The government campaign to end insurgency has received full support from members of the Bicol Regional Peace and Order Council (RPOC).

Legazpi City Mayor Noel Rosal, RPOC chair, said the creation of a Regional Task Force to End Local Communist Armed Conflict (RTF-ELAC) would boost the delivery of basic services in identified insurgency-affected areas.

“The local government units would play a crucial role and do their share in relieving hundreds of villages in Bicol of the bondage of insurgency and poverty,”
he said during the Regional Orientation on Localizing EO 70 on Tuesday at the Legazpi City Convention Center here.


Executive Order (EO) 70 issued by President Rodrigo Duterte in December 2018 institutionalizes the whole of nation approach in ending insurgency.

Rosal said military authorities have identified 277 Bicol villages that are still considered as insurgency-affected and poverty-stricken areas.

Military data showed that 50 of these villages are in Albay while the others are spread in the provinces of Camarines Sur, Camarines Norte and Sorsogon.

Rosal said these areas are in dire need of basic government services such as those concerning health, land reform, potable water, irrigation, and infrastructures.

He said these remote villages have become a breeding ground of insurgents as problems have not been addressed by the government.

Rosal, in an interview on the sidelines of the Regional Orientation, said local government units would be in the front line once the problems have been identified and appropriate programs would be implemented.

He said there is a set of strategies in addressing the issues with the help of the military.

Rosal said with the creation of the RTF-ELAC, poverty issues and the delivery of government services would be facilitated as programs from the national government would be downloaded to the regions, provinces, town, cities and the villages.

He said after crafting a development plan for the over 200 insurgency hotspot areas, some PHP300-million initial funds would be released for socio-economic projects in these localities.

To date, military statistics indicate that there are still 3,000 NPA rebels across the country.

Meanwhile, Department of Information and Communications Technology (DICT) Secretary Gregorio Honasan on Monday told members of the Regional Development Council (RDC) that good governance and delivery of services on health, food, clothing, and shelter are the factors that would address the insurgency problem in the region.

“Let us unite to end insurgency,” said Honasan, who is concurrent Cabinet Officer for Regional Development (CORD) in Bicol.

Honasan said Bicol would be in the forefront in carrying out the EO 79 campaign.

“Bicol is very advanced in implementing EO 70. It would be made a prototype for a nationwide implementation,” he said.

The former senator plans to improve internet connectivity in the region by putting up an additional 1,000 Mbps to the existing 200 Mbps.

The President's marching orders is to connect “everybody” with a cheaper, if not free, and more secure internet in Bicol by the end of the year, he said.
