CAMP ELIAS ANGELES, Pili, Camarines Sur–Another communist NPA terrorist (CNT) was killed in the left and right successful military engagements on Christmas Day in mainland Bicol.

Few hours after the series of armed skirmishes in Sorsogon, another one transpired in Barangay Malaya, Labo, Camarines Norte at 3:15 in the afternoon, Saturday, December 25.

Residents celebrating Christmas tipped-off the presence of CTG in their Barangay which the combined elements of 9th Infantry Battalion (9IB), 96th Infantry Battalion (96IB), and 1st and 2nd Camarines Norte Mobile Force Company immediately verified.

This resulted in an armed encounter against at least 25 CNTs that lasted for 25 minutes.

A certain Roberto Pajarillo, regular CTG member, was killed while two M16 rifles, laptop, terroristic propaganda materials and food supplies were seized.

Lt. Col. Cleto Lelina, Battalion Commander of 9IB and Lt. Col. Benjamin Lonogan, Battalion Commander of 96IB, directed their troops to continue scouring nearby Barangays where the fleeing terrorists might take shelter.

BGen. Jaime Abawag Jr., Brigade Commander of 902nd Infantry Brigade, recognized the contribution of the local populace in the said accomplishment.

“Hinding-hindi natin hahayaang makapaghasik ng kasamaan ang mga teroristang ito lalo na ngayong Kapaskuhan. Maging babala sana ito sa CTG na Pasko man o hindi, palaging nakahanda ang ating tropa na bantayan at tiyaking ligtas ang mga mamamayan,” BGen. Abawag said.

The Joint Task Force (JTF) Bicolandia under its Acting Commander, BGEN ADONIS R BAJAO, lauded the persistent operations of the soldiers and police which continue to yield positive results.

“Ang sunod-sunod nating matatagumpay na operasyon ay dahil sa dedikasyon, sipag at tyaga ng bawat sundalo at pulis na handang galugarin lahat ng sulok ng Bicol matunton lamang ang CTG. Napakalaki rin ng tulong ng mga Bicolano na siyang nagiging mata natin upang mahanap ang mga komunistang teroristang ito at malaman na rin ang kanilang mga planong pagkilos. Ngunit sa mga natitirang miyembro ng CTG, patuloy ang panawagan namin sa inyo na magbalik-loob na kayo sa pamahalaan dahil ayaw naming masayang ang inyong buhay gaya ng sinapit ng inyong mga kasamahang nalagutan ng hininga at hindi na kailanman makakasama ng kanilang pamilya,” BGen. CAMP ELIAS ANGELES, Pili, Camarines Sur-Intensified operations of government troops thwarted yet again the Communist Terrorist Group’s (CTG) attempt to disrupt the peaceful and joyful celebration of Christmas in Sorsogon province.

Two communist NPA terrorists (CNTs) were killed in a series of armed encounters initiated by the joint elements of 31st Infantry Battalion (31IB), Regional Intelligence Division of Police Regional Office 5 (RID-PRO5) and 504th RMFC, RMFB5 in Barangay San Ramon, Barcelona, Saturday, December 25.

Residents reported about the presence of CTG members in their area prompting the troops to conduct an operation which resulted in an armed clash against at least 20 CNTs around 8:30 in the morning.

One CTG member was killed and an M16 rifle and anti-personnel mines were seized.

Fleeing CNTs then encountered another group of Army and police ten minutes later resulting in the killing of another communist insurgent and the capture of another two M16 rifles and terroristic propaganda materials.

Lt. Col. Marlon Mojica, Battalion Commander of 31IB, thanked the Sorsoganons for the prompt report even amidst Christmas Day.

“Nagpapasalamat po kami sa agarang sumbong ng mga Sorsoganons hinggil sa presensya ng mga armadong teroristang ito. Isa lamang itong patunay na ayaw na talaga ng mga Bicolano sa CTG at gusto na nilang tuldukan ang mahigit limang dekadang terrorismo. Huwag po sana tayong titigil sa pagsuporta sa ating kampanya laban sa insurhensya at terorismo,” Lt. Col. Mojica said.

Meanwhile, Col. Aldwine Almase, Brigade Commander of 903rd Infantry (Patriot) Brigade, assured the Sorsoganons of a more stringent measures being laid down by the security forces against the CTG this holiday season to protect the people from any form of intimidation, harm and terrorism.

“Kahit Pasko, hindi po tayo titigil sa pagtugis sa mga teroristang ito sapagkat gaya ng aming ipinangako sainyo, pagtutulungan nating tapusin ang problema sa insurhensya nang sa ganun ay magkaroon na tayo ng totoong katahimikan at kaunlaran. Sa taong bayan po kami humuhugot ng lakas at inspirasyon at ang agarang pagbigay ng impormasyon tungkol sa pananakot ng teroristang NPA ay nagbunga ng matagumpay na operasyon,” Col. Almase said.

The Police Regional Office 5 (PRO-5) under PBGEN JONNEL C ESTOMO emphasized that all PNP personnel are on alert to maintain the peace and order that the CTG is trying to violate.

“Patuloy po ang ating mga joint operations kasama ang Army upang hindi magkaroon ng pagkakataon ang sinuman na sirain ang mapayapa at masayang paggunita ng Pasko at Bagong Taon ng mga Bicolano,” PBGen. Estomo said.

Meanwhile, BGEN ADONIS R BAJAO, Acting Division Commander of 9ID, called on the remaining CTG members to stop wasting their lives in the useless cause.

“Hindi po namin gustong may patuloy na mamatay sa mga engkwentro dahil naniniwala kaming ang bawat buhay ay mahalaga. Ngunit kung patuloy na makikipaglaban sa atin ang mga teroristang ito, handa po ang ating mga sundalo na gawin ang lahat upang protektahan ang mamamayan at ang kanilang mga komunidad. Subalit palagi pong bukas ang ating pinto para sa sinumang susuko sa pamahalaan para magbagong-buhay,” BGen. Bajao said.

It can be recalled that just last December 17, four CTG members were killed while 6 high-powered and 1 low-powered firearms and several explosives were seized in a successful operation of 2IB, 903Bde in Masbate province as the government troops continue to sustain the momentum against the communist terrorists.

Manaoag, Pangasinan -The NPA continues to suffer massive loses in Cordillera as joint AFP and PNP troops netted an NPA arms cache at Barangay Tabacda, Tubo, Abra on 23 December 2020.

According to Lieutenant Colonel Sonny Gonzales, Commanding Officer of the 71st Infantry Battalion, troops recovered 5 rifles of various caliber that include 2 M16, 1 Baby Armalite, 1 M14 and 1 Springfield.

Peace-loving locals in the said barangay guided soldiers and police forces to the arms cache as all villages in Abra have declared the NPA as persona non- grata due to their continuing abuses and lies.

“We will pursue and work for peace to ensure the total defeat of NPA while working side by side with all Filipinos, especially during the Yuletide season as terrorist surrenders continue. We will welcome returning NPAs in red carpet because they are brother Filipinos,” said Brigadier General Krishnamurti A. Mortela, the Commander of the 702nd Infantry Brigade.

Sagay City, Negros Occidental — 73 Former Rebels (FRs) from various cities and municipalities in Negros Occidental received livelihood settlement grants under the Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development (DSWD-6) amounting to P1.640 million.

The awarding of financial assistance was held at the Provincial Capitol on Thursday and graced by no less than Negros Occidental Governor Hon. Eugenio Jose V. Lacson; 303rd Brigade Commander Brigadier General Inocencio I Pasaporte, Police Colonel Romy Palgue, OIC Provincial Director of NOCPPO, E-CLIP Focal Person Jenie Macalipsay and DSWD Personnel headed by Emily Bacaocao, DSWD Provincial Coordinator.

According to Macalipsay, each former rebel received P20,000 pesos under the SLP of the DSWD including relief packs containing 10 kilos of rice and assorted canned goods from the Provincial Government of Negros Occidental.

Alyas Edgar, one of the recipients thanked the government for the assistance they’ve received. He said the livelihood grant would greatly help his family start anew as he plans to use the money to start a small piggery business.

For his part, BGen. Pasaporte extended his gratitude to the various government agencies especially the DSWD as one of the main and leading agencies in providing sustainable livelihood settlement grants for the surrenderers to help them live a normal life.

He also called on the remaining rebels to return to the folds of the law so they could also avail of the socio-economic and livelihood assistance being offered by the government.

Meanwhile, Lieutenant Colonel J-jay Javines, Commanding Officer of 79IB, said the SLP is part of the other benefits included in the Enhanced Comprehensive Local Integration Program (E-CLIP) which aims to provide capital for the chosen small business of the FRs which will later generate income to sustain their basic needs.

“The FRs are now in a better position to generate a sustainable source of livelihood that would aid them to be integrated back into the society and be productive citizens and agents of peace in their respective communities. We will work hand in hand with other government agencies to help facilitate the benefits intended for them. Together, let us continue to build progressive and reselient communities that are inhospitable to any threat group that undermine our efforts for nation building”, Lt.Col. Javines added.

CAMP EVANGELISTA, Cagayan de Oro City –The 4th Infantry (Diamond) Division has captured 1 firearm and seized assorted war materiel on Monday, December 20, as no let-up focused military operations (FMOs) continues in Bukidnon and Agusan del Norte provinces.

Amidst the relief and rehabilitation efforts in severely affected areas in the Caraga region, 4ID has continued its FMO in order to thwart the hostile plans of the Communist Terrorist Group (CTG) as its political wing, the Communist Party of the Philippines’ anniversary approaches.

Elements of the 88th Infantry Battalion under the 403rd Infantry Brigade conducted intelligence operations at Mt. Kumong Tabanog, Brgy. Palacpacan, San Fernando, Bukidnon around 8:00 o’clock in the morning.

The said operation that stemmed from the revelation of a reliable source regarding CTG’s hidden supplies had resulted in the seizure of one (1) Improvised Explosive Device (IED), two (2) magazines for M16 Rifle; 42 rds Ctgs, 5.56mm ball, one (1) Military Backpack, assorted medical supplies, and other items.

Meanwhile, an encounter has transpired around 11:22 in the morning at Brgy San Isidro, Santiago in Agusan Del Norte when the troops of the 29th Infantry Battalion based in Cabadbaran City, Agusan del Norte under the 901st Infantry Brigade figured in a 20-minute firefight against more or less five (5) CPP-NPA Terrorists (CNTs) that resulted to the capture of one (1) M16 Rifle, one (1) long magazine and 23 rounds 5.56mm live ammunition.

No casualty from the government side while undetermined from the CNTs as they scampered towards different directions.

Brigadier General Oliver T Vesliño, the Acting Commander of 4ID, congratulated 29IB under Lt Col Jason Saldua and 901st Brigade under Brigadier General George Banzon for successfully pushing away CTG from the community and the 88IB under Lt Col Christian James Vingno and 403rd Brigade under Brigadier General Ferdinand T Banzon for swift action on the revelation of an informant.

In a statement, BGen Oliver T Vesliño said that 4ID will not stop in ensuring people are protected and communities are free from the scourge and atrocities of the CTG especially in time of the CPP anniversary on December 26.

“We shall continue the no let-up principle in pushing the total defeat of the CTG. While some of our troops have been augmenting and assisting local DRRMCs and LGUs for the relief and rehabilitation efforts to all severely hit areas in the AOR due to the aftermath of typhoon Odette, we shall not be complacent and even rest our laurels as the CTG has never chosen any situation to inflict terror. They are bent on conducting atrocities towards government troops and innocent civilians’ supportive to the government to highlight as accomplishments for the said anniversary.”

“We are appealing to the CTG to find in their hearts a little conscience and peace and never disrupt the disaster response efforts. After all, we are all Filipinos and Christmas is fast approaching, let’s celebrate it with a hope and prayer that our kababayans can fully recover from the unfortunate event that left many people dead and properties destroyed,” BGen Vesliño added.

Brig Gen Vesliño further stated that CTG can instead choose to surrender and avail of the Enhanced Comprehensive Local Integration Program because 4ID’s resolve is unwavering to ensure rule of law is upheld and terrorism is eradicated to attain the end-state of ending the local communist armed conflict.

ZAMBOANGA CITY – Security forces foiled a deadly bombing here after capturing an Abu Sayyaf terrorist who brought the improvised explosive from the neighboring Muslim province of Basilan in southern Philippines, police and government officials said Thursday.

Photos released by the City Government show Mayor Beng Climaco inspecting the improvised bomb recovered from an Abu Sayyaf terrorist who is captured by security forces following a raid on a hideout in Zamboanga.

Maj. Shellamie Chang, a regional police spokeswoman, said police and military units, including operatives from the National Intelligence Coordinating Agency, raided a terrorist hideout in Kasanyagangan village on Wednesday night and captured the 57-year old Tony Asmun and recovered the bomb.

Chang said improvised explosive was assembled from a 90mm mortar bomb rigged to a timer. “The operation resulted in the arrest of Tony Asmun. Confiscated during the operation were one cartridge of 90mm with detonating cord as booster, 9 volts battery and battery snap connector, pressure switch and an improvised electric blasting cap,” she said.

She said Asmun smuggled the improvised explosive, hidden inside a sack full of charcoal, by a motorized boat from Basilan’s Hadji Mohamad Ajul town which landed in Mariki village.

Zamboanga City Mayor Beng Climaco, who rushed to the Abu Sayyaf hideout, ordered security forces to intensify patrols in coastal areas and villages and told police and military commanders to never allow terrorists the opportunity to conduct terroristic activities.

She also lauded security forces for the capture of Asmun and effectively foiled a deadly attack here this Yuletide season.

A suspected Abu Sayyaf bandit was arrested in Zamboanga City on Wednesday.

Agents of the Criminal Investigation and Detection Group apprehended Tony Asmun, 57, during a raid at his house in Barangay Kasanyangan at around 7:20 p.m., CIDG director Maj. Gen. Albert Ignatius Ferro said yesterday..

Ferro said police found an improvised explosive device (IED) in a sack of charcoal at Asmun’s residence.

“Investigation revealed that the IED came from another Abu Sayyaf member,” Ferro said.

He said the suspect is being held on charges of illegal possession of explosives.

The military is continuously building up its forces in Sulu to defeat the remaining Abu Sayyaf bandits.

Maj. Gen. William Gonzales, 11th Infantry Division (ID) commander, said their battalions are being filled with more soldiers, citing the training of 456 new recruits.

The recruits took their oath during ceremonies held at the 11th ID Training School at Camp Bud Datu in Barangay Tagbak in Indanan town on Wednesday.

The soldiers will undergo six months of basic training.

The 11th ID, which was activated in December 2018 to crush Abu Sayyaf bandits, is eyeing 4,500 troopers by next year.

Gonzales said the graduates have been deployed to the different battalions under his division.

Meanwhile, there are 192 new officers with the rank of second lieutenant at the Philippine Army.

Defense Secretary Delfin Lorenzana witnessed the graduation of the new military officers who completed a one-year officer candidate course at Camp O’Donnell in Capas, Tarlac.

The Armed Forces of the Philippines (AFP) and the Department of National Defense (DND) hit back at the Communist Party of the Philippines on its 53rd anniversary by saying that the government’s whole of nation approach was “successful” in diminishing the number of terrorist groups this year.

AFP Chief of Staff Lieutenant General Andres Centino said that the CPP suffered “irreversible damage” as the government troops continued to gain tactical and strategic advantages against the CPP.

“The CPP has nothing to celebrate on its December 26 anniversary. The year 2021 was the most successful period in our fight against insurgency,” Centino said in a statement issued on Saturday.

“Our campaign has proven to be effective with the employment of the whole of nation approach involving instrumentalities of government in addressing the root causes of conflict that are at the center of the CPP’s manipulation and exploitation scheme,” he added.

Centino also said this shift in their methodology allowed them to counter both the armed component and the enemy’s exploitation of social issues that are used to have the people turn against the state.
He cited reports that the military has reduced the capabilities of CPP with the neutralization of its top leaders, the dismantling of 21 guerilla fronts and weakening of 14 others, and the clearing of 340 conflict-affected barangays, causing the surrender of its members and the withdrawal of support of their exploited masses.

On December 5, AFP spokesperson Army Colonel Ramon Zagala said that the local terrorist groups were "greatly diminished" this year after the left-and-right-hand approach was used against them.

Zagala said these diminished groups were the Jemaah Islamiyah (JI), Daulah Islamiya (DI), Bangsamoro Islamic Freedom Fighters (BIFF), and Abu Sayyaf Group (ASG).

The DND backed this, noting that the government’s approach has indeed brought a number of surrenderees and the capture or killing of ranking New People's Army (NPA) cadres.

“The influence of the CPP will continue to diminish as the government implements a whole-of-nation approach, where the people themselves are in the forefront of the fight,” Defense Secretary Delfin Lorenzana said in a statement on Saturday.

Lorenzana said that the CPP should realize that its many years of resistance means they will “never succeed in forcing their unchristian ideology and communist principle” on the people.

“For more than five decades, the CPP has brought nothing but misery, loss of lives, destruction of property, and denial of a bright future for many Filipinos,” he said.

Centino also urged the NPAs to abandon the armed struggle and the “lost cause” espoused by the CPP.

The AFP also noted the confiscation of 579 unexploded anti-personnel mines, and reported to the Commission on Human Rights (CHR) and the United Nations CHR the 254 human rights and International Humanitarian Law alleged violations of the rebel group.

“This year, the CTG [communist terrorist group] has suffered irreparable damage in its leadership, strength, and resources, and the government’s accomplishments have placed us in a better position to end the local armed conflict by next year as mandated by the President,” Centino said.

Centino earlier urged the troops to end the local armed conflict before the term of President Rodrigo Duterte ends in June 2022.

He added that the AFP is confident that they could fulfill this goal and “finally bring lasting peace and development in the countryside.”

The DND also reiterated that the government is offering benefits for those laying down their arms and rejoining society.

“We call upon those still in the hills to also take up this offer. Come down for the sake of your families. Together we shall work to make our country peaceful and prosperous,” they said.

SAN ISIDRO, Leyte – The outpouring of support from the government for former rebels at the Peace and Prosperity Village here will give them no reason to again embrace the ideology of the New People’s Army (NPA), a former rebel commander said.

"Ka (short for comrade) Mayang", 50, said that even if their location is remote, they receive enough attention from both national and local governments to help rebuild their lives shattered by years of armed conflict.

“I joined the NPA when I was 15 because I aspired to help people alleviate poverty. However, I was able to realize that the NPA has no means to help improve the lives of people. I am happy now that I am with the government to help people fulfill what they aspire for,” Mayang told a Philippine News Agency (PNA) team who visited their village on December 20.

She is the provincial federation president of the Integrated Peace and Development Workers Association, a group of former rebels.

Known as Ka Mayang to the Communist Party of the Philippines–NPA and rebel-influenced communities in Leyte Island, she has been leading a big group of former rebels in establishing the Peace and Prosperity Village in this town’s Daja Daku, an upland community.

Among the assistance being provided to the former rebels is the construction of 458 units of permanent houses, livelihood training, provision of capital, farm-related technical skills, new access roads, product development, marketing, among others.

The PHP20-million housing project was one of the promises of President Rodrigo Duterte during his visit to San Isidro town last Jan. 23, 2020, and part of the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.

Each housing unit will have a modal lot size of 60 square meters (sqm) and a floor area of 21 sqm. Each house and lot package costs PHP450,000.

Access to the village is also ongoing with the PHP67 million road concreting project from the main road to the site.

Another infrastructure project under construction is the PHP235 million road from the village to nearby Calubian town.

Just this week, the Department of Agrarian Reform completed the distribution of 2,000 square meters farm lot to each of the 458 former rebels.

“Everything is here already. There’s no reason for people to listen to the communist NPA. We have to trust the government since they have all the resources to provide our needs,” she told the PNA.

Since last year, former rebels from the towns of Calubian and San Isidro have been cultivating part of the land donated by the Leyte provincial government.

Within the area, the local government also provided 22 poultry egg-laying facilities or two for each of the 11 associations with about 700 members.

Most of these surrenderers were recruited by Mayang from the 1990s to early 2000. After her last arrest in 2007, Mayang has been instrumental in convincing hundreds of rebels in Leyte to trust the government.

Mayang joined the NPA in 1986 and later became a commander in Leyte, Southern Leyte, and Biliran provinces. It was in 2003 when the national NPA leadership ordered her to lead the terror group's front organization in the region.

In 2006, soldiers captured her in San Isidro town and detained her at the camp in Kananga town for three months until she managed to escape and rejoined her cadres for a year.

“I was sleeping when soldiers barged into my hiding place in Leyte, Leyte. That was the time when I told them that I would cut ties with the NPA and assist the government,” she recalled.

Mayang has been separated from her common-law husband since her last capture, they don't have any children.

Forming the NPA surrenderers into a group of peace and development workers has led to the downfall of NPA in Leyte Island since they convinced others to lay down their firearms, according to Army’s 93rd Infantry Battalion commander Lt. Col. Arnold Lozada.

“We will continue to extend our sincere efforts to help those remaining members and supporters of the communist terrorist group in the island of Leyte who wish to return to the mainstream of our society and be a part of the whole of nation approach in ending the local communist armed conflict,” Lozada added.

The Communist Party of the Philippines (CPP)-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

TACURONG CITY, Philippines — Ten members of the New Peoples Army surrendered here Wednesday through the joint intercession of different units of the Police Regional Office-12.

Brig. Gen. Alexander Tagum, PRO-12 director, said Friday the 10 rebels belonged to the NPA’s self-styled Guerilla Front 73-Far South Mindanao Regional Command.

Most leaders of the Guerilla Front-73 are wanted in different courts for heinous offenses, including multiple murder, arson, trafficking of narcotics and cattle theft.

The 10 NPAs turned in a firearm each and explosives before they renounced their membership with the group during a symbolic rite here last Wednesday.

Tagum said they agreed to return to the fold of law through backchannel dialogues with officials of PRO-12’s Regional Mobile Force-12, led by Col. Jemuel Siason, and the municipal police force in Bagumbayan, Sultan Kudarat.

The 10 rebels operated in the hinterlands in Region 12’s Saragani, South Cotabato and Sultan Kudarat provinces, where they collected from hapless farmers “protection money” on monthly basis to sustain their needs.

They pledged allegiance to the government in the presence of local leaders and key police officials Wednesday at a police company command post at the EJ Montilla area here.

Siason and officials of the RMFB-12’s 1202nd Maneuver Company, who helped secure the surrender of the 10 NPAs, separately told reporters they are expecting the surrender soon of more Guerilla Front 73 members based on feelers coming in.

Tagum said credit for the surrender of the 10 NPAs has to go partly to the police personnel in Bagumbayan, an upland town in Sultan Kudarat, one of the four provinces covered by PRO-12.

An interagency body headed by the Department of Justice (DOJ) has recommended the filing of charges for violation of the international humanitarian law against communist rebels behind about 1,500 incidents, Justice Secretary Menardo Guevarra said on Friday.

Guevarra said the attacks attributed to the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines, were among those submitted by the Armed Forces of the Philippines to the special committee created through Administrative Order No. 35.

Signed in 2012 by then President Benigno Aquino III, the DOJ-led committee was tasked to investigate extrajudicial killings, enforced disappearances, torture and other human rights abuses.

Guevarra said cases were previously brought against the NPA rebels, but most of these were filed as “common crimes” like murder, kidnapping and arson. —Marlon Ramos

Army troops said they discovered on Wednesday a food cache allegedly owned by the communist New People’s Army (NPA) in Barangay Ditumabo in San Luis town in Aurora province.

In a Philippine News Agency report, Lt. Col. Julito B. Recto, Jr., officer-in-charge of the Philippine Army’s 91st Infantry “Sinagtala” Battalion, said the food cache was believed to be owned by remnants of the dismantled Komiteng Larangang Guerrilla – Sierra Madre (KLG-SM) of the NPA.

In the report, Recto said the troops recovered two containers of rice weighing about 60 kilos after receiving information from residents in the area.

The recovered items would be brought to the headquarters of the Charlie Company in Barangay Diteki also in San Luis town for proper disposition and documentation, he said in the report.

The Army has recently intensified its anti-insurgency operations in Aurora.

Suspected New People’s Army (NPA) rebels killed a farmer in Barangay Cabacungan in La Castellana, Negros Occidental, the military said yesterday.

Lt. Col. Melvin Flores, 62nd Infantry Battalion commander, said Mario Landesa was on his way home when he was shot.

Flores said one of the assailants was identified as Jovito Leonar, a cousin of the victim.

Police said the victim reportedly refused to heed the order of the NPA’s Leonardo Panaligan Command to collect rice and money from residents in the area, which was among those affected by Typhoon Odette.

Two suspected New People’s Army (NPA) rebels were killed in an armed encounter with military and police on Christmas Day in a remote village in Barcelona town in Sorsogon province, a military report said on Sunday.

Major John Paul Belleza, chief of the public affairs office of Philippine Army’s 9th Infantry Division, said combined elements of Army and police operatives, responding to tips from residents, came upon armed men at the outskirts of Barangay (village) San Ramon at around 8:30 a.m.

The encounter led to a running gun battle between the government troops and a 20-man rebel group. A rebel died at the first clash and troops recovered a M16 rifle and an anti-personnel landmine.

The Army soldiers and the police pursued the fleeing rebels which led to another firefight. Another rebel died in this encounter while another communist guerilla was arrested. The state troopers also seized two M16 assault rifles and documents.

Belleza said that the slain rebels were turned over to the police for identification while the captured rebel, who was not named in the report, would be brought to the Army custodial facility for identification and investigation.

Earlier on December 17 this year, four NPAs were killed while six high-powered firearms and a low-powered gun and several explosives were seized in a clash in Masbate province.

Army soldiers and police units in Bicol are on high alert for the Christmas holidays and the possibility of tactical offensives by the rebel group in connection with the Communist Party of the Philippines (CPP/NPA) founding anniversary on December 26.
