16 Samar towns declare NPA as persona non grata

CAMP DAZA, Hinabangan, Samar, Jan. 28 – Thirteen municipalities in Eastern Samar and three in Samar with seven barangays have declared the New People's Army (NPA) as persona non grata in 2019 through a resolution, treating the presence of the armed communists as unwelcomed in their communities.

Colonel Camilo Z. Ligayo, commander of 801st Infantry Brigade said these 16 municipalities include Can-avid, Guiuan, Salcedo, Quinapondan, Dolores, Balangiga, Maslog, Hernani, Mercedes, Jipapad, Taft, Sulat and Arteche, all of Eastern Samar while in the Samar province are the municipalities of Hinabangan, Villareal and Talalora.

Col. Ligayo also bared that in their area of responsibility, a total of seven (7) barangays have also declared the NPA as persona non grata. These barangays are Pelaon and Manaing of Pinabacdao, Buluan, Guimbanga, Magdawat, Beri and Caamlunga, all of Calbiga, Samar. Said areas are cleared from armed threat groups or NPA.

“The declaration is in connection with the Executive Order (EO) No. 70 or the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) issued by President Rodrigo Duterte that aims to institutionalize a Whole-of-Nation approach in attaining peace and end longtime conflict between the government and the communist group,” said Col Ligayo.

Col. Ligayo further said that officials of these barangays have heeded to the call of the DILG chief to take appropriate action to curb the insurgency problem in their respective area of concern.

"They decided to pass a municipal and barangay resolutions to support the call of the Secretary of the Interior and Local Government for local executives and vulnerable groups to make a stand against Communist Party of the Philippines - New People's Army - National Democratic Front," Col.
