The Department of Defense announces the release of its annual report on “Military and Security Developments Involving the People’s Republic of China.” The congressionally mandated report serves as an authoritative assessment on military and security developments involving the PRC.

This year’s report provides a baseline assessment of the Department’s top pacing challenge and charts the maturation of the People’s Liberation Army (PLA).

The report accounts for the PRC’s evolving national strategy and outlines the strategic objectives driving the PLA’s defense policy and military strategy. It also covers key developments of the PLA’s military modernization and reform, and provides insights into the PRC’s regional and global ambitions.

This includes the PLA developing the capabilities to conduct joint long-range precision strikes across domains, increasingly sophisticated space, counterspace, and cyber capabilities, and accelerating the large-scale expansion of its nuclear forces.

3 rebels yield in Samar

THREE former members of the New People’s Army (NPA) have surrendered in Gandara, Samar following their desire to live a normal life, a top police official in the province said.

“This continuous act of surrender of NPA supporters is a clear indicator of their unwillingness to continue with the armed struggle,” said Colonel Peter Limbauan, director of Samar Police Provincial Office (SPPO).

The former rebels were identified as alias Mike, 27; alias Aira, 32; and alias Rex, 24.

They voluntarily surrendered to the personnel of Gandara Municipal Police Station on October 29 and 31, 2021.

According to SPPO, the surrenderers have undergone initial interviews and documentation at the Provincial Intelligence Unit.

In a statement, Limbauan lauded the decision of the three former rebels.

He also urged the others “to choose the path of peace.”

“We call on them to put their arms down, surrender and rejoin the society,” the police official said.

CAMP AQUINO, Tarlac: The resolutions issued by the National Commission on Indigenous Peoples (NCIP) condemning the alleged atrocities committed by communist terrorist groups (CTGs) to indigenous cultural communities (ICCs) have gained the support of the military.

In a press statement, Lt. Gen. Arnulfo Marcelo Burgos Jr., Northern Luzon Command (Nolcom) chief, expressed his full support to the three en banc resolutions of the NCIP.

The resolutions condemned the continued killing of Indigenous Peoples (IPs) by the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF); the radicalization, recruitment and exploitation of IP youth by the CPP-NPA-NDF; and the acts of the CPP-NPA-NDF in creating their "IP people's organizations" misrepresenting the true interests and situations of ICCs.

"With about 30 percent of IPs in the country from Northern and Central Luzon, we are committed to ending CTG's immoral and unlawful exploitation of the IPs as means for long-drawn armed struggle stained by violence and disrespect for human rights," Burgos said.

"As the IPs are the most vulnerable sector in our society, Nolcom extends its fervent support to the NCIP in ensuring that their rights are respected, and that they are protected from the deception, radicalization and exploitation of CTGs," he added.

Burgos also lauded the recent completion of a 70-meter long, anti-corrosive and 100 percent galvanized steel hanging bridge in Barangay Umiray in Dingalan, Aurora.

"The bridge will benefit hundreds of IPs living in the barangay as they will not have to take the risk of crossing the 70-meter-wide river bed for their daily needs," he added.

The project was made in partnership with GMA Kapuso Foundation and the municipal government.

Nolcom also signed a partnership agreement with the municipal government of Porac in Pampanga and the Philippine Business for Social Progress for the construction of 60 housing units for IP families who have been identified as "living in high-risk zones."

Meanwhile, an Aeta community in Sitio Kaitahan, Barangay Cadaclan in Pantabangan, Nueva Ecija received a library set and solar lights from the military and its partners.

The Army's 84th Infantry Battalion led the outreach and gift-giving activity, in cooperation with the Rotary Club of Makati-San Antonio and Rotary Club of San Jose Golden Harvest, and was also attended by officers of the 7th Infantry Division.

JORGE Madlos @ORIS, the head of the Communist Party of the Philippines-New People's Army (CPP-NPA) national operational command (NOC), is finally killed. This happened in the hinterlands of the quad-boundary Misamis Oriental-Bukidnon-Agusan-Surigao provinces, where his reign of terror was based for a long time. His violence include the killing of hundreds of Indigenous peoples (IP) leaders who would not subscribe to his and the CPP's wishes and designs, 37 counts of arson involving billions worth of equipment, burning of villages, and the killing of soldiers, policemen and Citizen Armed Forces Geographical Unit (Cafgu) auxiliaries.

I got several messages from stakeholders, thanking me and the Armed Forces of the Philippines (AFP) for a good job for finally eliminating this dreaded monster. One of them is a priest now based in Australia who told me how NPA rebels under the leadership of Ka Oris, killed his father, a local official, who was simply trying to protect his constituents from the abuses and bullying of the NPA band.

Apparently, not everyone is happy about the death of Ka Oris. The CPP's Bayan chairman Carol Araullo has been echoing the complaints and malicious insinuations of Maria Malaya, National Democratic Front (NDF)-North Eastern Mindanao spokesman and party wife of Ka Oris, that the dead CPP central committee member was unarmed and sick when ambushed by soldiers.

Really now, Carol Araullo. We have not heard from you during the streak of killings committed by Ka Oris' men against unarmed civilians, Cafgu, IP leaders, in the past few months. You have been complaining of being red-tagged, denying that you are part of this violent ideology. Now you are so brazenly exposing yourself as one who is most loyal to Ka Oris and everything that he represents. Of all people, to Ka Oris, the ultimate orchestrator of all violent attacks of the NPA nationwide, as head of the NOC and national political director of the NPA?


If you think Ka Oris has nothing to do with the death of footballer Kieth Absalon, or the killing of three ambulant vendors in Masbate and the kitchenware vendor in the Bondoc Peninsula, or the deliberate and serial attack against 21 peasant activists in Panay by NPA hitman @Jurimon, the deliberate killing of peasants belonging to the National Federation of Sugar Workers in Sagay after agitating them during "tempos muertos," the ambush and land mining of civilians in Legaspi and Albay, or the killing of many of those drug suspects in order to blame the police, think again. Actually you don't have to, Carol Araullo, because offhand, you already know about this. And by the way, once more, where were you when all these things were happening?

Was Carol Araullo busy organizing the Movement Against Tyranny (MAT) again? In time for the 2022 national elections, after they failed in their OustDu30 bid?

I bet she is. In fact, this is the primary reason Carol Araullo has to come out and make these accusations of human rights violations committed by government troops against Ka Oris and his medical aide. This is a big fish, and from this big loss the CPP could still salvage a big story for Jose Ma Sison's European handlers.

Their narrative now goes this way: "Human rights abuses continue to proliferate in the Philippines. This tyrant Duterte government, once again has shown its fascist color with the killing in cold blood of a "hors de combat," very sick freedom fighter, together with his medical aide." What's their message: tyranny and state-sponsored human rights violations in the Philippines exist. Thus, Jose Ma Sison, political asylum-seeker in the Netherlands, is not safe from state persecution if returned to the Philippines.

We have to remind ourselves once in a while about this strategy of the CPP propaganda machinery, and this actually served its purpose to this day. Until now, the Dutch court has prevented the Dutch government from sending Jose Ma Sison back to the country to face his crimes.

They are once again invoking the principle of non-refoulement enshrined in Article 33 of the 1951 Convention which provides that "No contracting state shall expel or return (refouler) a refugee in any manner whatsoever to the frontiers of territories where his or her life or freedom would be threatened on account of his or her race, religion, nationality, membership of a particular social group or political opinion."

The host state is thus barred from removing asylum-seeker Joma if this would result in exposing him to serious human rights violations, notably arbitrary deprivation of life, or torture or other cruel, inhuman or degrading treatment or punishment.

Do we see "the connect"? But wait. I am not a lawyer but this one is easy to understand. That argument of Araullo and her communist colleagues is not fool-proof.

Who are not eligible for protection under the Convention: those who are deemed undeserving of international protection on the grounds that there are serious reasons for considering that they have committed certain serious crimes or heinous acts (Art 1 f of the 1951 Convention). Is the Inopacan mass murder for which Joma has a pending arrest warrant and the genocide committed by the CPP-NPA-NDF nationwide not serious enough?

The other day the same group of Bayan based in the US tried to block Secretary Harry Roque Jr.'s bid to join the International Law Commission (ILC), a UN body. Kamatayan bloc representative Carlos Zarate urged the international community of lawyers and human rights defenders to stand in solidarity with the Filipino people "who are suffering under the oppressive regime of Duterte." Let's monitor the developments on these issues, and I assure you that narrative of the CPP and Carol Araullo will stay.

Don't ask your government again why?

COTABATO CITY — Moral governance is the policy direction of the Chief Minister in order to combat corruption, in order to combat other malpractices such as nepotism, cronyism and some other things,” Shamsuddin L. Taya, Ph.D, Deputy Executive Director, Development Academy of the Bangsamoro (DAB ) said in a talk show on October 12, 2021.
Taya was invited to discuss about the topic entitled “Development Academy of the Bangsamoro Mandates and Programs for the Bangsamoro Government in attaining Moral Governance.”

Dr. Taya cited that there is specific provision both in the Bangsamoro Administrative Code and Bangsamoro Civil Service Code on DAB stating that its function is for the capacity-building of the Bangsamoro.

He shared that last September 2021 the Civil Service Commission (CSC) recognized DAB as one of the Learning and Development institutions in the Philippines, thus all trainings managed and conducted by DAB are recognized by the Civil Service.

The deputy executive director underscored the importance of seminars and trainings aside from education and eligibility for the government employees.

He explained that DAB, a replacement office of the defunct ARMM Development Academy (ADA), has started when the Chief Minister Ahod B. Ebrahim instructed the group of doctors including him who went to Malaysia to draft a concept paper for DAB as an office that its main objective is to capacitate the government employees of the Bangsamoro Region.

“The difference between the Bangsamoro, or the BARMM, is that they emphasize that all policies need to be research-based, which is why they set up the Center for Research,” Taya said.

In terms of funding, Taya related that 100% funding of the academy comes from the BARMM particularly the Office of the Chief Minister.

“In pursuing Moral Governance and in order to combat corruption, malpractices and nepotism in the Government all Employees are mandated to attend and actively participate in all trainings DAB will conduct,” he said.

“That needs to be complied with by the employees or else he won't be permanent,” he further said. Taya is optimistic that if an employee will comply with the trainings in Moral Governance, it may lessen the number of employees corrupting and definitely progress and development will be realized.

“By next year, Moral Governance will be in place, VTT (Values Transformation Training) will be in place so that's why we are focusing on how to have an expert," he added. In conducting trainings, he said they tap experts, either individuals or institutions.

The Deputy Executive Director also emphasized the partnership of their Office with the League of Bangsamoro Organizations (LBO) which has research department of which when capacitated, could also help the regional government.

He clarified the engagement of DAB with Non -Government Organizations (NGOs) in matter pertaining to the possible assistance, DAB personnel may provide assistance to NGO but on their personal capacity without bringing the name of the academy.

Taya ended his message by enumerating the efforts and preparations DAB is doing to ensure that quality of trainings they are offering and ensuring that they are capacitated to train others.

DAB also ensures the effectiveness of the training tools including its materials like modules.

COTABATO CITY — The head of the Consortium of Bangsamoro Civil Society (CBCS) bared the role and contributions of their organization to the Bangsamoro peace process in the talk show on Thursday (Oct 23).

Guiamel Alim, Chairman of CBCS, related that the all-out-war in 2000 and continued until 2003 which affected thousands of Bangsamoro people was the reason of the creation of the CBCS.

“It aimed to help the innocent individuals affected by the war,” Alim said. “Gusto namin na magkaroon kami ng maraming alalay o kasangga para matugunan yun mga pakangangailangan ng mga kapatid nating naghihirap dahil sa gyera at panawagan din para ihinto ang ang gyera para magkaroon ng kapayapaan.” (We want to have many supporters or partners to meet the needs of our brothers and sisters who are suffering because of the war and also called for an end to the war to have peace.)

Just like other NGOs in the Bangsamoro, he said CBCS advocates peace-building, promotes human rights as well as good governance.

According to Alim, there are more than 100 Non-Government Organizations (NGOs) and networks inside and outside BARMM Region have been the partners of the Consortium of which UNYPAD and UNYPhil are some of its member-organizations.

“To sustain the partnership in all its partner organizations, both local and international, CBCS is creating regional platform, stated the various menu with constant communication and consultation that will help in the sustainability of the network.”

He shared the CBCS program such as in human rights, peace, safety and security and initiatives in attainment of Moral Governance.

“Sa usaping Human Rights kami po ay nakikipag ugnayan sa Bangsamoro Human Rights Commission at meron din kaming sariling pinapatakbo na programs sapagkat ang CBCS ay miyembro ng CPC-GPH MILF Peace Panel,” he said. (In terms of Human Rights, we are in contact with the Bangsamoro Human Rights Commission and we also have our own programs because CBCS is a member of the CPC Civilian Protection Component) of the GPH MILF Peace Panel.)

On the aspect of peace, safety and security, Alim said they have activities and they also coordinate with the Ministry on Public Order and Safety.

On the advocacy for good governance, he said they continue the campaign to the authority to implement it. “We continue the advocacy and program that is beneficial to everybody,” he added.

The CBCS chief also divulged their support to the AKAP-Bangsamoro or Abot Kaalaman sa Pamilyang Bangsamoro, one of the flagship programs of the Ministry of Basic, Higher and Technical Education (MBHTE-BARMM).

“CBCS aims to reach out the children especially in the remote areas who cannot afford and no access to study in school,” he said.

“The Spaces for Peace and Save the Children Philippines program aims to protect the children .The protection is essentially promoting the rights of children and engage them in decision making as part of empowering the young people, the youth.”

“These children will shape the kind of society we will have in the future. Importante na mapangalagaan natin at ibigay ang karapatan ng mga kabataan para sila ay maging responsible leaders sa hinaharap,” Alim emphasized. (It is important that we nurture them and give them their rights so they will become responsible leaders in the future.)

Alim also related the launching of Compendium of 44 Child Rights and Islam Sermons, a program of CBCS and UNICEF in partnership with Darul-Ifta, Hay atul- Ulama, Committee on Da’wah and Masajid Affairs, that these he mentioned Religious groups agreed to draft a manuscript stated the importance of Muslim children and this will serve as reference during sermons in Masjid and symposium.

“The CBCS is also engaged in the call for justice to all victims of massacres that happened in Palimbang. Transitional Justice is one of the provision in Bangsamoro Organic Law (BOL) it aims to reminiscence the Human Rights violation committed to the Bangsamoro people during the Martial Law.”

He cited other massacres in other places like the Manili massacre of which until now, survivors are calling for justice.

Alim underscored the importance of having program to recall and address those massacres and that victims should attain justice.

“So ito po yun isang programa na ginagawa natin sa loob ng isang provision ng normalization yun tinatawag na Transition Justice. At magkaroon ng institutional reform para hindi na maulit yun,” he said. (This is the program that we implement which is one of the provisions of the normalization called Transition Justice.)

“CBCS exerted efforts to the Bangsamoro peace process, they gathered the force of CSO and unite to pressure the MILF and the national government to continue the peace talk. They also asked the support of International Organizations to help continue the negotiation,” he narrated.

On matter related to the efforts of CBCS in Transitional Justice he said the victims of human rights violations particularly during the martial law era are calling for justice and must be served with justice.

Alim said the TJRC (Transition Justice and Reconciliation Commission) who will study on what kind of violation of human rights were committed against the Bangsamoro is in the peace agreement.

“The Civil Society Organization (CSO) plays vital role in the government, they are the 3rd most important Pillar of society,” Alim said.

He explained that right holders should be served and their problems must be identified and it is up to the government or the authorities, known as the duty bearers, how they will act on those problems.

“Empowered community who understand the situation, know how to come up with the action plan. Active participation of the people in the community and unity among them are some of the indicators that CBCS gave positive impact to the lives of the Bangsamoro people,” Alim emphasized.

Acording to Alim, consistency, commitment and partnership are some of the lessons he learned being the Chairman of the Consortium for many years.

“Importante ay matatag ka sa ano yun goals mo, you have to be consistent. Pangalawa ay yung commitment. (It is important to stand firm with your goals, you have to be consistent. Second is commitment.)

Moreover, Alim highlighted in his message the consistency of unity and partnership among the leaders who are running CSO.

He said “The war is not over, until it is over, ibig sabihin may napirmahan na meron na tayong gobyerno pero hindi pa tapos ang gyera, ano yung gyera na yun? Gyera sa kahirapan, gyera sa hindi magagandang patakaraan. Lahat lahat yan dapat natin labanan at ang pinaka importante sa mga NGO’s ay consistent tayo don sa ating role - our role is in partnership and kailangan natin magtutulungan.” (That means we reached an agreement, we have the (regional) government but the war is not over yet. What is that war? It is war against poverty, war against bad procedures. We need to fight against those and what is important is for us, NGOs, is to be consistent with our role – our role is partnership and we need to help one another.)

Lastly, Alim encouraged the Bangsamoro People to continue the work and he said “Ka-Bangsamoro, ka-CBCS, kapamilya tuloy po tayo sa ating trabaho hindi pa tayo tapos, malayo po ang ating tatahakin, at nag uumpisa pa tayo nasa foundation stage pa tayo. Kailangan natin more energy more cooperation. (Co-Bansgamoro, co-CBCS, fellow family members, let us continue our work for we are not done yet. We need to traverse a long track and we are just in the foundation stage. We need more energy and cooperation.)

Cotabato City- President Rodrigo Roa Duterte today finally signed the BTA Extension Bill that aims to extend the Bangsamoro Transitioning period from 2022 to 2025.
Maguindanao Rep. Esmael "Toto" Mangudadatu authored House-ratified Bill No.10121, while Senator FrancisTolentino sponsored the bill in the Senate.

Rep. Mangudadatu lauded Friday Duterte for approving the consolidated Senate Bill 2214 and House Bill 10121, said a report by Mindanews.

“We would like to thank those who supported the proposal until the end…This measure is a step to ensure that the peace agreement will be implemented for the welfare of the entire Bangsamoro and the Philippines,” he said in a statement in Filipino.
Under RA 11054, the mandate of the BTA is until June 30, 2022, when the new set of elected officials shall have taken their oath of office.

But with Duterte’s signing of Republic Act 11593, which postpones the 2022 Bangsamoro parliamentary elections to 2025, the BTA shall continue to serve as the interim Bangsamoro government. The elections for various local positions such as governors and mayors, will push through in 2022, however, the Mindanews report said.

Under the reconciled version of the Senate and the House of Representatives, the 80-member BTA shall continue as the interim government in the Bangsamoro region. The President may appoint the 80 new interim members of the BTA who shall serve up to June 30, 2025 or until their successors shall have been elected and qualified, Mindanews report further said.

Mary Ann Arnado, MPC secretary general, said they were happy that Duterte heeded the proposal and signed it into law.

“We are very grateful that our national leaders in Congress heeded our call for extension and we especially commend President Duterte for listening to the voices of Mindanao and the Bangsamoro,” she said.

According to her, Duterte’s action protected his “peace legacy and championed the cause of the Bangsamoro.”

FORT BONIFACIO, Metro Manila – The new Naval Attaché of Thailand to the Philippines, Captain Pakpoom Muensri, accompanied by Group Captain Soonthorn Pongampai, Defense and Air Attaché of Thailand to the Philippines, rendered an introductory call on Lt. Gen. Andres C. Centino, Commanding General Philippine Army (CGPA), on November 4, 2021, at Headquarters Philippine Army, Fort Andres Bonifacio, Metro Manila.

The CGPA assured both officers of the Philippine Army’s strong desire to sustain military cooperation and enhance capability development programs with the Thailand army. Lt. Gen. Centino also highlighted the upcoming renewal of the Terms of Reference as a testament to the PA’s genuine commitment to strengthen its relationship with the Royal Thai Army.

“I would like to extend my gratitude to the government of Thailand for its support to the Philippine Army throughout the years. We look forward to our future activities and engagements that will further strengthen our military relations,” said Lt. Gen. Centino.

BALER, Aurora-A former CPP-NPA Terrorist (CNTs) belonging to the primera of tha Aurora Provincial Committee yielded to Philippine Army’s 91st Infantry “Sinagtala” Battalion, 7th Infantry (Kaugnay) Division (Lead Unit) together with other security forces on Sunday, October 31, 2021.

Identified as alias Ka Purong, a resident of Casiguran, Aurora was armed with one (1) M16 rifle with one (1) magazine loaded with 20 rounds of live ammunition when he surrendered at the Headquarter’s of Delta Company, 91st IB, 7ID, PA Brgy Calabuanan, Baler, Aurora.

In an exclusive interview with Ka Purong, he decided to surrender his high powered firearm to live peacefully together with his family.

“Gusto ko ng mamuhay ng mapayapa kung kayat isinuko ko ang aking baril dahil ayaw kong magtago nito at baka maging mitsa pa ito ng aking buhay,” Ka Purong said.

Ka Purong encouraged those who are still in hiding to come out and coordinate with the authorities to facilitate their surrender.

He assured them that once of his fellow comrades surrender they will be treated fairly as what he experienced.

Ka Purong added that with the help of other government agencies livelihood programs and all incentives that is entitled to under the Enhanced Comprehensive Local Integration Program (E-CLIP) will be given to them.

“Sa aking mga kasamahan, sumuko na kayo habang may gobyernong kumakalinga sa mga naliligaw ng landas. Hindi po ako sinaktan ng mga sundalo bagkus ay malasakit at pagmamahal ang ginawa nila sa akin. Tinutulungan nila akong makapagbagong buhay at binibigyan ng livelihood assistance,” Ka Purong said.

Meanwhile, Lt. Col. Reandrew P. Rubio, commander of 91st IB lauded the efforts of 1st Lieutenant Carlo T. Omayon Jr. (Lead unit) of Delta Company and other security forces who facilitated the voluntary surrender of Ka Purong.

He said that the surrender of Ka Purong is a result of the continuous Retooled Community Support Program (RCSP) and Focus Military Operation in the area in support to E.O. 70 of President Duterte and the comprehensive dissemination of the government’s Enhanced Comprehensive Local Integrated Program (E-CLIP).

Rubio urged the public to support the implementation of EO 70 and encouraged the continuous coordination with the security counterparts and partner agencies to once and for all address the problem of insurgency so that the remnants of the KLG-SM will be totally wipe out in the province.

Ka Purong is now in the custody of Delta Company, 91IB located at Barangay Calabuanan, Baler, Aurora for custodial debriefing and documentation.

CAMP PERALTA, Jamindan, Capiz – The combined elements of the Army’s 62nd Infantry (Unifier) Battalion and the 79th Infantry (Masaligan) Battalion successfully prevented planned attack and extortion of the CPP-NPA Terrorist in Negros Occidental on Wednesday, November 03, 2021, 03:40 PM.

This, after the troops launched combat operations in response to information from a concerned citizen on the presence of NPA terrorists consolidating at the vicinity of Sitio Tiyos, Barangay Quintin Remo, Moises Padilla, Negros Occidental. Said group was planning to stage attacks and intensify their extortion scheme in the area.

While assaulting the identified enemy position, the troops encountered more or less 25 NPA terrorist members.

The firefight ensued for about 1 hour as the enemy continued to retaliate while covering for their other members to withdraw. The enemy suffered major losses as they were seen by engaged soldiers dragging away their at least four (4) comrades. Heavy bloodstains were seen on their withdrawal route as pursuing units continued to hunt the terrorist group in the southwest direction.

The encounter resulted in to two soldiers’ death and the wounding of four others who are now in stable condition. They were immediately evacuated to Visayas Command by Black Hawk Helicopters of the Philippine Air Force.

At about 04:30 PM, blocking forces also encountered more or less seven (7) withdrawing NPA terrorist members. The Enemy withdrew towards the east direction.

Initial enemy war materiel recovered from the encounter site were three (3) backpacks, two (2) cellphones, ammunitions, four (4) large cooking pots, various enemy belongings, and supplies.

Prior to the encounter, there were reports that the NPA terrorists planned to attack the ongoing Hilaitan-Trinidad Farm to Market Road in Guihulngan City. The project is already 90% completed and is constantly being secured by the government forces. The presence of NPA terrorists in Brgy. Quintin Remo, Moises Padilla, Negros Occidental aims to stage the attack, conduct their extortion scheme and regain their masses in the area.

MGen Benedict Arevalo, Commander, 3rd Infantry (Spearhead) Division, said that the Army will not allow the CPP NPA terrorist to stage atrocities and conduct their extortion scheme in the region.

“As I direct our troops to conduct relentless military operations against these terrorists, I encourage all Negrenses to join our fight against this terrorist group by continue providing information about their plans and activities and further preventing them from casting more terror,” MGen Arevalo added.

FORT BONIFACIO, Metro Manila – The first resident Defense Attache of Laos to the Philippines, Col. Khamkhong Inthilath, rendered an introductory call on Maj. Gen. Roberto Capulong, the Chief of Staff Philippine Army (CSPA) on November 3, 2021, at the Headquarters, Philippine Army, Fort Bonifacio, Metro Manila.

The CSPA conveyed to Col. Khamkhong the intention of the PA to enhance its security cooperation and partnership with the Lao People’s Army (LPA). They also discussed the COVID-19 response operations of both Armies in their respective countries, wherein Col. Khamkhong admires the PA’s contribution in addressing the COVID-19 situation in the country.

“We in the Philippine Army are looking forward to our future activities and engagements with the Lao People’s Army. We will achieve a stronger partnership on defense cooperation through our future endeavors that will benefit our people,” said Maj. Gen. Capulong.

The Defense Attache expressed his gratitude to the CSPA for the warm accommodation and affirmed his strong commitment to fostering a closer military relationship between the PA and LPA. The meeting ended with both of them mutually expressing their strong commitment to exploring opportunities that will strengthen the bilateral relations of the Philippines and Laos.

Eight members of the communist terrorist group surrendered to the military in Sultan Kudarat on November 3, 2021. The eight submitted themselves to the soldiers at the Headquarters of the 7th Infantry Battalion, Old Capitol Compound, Barangay Kalawag II, Isulan, Sultan Kudarat. The identities of the former rebels are withheld for their security.

According to Western Mindanao Command Chief, Maj. Gen. Alfredo Rosario, Jr., the surrendered personalities felt that it is time for them to end their armed struggle after realizing that their sacrifice is not worth it. “I am positive that the others will soon follow and we encourage them to do so, before it’s too late.” Maj. Gen. Rosario, Jr. stated.

The former rebels handed over their firearms including an M14 rifle with magazine and five ammunition, two cal. 30 Garand rifles with six clips loaded with 45 rounds of 7.62mm ammunition, one Browning automatic rifle (BAR) with magazine loaded with four rounds of 30mm ammunition; one cal. 45 pistol with magazine; and two 12-gauge Shotguns.

Lt. Col. Romel Valencia, Commanding Officer of 7IB said the eight were members of the Far South Mindanao Regional Committee (FSMRC). “Their successful surrender is attributable to the collaborative efforts of the 7IB, Bagumbayan PNP, Senator Ninoy Aquino PNP, and Sultan Kudarat Provincial Police Office,” Lt. Col. Valencia said.

The surrendered personalities are currently undergoing custodial debriefing while the surrendered firearms and other war materials were deposited at 7IB headquarters for safekeeping.

“I am personally elated by the turn of events. The snowball of CTG submission is an affirmation of the group’s downfall,” Maj. Gen. Juvymax Uy, Commander of Joint Task Force Central said.

From January 2021 to date, JTF Central successfully neutralized a total of 108 CTG members of which 1 was killed, 105 surrendered, and two were apprehended. The unit also reported a total of 166 firearms gains 29 of which are high-powered and 137 are low-powered.

“I would like to congratulate our Joint Task Force Central for this accomplishment. I am well aware of your efforts to end terrorism and insurgency in Central Mindanao. Your numerous successes are the rewards of your sacrifices. For that, I once again congratulate you all,” Maj. Gen. Rosario, Jr. further stated.

A spokesman of the Philippine military says the urn containing the ashes of slain NPA rebel leader Jorge 'Ka Oris' Madlos is in the headquarters of the 8th Infantry Battalion in Impasug-ong town, and no one has claimed it

Impasug-ong municipal officials sent the urn containing the ashes of slain New People’s Army (NPA) rebel leader Jorge “Ka Oris” Madlos to a military headquarters in Bukidnon over fears that the town hall would be raided by his followers.

The remains of Madlos, who was killed by soldiers in Sitio Gabunan, Barangay Dumalaguing, Impasug-ong, Bukidnon last weekend, were cremated on Tuesday afternoon, November 2, after samples taken from him tested positive for COVID-19.

Major Francisco Garello Jr., 4th Infantry Division spokesperson said the urn was in the headquarters of the 8th Infantry Battalion in Impasug-ong, and as of 10 am Thursday, November 4, no one has claimed it.

He said Impasug-ong Mayor Anthony Uy sent the urn to 8th IB commander Lieutenant Colonel Edgardo Talaroc Jr. on Wednesday, fearing that the rebels might attack the town center and the municipal hall to take the ashes of Madlos.

The military had turned over Madlos’ body to the town government immediately after RT-PCR test results showed the slain septuagenarian had caught the virus.

The local COVID-19 task force then decided to have Madlos’ remains cremated in Cagayan de Oro.

Garello released a copy of Madlos’ RT-PCR test results from the Philippine Red Cross Molecular Laboratory in Mandaluyong City on Tuesday.

The military also released a copy of a November 3 authority to cremate provided by the Divine Shepherd Memorial Chapels in Cagayan de Oro City.

The Communist Party of the Philippines (CPP) has criticized what it called the military’s use of pandemic protocols to rush the cremation of the remains of the slain chief of the NPA’s national operations command.

Hours before the cremation, the CPP called for independent autopsies on the remains of Madlos and his medical aide Eighfel Dela Peña to determine exactly how they died.

“They did not even have the human decency to wait for the family to view his (Madlos’) remains for the last time,” said Marco Valbuena, CPP chief information officer.

The CPP pointed out that Bukidnon does not have a crematorium and people who have died of COVID-19 in the province were merely buried.

But in the case of Madlos, he said, officials had his body transported to Cagayan de Oro for cremation, raising suspicions that Impasug-ong officials were influenced into making the decision.

A clash on Wednesday, November 3, between government troops and New People's Army rebels in Moises Padilla town, Negros Occidental forced 800 residents to flee their homes, according to Mayor Ella Garcia-Yulo.

In an interview on Thursday, November 4, Garcia-Yulo, said town records show 100 families were evacuated to Nacuruhan Elementary School, 29 families to Binataan Elementary School, 13 families to Oway-Oway Church, and three families to Santos-Santos Center – all in Barangay Quintin Remo.

The Army’s 3rd Infantry Division also released a statement on November 4, saying it launched combat operations in Sitio Tiyos, Barangay Quintin Remo after the residents reported the presence of rebels in the area.

"The encounter resulted in two soldiers' death and the wounding of four others who are now in stable condition. They were immediately evacuated to Visayas Command by Black Hawk Helicopters of the Philippine Air Force," said division commander Major General Benedict Arevalo.

The Army said the rebel group, estimated at 25 fighters, also suffered major losses in an hour of fighting.

"They were seen by engaged soldiers dragging away their at least four comrades. Heavy blood stains were seen on their withdrawal route as pursuing units," the statement said.

Mayor Garcia-Yulo said that the municipal and the provincial governments have already sent out food packs to the displaced families.

She said they were initially barred from sending assistance to the evacuation areas by the Army as pursuit operations against the fleeing rebels were still ongoing, but local officials negotiated to deliver urgent food needs of residents..

The mayor said they will wait for the Army's advice to ensure that residents safely return to their homes.

The Army said soldiers recovered three backpacks, two cellphones, ammunition, four cooking pots, personal belongings, and other supplies from the encounter site.

Its statement claimed the NPA in Moises Padilla “aims to stage attack(s), conduct their extortion scheme and regain their masses in the area.”

One target, it added, was ongoing work at the Hilaitan-Trinidad farm to market road in Guihulngan City, Negros Oriental. The town of Moises Padilla is near the border with Negros Oriental and interior roads allowing residents to easily cross from the two provinces of Negros Island.

The Philippine Coast Guard (PCG) commissioned its newest aerial asset, the multi-role fixed-wing aircraft Cessna Caravan 208, into duty at the Port of Puerto Princesa today, November 4.

The PCG, in a statement, said the aerial asset, called PCG 2081, will be utilized by the Coast Guard Aviation Force (CGAF) during surveillance and humanitarian missions in far-flung coastal communities and vicinity waters across the country.

“With a passenger capacity of 14 occupants, the PCG 2081 can adapt to a wide variety of missions through its powerful turboprop engine, improved graphical interface, powerful hardware, higher resolution display, and added functionality for situational awareness,” the PCG said.

The new Coast Guard Station Kalayaan located on Pag-asa Island, Kalayaan

Through the support of President Rodrigo Duterte and the Department of Transportation (DOTr) Sec. Arthur Tugade, the national government allocated P250 million under the General Appropriations Act (GAA) FY 2019 for the procurement of the said aircraft that was part of the PCG’s Modernization Program.

On December 30, 2020, the Notice of Award (NOA) was given to Jet Aviation; a day later, the contract was released and signed. It was notarized on February 18, 2021, and on February 26, the Notice to Proceed (NTP) was signed and handed over to Jet Aviation. The manufacturing of the aircraft began on June 29, 2021.

Jet Aviation took delivery of a Cessna Caravan 208 from Textron Aviation Factory in Wichita, Kansas, United States of America. Additionally, the acquisition package included full training for four PCG pilots and six flight crew members at the Textron Aviation Factory to ensure they could operate and maintain the aircraft efficiently and effectively.

On August 10, 2021, the PCG said the aerial asset finally arrived in Manila. It then underwent a series of test flights starting on September 19, 2021, and on October 14, 2021, when the aircraft smoothly passed all flight parameters – completing the procurement process.

PCG commandant Vice Admiral Leopoldo Laroya said the PCG 2081 will be mainly utilized in the conduct of search and rescue (SAR) missions, aeromedical evacuations, as well as maritime patrol and surveillance operations in the West Philippine Sea, Kalayaan Island Group, and Southern Philippines.

It will also take part in the safe and swift transport of COVID-19 vaccines in far-flung coastal communities in support of the inoculation drive of the national government amid the global pandemic.

New Coast Guard Station Kalayaan

Moreover, the PCG has formally inaugurated the new Coast Guard Station Kalayaan located on Pag-asa Island, Kalayaan in the West Philippine Sea.

In partnership with PCG Auxiliary (PCGA), the PCG upgraded the old station in the town to improve the living condition of Coast Guard personnel deployed on Pag-asa and to boost its monitoring capabilities in support of the whole-of-government efforts in the West Philippine Sea, as it will serve as the operations headquarters in the area.

Despite the unpredictable weather and sea conditions during loading, unloading, and ship-to-shore operations from Manila to Pag-asa Island, the Coast Guard Station Kalayaan was completed in just 30 days or from 11 July to 11 August 2021.

The PCGA donated four brand new units of modular pre-fabricated containers that served as the main structures of the station, as well as Php 683,945 worth of construction materials for the said infrastructure project.

DOTr Secretary Tugade congratulated the PCG for accomplishing significant milestones on modernization despite non-stop operations to uphold the health and safety of Filipinos amid the ongoing pandemic.

“When we talk about providing comfort and convenience to the Filipino people, we mean giving them an improved quality of life. Kung maayos at napakikinabangan ang mga imprastruktura sa lalawigan, kung may mga inisyatibo na magbabantay at magpo-protekta sa seguridad ng mamamayan, magbubunga ito ng trabaho, ng pamumuhunan, at ng pagsigla ng ekonomiya,” Secretary Tugade said.

“This is how we fulfill the marching order of our beloved President to provide the Filipino people a comfortable and convenient life,” he added.
