ZAMBOANGA CITY -- The citizen-led Yes for Peace - Bayanihan ng Bayan now flies with the Philippine Air Force's program, UP UP (Usapang Pangkapayaan Usapang Pangkaunlaran), an initiative conceptualized and organized under the command and direction of its Commanding General, Lieutenant General Rozzano D. Briguez, AFP.

UP UP is designed to gain the support of the Filipino people in the government's efforts to end internal armed conflicts and mobilize them towards the realization of the goals and objectives of Executive Order No. 70 which created the National Task Force to End the Local Communist Armed Conflict signed by President Rodrigo Roa Duterte on December 4, 2018.


UP UP is a one-hour radio and television program to openly discuss issues on peace and development envisioned to be hosted by local broadcasters and aired weekly in radio stations nationwide through the facilities of Radio Pilipinas and the Philippine Broadcasting System.

During the recent launch of UP UP in Zamboanga City hosted by veteran broadcaster Rey Langit, President of the Metro Manila chapter of the Kapisanan ng mga Brodkaster ng Pilipinas, Lieutenant General Cirilito Sobejano, Commanding General of the Western Mindanao Command lauded the program because it complements efforts to bring about peace which he defines as, "People Empowerment in Addressing a Changing Environment."

Sobejano stressed the need for the people to be directly involved in building peace and putting an end to the internal armed conflicts. He believes that at best, the military can contribute only 30 per cent towards its attainment.

Assistant Secretary Eugene Earle of the Presidential Communications Operations Office concurred and said, "The 70 percent of the overall drive towards peace includes winning the hearts and minds of the people."

Commissioner Victor del Rosario of the National Youth Commission underscored the importance of peace education through the more than 42,000 officers of the Sangguniang Kabataan nationwide because, "There can be no real development and progress if there is no peace and order."

For his part, Ernesto Angeles Alcanzare, Organizer of Yes for Peace declared, "Based on responses that we have thus far gathered, we are confident that we can establish a national consensus anchored on the United Nations Convention on the Rights of the Child and its Declaration on the Right to Peace and muster active support to combat terrorism through Bayanihan ng Bayan or the pro-active involvement and collective participation of the people."

It could be recalled that President Duterte stated in an earlier message, "I recognize this noble undertaking of Yes for Peace - Bayanihan ng Bayan because it promotes a newfound culture of harmony among our communities and across our regions."
