The military is always on alert to thwart any attacks to be staged by fragments of the repelled communist group here identified as "Energen". Major Agnes Ballines of the military central command informed Governor Edgar Chatto that although Cebu and Bohol have already been declared insurgent-free provinces, authorities must continue guarding the borders as remnants of the now defunct Communist Party of the Philippines, New People's Army and National Democratic Front (CPP-NPA-NDF) have noticeably exerted efforts to redeem their stronghold in the provinces. "These communist armed groups are planning to deploy their very own and hard-trained platoon code-named 'Energen' with the specific orders to get back Cebu and Bohol," according to Ballines. However, the Prosperity Teams (PRO-Teams) proved effective in blocking the entry of "Energen", so far. The PRO-Teams are considered effective "soldiers of progress, peace and development" deployed by the provincial government under the Countryside Development Program-Purok Power Movement (CPP-PPM) up to the grassroots in the barangays.
