Ang umaabot nga anibersaryo sa NDFP adunay lalum nga kabililhon sa kasaysayan sa pakigbisog sa katawhan. Kini nagasimbolo sa kapin lima ka dekada nga walay hunong nga pakigbisog sa katawhan alang sa nasudnong kagawasan ug tinuod nga demokrasya. . Fifty years is five decades of resistance for national liberation and genuine democracy. Five decades of advancing the national democratic movement and of mass struggle against the fascist dictatorship of puppet regimes from Marcos Sr. to Marcos Jr. Five decades of revolutionary alliance of mass organizations under the banner of the National Democratic Front of the Philippines (NDFP)—uniting the nationalist Filipino people across multiple sectors, in different parts of the country and the world towards the new democratic revolution.

The rotten Marcos II regime has done nothing but inflict harm against the oppressed masses of Negros Island in the countryside. They have ceaselessly bombed the mountains of south central Negros, kidnapped peasant farmers, harassed women and children, and shed the blood of our people with no remorse. Marcos Jr and his cohorts plunder the people’s hard-earned money to fund the fascist Armed Forces of the Philippines (AFP) and Philippine National Police (PNP), continuing the legacy of his dictator father to the tyrant Rodrigo Duterte. Certainly, Marcos’ new special task force for peace in Negros is nothing but a sham. It is an instrument to further broaden their militaristic tyranny over the island. The late Negros Oriental Governor Roel Degamo’s death is not an issue of peace and order but is only a product of the violence, corruption and impunity that reek within the system of the reactionary government.

The only solution to these problems will be by the Filipino people, and the only just answer is revolutionary armed struggle. With the intensifying presence of the US military after the lapdog Marcos virtually surrendering the sovereignty of the Philippines to the imperialists in exchange for investments and more loans that will burden the already toiling masses. We are forced to be involved in an inter-imperialist conflict between the US and China that would put us in the crossfire of their weapons.

Every day, our obstacles steepen. Amid all these, the Filipino people, under the banner of the NDFP must unite keenly to preserve our land, our rights, and our life. Thus, Kabataang Makabayan (KM)-Negros answers to the call to cultivate the NDFP’s national democratic program and persist at every hour to arouse, organize, and mobilize our people as a people united will never be defeated. The five decades of the NDFP only proves the persisting clamor of the Filipino people for genuine change built upon the ashes of semifeudalism and semicolonialism.

As we celebrate the 50th anniversary of the NDFP, KM-Negros also remembers the sacrifices of our comrades who led revolutionary lives but were taken from us too early. They served the people in the highest form possible. The fascist Philippine Army is mistaken that taking their lives will weaken the revolution, but in truth their death sparks more fire in the forest of the people’s war.

KM-Negros reaffirms its perpetual support to the people’s democratic revolution. We will not only pick up the threads of consolidating our members and expanding our ranks, but also untiringly commit to the revolutionary armed revolution launched in the countryside. The nationalist and democratic youth of Negros will rise up, take up arms, and join the struggle for genuine democracy and national liberation!

Binabati ng mga rebolusyonaryong kabataan sa probinsya ng Laguna ang National Democratic Front of the Philippines (NDFP) sa ika-50 na taong anibersaryo nito. Patunay ang nagniningning na limang dekadang pakikibaka ng mamamayang Pilipino at ang pagyabong ng mga makabagong rebolusyonaryo sa antas ng ideolohiya, pulitika, at organisasyon na pundasyon ng ating pakikidigma.

Bilang isa sa mga lihim na organisasyong nakapailalim sa NDFP ang Kabataang Makabayan, makatarungan ang paghahangad ng tunay na kalayaan at pambansang demokrasya, at ang pagsulong ng interes ng masang-api na kailanman ay hindi magagapi. Nagsisilbing tanglaw ang NDFP sa malapad at nagkakaisang hanay ng mamamayang nakikibaka hanggang sa pagiging alyansa nito sa mahigpit na pagsusulong ng armadong pakikibaka.

Sa mga nagdaang dekada, aktibo at ibayong nagpupurisigi ang NDFP para isulong ang usapang pangkapayapaan sa pagitan ng Gubyerno ng Republika ng Pilipinas (GRP). Bilang kinatawan ng sambayanan, isinusulong ng NDFP ang 12-puntong programa ng pambansa-demokratikong pakikibaka para sa kolektibong paghahangad ng pambansang kalayaan at demokrasya. Walang lubay ang NDFP sa pagsisilbi sa sambayanan anu’t ano pa man ang pamamaraan at uri ng pakikibaka habang ang reaksyunaryong estado ay hindi tumutugon sa usapin at patuloy na lumalabag sa mga kasunduan.

Sa umiigting na krisis, pasismo, at hidwaan ng dalawang imperyalistang bayan, lumilitaw ang reaksyunaryong gobyerno bilang tagapamandila ng imperyalistang adhikain ng US at Tsina. Samakatwid, lumilitaw ang pangangailangan ng mamamayang Pilipino na makibaka at ang kahalagahan ng pag-iral at paglahok sa demokratikong rebolusyong bayan. Higit pa sa pagkilala sa armadong rebolusyon ay ang pagpupunyagi sa ginintuang aral at tanglaw ng rebolusyong Pilipino.

Pinagpupugayan ng Kabataang Makabayan Laguna ang mga rebolusyonaryong martir ng sambayanan gaya nina John Carlo “Ka Yago” Alberto at Jeramie “Ka Ash” Garcia. Gayundin ang walang hanggang pagpupugay na iginagawad kina Benito “Ka Laan” Tiamzon at Wilma “Ka Bagong-tao” Austria-Tiamzon, Jose Maria “Ka Amado/Joma” Sison, at sa iba pang mga rebolusyonaryong martir sa kanilang pag-aalay ng lakas at buong buhay upang i-angat ang laban ng masang pinagsasamantalahan at inaapi. Sa bawat pagbitiw ng kanilang mga sandata ay ang pagsibol ng libu-libong punla na susunod sa kanilang yapak at hindi pa tapos na pakikibaka.

Hamon din sa bawat kabataan na puspusang magpakahusay sa pag-aaral at isapraktika ang teoryang Marxismo-Leninismo-Maoismo, mahigpit na tanganin ang militanteng tradisyon ng Kabataang Makabayan at dalhin ang pakikibaka sa pinakamataas na antas tungong kanayunan. Sapagkat, hindi kailanman ibibigay ng mga pasista at naghaharing-uri ang kanilang kapangyarihan kung kaya’t sa ating pwersahang pagkuha nito ay makakamit natin ang tunay na kalayaan at kapayapaan. Sa ating pagpapasya ay uukitin ang isang lipunang patas at makatarungan, malalim ang pagtingin sa karapatan, at may matagalang kapayapaang nakabatay sa katarungan.

Nobyembre 7, 2016 | Isang mapulang araw sa lahat ng mga delegado at observer sa ating ginaganap ngayon na makasaysayang Kongreso ng Partido.

Una sa lahat, aking binabati at pinasasalamatan ang (Komiteng Tagapagpaganap) at (Kawanihan sa Pulitika) sa ubos-kayang pagtutok, pamumuno at pag-oorganisa para matupad ang matagal na nating inaasam na Kongreso ng Partido.

Ang pagpupursige nating maidaos ngayon ang kongreso ay malinaw na palatandaan ng ating deteminasyong buuin ang isang malakas na partido na konsolidado sa ideolohiya, pulitika at organisasyon upang matapang at mapangahas na isulong ang demokratikong rebolusyong bayan sa pamamagitan ng matagalang digmang bayan sa mas maatas na antas at hanggang sa ganap na tagumpay.

Ang kasaysayan ng ating Partido ay matingkad na kinatatangian ng rebolusyonaryong pagpupursige at kapangahasan. Nakapagpursige tayo sa mahabang panahon at buo ang ating pananalig na patuloy na makapagpupursige hanggang sa malayong hinaharap dahil lubos na sumasalig tayo sa pinagsasamantalahan at inaaping masang manggagawa, magsasaka, lumad at iba pang demokratikong uri at sektor upang isulong ang kanilang pinakamalalim na adhikaing ibagsak ang naghaharing sistemang malakolonyal at malapyudal at sumulong sa sosyalismo pagkatapos.

Kailangan natin ng rebolusyonaryong pagpupursige at kapangahasan sa kasalukuyang daigdig kung saan obhetibong tumatalim ang mga batayang kontradiksyong panlipunan at kung gayon ay lumalakas ang pangangailangan ng rebolusyonaryong pakikibaka, pero ang mga suhetibong pwersa ng proletaryong rebolusyon ay patuloy pang muling nagtitipon at nagpapanibagong-lakas mula sa pananalasa ng modernong rebisyunismo at oportunismo.

Sa ganitong kalagayan, ang napakalalaking mga balakid at hamon ay nakakasira sa loob ng marami, kinakailangan kapwa ang pagpupursige at kapangahasan para sumulong sa landas ng rebolusyon at manatiling tapat sa salita at gawa sa ating mga saligang prinsipyong Marxista-Leninista-Maoista at sa rebolusyonaryong adhikain ng proletaryado at sambayanan.

Kailangan din natin ang dalawang rebolusyonaryong katangiang ito upang isulong ang ating matagalang digmang bayan sa papataas nang papataas na antas at determinadong pangibabawan ang ating mga kahinaan at pagkukulang. Tanging sa pamamagitan ng matatag na pagsulong, maaari tayong maging tapat sa ating rebolusyonaryong prinsipyo at adhikain.

Dapat sagpangin ang napakainam na mga kundisyon para sa pagrerebolusyon na nililikha ng krisis ng kapitalismo sa buong daigdig at ng lokal na reaksyunaryong naghaharing sistema. Dapat matapang na labanan at gapiin ang pakana ng imperyalismong US at lokal na reaksyon na durugin ang rebolusyon.

Kailangan gumawa tayo ng malalaking hakbang sa pagbibigay katuparan sa adhikain ng bayan para sa kalayaang pambansa at panlipunan.

Ang ating tuluy-tuloy na matagalang digmang bayan ay malapit nang pumasok sa ikalimang dekada. Ipinagmamalaki natin ito bilang patunay sa tibay ng ating rebolusyonaryong pananalig, lalim ng ating ugat sa malawak na masa ng inaaping sambayanan at kakayahang labanan ang mga todong pag-atake ng papet at pasistang estado.

Pero naghaharap din ito ng mahigpit na usapin kaugnay ng pagpapanatili palagi ng sariwang alab at sigla ng ating Partido. Para magawa ito nangangailangan syempre ng walang lubay na pangangalaga at pagpapaunlad sa ideolohiya, sa pulitika at sa organisasyon. Pero partikular na kailangan din ang maramihang pagsasanay at pag-aangat ng mga kabataang kadre at pinuno sa lahat ng antas hanggang sa sentral na pamunuan. Dapat sadyang buksan nang maluwag, ngayon at sa hinaharap, ang pinto para makaangat ang mga nakababatang kadre at lider at makahawak sila ng mas mabigat na reponsibilidad.

Tungkulin ng kongresong ito para pagkaisahin ang Partido para sa mabibigat na tungkulin at malalaking pakikibaka ng hinaharap. Kailangang lagi natin ang pinakamatibay na napagkakaisa ng buong Partido. Laging krusyal na rekisito sa anumang malaking laban o gawain ang pagkakaisa ng Partido. Dapat pukawin ang lahat ng kadre at kasapi ng Partido para mulat na mangalaga at magsulong sa pagkakaisa ng Partido. Dapat maging mapagmatyag tayong lahat laban sa anumang kaisipan, kilos o gawi na makapagpapahina at makakasira sa pagkakaisa ng Partido.

Sa kongresong ito inaasahan nating mapagtitibay ang bagong konstitusyon, programa at mahahalal ang bagong Komite Sentral at iba pang mga sentral na organo ng ating Partido. Pagtitibayin din ang mga pangunahing kongklusyon at aral mula sa pangkabuuang paglalagom ng mga karanasan. Inaasahan nating agad-agad na mabubuo ang kumpleto at mas pinalawig na dokumento ng pangkabuuang paglalagom upang magsilbing gabay sa kilusang pagwawasto upang mapangibabawan ang mga kahinaan at kakulangan at masigasig at lahatang-panig ang mapalakas ang Partido at maisulong ang armadong rebolusyon.

Ang buong Partido at lahat ng nakikibakang masang api ay tiyak na magbubunyi sa mga istorikong tagumpay na ito na magbibigay sa kanila ng ibayong tiwala at armas para sa hinahangad na malalaking mga pakikibaka.

Hinahangad ko ang lubos na tagumpay ng ating Kongreso. Hinahangad kong ito ay maging isang kongreso ng pagkakaisa at kongreso ng mapangahas na pagsulong.

Mabuhay ang Kongreso ng Partido!

Mabuhay ang magiting, wasto at dakilang Partido Komunista ng Pilipinas!

Mabuhay ang uring manggagawa!

Mabuhay ang sambayanan!

Magkaisa at ibayo pang palakasin ang Partido!

Nagpupuyos sa galit ang Kabataang Makabayan sa probinsya ng Laguna sa natanggap na ulat ng brutal na pagkapaslang sa Tagapangulo ng Komiteng Tagapagpaganap ng Komite Sentral ng Partido Komunista ng Pilipinas (PKP) na si Benito “Ka Laan” Tiamzon, at sa Pangkalahatang Kalihim nito na si Wilma “Ka Bagong-tao” Austria-Tiamzon.

Sina Ka Laan, Ka Bagong-tao, at ang walo pang rebolusyonaryo ay pinaslang ng mamamatay-taong Armed Forces of the Philippines (AFP) noong Agosto 21, 2022 matapos silang dakipin ng bandang alas-dose ng tanghali patungong tabing-dagat ng Catbalogan, Samar. Sila ay mga hindi armado ngunit labis-labis silang pinahirapan at bakas ang pambubugbog at pantotortyur. Nagbubuhol na dila pang pinalabas ng Joint Task Force-Storm at Task Force Trident ng AFP na nagkaroon ng armadong engkwentro sa dagat ngunit ang katotohanan ay isinakay ang mga labĂ­ sa isang bangka bago tuluyang pasabugan.

Bilang mga lider-rebolusyonaryo, malaki ang naging papel nina Ka Laan at Ka Bagong-tao sa pakikibakang lihim ng sambayanang Pilipino. Noong 2016-2017 ay lumahok ang mag-asawa sa usaping pangkapayapaan kung saan ay kabilang sila bilang mga peace panel.

Subalit, mapait ang reyalidad para sa mga katulad nila Ka Laan at Ka Bagong-tao, matapos tuluyang isara ng Gobyerno ng Republika ng Pilipinas (GRP) ang usaping pangkapayapaan ay dinakip at sinampahan ng kaso ang mag-asawa. Gayon pa man, hindi natinag ang diwang mapanlaban at patuloy pa rin ang mga ito na kumilos.

Kaya’t tanglaw sa mga kabataang Pilipino partikular sa mga rebolusyonaryong kabataan sa Laguna ang buhay at kabayanihan nina Ka Laan at Ka Bagong-tao. Ang kanilang kamatayan ay hindi ang wakas bagkus ang simula ng patuloy na pagpupursigi ng sambayanan para isulong ang digmang bayan!

Nagkamali ang AFP sa pag-aakalang masisindak nila ang sambayanan sa patuloy na pagpaslang sa mga rebolusyonaryo. Hindi nila lubos gagap na patuloy ang pagpupuyos ng mga kabataan upang tuluyang tahakin ang landas ng armadong pakikibaka at mamuhay kasama ang masang-api at pinagsasamantalahan bilang mga kasapi ng Bagong Hukbong Bayan.

Kaya’t mga kabataan, landasin ang mga sangangdaan, at maging bahagi ng rebolusyong Pilipino. Sapagkat makakamit lamang ang tunay na hustisyang panlipunan sa oras na ipagtagumpay ang rebolusyon at magapi ang kasalukuyang kapangyarihang pampulitika.

In behalf of the entire membership of the Communist Party of the Philippines (CPP), as well as all Red fighters and commanders of the New People’s Army (NPA), the Central Committee of the CPP extends militant revolutionary greetings to all its allies and friends in the National Democratic Front of the Philippines on the historic and most joyous occasion of the NDFP’s 50th anniversary.

We propose to the National Council that the NDFP and its allied organizations carry the following theme during this entire year of celebration:

Strengthen the NDFP! Unite the Filipino people to fight for Philippine sovereignty amid heightening foreign intervention and rising threats of imperialist war! Carry out militant struggles to fight for the people’s national and democratic interests against the US-Marcos fascist regime! Carry forward the national democratic revolution to victory!

On this occasion, let us remember and pay tribute to all the heroes and martyrs of the Philippine revolution. Let us give special honors to Comrades Jose Ma. Sison, Benito Tiamzon, Wilma Austria, Fidel V. Agcaoili, Antonio Zumel, Julius Giron, as well as other key leaders of the Party and the NDFP, as well as peace consultants who passed away or were killed by the reactionary state terrorists. Let us express our gratitude to the countless allies of the NDFP who continue to serve the national democratic revolution.

There is urgent need to strengthen and further invigorate the NDFP as the Filipino people face a worsening crisis of the ruling system and growing threats of getting caught in the vortex of imperialist wars, with the Marcos regime and the AFP being used by the US in its war provocations, while remaining spineless against Chinese aggression.

In the coming period, the NDFP must carry out widespread efforts to promote the people’s patriotic spirit, and unite, galvanize and mobilize the broadest section of the people to defend the country against rising imperialist rivalries and threats of wars. Amid intensifying US imperialist military intervention and worsening forms of oppression and exploitation under the neoliberal policy regime, the NDFP must exert all efforts to more vigorously advance the national democratic revolution and the cause of national freedom and democracy.
The CPP and the NDFP

On the initiative of the Party, the NDFP was formed on April 24, 1973, less than a year after the declaration of martial law by the US-Marcos fascist dictatorship. On that day, the NDFP Preparatory Commission issued the Manifesto “Unite to Overthrow the US-Marcos Dictatorship” which included its 10-point program. Since then, the Filipino people have possessed three powerful weapons: the Party, the NPA and the NDFP.

During the entire course of the anti-dictatorship struggle, the NDFP and its program served as one of the most powerful beacons that guided the broad masses of the people in their march against the fascist regime and in their overall revolutionary resistance. Through the NDFP, a wide underground network of national democratic forces was built which served as solid core of the broad mass struggles against the dictatorship.

The manifesto and 10-point program of the NDFP quickly gained traction among the broad sections of the Filipino people and galvanized them to get organized and take action against the fascist regime. The NDFP initially brought together a number of organizations of youth and students, women, peasants and other classes and sectors which were forced to go underground with the imposition of open fascist rule. Since 1973, the NDFP steadily expanded and is now composed of 18 underground organizations, namely: Communist Party of the Philippines, New People’s Army, Revolutionary Council of Trade Unions, Katipunan ng mga Samahang Manggagawa, Pambansang Katipunan ng mga Magbubukid, Makabayang Kilusan ng Bagong Kababaihan, Kabataang Makabayan, Katipunan ng mga Gurong Makabayan, Makabayang Samahang Pangkalusugan, Liga ng Agham para sa Bayan, Lupon ng Mananaggol para sa Bayan, Artista at Manunulat para sa Sambayanan, Makabayang Kawaning Pilipino, Compatriots – Revolutionary Organization of Overseas Filipinos and their Families, Christians for National Liberation, Cordillera People’s Democratic Front, Moro Resistance and Liberation Organization, and Revolutionary Organization of Lumads.

The NDFP is the most consolidated united front organization of the Filipino people. It binds together all the progressive classes and sectors in support of the people’s democratic revolution through protracted people’s war. It is the political center of gravity of the various levels and forms of united front organization against imperialism, feudalism and bureaucrat capitalism.

In the course of waging protracted people’s war, organs of political power at village or inter-village levels, as well as at municipal and inter-municipal and even district levels, have been built based on the organized strength of revolutionary mass organizations, the local Party organizations and armed strength of the New People’s Army. These perform state functions including implementing land reform policies and programs, dispensing justice and resolving contradictions among the people, conducting education and health services. These organize and mobilize the people to wage widespread armed resistance against the reactionary state.

Taken together, all these comprise the embryo of the future People’s Democratic Government of the Philippines, a united front of all progressive and patriotic classes based on the basic alliance of workers and peasants, and under the leadership of the proletariat. Until it is established on a nationwide scale, the PDG is represented by the NDFP.

Representing the PDG, the NDFP has established political, economic, military and proto-diplomatic relations with other entities. It has actively promoted international solidarity among anti-imperialist forces. Directly or indirectly, the NDFP has received quasi-state recognition by other governments or international entities.

Presently, two governments exists in the Philippine countryside: the Government of the Republic of the Philippines (GRP) and the PDG represented by the NDFP. The PDG is Red and revolutionary; while the GRP is White and reactionary. Both sides are belligerents in the civil war of the past 54 years.

The NDFP has been conducting peace negotiations with the GRP since 1987. It has firmly and excellently represented the national and democratic interests of the Filipino people, and frustrated the GRP’s scheme to use peace negotiations as an instrument of deception and pacification. The negotiations have produced important agreements, foremost of which is the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). The NDFP has clearly demonstrated its dedication to addressing the socioeconomic and political roots of the civil war, and in doing so, has drawn the support of broad segments of society to the cause of just and lasting peace.
Relevance and urgency of the NDFP’s 12-point program

The 12-point program of the NDFP is a systematic expression of the Filipino people’s collective aspiration for national freedom and democracy. It is the most superior of all programs of political parties and organizations in the Philippines.

The NDFP program is the anti-thesis of the neoliberal, anti-Filipino and anti-democratic policies and programs of the ruling Marcos fascist and puppet regime, as well as all previous regimes whether pseudo-democratic or tyrannical. It represents the interests of workers, peasants and all other exploited and oppressed classes of Philippine society as well as all progressive and patriotic forces, which are diametrically opposed to the interests of US imperialism, and the local ruling classes of big bourgeois compradors and big landlords.

The sharpening crisis of the ruling semicolonial and semifeudal system underscores the relevance and urgency of implementing the NDFP’s 12-point program. Fifty years or so since the NDFP’s program was drawn up, the semicolonial and semifeudal conditions in the Philippines remain qualitatively unchanged. It has only worsened quantitatively, with the Filipino people suffering from conditions of oppression and exploitation far worse than ever before.

In the countryside, the problem of landlessness has become even more acute in the face of various forms of land grabbing and land dispossession by new and old type landlords, big bourgeois compradors and multinational corporations in mining, plantations, infrastructure, real estate, and so on. All over the country, the broad masses experience increasingly intolerable socioeconomic conditions amid low wages, loss of income, skyrocketing prices of fuel, food and basic commodities, joblessness, and dispossession. The ruling reactionary state has resorted to more brutal fascist measures to suppress the people’s resistance and preserve the ruling system.

Amid their gross economic conditions and political repression, the Filipino people are continually being drawn to the 12-Point Program of the NDFP as the most viable and direct solution to their pressing problems. The demand for genuine land reform and national industrialization is even more urgent in the face of the widespread destruction of productive forces in both cities and rural areas. The demand for a comprehensive and progressive social program is even more relevant amid the aggravation of the crisis of public health and public education. Every other item in the NDFP program is in sharp contrast to the dark facets of the ruling system.

The prospect of establishing a new country where people enjoy genuine freedom and true democracy, and where they themselves benefit from the fruits of their labor, infuses them with revolutionary fervor and optimism and invigorates them to wage revolution.

The NDFP’s program is a general reflection of the program for a people’s democratic revolution of the Communist Party of the Philippine. In pursuing the Filipino people’s struggle for genuine national freedom, the NDFP’s 12-point program is historically linked to the old democratic revolutionary program of the Katipunan. It serves to complete the bourgeois democratic revolution, and thus, create the conditions to carry forward socialist revolution and construction.
Current burning issues of the day under the Marcos
fascist and puppet regime

The de facto Marcos fascist and puppet regime is currently the most concentrated expression of the rotten semicolonial and semifeudal ruling system. It embodies the interests of US imperialism and that of the ruling exploiting classes; more specifically, that of the Marcos-Duterte ruling clique. Amid the crisis of the ruling system, the ruling Marcos-Duterte clique has become obsessed with monopolizing economic and political power, causing its isolation from the people, and generating rifts and rivalries within.

The current US-Marcos regime is causing the further aggravation of the economic and political crisis of the ruling system. Its anti-national and anti-democratic policies are most clearly demonstrated in the following four key issues:

(a) Heightening US military intervention in the Philippines. This is marked by US plans to build at least four more military bases and facilities under the Enhanced Defense Cooperation Agreement (EDCA). This is in addition to the already existing five military bases and facilities where the US prepositions weapons and stations American troops in the Philippines. The new military bases will be part of US plans to build a $27.1 billion network of missile stations in the so-called “First Island Chain” of countries nearest China. This also forms part of continuing war provocations against China, centered on undermining the One China Policy and stoking calls for Taiwan Independence.

At the same time, the US is intensifying its counterrevolutionary war in the Philippines for suppressing the national democratic revolution by supplying weapons, funding and supporting the AFP’s counterinsurgency operations. The vain hope of the US imperialists is to crush the revolutionary armed struggle so that it can fully utilize or maximize its puppet armed forces in a possible armed confrontation with its imperialist rival China.

(b) Intensifying fascist suppression and state terrorism under the US-directed counterinsurgency operations. There is rampant violations of human rights and international humanitarian law by the AFP and Philippine National Police (PNP), including hamletting of communities, food blockades, indiscriminate firing of weapons, aerial and artillery bombing, extrajudicial killings, abductions, unlawful and unjust arrests, torture and other brutalities against civilians or non-combatants.

(c) Increasingly aggressive push for neoliberal policies and measures which worsen mass poverty and aggravate the socio-economic conditions of the people. These policies subject people to more severe forms of oppression and exploitation. The heightened drive to expand the operations of multinational corporations are causing widespread dispossession of peasants and fisherfolk, economic dislocation and destruction of productive forces. These further deepen the backward, agrarian and pre-industrial state of the Philippine economy, resulting in acute unemployment, low wages amid high prices, dependence on imports and foreign borrowing; and so on

(d) Deepening crisis of the ruling political system. In the rush to maximize bureaucratic privilege, the ruling Marcos-Duterte clique are aggressively pushing efforts to monopolize political and economic power. The plan to amend the 1987 constitution clearly falls into the schemes to do away with provisions restricting powers to impose martial law and perpetuate the ruling clique in power. These machinations deepen rifts and rivalries among various cliques of the ruling classes. At the same time, conflicts between the Marcos and Duterte camps are also deepening as they rival over control of bureaucrat capitalist loot including control of the military, police and other key government agencies, pocketing bribes from government contracts, collection of protection money from smuggling and drug trafficking, and so on.

These issues underscore the moribund state of the ruling semicolonial and semifeudal system. Any of these or a combination of two or more factors can form the fulcrum of a sharp turn in the economic and political crisis, which in turn can stir the broad masses of the people and heighten their democratic and militant mass movement.

The explosive and destructive potency of these issues are also heightened by the context of the continuing crisis of the international capitalist system, and growing prospects of another round of financial crisis, recessions and economic depression. Across the world, a surge in mass demonstrations is steadily developing in both the capitalist centers and in less developed semicolonial countries as oppressed and exploited classes resist worsening policies and imperialist wars.
The role of the NDFP in the developing revolutionary surge

The Communist Party of the Philippines continues to lead the Filipino people in waging national democratic revolution through protracted people’s war. It is gratified to have as its allies the organizations and members affiliated with the NDFP.

Amid the sharp deterioration of the ruling system, rising inter-imperialist rivalries and increasing possibility of inter-imperialist war, the Party sees a forthcoming period of surge in the revolutionary armed struggle, mass movement in both the cities and countryside, and building the NDFP and other united front organizations. There are bright prospects for the revolutionary forces to achieve unprecedented strength in the coming period of growth.

The New People’s Army is more than ever determined to carry out protracted people’s war in the countryside. It has preserved and persevered along the path of revolutionary armed struggle, and continues to wage extensive and intensive guerrilla warfare on an ever widening and deepening mass base.

The revolutionary mass movement is bound to surge forward in the coming months and years. After a period of militarist lockdown during the pandemic, there is now a conspicuous rise in the level of economic and political struggles of various sectors. There is the increasing tempo of workers’ strikes and mass actions to demand higher wages, oppose gross working conditions and fight contractualization and other oppressive flexible labor schemes. The clamor to end agricultural liberalization and other oppressive neoliberal policies that cause land dispossesion, rural bankruptcy and economic dislocation continue to unite and rouse peasant mass struggles alongside their demand for genuine land reform. The struggle against dams and other infrastructure projects, expansion of mining and plantation operations across the different regions continue to intensify. The broad masses of fisherfolk are coming together to resist destructive reclamation plans, and underwater mining by big foreign companies that cause their economic dislocation. The recent strike of jeepney and public utility drivers highlight how the semiproletarian masses are resisting oppressive socioeconomic policies and programs that take away their livelihood. The militant and patriotic students and youth movement is bound to rise amid rising costs of education and state abandonment, as well as against heightened imperialist intervention.

Political repression and violations of civil and political rights continue to incite the people’s outrage, condemnation and resistance. The responsibility of the US imperialists behind the war of suppression is being thoroughly exposed. The Filipino people’s anger continue to rise against foreign plunder and destruction of the environment and people’s livelihood by multinationals and its local agents, and against widespread corruption by big bureaucrat capitalists led by the Marcos-Duterte clique.

The NDFP and all its allied organizations must serve as the core of all-out efforts to unite, organize and rally all revolutionary, progressive and positive forces to build the broadest united front against US-Marcos regime as the most concentrated expression of all the social evils being suffered by the Filipino people, and to advance the people’s war for national and social liberation.

We urge the NDFP and its allied organizations and other affiliates to carry out the following tasks, campaigns, struggles and activities in the coming year, with the aim of broadening and strengthening the anti-fascist, anti-imperialist and antifeudal united front:

a) Build the broadest alliance against the US-Marcos fascist regime. Expose and oppose Marcos’ subservience to foreign economic interests. Expose, oppose and isolate the ruling Marcos-Duterte clique in its schemes to monopolize economic and political power. Expose the corruption of the ruling clique, including the machinations to recover the Marcos dynasty’s ill-gotten wealth, diverting public funds to big bourgeois operations, smuggling behind the facade of import liberalization, and other schemes.

b) Wage a campaign to expose and demand the dismantling of US military bases in the Philippines, the withdrawal of US troops, an end to US military intervention and war exercises, war provocations against China and funding of brutal counterinsurgency operations that violate the principle of non-interference. Call for the abrogation of the EDCA, the Visiting Forces Agreement, the Mutual Defense Treaty and all other unequal military treaties with the US. Demand the dismantling of Chinese military facilities and withdrawal of military forces, and a stop to the plunder of Philippine marine resources.

c) Generate widespread support for the economic struggles against neoliberal policies of liberalization, deregulation and privatization, especially for the workers’ demand for wage increases. Draw broad support for the struggles for genuine land reform in the countryside, and against the entry of mining companies, expansion of plantations, ecotourism, dams and energy projects, and other programs that destroy the environment and people’s livelihood. Oppose the imposition of onerous taxes and burdensome foreign debt payments.

d) Build a broad anti-fascist united front. Expose widespread state terrorism, violations of human rights and attacks against civilians and civilian communities in violation of international humanitarian law, especially violation of women and child rights. Demand a stop to indiscriminate and disproportionate use of aerial bombing and artillery shelling which endangers the lives of civilians. Expose the link between rising fascist repression and the aggressive neoliberal push to pave the way for foreign companies to plunder the country’s resources, further pull down wages, grab land and dispossess the people.

e) Vigorously promote and carry out the NDFP’s 12-Point Program through all possible forms and venues—from the academe to the slums, the factories and workplaces to the countryside. Actively develop a mass education, propaganda and cultural movement to reach out to the broad masses in their millions. Raise the people’s knowledge and consciousness about the victories they have won in the past 54 years of revolutionary struggle, and the need to bring forward the national democratic revolution to fruition to end their sufferings.

f) Develop a vigorous organizing movement to achieve unprecedented expansion and growth of all NDFP allied organizations, and build new ones to represent other oppressed classes and sectors. Hold study meetings and special conferences and build their organizational structure. Produce new mass leaders capable of rousing the people in their numbers. Strengthen the revolutionary underground and ensure the formation of self-defense committees to secure all revolutionary forces.

g) Strengthen the NDFP as an alliance. Raise the consciousness of the membership of allied organizations by carrying out internal education about the NDFP, its history and its work. Develop coordination and cooperation among the NDFP’s allied organizations. Strengthen their links with the NDFP’s overseas office and support the work of the NDFP’s international representatives.

h) Generate widespread political and material support for the New People’s Army. Actively recruit Red fighters from among workers, students, women and other sectors. Mobilize self-defense units to extend material, political, and intelligence assistance to local people’s militia units and guerrilla units of the NPA.

i) Continue to promote and represent the People’s Democratic Government. Carry out an international campaign to promote the NDFP as representative of the Filipino people. Continue to gather international support for the Filipino people’s struggle for national and social liberation. Continue to build proto-diplomatic relations with countries and other international entities. Continue to promote the NDFP’s commitment to a just and lasting peace.

j) Help efforts in building and expanding anti-imperialist solidarity networks and alliances. Help build broad international alliances against imperialist wars. Extend solidarity support to the democratic mass struggles of workers, peasants and other toiling people, as well as revolutionary armed resistance in other countries.

The Central Committee of the CPP sees the NDFP playing a crucial role in the coming period of revolutionary resurgence. We are confident that all the NDFP’s forces will continue to exert all efforts to rouse the people and shoulder the difficult tasks in waging all forms of patriotic and democratic resistance, generating widespread support for the people’s war and carrying forward the national democratic revolution.

Who is Marco Valbuena?

He is a fictitious person telling fictitious stories to deceive our people. That’s how I describe “its” (I cannot use he or she in referring to a “digital person”) press release and we are happy that our people today are well aware of the truth to believe its poisonous tongue.

What was revealed by its declaration is the weakness of the underground organization being leaderless at the national level. Almost eight months ago, the party lost its Chairman and many of its top leaders who should be providing the strategic direction. Last December, it lost its founding Chairman and ideological leader. Just recently, the head of a regional committee (once strongest) and Central Committee member was arrested in Malaysia months after leaving his comrades and territorial organ in disarray.
 
In short, the CPP has lost its direction and the reason for its existence. Aside from the digital person “Marco Valbuena”, no one is left at the national level to think what the organization will do and decide where it will go. The challenge of keeping the organization intact after Sison’s death is a debilitating ailment that a leaderless organization could hardly deal with.

With our strong faith to our creator, and support of our people, we and the rest of the Filipino people will triumph over the more than 50 years of violence brought by communist insurgency.

I hope one day our media, with your objectiveness, fairness and patriotic heart, will also make that call for our lost brothers and sisters to return to the folds of law, and be with us in our journey for peace and progress. They will listen to you and you can save precious lives.

Six BIFF members surrender in Cotabato Province

Six members of the BIFF terrorist returned to the government this Friday afternoon (April 21, 2023) in Barangay Salunayan, Midsayap, Cotabato.

According to Major General Alex Rillera, Commander of 6ID and Joint Task Force Central, the returnees will be enrolled in the government program for their integration into mainstream society.
“The remarkable achievements we have achieved in the campaign against terrorism and insurance can be tied to good governance and strong cooperation. That's why, let's keep this momentum going so that we can achieve the lasting peace we long for. Returnees are put through the process so that they can benefit from our government and not go back to the misbelief caused by fraudulent groups”, added 6ID and JTF Central Commander Maj. Gen. Rillera.

Justice is served to Mr. Posadas! The CPP-NPA-NDF can never run away from the atrocities that they have committed against our country and people. Sooner or later the long arm of the law will be able to catch up on them.
 
With the death of Rogelio Posadas, the CPP-NPA-NDF in Western and Central Visayas are now leaderless, with no clear operational direction on the ground. This will further contribute to the leadership vacuum that their aching organization continues to suffer.

Rogelio Posadas is a notorious leader who orchestrated numerous terrorist activities in Western and Central Visayas. He is wanted for murder with a warrant of arrest issued by the Regional Trial Court Branch 60 in Cadiz City.

His death is a crushing defeat to the CPP-NPA-NDF, as this will clearly manifest the decimation of the terrorist group in the Visayas region and will send a strong message to their already demoralized ranks that they have no safe haven to hide, and that the government forces continue to gain grounds on them.
Once again, we are calling the remaining members of the CPP-NPA-NDF to surrender and return to the folds of the law while there is still time.

The following are the topics discussed at the SMEE: Field training Detachment, Hot Training, Upgrade Training, Annual Training and Documentation Training.

The purpose of the SMEE was to discuss potential collaborative development efforts between the Philippine Air Force (PAF), through the 5th Fighter Wing, and the United States Air Force (USAF), particularly in Unit training and their requirements.

100 Former NPAs and Mass Supporters Withdraws Support from the CTG in Leyte

Camp Jorge Downes, Ormoc City, Leyte – 100 former New Peoples’ Army (NPA) who were on lielow status and CTG Mass Supporters formally declared their withdrawal of support from the Communist Terrorist Group (CTG) by making an Oath of Allegiance to the Philippine Government during the Founding Assembly of Ormoc Integrated Peace and Development Workers Federation (OIPDWF) Ceremony today, April 24, 2023 at Superdome, Ormoc City. Said personalities came from Brgys of Liberty and Gaas both of Ormoc City. Of these 100 personalities, 9 are former NPA full time members; 13 are CPP party members; 21 are former members of the Yunit Militia (YM) or the Milisyang Bayan; 53 are members of the Underground Mass Organizations (UGMO); and 4 are mass supporters.

Their withdrawal of support from the CTG and strong condemnation of the 50 years of lies and deceptions of the National Democratic Front (NDF) is a sincere manifestation of their commitment to be part of the whole of the nation approach to end the local communist armed conflict.

The former CPP-NPA-NDF members and supporters conducted Peace and indignation rally to express their sentiments and their condemnation of the CTG as they commemorate the NDFs 50th founding anniversary. During the indignation rally, the members of OIPDWF showed their banners expressing their desire to end terrorism, their call for the attainment of peace and they also burned the CPP and NPA NDF flags.

As partners of the government in attaining the objective of ending the local communist armed conflict, the former mass supporters organized themselves into a Bgy-level Integrated Peace and Development Workers Associations (IPDWAs) and City-level Federation. These associations will be registered to DOLE while the Federation will also be registered to SEC in order for them to be duly accredited by their respective LGUs as part of the People’s Organizations.

The activity was in line with the endeavors of the Peace and Law Enforcement and Development Security (PLEDS) Cluster of Ormoc City Task Force-ELCAC which intends to account and organize Former Rebels (FRs), Yunit Militia (YM) members, UGMO members and CTG Mass Supporters to secure their communities, prevent the CTG recovery and expansion activities and facilitate the delivery of basic services of LGU-Ormoc City. This is in furtherance of sustaining the peace and security of Ormoc City. The activity was a concerted effort between the 802nd Infantry Brigade; 93rd Infantry Battalion; 82nd CMO Company; Ormoc City Police Office (OCPO); Area Cadre Team, 3rd Civil Relation Group, CRSAFP; and SAMBAYANAN-EV.

The activity was graced by Hon. Esteban LAURENTE, ABC President, representing Cong. Richard I.Gomez and City Mayor Lucy Torres Gomez. PCOL NELVIN RICOHERMOSO, City Director, Ormoc City Police Office delivered the welcome remarks; Hon. Taos pusong nanumpa ang 138 na mga mamamayang minsang nalinlang ng CPP NPA NDF na buong katapatan silang makikipag tulungan sa pamahalaan at sa layunin ng Municipal Task Force to End Local Communist Armed Conflict (MTF ELCAC) sa pamamagitan ng pag biibigay ng ulat sa hinggil sa presensya o pagpasok ng Teroristang New People’s Army sa kanilang lugar. Pinangunahan ito ng Kagalang galang na Punong Bayan na si Atty. Ramon A. Orfanel sa pakikipag tulungan ng Public Attorhey’s Office. Isinagawa ang nasabing programa kahapon ika 24 ng Abril taong kasalukuyan sa Catanauan Municipal Covered Court, Catanauan, Quezon.

Sa ikalawang bahagi ng programa, isinagawa naman ang Ceremonial Signing of Memorandum of Understanding hinggil sa Declaration of Stable Internal Peace and Security (SIPS) sa nasabing bayan. Muli itong pinangunahan ng kagalang galang na Punong Bayan bilang kinatawan ng unang panig; Quezon Police Provincial Office (QPPO), Police Regional Office 4 na kinakatawan ng Provincial Director, Police Colonel Ledon M Monte at 85th Infantry (SANIDIWA) Battalion, 2nd Infantry Division, Philippine Army sa ilalim ng 201st infantry Bde na kinakatawan ng Commanding Officer nito na si Bgen Erwin A Alea (MNSA) PA bilang ikalawang panig.

Lumagda din ang Sangguniang Bayan sa pangunguna ng Bise Alkalde, mga Punong Barangay at kinatawan ng mga pangunahing ahensya at institusyon ng local na pamahalaan bilang saksi at pakikiisa sa layunin ng Declaration of Stable Internal Peace and Security sa nasabing bayan.

Batay sa masusing pagsasaliksik at pag aaral ng Joint Intelligence Assessment ng QPPO at 85IB, ang antas ng mga pagkilos at presensya ng Communist New People’s Army Terrorist sa nasabing bayan ay tuluyan nang naglaho at kaya nang pangasiwaan ng lokal na pamahalaan.

Dahil dito Inaasahan ng dalawang panig ang higit pa na pagdagsa ng mga mamumuhunan at turista sa nasabing bayan at ang patuloy pa nitong pag unlad.

Sa huling bahagi ng programa, kinilala ng MTF ELCAC ang pagkakabuklod buklod ng 138 na mga mamamayan bilang nagkakaisang samahan. Layunin nitong masmapabilis pa ang ugnayan sa ibat ibang ahensya sa usapin at gawaing pangkaunlaran ng komunidad. Nakiisa rin at nagbahagi ang bawat kinatawan ng ahensya mula sa Public Attorney’s Office (PAO) Catanauan, Cooperative Development Authority (CDA) R4, Philippine Coconut Authority (PCA) Quezon, Irrigation Management Office (IMO) Quezon at Lokal na Pamahalaan ng kanilang programang pangkabuhayan at pangkaunlaran sa pamamagitan ng presentasyon at mensahe.

The Mt. Cansermon Command of the New People’s Army strongly belied the claims of the military that National Democratic Front consultant Rogelio Posadas died in encounter with 94th Infantry Battalions soldiers on April 20 in Binalbagan, Negros Occidental.

In a statement, rebel spokesman Ka Dionesio Magbuelas alleged that Posadas was arrested, tortured and killed, debunking military claims that there was an encounter in Sitio Cabite, Binalbagan.

The 303rd Infantry Brigade of the Philippine Army has positively identified Posadas based on revelations of former rebels, as the rebel who died during an encounter, whose remains were left behind at the encounter site by fleeing comrades.

Posadas was tagged by the Philippine Army as secretary of the Komiteng Rehiyonal Negros/Cebu/Bohol/Siquijor. Its regional commander, Romeo Nanta, alias Ka Juanito Magbanua, died in an encounter with 94IB in October last year, at Brgy. Carabalan, Himamaylan City.


Magbuelas further claimed that Posadas and his three companions were riding two motorcycles and failed to reach their destinations on April 19.

He alleged that it is now a policy of the military to torture and kill arrested NDF consultants and cadres, including Ericson Acosta, and claim it as armed encounters.

MANILA – The government's Task Force Balik Loob (TFBL) has assisted 10,637 former rebels (FRs) and former violent extremists (FVEs) who have resurfaced and rejoined mainstream society as of 2016.

This is out of the 37,413 FRs and FVEs who have decided to avail of the Enhanced Comprehensive Local Integration Program (E-CLIP) started by the Duterte Administration.


This was announced by newly appointed TFBL chair, Defense Undersecretary Angelito M. De Leon, during the body's first quarter meeting held on Monday (April 24) in Camp Aguinaldo, Quezon City.

"Among the accomplishments presented during the meeting was the number of FRs and FVEs who resurfaced since 2016, when E-CLIP started during the previous government administration. According to TFBL, out of the total 37,413 FRs and FVEs, 10,637 have been presented with immediate livelihood, reintegration benefits, as well as firearms remuneration," Defense spokesperson and acting TFBL executive director Arsenio Andolong said in a statement late Monday.

The meeting, which was attended by TFBL member agencies providing assistance to FRs and FVEs coincided with the anniversary of the task force tasked to oversee the implementation of the E-CLIP for the past five years.


"Additionally, TFBL reported that according to the DILG (Department of the Interior and Local Government), the surrendered firearms for the same period reached 6,148. The equivalent amount of surrendered firearms was summarized at PHP151,079,811.49. To date, the immediate assistance granted to the FRs has amounted to PHP147,330,000," Andolong said.

He also said livelihood assistance provided by TFBL partner agencies reached PHP322.8 million and reintegration program benefits bestowed to FRs and FVEs reached PHP164.5 million.

In the meeting, TFBL partner agencies discussed issues and ensured continued and more effective implementation of programs to assist E-CLIP beneficiaries.

Representatives from the agencies shared their inputs on matters related to budget, program allocations, and other concerns pertaining to the projects of the different agencies including housing, employment and skills training.

"In his message, Undersecretary De Leon gave his assurance that the matters which require resolutions 'would be threshed out through operational procedures and policy interventions.' He added that 'alternative solutions must be employed to resolve issues and concerns to sustain the assistance for the FRs that are packaged under the E-CLIP through a working-group level'," Andolong said.

De Leon also expressed his appreciation to all those who organized and attended the meeting for their continued cooperation with the task force and encouraged their consistent presentation of benefits to the FRs.

He also acknowledged the accomplishment of the task force, especially during the incumbency of its former chairperson, Undersecretary Reynaldo Mapagu, for steering it during the critical stages of the government’s reintegration program that “resulted in the snowballing of surrender of FRs and FVEs.”

"Undersecretary De Leon is keen on ensuring that the task force remains to be a reliable cluster that sustains the assistance for all returnees under the E-CLIP," Andolong said.

MANILA – The Italian Navy patrol ship Francesco Morosini is expected to make a port visit in Manila in July as Rome seeks to increase interaction with the Philippine Navy (PN), the Italian Embassy in Manila disclosed Tuesday.

The visit is part of the multipurpose offshore patrol vessel’s five-month naval campaign in the Asia Pacific.

Italian Ambassador to the Philippines Marco Clemente said the port call is tentatively set from July 8 to 12 and specific details have yet to be finalized.

The Italian Navy, through Defense Attache Maurizio Pitton, earlier requested “combined elementary naval exercises” or passing exercises (PASSEX) with the Philippine Navy (PN) during the port call.

PASSEX, the envoy said, is normally offered by the Navy of a host country during visits of foreign navy units.


“They traditionally take the name of PASSEX and are carried out on the basis of opportunities and non-interference during planned transits of the ship involved. These are not pre-planned joint combined naval operations nor heavy exercises,” he told the Philippine News Agency (PNA) in an interview.

Morosini left the Italian naval base in La Spezia early this month and will dock in at least 15 ports in Southeast Asia to strengthen Italy’s naval diplomacy.

Upon its deployment, Chief of the Italian Navy Admiral Enrico Credendino said the vessel is sailing in a region where there Italy has a "strong strategic interest — military, diplomatic and political”.

Credendino, in an April 10 Italian Defence Technologies report, was quoted as saying that the campaign seeks to develop Rome’s “training synergies with foreign navies such as Japan, Australia, United Kingdom, United States of America” as well as show its flag “in very complicated waters, in some ways even more disentangled than those of the Mediterranean”.

Morosini is the second ship of the Italian Navy's Multipurpose Offshore Patrol Vessel class.

Clemente said this ship is a “naval vessel of interest” for Southeast Asian nations as he touted its capability to perform both civil protection activities and military tasks, including patrol, logistics, transport and surface combat.

The visit will coincide with the 76th anniversary of Italy and Philippine ties since formal diplomatic relations between the two countries were formally established on July 9, 1947.

Last month, Pitton discussed with Rear Adm. Jose Maria Ambrosio Ezpeleta future collaborations between Italy and the Philippines with regard to the “new concept and new generation patrol vessels” that could help the Navy's ongoing modernization efforts.
