Buong pwersang pinagpupugayan ng Artista at Manunulat ng Sambayanan Balangay Deborah Stoney (ARMAS-BDS) ang Bagong Hukbong Bayan (BHB) sa ika-52 anibersaryo nito. Tunay ngang kasama ang suporta ng malawak na hanay ng masang-api, hindi magagapi, hindi mapipigilan, at hindi matatalo ang hukbo ng mga mamamayan tungo sa pagpapalaya ng lipunan.

Ngayong panahon ng de facto martial law at militaristang lockdown ni Rodrigo Duterte, naging matindi ang mga pagsubok na kinaharap ng sambayanan bunsod ng pagpapahirap ng rehimen sa mga tao sa pamamagitan ng pagpapakilos ng mga pwersa ng estado sa kalunsuran at kanayunan, pagkakait ng ayuda at batayang serbisyong panlipunan, at lantarang pag-raid, aresto, ay pagpatay sa mga tao, lalo na sa hanay ng mga progresibong grupo at indibidwal.

Sa mga nakaraang linggo, nasaksihan muli ng bayan ang pagkaberdugo ng estado sa pamamaslang ng siyam na lider-aktibista kasabay ng ilegal na pag-aresto sa limang indibidwal sa Timog Katagalugan.

Kagabi lang din ay pinaslang si Ka Dandy Miguel, bise-tagapangulo ng Pagkakaisa ng Manggagawa ng Timog Katagalugan (PAMANTIK-KMU), sa Calamba, Laguna sakay ang kanyang motorsiklo. Mapulang sinasaludo ng ARMAS-BDS ang mga buhay na kinitil ng estado at nakikiramay sa mga yumaong namatayan.

Ang mga pinaslang ng mga pulis at militar ay mga marangal na aktibistang may hangarin para sa tunay na pagbabago ng lipunan, hindi sila mga terorista. Sila lamang ay kaisa sa mga panawagan ng mga mamamayan sa Timog Katagalugan—lupa, sahod, trabaho, karapatan—ngunit pagpatay ang sagot ng estado sa kanila.

Malinaw ang pakay ng rehimen na panatilihin ang kasulukuyang sistemang mapang-api na tuloy-tuluyan nang nabubulok. Sa pamamagitan ng iba’t ibang taktikang kontra-insurhensya, pananakot, at pagpatay, ang mga pwersa ng estado ay nais patahimikin ang kritisismo upang pigilan ang mga tao sa pag-aalsa laban sa naghaharing-uri. Takot at desperado ang estado dahil kinikilala nila ang kakayahan ng mga pormasyon tulad ng mga unyon, kooperatiba, at iba pang mga organisasyon sa pagbabago ng mga patakaran ng mga institusyong kanilang kinabibilangan—upang pawiin ang pagsasamantala.

Ngunit hindi mapipigilan ng rehimeng Duterte ang pagkamulat ng mga tao. Hangga’t may pagsasamantala, pangaabuso, at pagpatay, hinding hindi maiiwasan ang pag-angat ng pulitikal na kamalayan ng masang-api. Sa gabay ng Partidong pinanghahawakan ang Marxismo-Leninismo-Maoismo, tutunggaliin ng sambayanan ang bawat kontradiksyong tungo sa lipunang walang pagsasamantala.

Sa militaristang lockdown ni Duterte, higit na tumitindi ang mga atake sa mamamayan. Lalong-lalong nagiging lehitimo ang pangangailangang mag-alsa—humihinog ang kalagayan ng pambansa-demokratikong rebolusyon.

Marapat lang na ang bawat artista at manunulat ay makilahok sa pakikibaka at iangat ang diskurso upang isapul at ipaintindi sa masa ang mga ugat ng kahirapan: ang imperyalismo, pyudalismo, at burukratang kapitalismo. Higit nating patalasin ang kamalayan ng ating hanay at ng mga mamamayan upang pagtibayin ang pwersang rebolusyonaryo sa kanayunan. Higit pa sa sining, marapat ding magpasya ang bawat artista at manunulat na tumangan ng armas at mismong makilahok agraryong rebolusyon!

Kabataan, sugpuin ang pandemya ng pasismo! Tutulan ang digmaan sa kultura ng estado! Tumangan ng armas at pabagsakin ang rehimeng US-Duterte! Sumapi sa BHB!

Mapulang rebolusyonaryong pagbati ang ipinapaabot ng Kabataang Makabayan – Andres Bonifacio sa lahat ng mga Pulang Mandirigma, nagdiriwang na masa, at sa buong rebolusyonaryong kilusan para sa ika-52 na anibersaryo ng pagkakatatag ng New People’s Army (NPA), ang tunay na hukbo ng mamamayan.

Sa panahon ng pag-igting ng krisis ng pandaigdigang sistemang kapitalista at pagpupunyagi ng mga anti-imperyalistang pakikibaka at proletaryong rebolusyon, pinatunayan ng NPA ang bakal nitong disiplina at maalab na diwa ng paglilingkod sa sambayanan. Sa pagtindi ng palagiang krisis sa ating malakolonyal at malapiyudal na lipunan, at ang tumitinding tunggalian ng mga uri, mahigpit na ipinatutupad ng NPA, sa pamumuno ng ating pinakaminamahal na Partido Komunista ng Pilipinas, ang pagsulong ng demokratikong rebolusyong bayan hanggang mahinog na ang mga kondisyon para sa pagdaluyong mula kanayunan patungong kalunsuran at ibagsak ang nabubulok na sistema at ipunla ang binhi ng panibago.

Bunsod ng muog na buong pagkakaisa at husay ng Hukbo at Partido sa ideolohiya, politika, at organisasyon, lalong pinakawalan ng kontra-rebolusyonaryong rehimen ni Duterte ang mababagsik na berdugo nito sa AFP, PNP, at kanyang huntang militar na NTF-ELCAC. Kabi-kabilang paglabag sa karapatang pantao, pambobomba, pag-aresto, paniniktik, at pamamaslang ang tugon ni Duterte sa isang taong panawagan ng mamamayan para sa bakuna, ayuda, dagdag sahod, edukasyon, at paggalang sa karapatang pantao at internasyunal na makataong batas. Desperado ang rehimeng US-Duterte na supilin ang paglaban ng mamamayan kaya’t pasismo ang kinakapitan nito para pantalihin ang kontrol sa estado at ekonomiya. Sa hanay ng rebolusyonaryong kilusan, tuloy-tuloy ang atake ng mga kaaway sa mga larangang gerilya. Pinaslang din nila ang mga mahuhusay na kadre kagaya nila Antonio “Ka Manlimbasog” Cabanatan at Florenda “Ka Osang” Yap, mga NDFP peace consultant na si Randall “Ka Randy” Echanis, at mag-asawang Agaton “Ka Boy” Topacio at Eugenia “Ka Fiel” Magpantay, at marami pang martir ng bayan ng rebolusyon.

Malaking kahangalan ang propaganda ng estado hinggil sa “terorismo” ng NPA. Hindi terorismo ang pagpapatupad ng rebolusyong agraryo para sa kapakanan ng magsasaka. Hindi terorismo ang pagkaisahin at organisahin ang masa upang itatag ang lipunang walang pang-aapi at pagsasamantala. Higit lalo, hindi terorismo ang paglahok sa armadong pakikibaka, ang pinakamataas na porma ng pakikibaka, para buong pusong ialay ang sarili at buhay sa tagumpay ng rebolusyon. Makatwiran ang pakikidigmang bayang inilulunsad ng NPA dahil bunga ito ng sumisidhing krisis ng isang papadausdos na lipunan.

Ang numero-unong terorista sa bansa ay walang iba kundi si Duterte. Nasa kanyang mga kamay ang dugo ng daan-daang magsasaka, unyonista, aktibista, at mga mamamayang sinisikil ng kanyang di-makataong terorismo at kriminal na kapabayaan sa COVID-19. Hitik din ang kanyang diktadura sa mga anti-mamamayang batas at polisiya gaya ng Oplan Tokhang, TRAIN Law, Build, Build, Build, defacto martial law, CREATE LAW, at pagkulimbat sa 4-trilyong utang ng bansa. Malinaw, si Duterte ang terorista at hindi ang NPA.

Araw-araw lalong nailalantad ang mga batayan para magprotesta at maghimagsik ang mga kabataan at mamamamayan. Sa pagsulong ng bawat taon, humihinog ang mga obhetibong kondisyon para magrebulusyon. Tumitindi ang krisis ng imperyalismo at mga epekto ng neoliberal na mukha nito sa mga malakolonya. Bumabagsik ang masahol na hitsura ng pyudalismo at ang mga atrasado’t malapyudal na ekonomiya. Ngayong pandemya, hindi na maikubli ang burukrata-kapitalismo sa pagkamal ng superganansya sa gobyerno. Ang mga salik na ito ay matabang lupa para ipagtagumpay ang rebulusyon.

Dapat gulantangin ng sanlibo’t isang protesta ang mga lansangan para panagutin ang rehimeng Duterte sa kanyang mga krimen. Tinatawagan din ang lahat ng mga kabataan na tumungo sa kanayunan at sumapi sa New People’s Army upang ibagsak ang malakolonyal at malapyudal na lipunan at sumulong sa yugto ng sosyalistang rebulusyon. Primaryang tungkulin ng lahat ng kabataan ang magmulat, mag-organisa at magpakilos para sa rebulusyon at sa pagpapabagsak sa pasistang diktadura ni Duterte.

Sundan natin ang yapak ng mga kabataang makabayang yumakap sa landas ng armadong pakikibaka; mga dakilang Komunista na walang-atubiling pinaglingkuran ang sambayanan. Maalala at pinagpupugayan natin ang lahat ng mga martir ng bayan, mga Pulang mandirigma at kadre ng Partido, na hinawan ang landas para sa mga susunod pang salinlahi ng rebolusyon. Pulang saludo at pinakamataas na pagpupugay kina Monico “Ka Togs” Atienza, Lorena Barros, William Begg, Melito Glor, Christine Puche, Graziella Miranda, Erika Salang, Recca Monte, Wendell Gumban, Tania Domingo, Ian Dorado, at sa lahat ng kabataang nangarap at kumilos para sa pagsulong ng rebulusyon sa 52 taon.

Ipinapaalala saatin ni Kasamang Mao Zedong, isang dakilang gurong Komunista, na ang “karanasan natin sa tunggalian ng uri sa panahon ng imperyalismo ay nagtuturo na tanging sa kapangyarihan lamang ng baril magagapi ng proletaryado at ng sambayanan ang armadong naghaharing-uri; tanging sa pamamagitan lamang ng baril maitratransporma ang mundo.” Kaya, sumampa na sa NPA at ibagsak ang pasistang diktadura ni Duterte.

Muli, pulang saludo sa buong rebulusyong kilusan at sa New People’s Army sa ika-52 taong anibersaryo nito. Hangad namin ang mas marami pang tagumpay sa taktikal na opensiba, gawaing masa, at edukasyong pampulitika para sa pagsulong ng pambansa-demokratikong rebulusyon sa susunod na estratihikong yugto hanggang sa ganap na tagumpay.

Sa ika-52 na anibersaryo ng NPA, pinagpupugayan natin ang mga martir ng sambayanan na walang pag-iimbot na inalay ang kanilang buhay para sa pagpapalaya ng bayan. Ipinagpupunyagi natin ang mga pulang kumander at mga mandirigma na patuloy at matapang na nakikibaka para sa ating dakilang misyon na ipagtatagumpay ang digmang bayan!

Sa loob ng limampu’t dalawang taon ay hindi kailanman nagpatigil ang NPA, sa pamumuno ng Partido Komunista ng Pilipinas, sa pagtatanggol sa mamamayan at paglaban sa mapaniil na sistema. Malinaw na nailatag ang pinagkaiba ng NPA sa hukbo ng reaksyunaryong gobyernnong AFP at PNP. Ang NPA ay nagsilbi hindi para sa interes ng mga naghaharing uri, kung hindi buong panahon itong nag-oorganisa, kumikilos at lumalaban para sa interes at kagalingan ng mga Pilipinong matagal nang pinagsasamantalahan. Dahil sa ganitong katangian, hindi nakakapagtaka na ito ay maging benepisyaryo ng walang hanggang pagtitiwala, pagmamahal at suporta ng sambayanang Pilipino. Ipinakita rin nito ang walang kapares na pagpapatupad ng mulat na disiplina sa harap ng hirap at pasakit alang-alang sa buong pusong paglilingkod sa masang anakpawis. Ito ang ilan lamang sa mga katangian ng isang hukbong hindi kailan man matatalo ng mga bayarang sundalo ng reaksyunaryong pamahalaan.

Sa ilalim ng teroristang rehimen ni Duterte, lalong naghihikahos ang mamamayan sa mabilis na lumalalang krisis sa kalusugan, ekonomya at sa rumaragasang pasismo ng estado. Di nalalayo sa buong bansa, isang taon matapos magsimula ang pandemya ay labis pa rin ang kahirapang dinaranas ng mga mamamayan sa kabundukan ng Kordilyera. Gutom ang dinaranas ngayon ng mga magsasakang nalugi ang lupang sakahan dahil sa lockdown at sunod-sunod na kalamidad. Maraming manggagawa namang kung hindi nawalan ng trabaho ay nanatiling ipinagkakasya ang kakarumpot na kita sa araw-araw. Hindi na nga sapat ang kinikita ay ipinapagkait pa ng gobyerno ang ayudang nararapat sa kanila sa kabila ng limpak limpak na utang.

Sa Kamaynilaan, gumamit pa ng mga kabaong para siraan ang rebolusyonaryong kilusan. Ginamit pa ang mukha at pangalan ng isa sa mga martir ng Hukbo sa Ilocos Sur noong nakaraang taon. Sa syudad ng Baguio, naglunsad ng “protesta laban sa CPP-NPA” ang mga binayaran nilang puwersa. Ngunit wala nang maloloko ang rehimeng Duterte dahil hindi sapat ang mga tarpaulin at mga poster para sirain ang tiwala ng masa sa tunay na hukbo ng mamamayan. Imbes na madurog ay patuloy na lumalakas ang ating hukbo dahil sa pagkalantad ng kabulukan ng estado at mas papalalang sitwasyong nagtutulak sa sambayanang Pilipinong magrebolusyon.

Nararapat ang tema ngayong taon na hindi pagagapi dahil nakakatiyak tayo na ang buong rebolusyonaryong kilusan ay hindi pagagapi at sa totoo’y magpapatuloy na biguin ang reaksyunaryong rehimen. Ang kadakilaan ng bawat martir at ng mga pulang kumander at mandirigma ang siyang nagsisilbing inspirasyon sa pagpapatuloy at ubos-kayang pagpapatupad ng ating rebolusyonaryong tungkulin.

Hamon sa lahat ng kabataan na patuloy na lumaban at manindigan sa kabila ng papatinding krisis at pasismo.

Ating tupdin ang ating makasaysayang papel sa pagbabagong panlipunan at ilaan ang buong lakas, talino at enerhiya sa pagsapi sa NPA! Masikhay at sama-sama nating kamtin ang ibayo pang mga tagumpay!

Pinakamataas na pagpupugay sa 52 taon ng di-matatawarang paglilingkod sa sambayanan.

Ang New People’s Army magapursigir sa pagsulong sang husto nga linya sang Pungsodnon Demokratiko nga Rebolusyon, bilang kalubaran sang sandigan nga problema nga ginabunga sang mala-pyudal kag malakolonyal nga kahimtangan sang Pilipinas kag lubos ini nga magapaidalom sa absoluto nga pagpamuno sang Partido Komunista ng Pilipinas. Ini, ang magagarantiya sa pagpa-abanse sang rebolusyon kag sa pihak nga bahin sang kapaslawan sang US-Duterte nga rehimen nga tapuson ang rebolusyonaryo nga pagbatu sang masa. Ginapangako sang mga yunit sang NPA sa idalom sang Napoleon Tumagtang Command ang pag-atubang sang anuman nga sakripisyo kag kabudlayan sa paghimakas. Umpisa naman nga ginabatuan nila ang pagpamintas kag pasismo sang mga RCSP unit nga ginakomposar sang armi kag pulis nga nagaturag sa mga kabaryuhanan.

(Utrecht, The Netherlands) The underground revolutionary movement led by the CPP and the NDFP would certainly welcome and cooperate with everyone fighting the Duterte regime, and political formations such as 1Sambayan led by patriotic, democratic and progressive forces should be welcomed.

These points were stressed by Prof. Jose Ma. Sison, chief political consultant of the peace panel of the NDFP, during the launching today via Zoom of his much-awaited book “Upsurge of the People’s Resistance in the Philippines and the World”.

“The firm united front policy of the CPP and the NDFP relies primarily on the basic alliance of workers and peasants, including the middle and national bourgeoisie, thus they are in a position to cooperate with everyone fighting the Duterte regime,” Professor Sison emphasized.
End is near for Duterte

Although Duterte became president because of the support of the US and plunderers like the Marcoses, Estradas, and Arroyos, it would be more difficult for Duterte to stay in power beyond 2022, according to Sison. He said US president Biden could allow Duterte to finish his term provided he keeps his promise to the US to end the revolutionary movement, but that the US’ so-called deep state, which takes care of national security policy, strongly abhors and is deeply worried about China’s incursions in the south China sea and in Philippine military bases, which Duterte has allowed unhindered. This and other indications, Sison said, point that the US is preparing to drop Duterte.

Sison has cautioned “Duterte and his rascals like Parlade, Esperon, Ano and Lorenzana” not to red-tag and malign 1Sambayan because it is an independent formation from the CPP and the NDFP. It is composed of patriotic, progressive and well-meaning Filipinos who are against the corruption, thievery, economic and social negligence and abhorrence to human rights of the Duterte regime.

Sison describes his latest book as a product of his “most productive years in my entire writing life, including those which I participated in building the ideological, political and organizational foundations of the CPP, the New People’s Army, the NDFP, the revolutionary mass organizations and the local organs of political power, constituting the people’s democratic government.”
Sharpening contradictions

In a review of “Upsurge”, Irina Malenko, a Russian Marxist-Leninist, journalist and author and who collaborated with Professor Sison in translating many of his works into Russian, said the publication of the book is “undoubtedly a great event of deep significance for the world’s Marxist Leninist Maoist parties and activists, for all the progressive anti-imperialist forces…… This book provides excellent analysis of the current situation in the world, of the continuous and deepening capitalist crisis, of deepening and sharpening of all the capitalist contradictions and of the possibilities that this situation creates for our struggle for social justice, true democracy, for workers and peoples rights and for our mutual socialist future.”

“There is an expression in English that is claimed to be a translation of a traditional Chinese curse, “May you live in interesting times”…..We live indeed “in interesting times” – times of the extremes, of seemingly sheer madness and of what sometimes seems as absurd events. It is important not to become feeling overwhelmed by them, but to subject this environment to a meticulous and calm Marxist analysis. And this is exactly what Prof. Sison is doing in this book. He correctly identifies our time as the period “of the transition to a new era of unprecedented anti-imperialist resistance by the peoples of the world and the resurgence of the world proletarian revolution”. And his analysis and conclusions allow us to see these “interesting times” not just as dark, reactionary times of great upheavals, trials and tribulations, but also as times of great opportunities for enhancing and widening of our struggle and for its ultimate success”, Malenko underscored.

Resurgent global protest movement

Apart from addressing issues on the Duterte regime during the question and answer part of the booklaunching, Sison also tackled the resurgence of workers’ protests, and resistance movements such as the “yellow vest” movement, the Black Lives Matter and anti-racist movements. He said these are indications that the situation in imperialist and advanced capitalist countries are indeed changing. He explained that developed countries can still manage their crises by shifting the burden of their crises to the underdeveloped countries. But he averred that extreme conditions of exploitation and oppression in many underdeveloped countries allow for protracted people’s war to be undertaken in these countries.

He called however, for the formation of genuine communist parties in advanced capitalist countries to be able to have a sustained movement of the proletariat which would forward the struggle to a socialist revolution.
Firmly link with the basic sectors

Luis Jalandoni, chief international representative of the NDFP and former chair of its Peace Panel, called on those who want to end the Duterte regime via the legal and electoral process to try their best to have a strong unity and to firmly link with the basic masses and other oppressed sectors of Philippine society fighting for genuine sovereignty, their democratic rights, welfare, economic prosperity, social justice and genuine peace.

A music video of an album “A divergent war: songs for the pandemic” was shown, which features songs reflecting the heroic struggle of countless health workers in the war against the pandemic, and the Filipino people themselves showing what it means to be human and a Filipino in times of extreme difficulties and crises. Pinakamataas na pagkilala at pagpupugay ang ipinaaabot ng hanay ng mga makabayang guro sa BHB dahil sa hindi matatawarang sakripisyo ng mga Pulang Mandirigma. Ito ay alang-alang sa pagsusulong ng digmang bayang magpapalaya sa bansa mula sa bagsik ng pasismo sa pangunguna ng rehimeng Duterte kasapakat ang imperyalistang Estados Unidos.

Sa nakalipas na taon, lalong bumaon ang pangil ng pagpapahirap sa mga mamamayang Pilipino dahil sa krisis na idinulot ng pagpapabaya ng gubyerno sa pagtugon sa pandemyang Covid-19. Milyong-milyon ang nawalan ng hanapbuhay, milyon-milyon ang nagugutom. Dulot ng kawalan ng kahandaan at kongkretong plano, nananatili ang gubyerno sa pagpapatupad ng militarisadong quarantine. Kasabay rin nito ang pagsasantabi sa siyentipikong pagsusuri sa krisis; bagkus ay pinaigting pa ang kontra-rebolusyonaryong gera at pagpapalakas ng opensibang militar ng PNP at AFP sukdulang gamitin din ito sa pandarahas at pananakot sa taumbayan. Isinasantabi ang medikal na pagtugon sa sakit para sa kapakanan ng pagpapalago ng ekonomyang hindi rin naman nakatali sa kagalingan ng mga mamamayan.

Sa kabila nito, patuloy ang pagpupunyagi ng BHB sa pakikipaglaban para sa pagpapalaya ng bayan mula sa ugat ng krisis na ito. Sa suporta ng mga masang magsasaka, ng mga manggagawa sa pabrika at akademya, at ng malawak pang hanay ng mga nakikipaglabang mamamayan, tinitiyak nito ang pagkabigo ng teroristang rehimeng US-Duterte sa lalo pang pagkakalat ng lagim.

Naniniwala ang KAGUMA na hindi kailanman magwawakas ang pangangailangan sa armadong rebolusyon hangga’t naririyan ang tunay na virus – ang pasistang estado. Kaya nananatili ang maigting na pagpapanawagan sa mga makabayang guro at estudyante na lalo pang ilantad ang tunay na kalagayan ng mala-pyudal at mala-kolonyal na kalagayan ng lipunan at tumungo sa kanayunan!

Mapulang pagbati at pagsaludo ang ipinapaabot ng Pambansang Katipunan ng mga Magbubukid (PKM) sa Bagong Hukbong Bayan sa ika-limampu’t dalawang anibersaryo nito sa pagsusulong ng Demokratikong Rebolusyong Bayan, Rebolusyong Agraryo, at Pambansang Pagpapalaya sa imperyalismo, lokal na pyudalismo at burukrata kapitalismo. Ipinagmamalaki ng PKM ang BHB na kinikilalang hukbong magsasaka, sa absolutong pamumuno ng Partido Komunista ng Pilipinas, na tangan ang proletaryadong idelohiya ng Marxismo, Leninismo, at Maoismo. Puspos ang pagkilos ng mga kasapi sa pagkokonsolida at pagpapalawak sa baseng masa para sa masikhay na pagsusulong ng pakikidigmang gerilya. Dagdag na pagbati rin ang ipinapaabot sa sustinidong paglulunsad ng mga taktikal na opensiba at pagpaparusa sa mga pasistang pwersa ng reaksyunaryong rehimen, na paggawad din ng Rebolusyonaryong Hustisya para sa mga biktima ng terorismo ng estado.

Mataas ang aspirasyon ng PKM sa pagsusulong ng rebolusyong agraryo, kaya taus-pusong tanggap ng masang magsasaka ang armadong pakikibaka na inilulunsad ng BHB. Malinaw na walang interes magpatupad ng tunay na reporma sa lupa ang rehimeng Duterte. Kabaligtaran pa, ginagamit nito ang mga reaksyunaryong batas bilang instrumento ng malalaking panginoong maylupa, kumprador, mga burukrata kapitalista at iba pang naghaharing uri, para malawakang tapakan ang karapatan sa lupa ng masang magsasaka.

Pinalala lamang ng ilang dekadang pagpapatupad ng Comprehensive Agrarian Reform Program o CARP ang mala-pyudal na kaayusan sa bansa. Naging armas ito para sa malawakang pangangamkam ng lupa at pagpapalayas sa mga magsasaka, pag-kumbert ng mga produktibong lupang agrikultural at pagpapasok sa mga operasyong plantasyon ng mga imperyalistang agro-korporasyon.

Pambansang saklaw, mula Luzon, Visayas, at Mindanao ang pagtatanggol ng mga magsasaka sa karapatan sa lupa. Maraming lokal na pakikibakang masa ang nagpapatuloy ngayon at nasusustini ng malawak na kasapian ng mga samahan, kahit pa na mahina ang laban nito sa ligal na pamamaraan. Naging susi rito ang konsolidado at di matitinag na pagkakaisa ng napakaraming magsasaka, at nagbunga ito ng mga tagumpay na ngayon ay pinapakinabangan ng mga komunidad. Naging posible rin ito dahil sa pagiging konsolidado ng mga balangay ng PKM at sa mga epektibong pamumuno ng mga lider-magsasakang pinanday ng pakikibaka para sa uri.

Dahil sa mga tagumpay na nakakamit sa rebolusyong agraryo, itinuring na target ng mga pasistang pwersa ng reaksyunaryong rehimen ang malawak na rebolusyonaryong masang magsasaka. Mga krimen laban sa sangkatauhan at krimeng pandigma ang terorismo ng reaksyunaryong rehimeng US-Duterte. Ang paparaming kaso ng pamamaslang at pawang pagtarget sa mga sibilyan o di-armadong seksyon ng populasyon na ipinagbabawal sa napakaraming kumbensyon at tratado, partikular na binabaybay sa mga International Humanitarian Law. Walang debate na si Duterte ay isang kriminal laban sa sangkatauhan na kinamumuhian hindi lang ng mamamayan sa bansa, kundi ng malawak na internasyunal na komunidad.

Ang National Task Force to End Local Communist Armed Conflict o NTF-ELCAC ay gumana bilang sindikatong walang kinikilalang saligang batas, rule of law o pag-iral ng batas, o kahit pa sentido komon. Nahihibang ang mga ito sa red-tagging sa mga aktibista at progresibo, maging sa mga panggitnang pwersa, sa pag-aakalang magtatagumpay silang ihiwalay ang mga rebolusyonaryo sa malawak na suporta ng mamamayan. Sa katotohanan, sila ngayon ang lalong nahihiwalay, kinamumuhian, at itinuturing na mga payasong berdugo ng iba’t ibang seksyon ng lipunan.

Ang mismong pasistang paghahari at pagtanggi sa mga burges-demokratikong karapatan ng masang magsasaka ay sintomas ng mala-pyudal na lipunan. Ang puspos na pagkilala o respeto rito ay hindi pa pumapaloob sa umiiral na super-istruktura ng isang ng moda sa produksyong ang katangian ay malawakang kawalang lupa at atrasadong pamamaraan ng agrikultura. Walang umiiral na estadong para sa mamamayan, bagkus ito ay sindikato na iniluklok ng mga imperyalistang kapangyarihan. Dahil dito, mas kagyat pa ang tungkulin ng masang magsasaka, sa pamamagitan ng PKM, na itayo ang mga binhi ng demokratikong estado sa kanayunan, na tunay na binubuo at nagsisilbi sa interes ng mamamayan at nagtatanggol sa mga karapatang pantao, pambansang soberanya at patrimonya.

Napapanahon ang pagpapabagsak sa reaksyunaryong rehimeng US-Duterte dahil ito ay malawakang kinamumuhian na ng mamamayan bunga ng kriminal na kapabayaan nito at pag-weaponize o pagturing na sandata laban sa mga aktibista at kritiko ng mga lockdown policies nitong nagpapanggap na tugon sa pandemya. Mismong si Duterte ang malawakang lumabag sa mga umiiral na batas tulad ng Bill of Rights sa reaksyonaryong konstitusyon, na animo’y suspendido dahil sa mga resolusyon ng mga pasistang gunggong sa Inter-Agency Task Force o IATF.

Niyuyurakan ang karapatan ng mamamayan sa pagpapahayag, mapayapang protesta, pag-oorganisa, kabuhayan, paninirahan, mobilidad, sapat na serbisyong medikal at iba pa para sa makataong pamumuhay. Sistematiko ring inatake ng rehimen ang press freedom sa gaya sa pagpapasara ng ABS-CBN, at academic freedom gaya sa pagpapawalam-bisa sa UP-DND Accord. Ang pinakahuli ay ang paglabag nito sa karapatan sa pananampalataya, na ngayon ay inaalmahan na mismo ng Simbahang Katoliko.

Habang naka-lockdown ang malawak na mamamayan, malayang naglipana ang mga pasistang berdugo at isinasagawa ang karumal-dumal na pagpaslang sa mga lider-aktibista at rebolusyonaryo. Noong Agosto, pinatay ng mga pasistang ahente ni Duterte ang batikang lider-magbubukid at dating kumander ng BHB na si Randall “Ka Randall” Echanis. Si Echanis o “Ka Makar” ng rebolusyonaryong kilusan ay martir at bayani ng masang magsasaka, mula pa sa kanyang pagkilos sa kilusang estudyante, pamumuno sa mga yunit ng BHB at ligal-demokratikong kilusang magsasaka. Kasama sa pagbati sa BHB, ang pinakamataas na pagpupugay sa ilang dekadang ambag ni Ka Makar sa rebolusyong agraryo at demokratikong rebolusyong bayan.

Walang katapusan ang kamangmangan ng rehimen mula pa sa nakaraang taon, ngayon ay lantad na lantad na ito sa buong mamamayan at international community. Patunay sa todong pagkahiwalay ni Duterte na mismong mga elemento ng business sector o mga negosyante, at ilan sa hanay ng oligarkiya o malalaking burgesya-kumprador ay hindi na sang-ayon sa kanyang militarista at di-siyentipikong mga patakaran. Umaapaw ang kontradiksyon o mga bitak sa loob ng rehimen sa pagitan ng mga pasistang hibang sa mga patakarang lockdown, at mga neoliberalista at malalaking burgesya-kumprador na kating-kati nang buksan ang ekonomiya dahil sa mahigit P2 bilyon pagkalugi kada araw bunga ng militaristang lockdown.

Pangunahing tungkulin ng rebolusyonaryong kilusang magsasaka ang dalawahang pagsusulong sa karapatan sa lupa at paglaban sa mga patakarang lockdown ng reaksyunaryong rehimen. Hindi dapat makalimutan ang mga pinsala mula nakaraang taon, kung saan hanggang antas barangay ang lockdown, hindi makapagsaka ang mga magbubukid, at ang kanilang mga produkto ay hindi rin mailako at maibyahe dahil sa mga limitasyon sa pampublikong transportasyon. Dapat wakasan ang sistematikong pagtatapon ng rehimen sa mga magsasaka sa kadusta-dustang kalagayan, kahirapan, at kagutuman.

Kinakailangan ding panghawakan ang pagkilala sa mga magsasaka bilang mga “food security frontliner,” o pangunahing tagatiyak ng pagkain sa gitna ng kasalukuyang krisis pangkalusugan. Mismong United Nations na ang nagpaalala na dapat tiyakin ng mga estado ang kasiguruhan sa masustansyang pagkain. Ngunit ang reaksyunaryong rehimeng US-Duterte ay kabaligtaran at pawang pag-abandona o kriminal na kapabayaan, atake at abuso ang ipinatupad. Panawagan na ng masang magsasaka ang ayuda mula pa noong nakaraang taon, ngunit hindi ito tinugunan ng pasista at inutil na rehimen.

Sa huli, malaki ang tungkulin ng PKM na ikiling ang balanse tungo sa pagpapatalsik ng rehimeng US-Duterte. Ito ay pangunahin sa pamamaraan ng malawakang pagpapasampa sa mga bagong pulang mandirigma ng BHB at pagsuporta sa mga aksyong militar laban sa reaksyunaryong estado. Kailangan ding pabulwakin ang mga aksyong masa at nakabibinging mga sigaw na sipain ang pasistang baliw sa Malacanang. Sa hanay ng mga panggitnang pwersa ay dumarami na rin nananawagan sa pagbibitiw ni Duterte. Samakatuwid, kailangang lalong patatagin ang pagkakaisa ng manggagawa at magsasaka na siyang saligan ng pinakamalawak na kilusan ng mamamayan.

Muli, rebolusyonaryong pagbati ang ipinapaabot ng PKM sa BHB, at makaaasa ang mga pulang mandirigma at kumander sa masikhay at walang puknat na pagsuporta ng kasapian para gapiin ang mga pasistang kaaway, isulong ang rebolusyong agrayo at palawakin ang baseng masa. Ngayon pa lang, idinedeklara na ng PKM na bigo ang reaksyunaryong rehimeng US-Duterte sa mga panlilinlang nitong magagapi nito ang rebolusyonaryong pakikibaka ng mamamayang Pilipino!

Dear Comrades and Friends,

As author of the book Upsurge of People’s Resistance in the Philippines and the World, I wish to welcome all who are participating in this book launch and thank the renowned personages who have agreed to review the book.

Having expressed myself so much in the book, I have been asked by the organizers of this book launch to talk at some length about the New People’s Army (NPA) by way of celebrating its 52nd founding anniversary tomorrow. Thus, I have decided to discuss Duterte’s vow to destroy the NPA and consider why he will certainly fail to realize his objective. His anti-communist campaign of state terrorism cannot destroy the NPA but necessitates the intensified resistance by the people and the NPA.

Duterte’s Peace Pretense and War Obsession

Even before becoming president, Duterte tried in vain to hoodwink the Filipino nation and even the revolutionary movement that he wanted to be the first “Left” and “socialist” president and that he would bring about peace by negotiating with the National Democratic Front of the Philippines (NDFP) in order to form a coalition government.

But from the beginning of his rule, Duterte was already hellbent on conducting an all-out war policy against the revolutionary movement and the people under the guise of letting the reactionary armed forces continue his predecessor’s Oplan Bayanihan.

The NDFP noticed that Duterte had no intention of fulfilling his promise to amnesty and release all political prisoners even as he tried in vain to prejudice the GRP-NDFP peace negotiations by appointing certain progressive individuals as “representatives” of the Communist Party of the Philippines (CPP). The CPP rebuffed Duterte’s shallow ploy but nonetheless he appointed said individuals on the basis of their own personal merits of integrity and competence.

The NDFP had an accurate evaluation of Duterte as a puppet of US and Chinese business interests and as an agent of plunderers like the Marcoses and Arroyos but continued to respond positively to the calls of a broad range of peace advocates and was ever ready to engage in peace negotiations with the Duterte regime if only to let it unfold publicly what really is its position on the question of a just peace within the framework of The Hague Joint Declaration of the the GRP-NDFP.

Even while the four rounds of peace negotiations were going on, the reactionary armed forces and police of Duterte were attacking the forces of the NPA and at the same time Duterte was frequently complaining to the press against the NPA’s acts of self-defense and misrepresenting these as offensive acts. But he never properly presented his complaints to the Joint Monitoring Committee under the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) like the NDFP was doing.

As early as September 2016, patriotic and democratic mass organizations were already complaining that the Duterte regime was acting contrary to Duterte’s promises of making certain basic social and economic reforms and the amnesty and release of all political prisoners. The CPP issued on December 26, 2016 a statement criticizing Duterte’s unfulfilled promises and his manifest adherence to the US-dictated neoliberal economic policy and all-out war policy.

In January 2017, Duterte launched his own strategic plan of anti-communist military suppression which he called Oplan Kapayapaan and from month to month he took an increasingly belligerent attitude towards the revolutionary movement until he issued Proclamation No. 360 to terminate the peace negotiations on November 23 , 2017 and then Proclamation No. 374 to designate the CPP and the NPA as “terrorist” organizations om December 5, 2017.

All the while the Duterte regime was acting according to US orders to trick and attack the revolutionary forces in exchange for US military assistance under Operation Pacific Eagle-Philippines beyond US congressional oversight related to human rights. Duterte himself took this as beneficial to his own scheme of fascist dictatorship to carry out a policy of state terrorism against the CPP, NPA and the entire revolutionary movement.

It became obvious that Duterte never had any serious and sincere intention to negotiate a just peace with the NDFP. Since then, Duterte had been announcing that he could destroy the CPP and the NPA from year to year, trying to appear strong and brave but trying to obscure the fact that he was in fact failing to destroy the NPA. Just like his reactionary predecessors from Marcos onward, Duterte is already a proven failure after trying in vain for five years to destroy the armed revolution by sheer military force.

The Certain Failure of Duterte’s War Objective

As his regime enters the last year of his presidential term, the tyrant Duterte boasts of being confident of being able to destroy the CPP and the NPA, especially after railroading the law of state terrorism and further concentrating resources on the military and police. But he cannot destroy the armed revolution. Instead, he is unwittingly favoring the growth in strength and advance of the armed revolutionary movement because of his brutal campaign to preserve the ruling system and aggravate such basic problems of the people as foreign monopoly capitalism, domestic feudalism and bureaucrat capitalism.

In a semicolonial and semifeudal country like the Philippines, the worsening conditions of chronic crisis and extreme exploitation and oppression of the toiling masses of workers and peasants are favorable for the growth in strength of the CPP, NPA and other revolutionary forces in the people’s war. The bankruptcy of the neoliberal economic policy and the rapidly worsening crisis of overproduction and depression in the world capitalist system, especially since 2008, has squeezed the Philippine economy.

During his presidency, Duterte has aggravated the chronic crisis of the ruling system and the exploitation and oppression of the people. He has been subservient to foreign monopoly capitalism by keeping the Philippines underdeveloped and impoverished by its dependency on the export of raw materials, semimanufactures and laboring men and women ; and on very onerous foreign loans to cover the ever widening trade and budgetary deficits.

He has no idea of developing the Philippine economy beyond “pork barrel” economics, using increased domestic taxation and foreign borrowing to engage in infrastructure-building projects. Worst of all, corruption has wrought havoc on the Philippine economy with the graft-laden infrastructure projects, military overspending and runaway imports of food and basic commodities and luxury manufactures.

From time to time Duterte has pretended to be forging an independent foreign policy. But he has merely succeeded in proving himself a traitor and a puppet of two imperialist masters. He assures the US of retaining its dominant position in the Philippines. And he has conceded to China the sovereign and maritime rights of the Filipino people over the West Philippine Sea and has given to China the license to plunder the natural resources in the various islands of the Philippines in exchange for a promised loan of USD 24 billion at extremely onerous terms.

He is tyrannical and genocidal. He has framed up his political opponents in order to imprison or kill them. He has ordered the abduction and murder of NDFP consultants who are supposed to be under the protection of the Joint Agreement on Safety and Immunity Guarantees. He has openly ordered the mass murder of so many people to tout himself as a strong man and to intimidate the broad masses of the people. His armed minions have murdered more than 33,000 poor people who are arbitrarily listed as drug suspects and now he has extended the policy and method of Tokhang mass murder to those who are tagged as “communists” and “terrorists”.

He pretends to be against the illegal drug trade. But in fact he has made himself the supreme drug lord. Thus, the smuggling and trading of illegal drugs have escalated in collaboration with Chinese criminal syndicates. He pretends to be against corruption. But he has allowed his own family and his military and bureaucrat cronies to plunder the public treasury and economy; and has absolved his plundering predecessors and allies, especially the Marcoses and the Arroyos, of their crimes.

Since early last year, he has allowed the Covid-19 pandemic to spread in the Philippines, by welcoming more than 500,000 Chinese casino gamblers and tourists to enter the country from January to March last year. And he has used the pandemic as an opportunity to rob the people of promised funds for mass testing, medical care and economic assistance and to incur further massive foreign loans and raise the total public debt to an even more unsustainable level.

The Duterte regime is justly detested by the people. And yet, Duterte wants to perpetuate his rule by pushing charter change or by rigging the 2022 presidential elections to elect his hand-picked successor. The opposition has to pay attention to the fact that Duterte can easily rig the vote count as he did in 2019. Duterte conjures the false illusion of being popular by using public money to generate propaganda idolizing him and demonizing the opposition, the critics, social activists, human rights defenders and the various mass organizations and institutions.

Military overspending and corruption to carry out state terrorism and promote fascism in the name of the anti-communist campaign of military suppression has long backfired since the very start. The broad masses of the people are aware that Duterte and his favorite generals have pocketed huge amounts of public money by overfunding fake localized peace talks, fake surrenders, fake E-CLIP rewards, fake triad operations, fake community support and fake development projects.

Conditions Are Favorable for Armed Revolution

The rapidly worsening crisis conditions in the Philippines have come to the point that the broad masses of the people are outraged and are crying out for justice, freedom, ouster of the regime and system change against tyranny and treason, the widespread loss of jobs, homes and land, mass poverty and hunger, inflation of the prices of basic commodities, corruption at every level of officialdom and the brutality of the reactionary military and police.

Under the current circumstances, the CPP, NPA and other revolutionary forces of the people are thriving and developing fast as they did during the Marcos fascist dictatorship. The longer Duterte stays in power, the more the ruling system weakens and the more the revolutionary movement gains strength and scores greater victories. The broad masses of the people desire revolutionary change against US imperialist domination and the local exploiting classes of big compradors, landlords and bureaucrat capitalists.

The CPP is gaining prestige and strength in leading the armed revolution being carried out by the NPA and the masses. It upholds Marxism-Leninism-Maoism, as the correct theoretical guide to action, pursues the general political line of new democratic revolution with a socialist perspective and directs the strategic line of waging protracted people’s war by encircling the cities from the countryside to accumulate strength until conditions ripen for the strategic offensive to knockout the counterrevolutionary state power in the cities.

In sharp contrast to the Duterte program of treason, tyranny, state terrorism, mass murder, plunder and mass intimidation and deception, the CPP, the NPA and the entire revolutionary movement of the Filipino people are fighting for full national independence and people’s democracy, social justice, economic development through genuine land reform and national industrialization, a patriotic, scientific and mass culture and anti-imperialist solidarity and peace among all peoples of the world.

Compatriots, the revolutionary organization of overseas Filipinos, stands in solidarity with the toiling Filipino masses sustaining the burden of bailing-out families back home amid rising costs of household needs and the alarming rate of COVID-19 infections. Food, medicines, other basic commodities, and public utilities are at staggering costs. The increasing rate of unemployment and enormous poverty remain back-breaking challenges to overseas Filipino workers, while Filipinos back home continue to hurdle government lockdowns, curfews and Duterte’s televised pep-talks.

Two years of drug-war-deaths plus COVID infections and more deaths, and two years of staggering inflation have put Duterte in the spotlight. Duterte’s war on drugs unmasked the vulnerability of ordinary Filipinos in the absence of adequate public health services. His criminal negligence in mishandling a public health crisis with military solutions has isolated the citizenry from the government bureaucracy.

Loans granted supposedly for vaccines have reportedly run out, but the vaccines dispensed were all donated ones. COVID-19 infections and deaths continue to soar.

But why is the Duterte government at war with the Filipino people? The militarization of civilian law enforcement is backed by USD 6.5 million. With manufactured search warrants from allied court judges, the police and military launch midnight patrols and dawn raids. In the same way the military and police confront street protesters attacking unarmed quarantine violators and include the deployment of snipers atop armored vehicles. The Duterte government capitalizes on the pandemic by sowing terror.

The Drug war has morphed into suppressing legitimate political dissent.

The Office of the United Nations High Commissioner for Human Rights (UNHCHR) pegs the drug war fatalities to about 8,000, while the Philippine Drug Enforcement Agency (PDEA) reported 5,942 deaths. The Philippines’ Commission on Human Rights estimates 27,000 deaths as of 2019 including 73 children. Murders took place not randomly, such as the 89 cases of extrajudicial killings in Negros since 2017 to 2019. A woman human rights defender Zara Alvarez of Karapatan Negros was gunned down a week after peace negotiator and Anakpawis chair Randal “Randy” Echanis was stabbed 47 times to death. The Tumandok indigenous people asserting their right to ancestral lands were massacred, their witnesses murdered, and their lawyer attacked. The March 7 bloody Sunday massacre of 9 activists blatantly justified by state agents with 67 search warrants in the name of anti-communism. Among the victims were a couple whose eyeballs were removed, the skull of the other broken, while two other victims were riddled with bullets.

These repeated acts of violence and brutality have the intention to sow fear and terror in the minds of the people to distract their minds from dire poverty, the Corona virus, and the terrorism of the Duterte regime.

Today fear reigns all over the country. Civilians have been confined and limited to their houses, feeling helpless. Thus, it is most fitting that the ever-growing fear and paranoia, the feeling of abandonment, chronic stress and constant terror brought on by state forces be fought against. Our reality has been always been confronted by violence and death. Hence, there is nothing more logical to do but to join the fight and defend our rights. Today, more than ever armed resistance rings out loud.

On the occasion of its 52nd anniversary, Compatriots salute the New People’s Army (NPA) in its genuine, steadfast and noble dedication. The NPA has been a formidable force in the national democratic revolution. Over five decades it has been on the side of the poor, deprived and oppressed Filipino people. We laud our Red Fighters for consistently pursuing a protracted people’s war. The tactical offensives they wage constantly diminish the strengthen of the fascist enemy forces. The people’s army sustains and never waivers in their gallant commitment to a just and principled war, to liberate the Filipino people from exploitation and oppression under a semi-feudal and semi-colonial order.

Our dreams as a people are simple. In a socialist victory, one day we will be free from the worries of pursuing money and finding food for the table as there will always be enough. That jobs are secured at home where our families and loved ones are, and we do not have to travel overseas away from our families. That a comprehensive public health system will be in place to ensure care and services for every member of the family. That public housing is provided, with free public education for all.

NDF-Ilocos: On its 52nd year, NPA further proves itself a truly revolutionary army
Duterte keeps economic and political situation favorable for armed revolution

Whenever he deems to show himself and play pretend president of this administration, Rodrigo Duterte mainly just froths at the mouth with expletives, gibberish and hot air against his many opponents and critics. But there is no one or nothing that triggers him most than the continued existence and resolute advance of the NEW PEOPLE’S ARMY (NPA). As the NPA celebrates its 52nd anniversary, the NATIONAL DEMOCRATIC FRONT-ILOCOS (NDF-Ilocos) congratulates the only true revolutionary army that Duterte and his predecessors have time and again failed to crush.

Revolutionary Times

More than a year into the pandemic and its militarist mismanagement, Duterte takes us back in time by implementing another round of enhanced community quarantine. With around 13,000 dead and a daily average of 8,000 contracting the virus since cases escalated this month, with almost four million left jobless and around 90,000 small to medium-scale businesses shuttered, he still refuses to address the public health issue with medical solutions.

Meanwhile, in Region 1, the agricultural sector is practically devastated by the pandemic. Last year, due to higher cost of production, incomes went down anywhere from 30 to 65 percent. Minimal rainfall resulted in irrigation problems; many were unable to pay their debts to the National Tobacco Administration which imposes a steep 5 percent interest. Early this year, continuous rain damaged tobacco plants up to 90 percent. And for rice farmers who have had to contend with the enacted tariffication, farm gate prices went down to Php12 from the previous Php22. Also, due to irrigation issues, harvest decreased from 100 cavans in 2019 to 24 cavans the following year. Fisher folk who were prohibited from selling their catch had to bury their haul in the ground. Around 500 personnel from the bus liner Partas was laid off.

Since Day 1, these current issues has exposed the lethal rot in the current system and the few elites who control it without any bit of thought for the majority of the population. True to its character, the Duterte regime continues to whip the Filipino people with neoliberal attacks even in the midst of the pandemic. A stark example is the enactment of CREATE (or the Corporate Recovery and Tax Incentives for Enterprises Act) at the prodding of international lending banks. Official lines insist that it is necessary to cut corporate tax to “stimulate the economy.” Yet, ironically, it is most urgent now to collect revenues to provide for public health needs and economic assistance. Also, according to legal research institution IBON Foundation, there isn’t any study on whether investment decisions are made on the basis of any particular tax policy. But Duterte’s administration refuses to take note of these realities.

The abundance of economic, political and social issues means that the situation is potent for armed revolution. More and more sectors and individuals are being politicized. They confirm the glaring lack of concern for the Filipino people’s health and economic burdens; the need for radical, if not revolutionary, change is brought into harsher light. Duterte’s brand of rabid fascism through the widely criticized Anti-Terror Law has only served to reinforce the broad unity against him. Even the systematic and synchronized attacks against legal activists and progressive organizations have turned the people towards national democratic organizations, the NPA foremost of them. In the face of economic downfall, political crisis and state terrorism, the armed revolution is becoming a more viable option for the newly politicized and socially aware. These are more than enough reasons for the people’s democratic war to surge forward and the NPA to strengthen its ranks through their consolidation and expansion.

Revolutionary Army

Even before its formal inception as the NPA, its role has been to protect the Filipino people and advance their interests. Its forerunner, the Hukbong Bayan Laban sa mga Hapon took upon itself the task of repelling Japanese invaders after the American colonial government and its Filipino lackeys chose to run off. It was actually guerrilla revolutionaries who killed Ferdinand Marcos’ father Mariano, a known Japanese collaborator before his past was deodorized using Marcos wealth. And in the Cordilleras, especially when the dictator Marcos was forcing the Chico Megadam Project against the self-determined opposition of the tribes of Kalinga and Mountain Province, it was the NPA and the Igorot peoples’ armed uprising that stopped the destructive project from pushing through.

The NPA today is still very much the heroic army of the Japanese resistance then and of the people’s continuing struggle to protect their territories and livelihood. Fascist administrations, most especially Duterte’s, try in vain to paint Red fighters and commanders as terrorists, common criminals and/or immoral personas. But these maneuvers speak more about their desperation rather than the real circumstances of the Soldados ti Umili. With his vigilantes originating in Davao and then spreading to national fame, with his Tokhang death toll numbering tens of thousands and with his record of summarily executing defenseless peace consultants, Duterte is the actual terrorist.

The Red fighters’ perseverance despite all hardships springs from the fact that a new social system will arise only from the victory of an armed revolution by the upcoming dominant class, specifically the proletariat, with the rest of the people. So great is the objective of the People’s Democratic Revolution that Duterte’s best move is to once again sit down to negotiate peace and address the root causes of the revolution. Militarization in the countryside only further earns him the ire of the peasant class and this translates to greater numbers taking up arms. Because in reality, the NPA is impossibly far from surrendering and is actually valiantly overcoming the enemy’s focused military operations. Despite the deployment of several battalions with high-powered and advanced armaments against them, the NPA still stands undefeated. While some units have suffered losses, these become critical lessons. Much to Duterte’s sorrow, the sacrifices made to garner each lesson are, and will continue to be, honored by forwarding the revolutionary struggle.

The relic that is Duterte is much like the old system that the NPA is poised to inevitably overthrow. With his regime in its twilight and facing a growing ouster campaign, Duterte has merely emphasized his own ineptness and underscored the fact that the NPA as an army for revolutionary change is most steadfast against a fast-plunging regime like his. ###

Pulang saludo at pagbati sa inyong lahat! Kaisa nyo kami sa pagdiriwang ng ika-52 taong anibersaryong pagkakatatag ng NPA ngayong araw. Lubos ang aming kagalakan at paghanga sa inyong mga pagsisikap na ipagtanggol kaming mamamayan at isulong ang demokratikong rebolusyong bayan sa harapan ng uhaw-sa-dugong halimaw na rehimeng US-Duterte.

Kaisa ‘nyo rin kami sa pagbibigay parangal sa lahat ng mga pulang kumander at mandirigma na nag-alay ng kanilang buong panahon at buhay para sa ating dakilang misyon na ipagtagumpay ang demokratikong rebolusyon at mahawan ang daan tungong sosyalistang lipunan. Ang mga kabataang NPA na nagbuwis ng kanilang buhay, tulad nina Ma. Finela “Ka Riki” Mejia, Marxes Samman “Ka Jigs” Dazon, at Pamela “Ka Maymay” Peralta at marami pang iba, ang aming inspirasyon sa pagpapatuloy at ubos-kayang pagsisikap sa pagtupad ng mga rebolusyonaryong tungkulin. Patuloy naming bibitbitin ang mga aral ng kanilang dakilang buhay at sakripisyo para sa rebolusyon. Magniningning silang tulad ng Polaris na gagabay sa aming pagtahak sa rebolusyonaryong landas patungong tagumpay.

Katulad ng nararanasan ng mayorya ng mamamayan sa buong bansa, labis-labis na pagdurusa at kahirapan rin ang nararanasan naming mga kabataan sa Ilocos lalo na yaong mga nagmula sa uring anakpawis. Ang pandemyang COVID-19 at ang nagpapatuloy na militaristang lockdown ni Duterte ang higit na naglantad sa pagkabangkarote ng sistemang malapyudal sa kanayunan. Gutom ang dinaranas ngayon ng mga masang magsasaka dahil sa pagkalugi sa kanilang mga lupang sakahan. Bagsak-presyo ang mga ani, tikag (tagtuyot) ang mga bukirin, at baon sa utang sa mga komersyante’t usurero ang aming mga magulang at kapatid. Hindi na nga sapat, ipinagkakait pa sa amin ng gobyerno ng Pilipinas ang ayuda na dapat naming natatamasa.

Nais din naming ipaabot sa inyo mga kasama ang nagpapatuloy na panggigipit at karahasan laban sa amin ng mga pwersa ng militar at pulis. Dahil batid nila na hindi nila kayo makakayanang talunin hanggang sa pagtatapos ng termino ng amo nilang si Duterte, niloloko na rin nila ngayon maging ang kanilang mga sarili. Pwersahan nilang pinasusuko ang mga sibilyan at ‘di armado at ipinipresentang mga kasapi daw ng NPA. Kapalit nito, kinukuha nila ang mga reward money na ang karamihan nama’y ibinubulsa lamang ng kanilang mga opisyal. Kami na araw-araw dumaranas ng labis na kahirapan ay pinagpeperahan pa ng mga dayukdok na militar at pulis!

Sa kasalukuyan, nakakalat sa iba’t ibang bahagi ng rehiyon ng Ilocos ang mga mapanirang poster at deklarasyon ng “Persona Non Grata” laban sa inyo mga kasama. Hibang ang mga militar at pulis, kasabwat ang iilang pirasong mga opisyal ng lokal na pamahalaan, na matatalo nila ang ating rebolusyon sa pamamagitan ng mga basura at lasong ikinakalat nila sa aming mga lugar. Buo ang aming tiwala at kumpyansa sa inyo mga kasama. Nakabukas ang aming mga tahanan at komunidad sa inyong pagdating dahil kayo ang aming hukbo- tunay na tagapagtanggol at naglilingkod sa mamamayan.

Kinikilala namin ang inyong araw-araw na pagsusumikap upang magpakahusay sa paglilingkod at pagtatanggol sa masang api. Maraming salamat sa inyo, mga kasama! Ang inyong kadakilaan ay apoy na nagpapaliyab sa aming mga damdamin. Tinutupok nito ang takot at pananahimik na nais ipangibabaw ng ating mga kaaway.

On this 52nd anniversary of the New People’s Army (NPA), let us give the highest greetings to the NPA operational commands, the Red commanders, the Red fighters and the People’s Militia. For over the past five decades, they have valiantly self-sacrificed and served the Filipino people well by pressing forward the national-democratic revolution primarily by advancing the people’s war! They are cherished very much and acknowledged well by the workers, peasants, fisherfolks, urban poor, national minorities, the women and the youth, and other exploited and oppressed sectors as their trustworthy army and defenders, educators, organizers, health workers and hardworking servants who always attend to the needs of the basic masses.

As we celebrate the 52nd anniversary of the NPA, let us salute to the utmost degree the NPA and the Communist Party of the Philippines (CPP) in their continuing efforts to guide and inspire the broad peasant masses and their democratic organizations in waging the agrarian struggle in order to reduce land rent, raise wages, lower interest rates, seek fair farmgate prices, increase food production and implement other agrarian reforms such as the free distribution of land to the tillers. Under the leadership of the CPP, NPA units carry on the mass base building by expanding and strengthening various revolutionary mass organizations of peasants, women, youth, children, and the democratic sectors of the intelligentsia and national minorities, all of which are serving as the foundations for the establishment of the people’s democratic organs of political power at various levels. The basic masses fully support the NPA in the defense of their political power and in the establishment of several health committees that are ceaselessly mobilized in the public health campaign to prevent the spread of the Covid-19 pandemic and help treat those infected.

This 52nd anniversary of the NPA is a great moment of joy as we commend to the highest degree all NPA commands in launching successfully various tactical offensives nationwide against the terrorist attacks of autocrat Duterte’s pro-U.S. imperialist and anti-Filipino AFP-PNP commanders. The launching of continuing and heightening successful NPA tactical offensives clearly demonstrate that the Joint AFP-PNP Campaign Plan Kapanatagan (JCP-Kapanatagan) by means of focused military operations (FMOs), the National Task Force — End the Local Communist Armed Conflict (NTF-ELCAC) and the terrorism of the fascist Duterte regime can and will never defeat the NPA and the people’s war. The NPA will continue to advance the people’s war until autocrat Duterte’s and his fascist AFP-PNP commanders’ terrorism shall end completely; and the root causes of the armed conflict shall eventually be resolved nationwide for the Filipino people to finally achieve national liberation, genuine people’s democracy and a bright socialist future.

Over the past five decades, the Philippine allied revolutionary organizations under the National Democratic Front of the Philippines (NDFP) have expounded and continue to elucidate that the root causes of the armed conflict are no other than U.S. imperialism, domestic feudalism and bureaucrat capitalism. These three basic problems have been maintained and are being preserved by the ruling classes of big landlords and big comprador bourgeoisie who themselves make up the big bureaucrat capitalists, serving as puppets and dictated by their U.S. imperialist masters, and have positioned themselves inside the entire reactionary government which they fully control in order to defend, expand and consolidate their economic, political and military power at the expense of the exploited and oppressed Filipino people who comprise majority of the national population, especially those of the workers, semi-proletariat and urban poor, peasants, fisherfolks and national minorities. These three basic problems are the primary reasons why the Philippines remains as a semicolonial and semifeudal society that has never been independent and has a backward agricultural and non-industrial economy, that is continually maintained by the reactionary government of the U.S. imperialist puppets, exploiters and oppressors of the Filipino people, and defended by pro-U.S. imperialist and terrorist AFP-PNP commanders. And because of these three basic problems and the terroristic rule of the big landlords, big comprador bourgeoisie and big bureaucrat capitalists under the tyrant U.S.-Duterte Regime (USDR), the Filipino masses have suffered and continue to agonize in various inequities due to the problems of landlessness, poverty, high prices of basic commodities, unemployment, low wages to the contractually employed workers, inequalities, the absence of free social services for education and health, and the nonexistence of Philippine sovereignty and people’s democracy.

Consequently, the lethal war on drugs, tyrant Duterte’s farfetched reasons to justify the Marawi siege, the NTF-ELCAC, the Inter-Agency Task Force (IATF) and the Anti-Terrorism Law (ATL) have aggravated and persist to exacerbate the three basic problems and the continuing agonies of the Filipino people. In fact, these have served and continue to function as de facto martial law instruments of autocrat Duterte and his pro-U.S. imperialist and fascist AFP-PNP commanders to put the drug syndicate under their direct control; ceaselessly hurl upon the Filipino masses acts of terrorism, dictatorship, crimes of murder, suppression of people’s basic freedoms and democratic rights, bankruptcy, economic and environmental plunder and the betrayal of Philippine sovereignty; make lawful their limitless corruption of billions of the people’s money; increase budget for the reactionary AFP-PNP forces and Duterte’s terrorism against the Filipino people in the guise of ending the CPP-NPA; get more huge foreign loans from imperialist banks and from the Chinese imperialist government to fund tyrant Duterte’s anti-people projects and completely open up the Philippines to imperialist impositions and domination. What has been and is prevailing up to now in Duterte’s counterrevolutionary government is a facade of democracy that smokescreens widespread state terrorism and solely favors autocrat Duterte and his minions of big landlords, big comprador bourgeoisie, big bureaucrat capitalists, as well as his pro-U.S. imperialist and terrorist AFP and PNP commanders like the ilk of National Defense Secretary Gen. Delfin Lorenzana, AFP Chief of Staff Lt. Gen. Cirilito Sobejana, NTF-ELCAC head Lt. Gen. Antonio Parlade, National Police chief Gen. Debold Sinas, DILG Secretary retired Gen. Eduardo Afio, National Security Adviser retired Gen. Hermogenes Esperon Jr., and Presidential Adviser on the peace process retired Gen. Carlito Galvez Jr., plus 77 other retired military and police officers whom autocrat Duterte has positioned as members of his Cabinet and as heads of other major government agencies. Thus in reality, tyrant Duterte and his fascist military and police generals, making use of NTF-ELCAC and the ATL as cover-up and alibi of their state terrorism and Duterte’s military junta, have practically militarized the whole government and continue to dominate the civilian bureaucracy of the autocrat Duterte regime.

Tyrant Duterte and his terrorist AFP-PNP commanders have fully employed the lethal war on drugs, the Marawi siege, the JCPKapanatagan’s FMOs supported by the Retooled Community Support Program (RCSP) and the Enhanced-Comprehensive Local Integration Program (E-CLIP), the NTF-ELCAC’s P19 billion Barangay Development Program (DBP), the IATF and the ATL to perpetuate countless and cruelest offenses against the Filipino people. They have unleashed brutally and continue to commit GENOCIDE, CRIMES AGAINST HUMANITY and WAR CRIMES that have victimized hundreds of thousands of Filipino masses in just the past four-and-a-half years of autocrat Duterte in power. Their crimes of GENOCIDE include the bombardments of the Moro people like what happened to Marawi City, the aerial bombings as well as machinegun strafings and cannon shellings of the communities and territories of national minorities in many parts of the country but most especially the Lumad communities in Mindanao. Their CRIMES AGAINST HUMANITY comprise widespread and systematic attacks against civilian population through hamletting as a result of their widespread RCSP, forcible transfer or evacuation of the populace; deprivation of physical liberty and economic blockade of communities suspected of supporting the NPA guerrillas; cases of rape by fascist AFP-PNP forces; forced disappearances of peasant, women and youth leaders. The WAR CRIMES committed by the tyrant Duterte regime include political vilification, threats, harassment, intimidation, adduction, red-tagging and extra-judicial killing of civilians, activists and human rights defenders suspected as “communists” or NPA guerrillas; baseless search warrants, illegal arrest and detention; massacres, murders and killings of suspects who are reported by fascist AFP-PNP as resisting arrest; planting of explosives and guns as fake evidence; countless “fake NPA surrenderers” by picking out civilians and fabricating them as NPA surrenderers; destruction and looting of properties of civilians in peasant communities; pillage and directing intentionally military attacks against civilians suspected as NPA supporters and massacre of unarmed civilians. Another war crimes committed by the tyrant Duterte are the killing of NDFP and CPP personalities who are unarmed, hors de combat and retired Party leader which are all violations of the international humanitarian law and CARHRIHL; and arrest and detention of NDFP consultants which is a violation of the JASIG.

Autocrat Duterte and his pro-U.S. imperialist AFP-PNP commanders must be tried and punished by the International Criminal Court (ICC) for their serious crimes of genocide, crimes against humanity and war crimes. Taken from the Philippine Revolution Web Center (PRWC) and Ang Bayan, the bi-monthly publication of the CPP, the partial data of human rights violations (HRVs) committed by tyrant Duterte and his pro-U.S. imperialist AFP-PNP top commanders in just the past four-and-a-half years of the autocrat USDR show that there are a total of 1,020,013 human rights victims in the following HRVs perpetuated from June 2016 to December 3, 2020, as follows: 337 political and extra-judicial killing; 11 murder in violation of the rights of hors de combat; 11 abduction and enforced disappearance; 428 frustrated killing; 90,964 threat, harassment and intimidation; 369,688 victims of aerial bombing; 487,47 evacuation and displacement; 42,823 victims of illegal occupation; 165 destruction of property; 124 illegal search and seizure; 150 torture; 46 physical assault and injury; 3,168 demolition; 15,947 food and economic blockade; 195 coercion; and 8,581 curfew and Covid-19 militarist restrictions.

Counted in the above total of 337 victims of political and extra-judicial killing were 61 lawyers murdered under killer Duterte’s regime. Not included in the aforementioned partial data were the 34 activists massacred in various parts of the country from December 15, 2020 to February 5, 2021. Also not included in the above list of violation of the rights of hors de combat was the brutal killing of retired and unarmed CPP leader Comrade Antonio “Ka Susing” Cabanatan, 74 and his wife Comrade Florenda “Ka Osang”, 65 whose bodies were found in Barangay Botong, Oton, Iloilo on December 26, 2020. Similarly not listed above were the victims of more than 30,000 Filipino masses murdered by tyrant Duterte’s Oplan Tokhang in his fake war on drugs. Also not counted in the aforesaid data were the victims of more than 350,000 displaced Maranaos from 115,000 families during Duterte’s bombardment of Marawi City that totally destroyed 11,000 houses of 27,000 families.

We pray, therefore, that you, the rank-and-file men and women as well as junior officers in the AFP-PNP, respect and defend the human rights of the exploited and oppressed Filipino masses, the democratic and civil rights of social activists and human rights defenders, and the sovereign rights of the Philippines in order that our nation would become truly independent and democratic. Please remember that your salaries do not at all come from tyrant Duterte but from the taxes of the Filipino people. Hence, you must become genuine protectors of the Filipino people. It is your fundamental right and duty to disobey the orders of your fascist and pro-U.S. imperialist AFP-PNP top commanders who inflict terrorism and suffering on the Filipino people.

In a DZHR radio interview last March 22, the great tall-tale liar and pro-U.S. imperialist Lt. Gen. Parlade, the NTF-ELCAC spokesperson, repeated his incredulous fabrications that more than 14,000 NPA combatants have already surrendered and only about 1,500 NPA regulars are left behind with no fighting capacity to win battles. He continued shamelessly and maliciously to blurt out other lies like NPA recruitment has declined because of the government programs (referring to the corruption-based E-CLIP, RCSP and BDP that have created imaginarily countless fake NPA surrenderers and the 822 freed barangays). Then he falsely claimed further that kidnapping and forcible recruitment of national minorities is now the only activity of the remaining NPA to increase their number. Really, this great anti-Filipino and perjurer Lt. Gen. Parlade, his tyrant master Duterte and his co-fascist and pro-U.S. imperialist AFP-PNP commanders have never learned lessons from the U.S.-Marcos Dictatorship that propelled the NPA and the armed struggle to grow from small to big and expand from Tarlac to all the regions of the country, and now very much active in more than 110 guerrilla fronts in the rural areas of 17 regions and in 73 out of the 81 provinces. And because the armed revolution, led by the CPP and carried on by the self-reliant NPA units and the People’s Militia, has grown and expanded nationwide, it is very impossible for tyrant Duterte and their NTF-ELCAC to suppress and end the people’s war.

Autocrat Duterte ought to recognize that his crimes of rampant terrorism, corruption, treason, tyranny, butchery, plunder and mass intimidation have led the Filipino people to gnash their teeth daily in amassed anger that would finally lead to Duterte’s downfall. Certainly, the Filipino youth and the intelligentsia in urban centers are enflamed to join the NPA in order to advance the people’s war to higher stages. Thus, on this 52nd anniversary of the NPA, the exploited and oppressed masses are calling the Filipino youth and the intelligentsia to go to the countryside in order to accelerate the armed struggle by means of launching frequent tactical offensives, advancing the agrarian revolution and the mass base building through raising the level of the people’s mass organizations and the local organs of political power that constitute the people’s democratic government, aimed at overthrowing the reactionary state in due time in the strategic offensive stage.

At the same time, it is appropriate to expand and strengthen the oust tyrant Duterte movement for a powerful convergence of all forces. One way to do this is for all Filipinos, including all Christians from the Catholic and Protestant Churches, to join and support the 1Sambayan not only to prepare for the 2022 national elections but also and especially to reenact the 1986 EDSA people’s uprising. For it is only by ousting Duterte and his terrorist minions can a patriotic and democratic government be duly elected and established which would implement the already signed and approved agreements between the GRP and the NDFP such as JASIG and CARHRIHL, and support fully the resumption of the national peace talks for the resolution of the root causes of the armed conflict in order to finalize CASER for the signature and approval of both the GRP and the NDFP Negotiating Panels and their respective principals, and continue the national peace negotiations to draft and finalize agreements on political and constitutional reforms, and finally on the end of hostilities between the AFP-PNP and the NPA and the disposition of these forces. ###
