The National Democratic Front-Eastern Visayas today said that Rodrigo Duterte has suspended termination of the Visiting Forces Agreement (VFA) for the third time so he can negotiate for more US military aid and ramp up his all-out war against the Filipino people.

“By again suspending the termination of the VFA, keeping intact the Mutual Defense Treaty and the Enhanced Defense Cooperation Agreement, and thus making sure that US imperialism retains its military foothold in the country and in the Asia-Pacific, Duterte once again betrays himself as US imperialism’s number one puppet. He wants the US to deliver him more arms, weapons, and military support so he can intensify further his regime’s military operations against the New People’s Army and other threats to his regime,” the NDF-EV said.

“By perpetuating US imperialism’s violation of our sovereign rights, Duterte once again commits treason against the Filipino people. More US military aid will spell even worse human rights abuses and brazen attacks by state forces against the people,” the NDF-EV said.

The NDF-EV added that Duterte suspended termination of the VFA because he is a coward grovelling for the support of US imperialism. “He is ready to commit more acts of treason to stay in power past the end of his term and not be held accountable by the Filipino people who wish to oust him immediately for his crimes. Because he is struggling to consolidate his own political alliance, he wants to be assured that US imperialism will back him in the 2022 elections and that he will retain political dominance thereafter, even though he is increasingly isolated from the people, other candidates who can replace him as puppet president are emerging, and he is internationally chastised for his bloody drug war.

“But by using US military support to intensify his attacks against the people, Duterte succeeds in uniting the broad masses to wage armed revolution and overthrow the current semicolonial and semifeudal system. He becomes an even more unfavorable puppet of US imperialism and risks being cast away and replaced, just as US imperialism did with the former dictator and his idol Ferdinand Marcos.”

The NDF-EV called on the Filipino people to condemn Duterte’s suspension of the termination of the VFA, demand for its complete abrogation, and oppose any move to renegotiate it. They must continually expose Duterte as the number one puppet of US imperialism and defender of its political, economic and military interests. They must also call on the international community to denounce the inrush of US military weapons, troops, and other forms of support for Duterte’s state terrorism.#

The New People’s Army (NPA) in Negros Island condemned the 3rd Infantry Division of the Armed Forces of the Philippines’ Central Command for shelling the countrysides of Himamaylan City and Binalbagan using a howitzer canon and mortar around 10:00 in the morning to 2:00 in the afternoon last June 9, 2021 that sowed fear among residents resulting to their temporary evacuation and the dislocation of their livelihood.

“Due to poverty and problems caused by the deadly COVID-19, the people calls for help to provide their daily needs like food but they received mortar and canyon shells instead,” said Ka Juanito Magbanua, spokesperson of the Apolinario Gatmaitan Command (AGC) of NPA Negros.

“More painful is that they became victims of human rights violations during military combat operations in the countryside,” Magbanua added.

The AGC-NPA denounced as well the torture and murder of indigenous people’s (tumandok) tribe member Erming Pacheco at Sitio Dala-upon, Brgy. Carabalan, Himamaylan City claiming that the military captured Pacheco from his home after the encounter between the 62nd IB and an NPA unit on June 9.

According to Magbanua, Pacheco was taken to the encounter site and was shot to death.

“He was hog-tied to a bamboo and was treated like a pig. The military then insisted that he was an NPA member killed during a second encounter,” said Magbanua.

The AGC-NPA in their statement also mentioned that there were more victims of military violence and that farm animals were seized and slaughtered.

Waste of people’s funds

Magbanua accused the Duterte regime for squandering millions of funds for massive military operations and bombings in the countryside while the people are facing a year-long tiempo muerto (dead season), widespread poverty and hunger.

He recounted what happened to tumandoks in Panay who were said to have been killed ala-Sauron.

“Many indigenous people’s lives were lost, they were driven away from their farm lands in the interests of big business,” he said.###

After massive military operations including mortar and howitzer canon bombings in the hinterlands of Himamaylan City and Binalbagan early this month, Ka Juanito Magbanua of the Apolinario Gatmaitan Command of the New People’s Army in Negros Island (AGC-NPA) said that these were in preparation for big mining companies soon to operate in Central Negros.

“The AFP Central Command used ‘insurgency’ as an excuse to launch extensive combat operations and shellings in order to disturb the livelihood of the tumandoks in the mountains and drive them away from their farm lands. This is actually to pave the way for foreign capitalists invested in mining operations,” Magbanua said.

The NPA Negros exposed that on June 9 the 3rd Infantry Division of the AFP’s Central Command bombed parts of Central Negros around 10:00 in the morning up to 2:00 in the afternoon while conducting combat operations that resulted to the brutal murder of tumandok tribe member Erming Pacheco. This was after an encounter ensued between forces of the 62nd Battalion and the NPA earlier that day.

The AGC-NPA through its spokesperson held the Duterte regime and the bloodthirsty generals under the AFP Central Command and 3rd Infantry Division responsible for the damage to the livelihood of the tumandoks.

“They should be condemned because instead of serving the people paying for their salaries they bring devastation by destroying farm lands and violating human rights through torture, killings, illegal arrests and indiscriminate bombings,” Magbanua remarked.

Magbanua called on the military rank and file not to follow the orders of their butcher generals. He called them as canon fodders serving the career of their superiors.

He further said that the NPA knows that ordinary members of the military come from the exploited class only enlisting in military institutions to earn for their family. He maintained that the armed struggle waged by the NPA aims to solve the major problems of the people caused by the semifeudal and semicolonial system ruled by US imperialism, the big compradors and big landlords.

“Your family is part of the people that the NPA serves and they, too, will benefit from the victory of the revolution,” Magbanua said.

Magbanua asked the local government units and the different sectors of society advocating for genuine peace and democracy to launch an investigation into the destruction brought about by the military in their combat operations in the countryside. He challenged them to expose the lies disseminated by the AFP/PNP and help victims of human rights violations achieve proper justice.

Finally, Magbanua enjoined all NPA units to intensify tactical offensives to make those with blood debts against the people pay dearly.

“Defend the people’s livelihood and their right to cultivate their lands. Do not allow foreign capitalists to mine the mountains damaging the people’s farm lands especially of the tumandoks and destroying our natural resources,” he finished.###

Ginigisa ang taumbayan sa sarili nilang mantika. Pondo ng publiko ang perang winawaldas ng rehimeng US-Duterte para sa madugong gerang tumatarget din mismo sa kanila.

Sa kabila ng matinding krisis sa ekonomya, pinili ng pangkating Duterte na pagkagastusan ang pagpondo sa mga walang kapaki-pakinabang na aktibidad at programa ng kanyang mersenaryong hukbo. Sa Bikol, nakapaglunsad pa ng magagarbong simulation exercises ang PNP, AFP, Joint Task Force Bicolandia (JTFB) at Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) upang diumano’y ihanda ang mamamayan sa mga atakeng maaaring ilunsad ng NPA gayong may mas malalaking problemang kinakaharap ang rehiyon ngayon. Patuloy na tumataas ang kaso ng Covid-19 pero wala pa ring komprehensibo at sistematikong programang pangkalusugan gaya ng pagpapabakuna para sa Covid-19. Lampas isang taon nang walang trabaho at walang pantustos sa araw-araw na gastos ang masang Bikolano pero wala pa ring maayos na sistema at sapat na pondo para sa pamamahagi ng ayuda.

Sa Mindanao naman, nagbigay pa ng P9 milyong pabuya ang AFP para sa kanilang pinakamasisigasig na mamamatay-tao.

Labas pa ang mga gastos na ito sa bilyun-bilyong pisong winawaldas ng militar at pulis sa panggagalugad ng mga komunidad, pagpapasuko at pagpapalaganap ng disimpormasyon sa publiko. Ito ang kinahinatnan ng kaban ng bayan sa kamay ng isang rehimeng walang ibang bukambibig kung hindi kill, kill, kill.

Ang bawat bala, gramo ng pulbura at araw na sinasayang ng AFP at PNP sa madudugong operasyong militar ay pagnanakaw sa pondo ng mamamayan at pagkakait sa kanila ng mga serbisyong higit nilang kinakailangan. Ang P16.44 bilyong pondong ilinaan nito para sa mga hungkag na proyekto sa ilalim ng Barangay Development Program (BDP) ay sapat sana para makabili nang mahigit 13 milyong bakuna, mahigit limang milyong sako ng bigas o mahigit apat na milyong sako ng palay.

Habang nangangasim ang tiyan ng masang anakpawis, ginagastos ang pera nila pambili ng balang ipampapatay sa kanila. Hindi ba’t puro mga maralita ang biktima ng pasistang rehimen sa huwad na gera kontra-droga at kontra-terorismo? Hindi ba’t yaong mga sukdulang nagdurusa at pinagkaitan ng maayos na buhay at kabuhayan tulad nina Polegrantes, Gracio, Brioso at Abla ang sila ring pinakabulnerable sa pasismo ng estado?

Ang mga panawagang palayasin ang militar at pulis sa mga komunidad, pagbubuwag ng NTF-ELCAC at pagtigil sa malawakang kampanyang saywar at disimpormasyon ay mahigpit na nakakawing sa sikmura ng masang inaapi’t pinagsasamantalahan. Ngayon, higit kailanman, nananawagan ang NDF-Bikol sa mamamayang ibayong palakasin ang kanilang paglaban at paggigiit ng kanilang mga panlipunan at pang-ekonomyang karapatan. Bantayan at singilin ang rehimeng US-Duterte sa pagwawaldas ng kabang bayan. Karapatan ng bawat mamamayang nagbanat ng balat at butong papanagutin ang mga nagsamantala at nag-api sa kanila.

Mataas na pagpupugay ang iginagawad ng Romulo Jallores Command (RJC-BHB Bikol) sa masang Bikolanong mapagpasyang humarap sa mga atake ng AFP-PNP-CAFGU at bumigo sa Retooled Community Support Program (RCSP) sa kani-kanilang mga komunidad. Sa pamamagitan ng sama-samang pagkilos, dalawang barangay sa Bikol ang matagumpay na nakapigil sa militarisasyon sa kanilang mga erya. Inspirasyon ang karanasang ito para sa iba pang baryong humaharap sa panghahalihaw ng militar at pulis. Lagi’t lagi, pinatutunayan ng karanasan at praktika ng masang Bikolano na ang pinakamalakas at pinakaepektibo nilang panangga mula sa pandarahas ng pasistang estado ay ang kanilang pagkakaisa at paglaban.

Maagap na linalabanan ng masang Bikolano ang paglusob ng militar at pulis sa kanilang mga baryo. Ang kanilang karanasan sa Special Operations Team (SOT), Peace and Development Teams (PDT) at iba pang mga nagdaang operasyong sibil-militar ng mga nakalipas na pasistang administrasyon ay puhunan para sa kanilang epektibong pagharap laban sa RCSP. Hanggang ngayon, hindi pa rin lumilipas ang kanilang pagngangalit sa pandarahas at panunupil ng mga ahente ng estado sa kanilang mga pamilya at kababaryo.

Sa iba pang prubinsya sa rehiyon, nagmumula sa masang anakpawis ang mga petisyong nagpapalayas sa militar. Kapugay-pugay din ang pagtindig at pagpapatunay ng mga tapat na lingkod-bayan na sibilyan ang mga residenteng pinararatangang NPA o tagasuporta ng rebolusyonaryong kilusan sa kanilang barangay. Mismong mga yunit ng militar at pulis na inatasang magsagawa ng operasyong RCSP ang nag-aalangan nang tumuloy sa mga komunidad kung saan sila ipinakat dahil alam nilang hindi sila susuportahan at tatanggapin ng taumbaryo. Sa lahat ng karanasan, kritikal ang naging papel at pamumuno ng Partido upang mapahigpit at mapataas ang kanilang kamulatan at antas ng paglaban.

Higit sa lahat, ang nagpapatuloy at lumalakas na suporta ng kilusang masa sa Bagong Hukbong Bayan ang patunay ng tiwala ng mamamayan sa katapatan ng Pulang hukbo na ipagtanggol ang hanay ng masang inaapi’t pinagsasamantalahan. Ang lahat ng tulong at pagtuwang ng masa sa Pulang hukbo ay mahalagang salik sa pagsulong ng rebolusyonaryong tunguhin.

Nananawagan ang RJC-BHB Bikol sa masang Bikolanong gamitin at ibayong palakasin ang kanilang pagkakaisa at paglaban upang mabigo ang mga operasyong RCSP. Makipagtulungan sa mga karatig baryo at bayan upang higit na mapatambol at mapalawak ang kampanya laban sa militarisasyon. Itambol ang mga paglabag sa karapatang tao sa bawat barangay at walang puknat na igiit ang katarungan para sa lahat ng biktima ng pasismo.

Higit sa lahat, suportahan at lumahok sa armadong pakikibaka. Hinihikayat ng RJC-BHB Bikol ang lahat ng nasa wastong edad, nasa maayos na pangangatawan at pag-iisip at handang magsilbi sa masang inaapi’t pinagsasamantalahang sumapi sa Pulang hukbo at maging bahagi ng pagpapalakas ng armadong pakikibaka. Lampas pa sa panahong maaari niyang itagal sa poder o ng kung sinuman sa kanyang mga inaalagaang pulitiko, walang kapagurang ipaglalaban ng mamamayan ang katarungan para sa lahat ng kapwa mahirap nilang pinatay, inapi at pinagsamantalahan ng pasistang estado.

Gaya ng mga nagdaang diktador at pasista, hindi basta patatawarin at palalampasin ng mamamayan ang terorismo ni Duterte. Hindi kailanman kumupas ang kapasyahan ng sambayanang igiit ang katarungan para sa lahat ng pinatay at tinortyur ng diktaduryang Marcos, mga dinakip at sapilitang iwinala nina Arroyo at Palparan, mga minasaker na magsasaka ng mag-inang Aquino at mga komunidad na pinalayas at sinira ng mga dambuhalang dayuhang minahan at kapitalista sa ilalim ng pamumuno ng lahat ng mga papet na pangulo.

Mulat ang mamamayang hindi nila matatagpuan ang katarungan sa reaksyunaryong sistema. Lumalakas at nagpapatuloy ang kanilang suporta sa armadong pakikibaka dahil sa rebolusyon nila natagpuan ang pag-asang matamasa ang hustisya at kasarinlan. Sa mga lugar na kinikilusan ng Bagong Hukbong Bayan at sa mga baryong mayroon nang binhi ng demokratikong gubyernong bayan, ang rebolusyonaryong kilusan ang sandigan ng mamamayan upang maresolba ang kanilang mga usapin – mula sa maliliit na problema sa kanilang mga komunidad hanggang sa pagsampa ng malalaking kaso sa mga hukumang bayan upang mabigyan ng hustisya ang mga kababaryo nilang dinahas ng mga berdugo.

Ang mga dambuhalang kumpanya sa minahan at quarrying na pinarusahan at naging target ng mga aksyong demolisyon ng BHB sa Albay at Camarines Sur ay ang mga kumpanyang matagal nang irinereklamo ng masa dahil sa lubhang mapaminsala nilang mga operasyon sa buhay at kabuhayan ng mga baryong nakapalibot. The National Democratic Front-Eastern Visayas (NDF-EV) called on the people of Northern Samar to resist the intensifying militarization and forced surrender campaign by the 8th Infantry Division.

Citing recent reports from the People’s Democratic Government, the NDF-EV said that the 8th ID has been launching simultaneous combat-intelligence-psywar operations guised as Retooled Community Support Program (RCSP) in at least 42 barrios in five towns of the province.

The masses complained that soldiers camp in barrios for months to harass, interrogate and threaten residents into surrendering. They cause infighting among them by lying that their fellow residents have betrayed them and then offering “surrender benefits.” They badger anyone who has the slightest connection to the NPA, including distant relatives, former Red fighters who have retired for decades, and sickly and elderly former revolutionaries. “Surrenderers” are then made to join military operations and name other residents whom they will also force to surrender.

Such is the terrorism caused by the soldiers that many civilians have been forced to “surrender”. In Brgy. E. Duran, Bobon alone, more than a hundred residents were coerced to “surrender” since the military intensified its campaign last year and then again in March of this year.

The NDF-EV said that the 8th ID is growing more desperate to achieve their deadline against the New People’s Army in the region and is thus resorting to worse state terrorism and targeting civilians. Its higher officials including Duterte have been pestering the 8th ID to do any means necessary to finish the NPA in Eastern Visayas, including harming civilians and violating international humanitarian law.

But the 8th ID cannot defeat the NPA and will only be waging useless battles because their resources remain limited in the midst of the economic crisis, the government is drowning in debt, their officials swindle funds out of the military’s budget, and their troops are increasingly demoralized after suffering successive defeats against the people’s army.

The NDF-EV urged all the peasant masses in Eastern Visayas to unite and intensify their resistance against the soldiers’ occupation of their communities. They have no other recourse but to expose and oppose the military’s abuses. They must wage all forms of struggle to hold the fascist criminals accountable and evict the soldiers for causing trouble and hardship in their communities.#

The Party and revolutionary movement support the demand for justice for Johndy Maglinte, 16-year old, who was killed by police in Laguna province while in handcuffs and laying prostrate on the ground, in a supposed drug operation last week. He was apparently killed by police after he witnessed police officers kill a drug suspect in cold blood.

Maglinte is only one of the latest of the tens of thousands of victims of the brutal five-year “war on drugs” of the Duterte regime, which includes minors. He was killed in complete disregard of the international condemnation of Duterte and his drug war.

Duterte’s “war on drugs” is a big sham. In fact, the country remains flooded with shabu and is still one of the biggest market for illegal drug trade. It is meant only to camouflage drug smuggling now under control of Duterte and the military.
The killing spree perpetrated by police officers under the “war on drugs” remain unabated to keep the criminal drug syndicates paying Duterte bigger and bigger protection money. This will likely intensify further in the coming months with the approach of the 2022 elections.

The Party calls on all victims of police and military killings to unite and raise their voices to clamor for justice. They must demand that Duterte be tried and punished for all his crimes against the people, primarily the extrajudicial killings perpetrated by the AFP and PNP in the drug war as well as in the dirty war of suppression against the people.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- A firefight ensued between the troops of 54th Infantry Battalion (54IB) and the terrorist Communist Party of the Philippines-New People’s Army (CPP-NPA) in Barangay Abatan, Hungduan, Ifugao on June 19, 2021.

The troops responded to the information reported by the local populace about the presence of the terrorist CPP-NPA in the area and upon verification, the terrorist CPP-NPA fired upon the operating troops who immediately returned fire. The firefight lasted for about 30 minutes before the CTG scud leaving one M16 rifle, two improvised explosive devices, numerous subversive documents with high intelligence value, medical supplies and some personal belongings.

Major General Laurence E Mina, Commander of 5th Infantry Division, Philippine Army commended the troops of 54IB for their immediate action. He likewise extended his gratitude to the residents for giving timely information regarding the presence of the terrorist group in their community. “Your commitment in helping the government to end the local communist armed conflict is a reflection of your desire to achieve lasting peace and progress in your community – for you and for the next generation to come.”

CLAVERIA, MISAMIS ORIENTAL – The joint troops of the 58th Infantry “Dimalulupig” Battalion (58IB) and PNP units yet again captured four New People’s Army (NPA) rebels and recovered firearms and ammunition in pursuit operations covering separate areas in Misamis Oriental, June 18, 2021.

Last June 17, following their surrender and subsequent disclosure of the locations of five high-powered rifles to authorities, alias Juno and Yesa gave up the locations of weapons and ammo storage of their own comrades who were responsible for the series of encounters with 58IB last June 07.

Authorities from the troops of 58IB and PNP’s Regional Mobile Force Battalion (RMFB10) acted quickly upon the information which resulted to the apprehension of the Communist Terrorist Groups (CTGs). Troops captured a Marlon M Acosta alias Jonathan, Marnie L Berito alias Edward, Nelson R Berito alias Lorence and Jeffrey B Macabecha alias Jelo. The same units also recovered their buried issued firearms: one AK 47 rifle, two cal .30 Carbines and 15 rounds of .40mm grenade launcher ammunition.

The apprehended rebels are full-time members of Platoon Cherry Mobile, Huawei, Sub-Regional Committee 1, North Central Mindanao Regional Command. They deviously blend in with the communities, endangering and threatening the innocent while actively supporting the armed group to recover from the recent encounters by providing food and arms, storage and distribution of ammo whenever needed against the government forces.

Meanwhile, 58IB Commanding Officer Lieutenant Colonel Ricky L Canatoy stated, “The NPA has been fighting for decades, spreading lies and deceptions, and destroying lives here and there.” They want to destroy the government and establish a communist state, and in order to do so, they continue to use and radicalize the most vulnerable people in far-flung barangays in order to advance their own personal goal. Only the true government run by and for the people will genuinely care about your well-being.”

“Our message to the remnants of the armed struggle remains the same: Stop believing these lies instilled in you and start standing up for yourself. Do not be alarmed by your commanders’ statements, they are merely propaganda and lies. Be fearful of what awaits you if you continue to choose the armed struggle. Return to the folds of the law and have a chance to be with your families, or face the full force of the law,” Lieutenant Colonel Canatoy ended.

The said captured NPA members were then brought to 58IB Advance Command Post, Brgy Umagos Lagonglong Misamis Oriental for proper disposition and will be turned over to Misamis Oriental Police Provincial Office for filing of cases.

Fort Magsaysay, Nueva Ecija – Following the intensive intelligence operations and the conduct of the Community Support Program (CSP) of the 71st Infantry Battalion and 69th Infantry Battalion, Philippine Army, along with the Tubo Municipal Police Station, a 58-year old member of the Milisyang Bayan (MB) under the KLG-AMPIS surrendered to government authorities at Casamata Hill, Zone 5, Bangued, Abra on June 08, 2021.

The Commander of the 7th Infantry (Kaugnay) Division, Philippine Army, Major General Alfredo V. Rosario Jr., identified the rebel returnee as Carlos Wilang Gawed alias “Los” of Brgy. Alangtin, Tubo Abra. Alias “Los” surrendered with one (1) M16 A1 rifle; one (1) M653 rifle; one (1) long magazine; and eight ( 8 rounds of ammunition.

Said surrender was also credited to the efforts of the joint Community Support Teams deployed in Brgy. Alangtin, Tubo, Abra who have been working to support the peace and development programs of the local government unit.
“With alias ‘Los’ surrender, we hope that he realized that attaining a good and peaceful life, does not come from waging war against the government and joining the communist movement,” said Maj. Gen. Rosario Jr.

“Sa dami ng mga sumuko at nagpahayag ng kanilang naranasan sa loob ng teroristang grupo, sana’y wala nang malinlang pa at sumapi sa kanila. Kaya pinagbubuti namin ang CSP sa mga conflict-affected barangays para mahikayat ang mga natitirang nagtatago sa kabundukan na sumuko at magbagong buhay na, habang pinapalawak namin ang pagkalat ng impormasyon sa mga tao para hindi sila muling malinlang ng mga bandidong NPA,” added MGEN Rosario Jr.

NSFA, Panacan, Davao City – The series of skirmishes between government forces and the New People’s Army (NPA) in Lianga, Surigao del Sur this week only exposed the NPA’s long practice of arming minors to join the armed struggle.

In an encounter on June 15, the Sub-Regional Sentro de Grabidad Southland, North Eastern Mindanao Regional Committee (NEMRC) fired at the troops and detonated anti-personnel mine to evade the forces of the 3rd Special Forces Battalion (3SFBn) who were tracking them at vicinity of Sitio New Decoy, Diatagon, Lianga after the initial encounter with the same group the previous day.

The exchange of bullets lasted for about 10 minutes which led to the death of three NPA members identified as Lenie Perez Rivas, 38; Willy Salinas Rodriguez, 20, and a 12-year-old girl (name withheld).
Lieutenant Colonel Benedict Harvey Gernale, Commanding Officer of 3SFBn said that the first encounter with the NPA transpired on June 14 around 2p.m. while a Special Forces Team was conducting security operations to verify the presence of armed group foraging for food in Sitio Tibog, Mabuhay, Prosperidad, Agusan del Sur.

The troops were able to rescue a minor from the incident and brought her safely to the Municipal Social Welfare and Development Office in Prosperidad, Agusan del Sur in coordination with the Philippine National Police.

This is not the first time that a minor was armed by the NPA as the data from Eastern Mindanao Command (EastMinCom) revealed that 12.3% of the 1,691 former rebels that were profiled by the Command from 2016 to 2020 were minors. It was further found in the former rebels’ profiles that the average age of minors recruited by the NPA is 17, the youngest of whom was only 12 years old.

Brigadier General Oliver T Vesliño, Acting Commander of the 4th Infantry Division (4ID) and Joint Task Force Diamond, said that the AFP units under JTF Diamond will continue its relentless security operations against the CTG in Caraga Region to destroy the armed group and stop its resource generation and recruitment of minors.

EastMinCom Commander Lieutenant General Greg T Almerol also said that this is an old trick of the NPA to tag their member as an ordinary civilian especially if the casualty happens to be a minor. “I am appealing to the hearts of the CPP-NPA-NDF to get real and stop recruiting children into the armed struggle. If they really have hearts, then they should know better that those children are meant to live their dreams. They have no place in the battleground,” Lieutenant General Almerol said.

EastMinCom is now preparing pertinent documents to file charges against the leadership of the CPP-NPA-NDF for violating the provision of the International Humanitarian Law (IHL) which prohibits the use of children in armed conflict.

Meanwhile, five NPA members were killed, two were captured, and seven capitulated in various focused military operations launched by EastMinCom units since June 1 until press time. Fifteen firearms were also seized by the troops in these encounters.

Lieutenant General Almerol said that these focused military operations are part of the Command’s mission to clear barangays from the atrocities of the NPA and to ensure that the implementation of projects under the Barangay Development Program will go unhampered.

CLAVERIA, MISAMIS ORIENTAL – Two rebels of the New People’s Army (NPA) surrendered and revealed arms cache to the joint forces of the 58th Infantry “Dimalulupig” Battalion (58IB) and the 1001st MC, RMFB at Brgy Dampil, Lagonglong, Misamis Oriental, June 14, 2021.

It can be recalled that last June 07 an encounter between the 58th Infantry Battalion troops and NPA transpired in the hinterlands of Barangay Mimbuli, Salay which resulted to the death of alias ‘Dariel’ a member of Platoon Cherry Mobile, Sub-Regional Committee 1(SRC1), North Central Mindanao Regional Command (NCMRC).

Following the encounter, an information was disclosed from concerned civilians that the members of the NPAs dispersed to small groups and would attempt to consolidate and regroup. Acting upon the information, a Joint AFP-PNP pursuit operation was conducted in the same municipality that led to the surrender of the two.

The surrenderees were identified as alias ‘Jukol’, Vice Commander and alias ‘Esay’, Medic of Platoon Cherry Mobile, SRC1, NCMRC. According to them, they were present during the recent encounter at Barangay Mimbuli, Salay, where they realized how their lives were in jeopardy and that they were fighting for a losing cause, forcing them to surrender.

Jukol and Esay, being in good faith, divulged the locations of firearms cache at two different locations in the hinterlands of Barangay Saray of the same municipality. They buried their issued firearms after the encounter for fear of being tracked down by pursuing elements of the Army’s 58th Infantry Battalion. The troops’ seized items include five high-powered firearms composed of two M16 rifles, one AK47, and two .30 cal carbine rifles.

Meanwhile, Lieutenant Colonel Ricky L Canatoy, Commanding Officer of 58th Infantry Battalion said, “The number of communist terrorist groups is shrinking and they are under pressure from the government to surrender due to the loss of their forces and mass bases. Furthermore, their surrender demonstrates that they are fed up with the NPAs’ erroneous ideology. This also implies that their trust and support are now shifted from the NPA to the government. Rest assured that the Army will not stop until the last member of armed group member surrenders and receives benefits under the Enhanced Comprehensive and Local Integration Program (ECLIP).”

Lieutenant Colonel Canatoy concluded, “I hope that the different stakeholders will continue their commitment to implement the ECLIP to motivate the remaining members of the NPA to lay down their arms and return to the folds of the law.”
