14 Former Rebels, Tumanggap ng Tulong Pinansyal mula sa Pamahalaan ng Sarangani Province

Maasim, Sarangani – Pinangunahan ng pamahalaaan, kapulisan at kasundaluhan ang pagbibigay tulong pinansyal sa 14 former rebels sa Maasim, Sarangani Province nito lamang Marso 31, 2022.

Ayon kay PMaj June Eric B Deguito, Company Commander, naihatid ang tulong ng gobyerno sa tulong ng mga tauhan ng 1205th MC, 1204th MC, RMFB12 sa pamumuno ni PLt Vincent PAUL M Mercado, 2nd Platoon Leader kasama ang DSWDO, LGU-Tampakan at mga tauhan ng AFP.
 
Nagpapakita lamang na ang ating gobyerno ay buhos suporta sa mga nagbabalik-loob na mga rebelde upang sila’y magbagong buhay kasama ang kani-kanilang mahal sa buhay.

Samantala, nanawagan ang pambansang pulisya sa mga miyembro ng iba't-ibang grupo ng terorista na magbalik-loob na sa ating gobyerno at madaming programa ang nakalaan para sa kanila para sa pagbabagong buhay.

The joint inspection of the 10-Housing Project for Former Rebels of the National Housing Authority, 549 Engineering Battalion, 7th Infantry Battalion, Local Government of Senator Ninoy Aquino and Provincial Government of Sultan Ku land in Sitio Lemangga, Brgy, Midtungok, SNA, today, March 31, 2022. Following this, it will be formally given or e-turn over in the coming days the alleged housing to the Former Rebel who are pre-identified recipients of such a program.

Meanwhile, the vice Governor of the Province of Sultan Kudarat Honorable Suharto ‘Teng’ Mangudadatu gave away half a sack of rice for every Former Rebel brought by Mr. Sinenggayan on the day of inspection.

Downfall of ASG in Basilan is near at hand, WestMinCom Chief says

Western Mindanao Command (WestMinCom) Chief, Lt. Gen. Alfredo Rosario, Jr. said that with the recent setbacks, the fall of the Abu Sayyaf Group (ASG) in Basilan is near at hand.
 
“The serious efforts of our Joint Task Force Basilan (JTF Basilan) led to substantial accomplishments, notable of which were the massive capitulations of Abu Sayyaf members, deaths of their key leaders, and seizures of their firearms and explosive devices. These led to the continuous dwindling of the group’s manpower and capability. We are aiming to totally dismantle the group in the coming days and this can be achieved with the support of our fellow peace advocates in the province,” the three-star general said.

During the first quarter of 2022, scout rangers successfully neutralized Basilan-based ASG top leader Radzmil Jannatul, a.k.a. Khubayb, in a 15-minute firefight at Sitio Center, Barangay Baiwas, Sumisip on March 25. Troops also recovered several war materials including one bandoleer, 12 rounds of 40mm ammunition, six long magazines, 174 rounds of 5.56mm cartridges, one cellular phone, and propaganda materials.
 
The sustained and intensified conduct of combat, intelligence, and civil-military operations of JTF Basilan also resulted in the capitulation of an ASG sub-leader and 10 of his cohorts. Abdullah Indanan, a.k.a. Guro, a sub-leader, and his followers submitted themselves to Joint Task Force Basilan Commander Brig. Gen. Domingo Gobway in Barangay Serongon, Hadji Mohammad Ajul at noon Tuesday, March 29. The surrendered personalities handed over 11 high-powered firearms including six M16 rifles, one M1 Carbine rifle, two M16A1 rifles, one M16 rifle with M203 attached, and one M4 rifle.
 
Indanan revealed that they decided to return to the fold of the law because they were having a hard time trying to evade the government forces and they lost support from their sympathizers due to the continued CSP-PCVE and SALW programs implemented by the military and local government units.
 
Brig. Gen. Gobway said all the military units under his leadership remain steadfast in accomplishing their mandate to ensure a safer and more peaceful Basilan in the coming years. “Basilan is a beautiful island province with so many sceneries that can be converted into tourist spots. The elimination of terrorism could pave the way for tourism in the province,” the JTF Commander said.
 
It can be recalled that the Abu Sayyaf Group was formally founded by Abdurajak Janjalani on April 4, 1992. At first, it did not have a formal name until an Afghan named "Abu Sayyaf" came up with the idea to name the group in honor of an Afghan hero Abu Abdurasul Sayyaf who died in the war in Afghanistan.

The emergence of the group created a profound impact because of its violent activities to achieve its goals. Its members sow evils with or without direct command. They expanded their ties with other Muslim extremist groups abroad who provided material needs and moral support to the group.

Janjalani justified that terrorism and other forms of violence are in line with their beliefs and this is stated in the “doctrines of Islam”. He and his followers allegedly had the right to kill and take the property of their enemies in obedience to the command of Allah and the Law of Islam.
 
Upon Janjalani’s death, he was replaced by his brother Khadaffy who exacerbated the situation. Since then, left and right violence has been recorded and the ASG has been accused of plotting such as the killing of Catholic priests, kidnapping of foreign tourists, bombings, and the like.
 
To curb the spread of violence caused by the Abu Sayyaf, the government, through the Armed Forces of the Philippines, has launched offensives/counter-actions. As the years passed, operations against the notorious group intensified until they gradually weakened.
 
“The armed forces never stop finding ways and means to end terrorism. Aside from our combat operations, the better solution is the implementation of the whole-of-nation approach which we continue to employ with the support of our partners and stakeholders,” Lt. Gen. Rosario, Jr. further stated.
 
From January 1 to date, a total of 48 ASG personalities were neutralized in the area of operation of WestMinCom of which two were killed, 40 surrendered, and six were apprehended.

STRENGTH IN UNITY|| FLUSHING TERRORISM THROUGH DEVELOPMENT

This is how we flush out insurgency - literally, with water.

Special Forces Operators and CAFGUs from the 6TH Special Forces Company, along with ASG returnees and the local community, started the construction a 10,000L concrete watertank last March 23, 2022 in a former Abu Sayaff bailiwick at Sitio Banglot, Barangay Upper Sinumaan, Talipao, Sulu.
The area, previously infested by ASG bandits, has been liberated by the SF Operators after months of Mass Base Operations (MBO).

Currently, activities in the community forms part of 2SFBn's Community Support Program (CSP).
In partnership with the 6TH Special Forces Company, 2ND Special Forces Battalion, Mrs Mary Joy E. Bustamante of MJB Cares Foundation donated P30,000.00 for the project.
 
Counterpart waterhoses were provided by Talipao MTF ELAC while Sulu MSSD enrolled the workers under their Food-For-Work Program.

Among those constructing the watertank are ASG Returnees.

"This is the change we are looking for. Through this watertank, we can properly cleanse ourselves before praying. We can also plant vegetables since water will now be available", cites @Mawang in their local Tausug dialect. @Mawang is an ASG Returnee from the community.

Before praying, Muslims perform Wudu, a ceremony which includes the washing of hands, face and their feet. The availability of water will strengthen this religious practice.

Aside from having positive impact on health and sanitation, the watertank also intends to effectively manage water supply to the eleven (11) sitios of Barangay Upper Sinumaan, Talipao, Sulu. This, in turn, will expand socio-economic opportunities, such as vegetable farming, due to the availability of sustainable and reliable water flow.

The last concrete watertank catering to the Barangay was cosntructed during the 1970's. The Marcos' Era 500L catchment tank manages the water supply at what locals refer to as "Tubig Dakula" - also an terrain frequented by ASGs until the area was dominated by government forces.

"This developmental approach to conflict is necessary as part of building a resilient community to deter violent extremism" notes Captain Ron Villarosa, Commanding Officer of the 6TH Special Forces Company.

Under the baston of JTF Sulu, military units in the province has intensified development efforts through the Community Support Program (CSP).

"To effectively execute PCVE programs, we must come down to the structural causes of conflict - oftentimes, these dwell on socio-economic factors. These factors do not require a military solution, but rather, a whole-of-nation approach - an approach that will directly resolve the identified issues," he adds.

These efforts are conducted through the direction of the 2ND Special Forces Battalion, under the operational control of the 1101st Infantry Brigade.

Barangay Bakung of Patikul, Sulu Officially declares Abu Sayyaf Group (ASG) PERSONA NON GRATA.

The 20th Special Forces Company under the leadership of CPT JUNDY ADRIAN PAUL O PERALTA (INF) PA, Commanding Officer of 20SFC stationed at Barangay Bakung, Patikul, Sulu, successfully facilitated the residents of Barangay Bakung led by Hon. Hammisa A Annudin, Barangay Chairwoman of Brgy Bakung, to officially and voluntarily declare the notorious Abu Sayyaf Group as PERSONA NON GRATA within their barangay. With the declining strength and influence of the ASG in the Province of Sulu, the CSP Team of the 20SFC led by 1LT ELIEZAR U BALUYO (INF) PA, effectively made the residents realize that there is no light and hope in supporting and holding the ASGs in their barangay. It has been known that Barangay Bakung is one of the recent recipients of the Balik Barangay Program which was just resettled last 17 June 2021 within the 6th Special Forces Battalion area of responsibility.

The unit calls the attention of the remaining ASG fighters to lay down their arms, help promote peace, spend more time with their loved ones and live lawfully because it is never too late to start a new life and a new beginning.

An influx of twelve (12) Bangsamoro Islamic Freedom Fighters under the Karialan Faction have decided to return to the government fold as they surrendered to 40th Infantry Battalion on March 30, 2022 at Brgy Kabengi, Datu Saudi Ampatuan, Maguindanao.
 
Colonel Oriel Pangcog, Commander of 601st Infantry Brigade disclosed that the surrender was made possible through the joint effort of the military, police and Local Government Units of Ampatuan, Maguindanao. “The successful surrender was realized due to the strengthened partnership army and police forces in close coordination with local and community leaders.”, Col. Pangcog added.
 
Lieutenant Colonel Edwin Alburo, Commanding Officer of 40IB disclosed that the Former Rebels brought 12 firearms which includes two (2) 7.62mm rifles, two (2) 5.56mm M16A1 rifles, two (2) Cal. 50 Sniper rifles, one (1) 7.62mm Sniper rifle, one (1) 40mm Grenade Launcher, two (2) M79 Grenade Launchers, and two (2) 9mm SMG.
 
The 12 former rebels including their firearms and ammunitions were then presented to 601Bde Commander Col. Pangcog, Hon. Bai Yasmin Sinsuat-Sangki, the Vice Mayor of Ampatuan, Maguindanao and other LGU representatives from Ampatuan, Maguindanao.
 
Meanwhile, the Commander of Joint Task Force Central and 6th Infantry Division, Major General Juvymax Uy, commended the efforts of the military, police and the LGU. “This only proves that the BIFF is now on the brink of defeat as more of their members have realized the manipulative ploys of their so-called leaders. The JTFC and the government is always open to welcome you and help you live a peaceful and decent lives with the mainstream society” Maj. Gen. Uy added.
 
The surrenderers are now undergoing custodial debriefing prior to enrollment under the Maguindanao’s peace initiative program dubbed as “Anak Na May GInintuang Layunin, Upang Hintuan Ang Violent Extremism Ngayon” (AGILA-HAVEN) Program.

Opportunities Await for Decommissioned MILF Combatants, Families After Completing Skills Training
More than 100 decommissioned Moro Islamic Liberation Front (MILF) combatants and their families have completed a month-long skills training on electrical installation and maintenance, and organic fertilizer production organized by the Ministry of Basic, Higher and Technical Education – Technical Education and Skills Development (MBHTE-TESD).

The trainees received their certificates of completion during a ceremony held on Monday, March 28, at at Datu Pandan, Talayan Municipality in this province.

“In the several years of MILF’s struggle and participation in Jihad to protect our Bangsamoro homeland, they have the right to serve and develop their livelihood and socio-economic capacity and be able to normalize their lives,” said MBHTE-TESD Director-General Engr. Ruby Andong.

“Since some of the decommissioned MILF combatants were senior citizens who were not capable to participate in and undergo skills training, MBHTE-TESD allows their families to join the skills training which is appropriate to their desire and ability,” Andong added.

The training was conducted by Al-Mani Farmers’ Cooperative (AFC) and Mamasapano Technical Vocational Education and Training Center (MTVETC).

“Isa sa aming mga hangarin ay ang matulungan ang mga decommissioned combatants na magkaroon ng karagdagang hanap-buhay kabilang narin dito ay ang tinatawag nating KSA or Knowledge, Skills and Attitude na magdadala sakanila panibagong buhay at higit na makatulong sa lipunan,” said Engr. Mansor Akmad who served as administrator of MTVETC.

“Hindi lang actual skills training ang kanilang natutunan kundi kung paano nila ito pahalagahan at gamitin ang kasanayan sa ating komunidad,” he added.

Excitement and gratitude was seen in Faisal Kaingko, 37, from Cotabato City, who worked hard in completing his training on electrical installation.

“Mahalaga ang kasanayan na aming natutunan, sapagkat ito ay magagamit sa mga tahanan ng bawat isa at magkakaroon pa kami ng ibang pagkakakitaan,” Kaingko said.

“Libre lamang ang skills training, kaya para sa amin malaking oportunidad ang ganitong programa,” he added.

Meanwhile, School President of AFC Bagiyan Angeles, said: “Kabilang sa kanilang pagsasanay ay kung paano magkaroon ng organic fertilizer na ang supply material ay nasa locality lamang dahil ito ay makakatulong na mabawasan ang gastusin sa pagsasaka.”

“Ibinahagi namin kung paano magkaroon ng libreng pataba na makikita sa kapaligiran at makatutulong na maibalik ang sigla ng lupa, upang hindi na tayo umaasa sa mga pataba na nagmumula sa labas,” he added.

MBHTE-TESD organized the livelihood skills training in collaboration with the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) and the Task Force on the Decommissioned Combatants and their Communities (TFDCC).

Among the priorities of the Bangsamoro Government, all decommissioned combatants will be given a chance to undergo livelihood skills training to boost socio-economic development which will help them in their transition to peaceful and productive members of society under the Normalization Program, also known as Executive Order No. 79 of the President.


Since January 2022, MBHTE-TESD has trained 1,394 MILFs combatants and their families who have completed courses in welding, electrical installation and maintenance, agricultural farming, dressmaking, cookery, shielded metal arc welding, and other skills training which will yield to employment. The former rebels also disclosed vital information to government forces which led to the discovery of an arms cache in Villareal, Samar, on March 26.

NEWS BREAK | The 7-meter x 16-meter classrooms aim to provide a more conducive learning facility to students of the school. Participating military personnel are expected to complete the project on or before April 8, which incidentally is the last day of the annual joint military exercises which started on March 28.

Three other sites have been identified by the Balikatan for its ENCAP, namely; Taggat Sur Elementary School and Pinas Elementary School in Claveria Cagayan, and San Francisco Elementary School in Alicia, Isabela.

GROUND ASSET| The KM-451 ambulance is a variation of the now-ubiquitous KM-450 1/4-ton truck, which started service in 2007. The Philippine Army (PA) and the Philippine Marine Corps (PMC) recommended the acquisition of Combat Field Ambulance vehicles as part of the Capability Upgrade Program of the AFP Modernization Program under RA 7898 to optimize its medevac capacity to transport injured personnel away from combat front lines as well as provide medical assistance to military personnel in peacetime or wartime operations as well as aid in humanitarian requirements.

NEWS BREAK | Combined troops of the Armed Forces of the Philippines and the United States Indo-Pacific Command are currently building school classrooms in Cagayan and Isabela as part of the Engineering Civic Action Project (ENCAP) of the Balikatan 37-2022. The construction team is composed of soldiers from the 18th Civil Engineer Group, 15th Medical Group IDMT and Philippine Air Force.

Inilunsad noong Marso 29 ng International Coaliton of Human Rights in the Philippines ang kampanya laban sa tinagurian nilang “Dirty Dozen” upang papanagutin ang pinakamalalalang lumalabag sa karapatang-tao sa Pilipinas. Layunin ng naturang kampanya na patawan ng kaparusahan ang 11 matataas ng upisyal ng rehimeng Duterte at isang husgado sa ilalim ng Magnitsky Law ng US. Ibig sabihin, maaaring hindi sila tatanggapin sa US sa anumang dahilan at lahat ng ari-arian at transaksyon nila doon ay ife-freeze (kukunin) o ipapawalambisa.

Ang tinukoy na Dirty Dozen (maruming dosena) ay ang 1) mga nagdisenyo ng “gera kontra droga” na sina Rodrigo Duterte at Ronald de la Rosa; 2) bahagi ng istruktura ng kumand-at-kontrol ng Philippine National Police at Armed Forces of the Philippines na sina Gen. Debold Sinas, Gen. Jose Faustino Jr., Gen. Hermogenes Esperon Jr., Lt. Gen. Antonio Parlade Jr., Gen. Delfin Lorenzana at Gen. Eduardo Ano; at ang mga bahagi ng imprastruktura ng teror ng administrasyong Duterte at sangkot sa pagpapatupad ng panggigipit ng estado sa publiko na sina Christoper Go, Harry Roque, Judge Cecilyn Burgos-Villavert at Lorraine Badoy.

Ang pagtukoy sa 12 ay nakabatay sa tatlong ulat na inilabas ng Investigate PH kaugnay sa mga paglabag sa karapatang-tao sa bansa.

“Pakikilusin sa aming kampanyang “Dirty Dozen” ang civil society para makipagtulungan sa mga parlamento at kongreso sa US, Canada, European Union, UK, Japan at Australia para itulak ang mga ito na gumawa ng hakbang kaugnay sa malalalang paglabag sa karapatang-tao, kasabay (ng mga hakbang) ng ICC (International Criminal Court),” ayon kay Peter Murphy, pinuno ng ICHRP.

Samantala, tinawag ng Asia Forum for Human Rights and Development na inutil ang “joint program” ng United Nations Human Rights Council at ng Department of Justice ng Pilipinas sa pagpigil sa ekstrahudisyal na pamamaslang sa Pilipinas. Ang naturang programa kung saan nakasaad na magbibigay ang UN ng “teknikal na suporta” sa gubyerno ng Pilipinas ay pinirmahan noong Oktubre 7, 2020. Ginawa ito sa panahong malakas ang panawagan para sa direktang imbestigasyon sa gubyernong Duterte dulot ng malawakang paglabag nito sa mga karapatang-tao. Noon pa man, binatikos na ito ng mga organisasayong karapatang-tao at demokratiko bilang kulang na kulang na hakbang.



Kamakailan, inihayag ni Ahmed Adam ng Asian Forum na “nananatiling di sapat (ang programa) para tugunan ang sistematiko at laganap na paglabag sa karapatang-tao at tiyakin may napapanagot.” Ginawa ni Ahmed ang pahayag sa ika-49 sesyon ng UN Human Rights Council noong Marso.

Ibinasura noong Marso 30 ng Bayugan City Regional Trial Court ang gawa-gawang kaso ng kidnapping at illegal detention laban kay Dra. Natividad Castro, kilala bilang Doc Naty. Ayon kay Judge Fernando Fudalan Jr., walang batayan at sapat na ebidensya para ikulong si Castro. Dagdag pa niya, ipinagkait ng mga elemento ng estado ang karapatan ng doktor sa makatwirang proseso (right to due process).

“Isa itong malaking tagumpay,” ani Doc Naty kaugnay sa mabilis niyang paglaya. (Nanatili siya sa bilangguan sa loob ng 40 araw.) Sabay ng kanyang pasasalamat, nagpahayag siya ng pag-aalala sa iba pang mga bilanggong pulitikal sa Agusan del Sur na umaasa na makalalaya rin tulad niya.

“Marami tayong pwedeng itulong, at maibigay na suporta bilang mga duktor… sa mga bilangguan,” aniya. Isinalaysay niyang karamihan sa mga human rights worker sa rehiyon ng Caraga ay ilang taon nang nakakulong. “Napakaraming nangyayari sa Mindanao na nakadudurog ng puso.”

Ikinatuwa ng Karapatan ang desisyon ng korte na nagpalaya kay Doc Naty. Anito, ang pag-aresto kay Doc Naty ay umaalinsunod sa “padron ng pagkriminalisa sa mga paninindigan at trabaho ng mga tagapagtanggol ng karapatang-tao,” at kabilang sa mga ito ay ang pagkakait sa kanilang karapatan para sa tamang proseso alinsunod sa batas.

Ayon mismo sa desisyon ng korte, ipinagkait kay Doc Naty ang due process dahil hindi naihapag sa kanya ang isang subpoena “sa pamamagitan ng koreo sa tukoy niyang address sa Maynila” bago siya hinainan ng warrant of arrest. Hindi rin siya nabigyan ng pagkakataong ipagtanggol ang sarili sa isang preliminary investigation na ayon sa korte ay “paglabag sa sustantibong mga karapatan.” Ni hindi kay Doc Naty nakapangalan ang mandamyento de aresto na inihapag sa kanya. “Wala saanman sa mga dokumento ang patunay na ang inaakusahan ay sangkot sa isinagawang krimen,” ayon pa sa desisyon.

“Ang pagkakait sa mga indibidwal sa kanilang karapatan sa due process sa pamamagitan ng hindi paghahapag ng subpoena para sa mga kaso laban sa kanila — at sa gayon nagkakait sa kanila na ipagtanggol ang sarili laban sa mga kasong basura at malisyosong akusasyon — ay naging gawi na para pagmukhain silang mga kriminal sa madla,” ayon kay Tinay Palabay ng Karapatan.



Ang desisyon ay inilabas ni Judge Fernando Fudalan Jr. ng Bayugan City Regional Trial Court Branch 7, ang parehong huwes na naglabas ng arrest warrant laban sa 468 indibidwal kaugnay sa kasong kidnapping.

Si Dr. Castro ay inaresto sa bahay ng kanyang pamilya sa San Juan City noong Pebrero 18. Malaon na siyang biktima ng red-tagging dahil sa kanyang pagiging community doctor at pagtataguyod ng karapatang-tao sa Caraga.

Para sa grupong Kapatid, organisasyon ng bilanggong pulitikal, ang tagumpay na ito ay bunga ng walang kapagurang pagsisikap ng mga kamag-anak, kaibigan at kasamahan ni Castro para ipagtanggol siya, na umani ng iba’t ibang porma ng suporta laban sa litanya ng kasinungalingan ng NTF-Elcac.

Pinuna naman ng Free Legal Assistance Group (FLAG) ang paraan ng pag-aresto at pagbyahe sa doktor nang hindi ipinaalam sa kanyang kaanak o abogado. Anila, bagamat nagpupugay kami sa pagbabasura ng kaso laban kay Castro, nakababahala pa rin ang paraan ng PNP at AFP nang pag-dakip sa kanya mula sa kanilang tahanan at pagbyahe sa kanya nang walang abugado o suporta mula sa kanyang pamilya.
