geenette M. Garcia, Assistant Executive Director and Ms. Celeste Katigbak, Resource Deployment, from Makati-based Children’s Hour Philippines arrived upon invitation by the organizers. According to them, the Bangsamoro is among their target program beneficiaries. The NGO is engaged in capability building for non-government organizations; proposal writing, education; child rights, welfare and protection. It also designs programs but partner NGO’s implements them.
The writeshop, though it needs another phase to finally complete the draft manual is a breakthrough for the BLMI. Schedule for the succeeding phase has not been determined by TAF but a one-day review on the proposed draft is slated this March 13 at the BLMI’s training center which will also coincide with the coming to the BLMI by the Japanese Ambassador to the Philippines to assess the programs funded by JICA and implemented by the institute.
The BLMI officials and staff wish to express their utmost gratitude to the facilitators and the TAF in general for their support to the programs of the institute. The knowledge and skills imparted by them cannot be reciprocated materially or in any form. Sheikh Mahmud Ahmad emphasized this during his closing remarks. “The Almighty will be the one to reward the facilitators and TAF for its generosity and support to the BLMI”, Sheikh Ahmad said.
