The National Democratic Front of the Philippines (NDFP) appointed Julieta de Lima last August 19 as temporary chair-person of its peace panel follow-ing the recent death of former chief negotiator Fidel Agcaoili.

NDFP chief political consultant Jose Maria Sison said that de Lima is the most senior among the members of the NDFP peace panel.

Sison said that there is no rush to appoint replacements for Agcaoili, as well as for Randall Echanis who was murdered last week. He added that “the NDFP has enough time to complete the working committees before peace negotiations will probably resume after Duterte is gone.”

Agcaoili formerly headed the NDFP section of the Joint Secretariat and Joint Monitoring Committee under the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).

Hindi lamang sa Sulu nagaganap ang mga barilan sa pagitan ng mga armadong grupo ng reaksyunaryong estado. Madalas din itong nangyayari sa mga eryang kinikilusan ng Bagong Hukbong Bayan (BHB). Maraming kaso na mismong mga tropa ng Armed Forces of Philippines ang nasasangkot sa mga misengkwentro.

Sa Southern Mindanao, iniulat ni Ka Rigoberto Sanchez, tagapagsalita ng BHB sa rehiyon, noong Agosto 29 ang magkakasunod na misengkwentro at walang patumanggang panganganyon ng militar na kumitil sa buhay ng sarili nitong mga tropa sa rehiyon sa nagdaang mga buwan.

Patay ang dalawang sundalo ng 66th IB habang sugatan ang apat na iba pa nang makaengkwentro ang kanilang mga katropa mula sa 71st IB sa Sitio Dasuran, Barangay Golden Valley, Maco, Davao de Oro noong Agosto 19. Sugatan din sa misengkwentro ang isang sundalo ng 71st IB. Kinanyon ng militar ang sarili nitong mga tropa sa naturang lugar isang oras matapos ang misengkwentro.

Noong Hulyo 3, mahusay na nakapagmaniobra ang yunit ng BHB sa Sityo Catandugan, Barangay Baganihan, Davao City nang palibutan sila ng mga elemento ng 3rd IB at 27th IB. Sa labis na pagkataranta, nabaril at napatay ng mga sundalo ang tatlo nilang kasamahan.

Noong Hunyo 25, dalawang sundalo rin ng 3rd IB ang napatay sa panganganyon ng militar sa Sityo Maro, Barangay Senuda, Kitaotao, Bukidnon. Wala pang isang oras matapos nito, binomba ng militar ang sarili nitong mga sundalo sa lugar. Noong Mayo 1, pinaputukan naman ng 3rd IB ang mga elemento ng CAFGU na nagpapatrulya malapit sa kanilang detatsment sa 3rd IB sa Sityo Bagong Silang sa parehong barangay.

Ayon kay Sanchez, hindi bababa sa sampung pambobomba ang isinagawa ng militar sa rehiyon kada buwan mula Marso hanggang Hulyo. Aniya, hindi lamang pera ng bayan ang winawaldas ng militar sa mga operasyong ito kundi maging ang buhay ng sarili nitong mga sundalo.

Kaisa ng sambayanang Pilipino, mariing kinukondena ng National Democratic Front of the Philippines-Southern Tagalog (NDFP-ST), sampu ng mga mamamayan ng rehiyong Timog Katagalugan, ang inaprubahang panukalang House Bill 7137 ng Kamara na nagdedeklara sa September 11, sa buong Ilocos Norte, bilang Ferdinand Edralin Marcos Day. Ang pagdedeklara sa kaarawan ng yumaong diktador bilang Marcos Day, sa buong Ilocos Norte, ay hindi lamang pagtatangkang baguhin ang katotohanan at rebisahin ang kasaysayan kundi isang pagtatangkang itanghal si Marcos bilang de facto na bayani.

Walang kahihiyan ang mga tagahimod na aso ni Duterte sa Kamara na alipustain ang tagumpay ng sambayanang Pilipino sa pagbabagsak sa diktadura para lamang sundin ang kagustuhan ni Rodrigo Roa Duterte na ilagay sa pedestal ang katulad nyang diktador, tiraniko, mandarambong at mamamatay taong si Ferdinand E. Marcos. Hindi pa nasapatan ang pasistang rehimeng US-Duterte na ilibing ang yumaong diktador sa mga “Libingan ng mga Bayani” sa kabila ng malawak at mariing pagtututol ng taumbayan. Buong garapal na nagpapakana pa si Duterte na gawing “bayani” ang labis na kasuklam-suklam at kinamumuhiang diktador ng sambayanang Pilipino.

Itinatatwa ni Duterte ang husga ng sambayanang Pilipino na nagpabagsak sa rehimeng US-Marcos nuong Pebrero 1986 sa pamamagitan na popular na pag-aalsa sa EDSA. Nakaugit na sa bato ng kasaysayan ng Pilipinas ang popular na pag-aalsa sa EDSA bilang tagumpay ng sambayanang Pilipino sa pakikibaka laban sa diktadurya ni Marcos. Anumang pagtatangkang rebisahin at pagandahin ang imahe ng isang diktador na tulad ni Marcos ay isang kataksilan sa bayan.

Nagbubunyi ang pamilyang Marcos at ilang mga loyalista na tulad ni Rodrigo Roa Duterte sa napakagandang regalong hatid ng House Bill 7137 sa darating na kaarawan ng yumaong diktador sa September 11. Unti-unting nagkakaroon ng katuparan ang malaon nang pangarap ng pamilyang Marcos na rebisahin ang kasaysayan, burahin ang karumal-dumal na imahe ng pamilyang ito sa paglapastangan sa karapatan at kalayaan ng mamamayan sa loob ng mahigit sa dalawang dekadang diktaturyal na paghahari ni Ferdinand E. Marcos at sa kadulo-duluhan ay itanghal itong isang “bayani.”

Sa kabilang banda, labis ang galit at nagpupuyos ang damdamin ng taumbayan sa ginawa ng 197 na kongresista na bumuto sa panukalang batas na HB 7137. Alam ng taumbayan na walang tanging layunin ang panukalang batas kundi pagandahin ang imahe at pormal na gawing bayani si Ferdinand E. Marcos kahit sa pananaw lamang ng mga mamamayan ng Ilocos Norte. Maituturing din ang panukalang batas na mis-representasyon at taliwas sa kagustuhan ng sambayanang Pilipino. Ito’y malaking insulto sa mga mamamayan ng Ilocos Norte na hindi sang-ayon sa mga ginawang pandarambong, kabuktutan at karahasan ni Ferdinand E. Marcos nuong siya’y nabubuhay pa.

Marapat lamang na kondenahin ng taumbayan si Duterte ang mga taksil sa bayan na nagluluklok sa Kamara. Hindi nila kinakatawan ang pambansa-demokratikong interes ng sambayanang Pilipino. Ang makitid na interes ng mga naghaharing oligarko sa bansa ang kanilang pinagsisilbihan.

Tanging ang mga reaksyunaryo lamang ang makikinabang sa pakanang dungisan ang maningning na pamana sa sambayanang Pilipino ng magiting na pakikibaka ng bayan laban sa diktadura. Nakamit ng bayan ang paglaya mula sa kuko ng diktadura mula sa pinuhunang dugo, buhay at walang kapantay na sakripisyo ng mga naglalamay sa dilim upang ipaglaban ang kalayaan at karapatan ng bayan mula sa pagkakasakmal ng paghaharing militar.

Labis na pag–insulto sa mga pamilya at pagyurak sa alaala ng mga biktima ng batas militar ni Marcos ang ginawa ng 197 na mga kongresista na nag-apruba sa House Bill 7137. Muling nagsariwa at binudburan pa ng asin ang hindi pa naghihilom na mga sugat na iniwan sa mga pamilya at biktima ng karahasan at lagim ng batas militar ni Marcos. Inilagay sa sulok at isinasantabi ng panukalang batas ang patuloy na paghahanap ng hustisya ng mga pamilyang namatayan ng mahal sa buhay, mga pamilyang ang mahal sa buhay ay nanatiling deceparasidos (forced dis-appearance) at ang daan-daang libong biktima ng paglabag sa karapatang pantao, kalupitan at karahasan ng batas militar ni Marcos. Sinasalungat din nito ang umiiral na batas na RA 10368 o Human Rights Victims Reparation and Recognition Act of 2013 na malinaw na kumikilala sa mga naging atrosidad at paglabag sa karapatang pantao at kalayaang sibil sa panahon ng batas militar ni Marcos.

Ang panukalang batas na House Bill 7137 ay maituturing na pag-abswelto ng mga taksil na kongresista sa mga kasalanan at krimen ni Marcos sa bayan. Pag-abswelto sa tinatayang nasa $10 bilyong halaga na dinambong ng mga Marcos sa kaban ng bayan, sa mahigit sa 70,000 na kanyang ipinakulong, sa 34,000 na nakaranas ng iba’t ibang klase ng tortyur, sa mahigit na 3,240 na pinatay at daang bilang ng mga deceparacidos o sapilitang pagkawala.

Sa kabilang banda, wala ni anumang pagsisisi na maririnig mula sa pamilyang Marcos sa naging kalupitan ng batas militar sa mga naging biktima at sa bilyon-bilyong pondong dinambong ng mga Marcos. Hanggang sa kasalukuyan, patuloy ang paggugumiit ng pamilyang Marcos na wala silang ninakaw sa kaban ng bayan, walang namatay, nawawala at walang nilabag na karapatang pantao si Ferdinand E. Marcos sa panahon ng pag-iral ng batas militar sa bansa mula 1972 hanggang 1986. Inaakala nilang mapaniniwala nila ang taumbayan sa kanilang mga kasinungalingan at sa imbing pakana nilang rebisahin ang kasaysayan.

Nasa Senado ang kasunod na laban kung maghahain din sila ng katulad na panukalang batas na inaprubahan sa Kamara. Kasalukuyang senador ang panganay na anak ni Marcos na si Imee Marcos. Siguradong isa si Imee Marcos sa posibleng maghahain ng kahalintulad na panukalang batas sa Senado para ideklara ang September 11 bilang Ferdinand E. Marcos Day sa buong Ilocos Norte.

Kailangang hadlangan, tutulan at labanan ng taumbayan ang anumang pagtatangka sa Senado na maghain ng panukalang batas na kahalintulad sa House Bill 7137. Hindi magkakaroon ng batas na magdedeklara sa September 11 bilang Marcos Day sa Ilocos Norte kung walang maipapasang batas sa Senado na kahalintulad sa House Bill 7137.

Dapat na tuligsain at magpahayag ng damdamin ang bawat mamamayan na nagmamahal sa kalayaan ang maitim na pakanang ito. Gamitin ang lahat na anyo para magpahayag sa social media at iba;t ibang daluyan upang ipabatid sa pinakamalawak na hanay ng mamamayan ang pakanang ito ng mga reaksyunaryo sa Kongreso. Maramihang lumabas sa kalsada, magprotesta at kumilos sa darating na September 21, para tutulan at labanan ang anumang uri ng pagrerebisa sa kasaysayan. Ilantad at labanan ang umiiral na de-facto martial law ng pasistang rehimeng US-Duterte.

Kailangang malawakang kumilos sa Septemebr 21 at iparamdam ng taumbayan na hindi na dapat pang maulit ang martial law at hindi ito pahihintulutan maging sa panahon at katauhan ng pasistang rehimeng US-Duterte.

Dapat ibayong magpalakas at magpalawak ang malapad na nagkakaisang prenteng anti-pasista at anti-diktadura para ibagsak sa lalong madaling panahon ang tagapagpatuloy ng diktadurya ng pangkating Marcos sa katauhan ng traydor, tiraniko, pasista, mandarambong, kriminal at mamamatay taong si Rodrigo Roa Duterte. ###

Desperate for information regarding the clandestine activities of the NPA and the revolutionary movement, 11th IB troopers resorted to the worn out ploy of disguising themselves as Red fighters.

While its main unit were conducting combat operations last August 24-28 in Siaton’s contested landholdings to harass the farmers cultivating it, about 12 soldiers went the populated Sitio Kabankalan, Barangay Tayak posing as NPAs in a vain effort to gather intelligence about the location of an alleged NPA encampment in the area.

No NPA unit or personnel were present in the area or its vicinities at that moment.

“It’s clear as day that the soldiers of 11th IB are deeply isolated from the peasant masses and the latter will not willingly feed them any reliable and actionable information. Being the armed forces of the landlords, they are disdained by the farmers for suppressing their rights and legitimate struggles,” NPA Southeast Negros spokesperson Ka Estrella Banagbanag said.

Banagbanag added “Their cover is immediately blown the moment they present themselves to the populace. The masses always know who are the real people’s army and who are the pretenders. NPA’s close link with the masses and painstaking mass work cannot be replaced by mere theatrics and make-believe acting.”

Banagbanag further said “11th IB should not bother the civilians if they failed in their intelligence work. They should fire instead their incompetent assets and networks feeding them only rumors, hearsay and fake news.” ###

Close to three million pesos went to the pockets of 11thIB commanders in July-August from the ghost implementation of Enhanced Comprehensive Local Integration Program (E-CLIP) in the 3rd District of Negros Oriental.

During this period more than 40 civilians were either hoodwinked or threatened to attend in so-called livelihood seminars facilitated by GRP line agencies that turned out to be a prep photo-op event for surrender rite of fictional NPA militias.

According to RMPC-NPA Southeast Negros spokesperson Ka Estrella Banagbanag, the said army top officials pocketed about 2.9million pesos, while only 450,000 were actually distributed in the form non-cash package like goat dispersal, sari-sari store and the like.

From these fictional militias, 11thIB was able to siphon a total of 3,440,000 from E-CLIP fund and allocated most of the amount to their own pockets and only a measly portion went to its show implementation, Banagbanag added.

Furthermore, E-CLIP rules clearly stipulated that the assistance to each surrenderee should be in the form of cash and not materials packages.

“It’a an open secret that over-pricing is commonplace in GRP programs’ implementation. For instance, the two goats plus a sack of feeds distributed per person were valued at 10,000. But a goat can be purchased at 1,500 each and the feeds can be bought at 1,000 per sack or only a total of 4,000. Meaning, the remaining 6,000 can easily be channeled to their pockets,” Banagbanag further said. ###

Kabataang Makabayan calls on all patriotic youth to resist the PNP’s renewed attempts at curtailing the masses’ democracy and freedom of speech through social media surveillance, and predictably, psywar.

Under the pretense of enforcing quarantine regulations, the PNP announced that it will be monitoring activity on social media sites like Facebook and Twitter to spot potential violators. It is peak irony for the PNP to claim that social media monitoring will merely be their tool to penalize caught lockdown offenders when it is through social media that high-ranking fascists like Metro Manila chief Debold Sinas and PNP chief Archie Gamboa were exposed breaking their own rules but managed to get away scott-free through outright denial and power play.

Indubitably, this is but another desperate measure to try to control the youth and masses as it grows ever more restless with the negligence and apathy the Duterte administration is brazenly exhibiting.

This comes not long after a series of attacks on youth and mass leaders all over the country — raging from blatant and ceaseless red-tagging accusations by government and military officials, to actual threats and murders of activists and human rights workers.

Since the start of the pandemic, the Duterte regime has tried desperately to isolate the youth and students from the wider masses who are dying everyday — either by being gunned down by state forces, or by succumbing to hunger and poverty — by forcing the lot of them to embrace the digital space as its only reality. Still, despite the government’s vain efforts, the militant and patriotic youth refused to be bullied by fascist lapdogs. Instead, they decisively faced the threat of state backlash and integrated with the masses and organized even more of the youth and students.

Now, with amplifying demands for the Duterte administration’s accountability for the crisis the country is experiencing, and defeaning clamor from the youth and masses, Duterte’s paid goons are moving to the digital space to try to crack down on the growing number of government dissenters and critics.

It is without a doubt that the PNP will use this new “project” to hand-pick more youth leaders to harass and red-tag, while attempting to scare or threaten the rest.

In the face of intensifying attacks by an ever-decaying regime, Kabataang Makabayan stands with all patriotic youth. The youth must now, more than ever, resolutely oppose Duterte’s tyrant tricks and expose its utter uselessness and gross criminality!

MARAMAG, Bukidnon- Thirty-Nine (39) Former Rebels (FRs) received Livelihood Starter Kits from the Department of Trade and Industry (DTI) in collaboration with 88th Infantry “Maringal” Battalion, Phillippine Army held at Headquarters 88IB, Purok 10, South Poblacion, Maramag, Bukidnon on September 04, 2020.

This activity of the DTI was through the “Pangkabuhayan sa Pagbangon at Ginhawa,” a livelihood and entrepreneurship program of the department. This is one of the government programs for FRs under the Enhanced Comprehensive Local Integration Program (E-CLIP). Each FR received a Sari-Sari Store Starter Kit worth P8,000 of different goods. All in all, the DTI distributed a total of 39 Starter Kits to the FRs which is equivalent to P312,000.
Director Eriberto A. Taban-ud Jr, DTI Provincial Director of Bukidnon, said, “The department is very much honored to help the former rebels and be part of their new beginnings. As part of our department goals, we will do our best to offer and bring government services closer to them.”

MAGPET, COTABATO – Municipal Local Government Unit (MLGU) of Magpet in collaboration with Army’s Alpha “Achilles” Company headed by 1LT Archelle T Cadimas (INF) PA under 72 Infantry “Gabay” Battalion conducted a 1-Day Bagani/BPATs Orientation Seminar to 50 Bagani volunteers from the Brgys of Noa and Amabel all of Magpet on Saturday, September 05, 2020 at Municipal Gymnasium.

The said activity was facilitated by the troops and officers of Alpha Company and 72IB; and was graced by Engr. Jupiter Rubino, acting Municipal Administrator in behalf of Hon. Florenito T Gonzaga, Municipal Mayor; and also the presence of PNP-MPS and IPMR of Magpet during the culmination.
”Let us be grateful for the programs of our administration so that we can achieve the peace and prosperity that we aspire for a long time. Let us maintain order and discipline within ourselves. Let us help the 72IB in maintaining peace and order in our municipality” Engr Jupiter Rubino said in his message.

In response, LTC Rey T Alvarado, Commanding Officer, 72IB expressed his gratitude for the active participation of the Bagani Volunteers during the conduct of said seminar. He reminded them of their duties and responsibilities in protecting their respective ancestral domain. He assured that 72IB will do everything to protect the people of North Cotabato and fulfill its sworn duty.

The seminar was steered thru a series of lectures, discussions, consultations from PNP- Magpet, MDRRMO and testimonies from a Former Rebel regarding the recruitment of the CTGs. The activity provided the volunteers on the knowledge on how to protect their Ancestral Domain within the barangay from infiltration of armed groups through enhancement of Integrated Territorial Defense System (ITDS), taught on safety gun handling and basic first aid.

BUENAVISTA, Agusan del Norte – Members of the Barangay Council of Malinao, a remote village in Gingoog City, Misamis Oriental, in partnership with the Community Support Program (CSP) of the 23rd Infantry Battalion and the Community Action (ComAct) team of the Philippine National Police (PNP) conducted a one-day “pulong-pulong” or gathering last September 4, 2020 (Friday).

The CSP and ComAct teams of the 23rd IB and the PNP are currently on immersion in Malinao and the neighboring barangays in Gingoog City to clear and dismantle the remaining members of the Guerrilla Front (GF) 4A and destroy the Sentro de Grabidad (SDG) CAOCAO and Sub-Regional Sentro de Gabidad (SRSDG) SAGAY of the North Central Mindanao Regional Committee (NCMRC) of the CNT.
During the gathering, some residents from the said barangay revealed that it was intimidation and fear which forced them to provide support to the Communist New People’s Army Terrorists (CNTs) in the area.

The ordeals of the residents on the presence of the CNTs conducting terroristic activities were voiced out when they were asked to freely and voluntarily express their concerns on peace and development in their communities. Aside from forcing them to provide support, the residents said the peace and development efforts of the government are hindered by the presence of the CNTs in the area. They openly uttered the uncertainties they face, especially on their families and children, as their hardships continue amidst the threats of the presence of the CNTs.

They declared that their nightmares are aggravated, especially for those who reside in the remote sitios of Malinao, especially with the current health threats of the coronavirus disease 2019 (Covid-19). The CNTs, they said, forced them to provide their food as they are now facing difficulties in securing supplies from the town centers due to the lockdowns being imposed by the local authorities. The residents could only provide food enough for their families during the pandemic but the CNTs would arrive and snatch whatever they get from the relief operations of the government. The residents declared that they want the CNTs driven away from their communities with the support of the local government unit of Gingoog City, the different agencies of the government, the Army and the PNP.

Malinao Barangay Captain Edwin P Oclarit said the pulong-pulong is timely as the residents were given the opportunity to assert their rights to live harmoniously in their communities without the presence of the CNTs. He also expressed gratitude to the 23rd IB for the continued support of the initiatives of the barangay council of Malinao. He also thanked the residents from the different sitios for attending the gathering and openly voiced out the concerns in their communities.

He also urged the people to cut off their ties with the CNTs by supporting the immersion of the 23rd IB and the PNP and reiterating that it is only by supporting the government that residents and their communities will attain genuine peace and development. “Tabangan nato ang atong kasundalohan ug kapulisan. Magkahiusa kita aron ang atong barangay ug mga komunidad mamahimong malinawon sama sa ubang mga lugar dinhi sa Misamis Oriental nga karon malinawon na tungod sa ilang panaghiusa ug pagsuporta sa atong gobyerno,” Oclarit said.

Meanwhile, Lt. Col. Julius Cesar C. Paulo urged the residents not to accept and give in to the demands of the CNTs in their villages.

“Financing and giving in to their extortion schemes make you no different from the CNTs and it makes you equally liable for committing terrorism,” Paulo said.

He emphasized that funds generated by the CNTs are used to wreak havoc through different terroristic activities they do in the different areas in Misamis Oriental.

“Providing the CNTs financial aid will not give you, your families and communities protection from their terroristic acts. In the end, you will also suffer from the hands of these terrorists,” Paulo said.

The 23rd IB commander said that lasting peace and development will only be achieved through collaborative efforts not only from the side of the government but also from the communities and its residents.

“Your Army and the government is sincere in making this country free from the insurgency. With your cooperation we can achieve genuine peace and development,” Paulo said.

BUENAVISTA, Agusan del Norte – An abandoned hideout of the Communist New People’s Army Terrorists (CNTs) was uncovered by the troopers of 23rd Infantry “Masigasig” Battalion on Saturday afternoon, September 5, 2020 in the forested area of Mt. Indocay, Sitio Bulak, Barangay Lower Olave, Buenavista, Agusan del Norte.

The discovery of the hideout and the retrieval of the different parts and supplies for high-powered firearms was successful due to the timely information provided by the local residents in the area. Upon receipt of said information, 23rd IB troopers were immediately dispatched in the area for security operations that led to the discovery of the CNT den.
The abandoned hideout measured 300 square meters that can accommodate around 30 persons. The civilians in the area said the CNTs abandoned the hideout about five months ago.

Recovered from the area includes one (1) Generator (PROMAX), one (1) magazine for AK-47 rifle, two (2) magazines for M-14 rifles, two (2) magazines for caliber .45 pistol, forty (40) rounds of CTG 5.56mm balls, eight (8) rounds for CTG caliber .30 balls, one (1) bolt assembly for M15E2S rifle, one (1) barrel for M15E2S rifle, one (1) lower receiver for M15E2S rifle, one (1) upper and lower handguard for M15E2S rifle, one (1) butt for M15E2S rifle, one (1) buffer tube for M15E2S rifle, one (1) butt plate for M-14 rifle, and one (1) upper receiver of caliber .45 pistol.

Lt. Col. Julius Cesar C. Paulo, the Acting Commander of 23rd IB expressed gratitude to the local populace in the area who pinpointed the exact location of the abandoned enemy hideout.

“We are glad that the local residents are very cooperative to us in ending local communist armed conflict in Agusan del Norte,” Paulo said.

He emphasized that Sitio Bulak is formerly known as the guerrilla base of the CNTs until they realized that they were just manipulated by the said terror group.

“After years of suffering from the hands of the CNTs, the people finally disowned and cut their support to said group making it hard now for the CNTs to enter in the said village,” Paulo said.

He also thanked the local government unit (LGU) of Buenavista, the barangay officials and the other stakeholders for their continued support in the efforts to drive out the remaining CNTs in Agusan del Norte.

“With the support of the local government and other stakeholders, numerous plans and programs will soon be established in the area,” Paulo said.

Among the efforts he highlighted is the implementation of the People Empowerment in Agriculture for Community Enhancement or PEACE Project that will promote increased agricultural production through organic farming.

The project, he added, will benefit the former rebels (FRs) who are now with their families and communities, the Indigenous People (IPs) and other sectors in the different towns of Agusan del Norte.

“This program will also be implemented in Sitio Bulak and will be successful if supported by the residents,” Paulo said.

He urged the residents of Sitio Bulak to continue their support to the government and the Army and cooperate with the implementation of different peace and development interventions of the government.

“This is what we promised you before – that when you abandon the CNT movement, the government will pour all its resources to uplift your socio-economic life conditions and bring genuine peace and development right into your homes and community,” Paulo said.

IPIL, ZSP – A Dawlah Islamiya-Abu Sayyaf Group member was neutralized in a joint law enforcement operations in Sitio Tubigsina, Barangay La Paz, Alicia, Zamboanga Sibugay, Sunday dawn, September 6, 2020.

The AFP forces together with the Zamboanga Sibugay Provincial Police Office raided the suspected hideout of Furuji Indama, DI-ASG Basilan-based Leader, who has standing warrant of arrest for his involvment in the Dos Palmas, Palawan kidnapping incident in 2001.
Series of encounters ensued between the government forces and the ASG which resulted to two soldiers wounded-in-action and scores of casualties on the ASG side.
Lt. Col. Don Templonuevo, Commanding Officer of 44IB averred that his unit received reports from the civilians in the area that suspicious persons were frequently staying in the said area which prompted him to launch a joint law enforcement operations together with the PNP.

“We immediately launched the operation to prevent these terrorists to undertake their evil motives in the community,” Lt. Col. Templonuevo said.

In a statement, Brig. Gen. Leonel Nicolas, Commander, 102Bde, who has operational jurisdiction of Zamboanga Sibugay emphasized that terrorism has no place in Zamboanga Peninsula.

“Through the continued intensified coordination, collaboration and cooperation with our PNP counterparts, the army will ensure that terrorism will have no place here in Zamboanga Peninsula,” Brig. Gen. Nicolas added.

During the clearing operation, the cadaver of a certain Idris Aquilon, a close associate of Furuji Indama and the wanted Sahibad Group, was discovered together with various ammunition and explosives.

Three civilians were also wounded during the clash and were immediately evacuated to the nearest hospital for medical treatment. The Provincial and Municipal LGUs are taking care and helping the families of the civilian casualties during their treatment

Meanwhile, Maj. Gen. Gene Ponio, Commander, 1st Infantry Division encouraged the public to stay calm and remain vigilant.

“The public has nothing to fear because our troops on the ground are on top of the situation,” Maj. Gen. Ponio said.

“However, we enjoin everyone to remain vigilant in their surroundings and report to proper authorities suspicious individuals that may take advantage of the COVID-19 crisis situation to sow fear and terror among the peace-loving people of Zamboanga Peninsula,” Maj. Gen. Ponio said.

As of this posting, continued pursuit operations are being conducted on land and sea by law enforcers against fleeing terrorists.

CLAVERIA, Misamis Oriental- A finance officer of the Communist Terrorist Group (CTG) was apprehended by government troops through a joint operation of the AFP and PNP yesterday, September 05, 2020 in Tagoloan, Misamis Oriental.

The arrested person was identified as Jenalyn Arcillas Ganzan alias Macky, 34 years old and a resident of Zone 4, Poblacion, Tagoloan, Misamis Oriental. She served as the finance officer of the HQ Nelsay, Sub-Regional Committee 1 (SRC1), Northern Central Mindanao Region Command (NCMRC).
The suspect was arrested through a search and seizure warrant issued by Hon. Judge Fernando R Fudalan, Jr. of Regional Trial Court, Branch 7, Bayugan City, Agusan del Sur for the criminal cases of Destructive Arson under CC No. 6624, and Kidnapping and Serious Illegal Detention under CC No. 6527. No bail bond was recommended by the court for his cases.


The success of said operation is the result of the continuous efforts of the Army’s 58th Infantry “Dimalulupig” Battalion and 8th Infantry “Dependable” Battalion, together with the personnel of Provincial Intelligence Unit of Misamis Oriental, 1001st MC, Regional Mobile Force Battalion 10 and Tagoloan Municipal Police Station in ending local communist armed conflict in the said province.

In his statement, Lt. Col. Ricky L Canatoy, Commanding Officer of 58IB said, “The AFP and PNP will continue to jointly operate in pursuing the terrorist group so that we can put an end to the influence of the terrorists in every community. We will remain vigilant against anyone who will try to disrupt the peace and order of the community.”

“This arrest proves that the terrorists cannot run away from the long arm of the government. So, I urge the remaining remnants of the NPA to return to the folds of the law, avail the government program under Enhanced Comprehensive and Local Integration Program (E-CLIP), and live with your families peacefully, “Lt. Col. Canatoy ended.

The arrested person was brought and held at Tagoloan MPS and to be brought to the issuing court of origin for proper disposition.

CAMP AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP) has recorded a total of 83 deaths and 505 wounded as a result of ruthless bombings perpetrated by the terrorist Abu Sayyaf Group (ASG) since 2009 until August 2020.

Military records show that the ASG committed 47 incidents using improvised explosive devices (IEDs) throughout the period mostly in Sulu, Basilan and Zamboanga. These incidents killed 20 and wounded 70 from the AFP while 63 civilians lost their lives and 435 wounded.

“The Armed Forces of the Philippines sees a greater urgency to toughen the country’s drive against terrorism due to the rising terror threats by the Abu Sayyaf Group and other local terrorists. Recent acts of violent extremism have already claimed innocent lives of both civilians and military personnel,” AFP Chief of Staff, Lieutenant General Gilbert I. Gapay said.

The most recent case was the two deadly explosions that occurred in Brgy. Walled City in Jolo, Sulu on 24 August 2020. This claimed the lives of 15 individuals and resulted to the injury of 74.

In 2019, six incidents occurred in Jolo, Indanan and Patikul towns all in the province of Sulu. These resulted to 31 deaths and 136 injured from both government forces and civilians.

The occurrences were relatively fewer in 2018 with three incidents in Basilan and Sulu that caused both AFP and civilians 10 deaths and 16 wounded. There were also lesser casualties in 2017 after 10 recorded explosions in the same provinces with three killed and seven wounded.

No IED detonation was recorded in 2016 and 2014 but the year 2015 marks the most number of wounded individuals. In that year, four different explosions were perpetrated by the ASG in Zamboanga City and Basilan that took the lives of 8 and injured 106 civilians.

In 2013, three bombing incidents transpired in Sulu and Basilan which resulted to three civilians wounded. In the same provinces in 2012, a total of four incidents occurred which resulted to two civilians killed and 13 injured.

The same provinces were also hit by 10 explosions in 2011 and 2010 which resulted to 9 killed and 84 wounded civilians. In 2009, the ASG conducted six detonations in Cotabato City, Datu Piang in Maguindanao and Jolo, Sulu which resulted to five killed and 65 wounded civilians, and one soldier who was wounded-in-action.

The Daesh-inspired terrorist group currently has 200 regular members with 212 high-powered firearms, and 147 identified supporters. They operate in areas in Sulu, Basilan, Tawi-Tawi and Zamboanga City affecting a total of 121 barangays.

“The AFP will never tolerate any attempt to sow terror and disrupt peace and development in our country. Under the provisions of the Anti-Terrorism Law, we will make sure that all efforts and capacities will be utilized to put an end to all terrorists and prevent them from inflicting further harm to the people whom we swore to protect with our lives,” Lt. Gen. Gapay said.

BALER, Aurora-“Nagkakaisang Maralita ng Dicaloyungan (Nagsamad) officers and members from Baler and Barangay Nonong Sr., San Luis, Aurora vowed their support in the implementation of the Duterte Administration’s “Whole-Of-Nation” Approach under Executive Order No. 70 creating the National Task Force to End Local Communist Armed Conflict (NTF ELCAC).

The 62 participants to the Nagsamad assembly (an affiliated organization to Justice Peace and Action Group (JPAG) and Advocates of Human Rights in Aurora Province (AHRAP) in Dr. Juan C. Angara Sports Complex commonly known as Baler Sports Complex are committed to help the local and national government in the implementation of the initiative which primarily aims to address the decades-long communist rebellion in the country.
LTC REANDREW P RUBIO INF (GSC), commanding officer of 91st Infantry (Sinagtala) Battalion, Philippine Army said that the participants declared their full and unequivocal support to the government’s Whole-Of-Nation Approach and to work hand in hand with the government.

He said that the group believes that the approach is the best solution to the communist insurgency that has ravaged the communities.

“They pledged not to be used and abused by the communist insurgents, and will utilize their voices to speak out and convince members of our communities not to support the organization’s distorted ideology like JPAG, AHRAP among others,” LTC RUBIO said.

Barangay Chairman of Barangay Zabali Reynante B. Mapindan lauded the personnel behind of the said program particularly to the 91st IB, municipal government of Baler, Baler Police Station among others.

He added that the success of the program surely benefits his constituents as they well-informed with the program of the government.

Police Lieutenant Renemar T. Montes, Deputy Chief of Police of Baler Police Station said that the policemen are 100 percent committed to support the implementation E.O. 70 and to intensify their campaign to engage with the civilian populace in partnership with the national government agencies, local government units and various sectors of civil society.

“Kaisa po kami sa programa ng 91st IB na mawakasan ang insurgency dahil nagbibigay ito ng pasakit sa ating lahat. Gusto ng lahat ng mapayapang pamumuhay at lahat po ng yan ay ating pangarap para sa susunod na henerasyon. Panawagan namin na kami ay suportahan para sa ikauunlad ng ating pamayanan. Para mawalan tayo ng problema at mawala ang naghahasik ng lagim sa ating pamayanan,” Montes said.

Antonio Buenaventura (adviser of Nagsamad) said that they withdrew their support from the organizer who motivated them before to have land at Sitio Dicaloyungan, Barangay Zabali, Baler, Aurora.

“They failed, they promised to obtain a Certificate of Land Ownership Award (CLOA). They gave us false hopes saying that we can acquire the land where we put up houses. They said that they will help us,” Buenaventura said.

“Tutulungan daw niya kami. Napag-alaman naming na ginagamit lamang pala kami. Hindi tama ang kanilang pamamalakad. Kami po ay humihiwalay na sa kanila. Yung mga dating nakapwesto sa lupa ay pinalitan na niya. Marami ang naagrabyado sa amin. Kung ano man po ngayon ang maging resulta na naayon sa batas sa Sitio Dicaloyungan ay tinatanggap po naming dahil iyon po ang tama. Marami kaming nabuyo. Bandang huli kami ang agrabyado. Sana matapos na ang problemang ito sa tulong ng gobyerno. Sana po ay matulungan ninyo kami. May butaw pa kami na Php1,000 bawat isa kada meeting. Nagbebenta siya ng lote ng hindi naming alam. Pinaghahanap buhay niya kaming mga tao,” Buenaventura added.

Juliet Capistrano, member of Nagsamad said that the left leaning organizations like JPAG/ARHAP are just using them.

She reminded the public to avoid being fooled by the said organization.

“Umasa kami na matutulungan kami ngunit ginamit lang kami. Mali yung kanilang mga patakaran. Huwag tayong magpalinlang. Lumapit tayo sa gobyerno at hindi sa mga illegal na samahan,” she said.

Melvin Luyong said all of them are victims of lies and deceptions of the organizers.

“Isa po ako sa biktima, dati po akong treasurer ng samahan noon subalit 4 months pa lang nakita ko na ang sungay ng pamunuan. Ako ang kauna-unahang kumontra sa kanila,” Luyong said.

Luyong also revealed that he personally witnessed the series of land selling (squatting syndicate), collecting of money without remittances, someone are physically harmed among others.

“Dahil sa nais naming manatili sa lugar at magkaroon ng bahay at lupa ay nanatili kami. Salamat po sa Bagong pamunuan ng gobyerno na siyang nandito sa atin na nagbigay ng lakas sa amin para itama ang mali sa Dicaloyugan para matapos ang problemang iyan. Dahil kung magpapatuloy tayo marami pa rin ang masasktan,” Luyong said.

Romulo Serrano, one of the residents in Sitio Dicaloyungan lambasted the group of ARHAP who encouraged them to join in the rally in Manila.

While Serrano is in tears in front of the gatherings, he said that the left leaning organization like ARHAP are purely telling lies.

“Kung sino man ang miyembro dito ng JPAG o AHRAP tahasan ko pong sinasabi na napakabulaan niyan. Matagal ng pinaglalaban ang lupang iyan at kung saan saan na po kami nakarating hanggang sa ngayon wala pa ring nangyari sa ipinaglalaban,” Serrano said.

Vincent Paladio who represents Mayor Rhett Ronan Angara said that the government acknowledges the group in supporting the EO70.

He said that the marching order of Mayor Rhett to the task force to end local communist armed conflict is to handle the said organization soundly and safely in accordance with the law.

“Malaking bagay po sa umpisa nating hakbang, ang gobyerno ay tumutulong sa tao at hindi kalaban ninyo. Ang gobyerno ay namamagitan din. Gusto nating mailagay siya sa tamang pamamaraan. Nagpapasalamat p kami at kinikilala ninyo ang ating gobyerno. Ang bilin po ni Mayor na maihandle ng maayos ang grupong ito at mapangalagaan natin sila ng naayon sa batas,” Paladio said.

Back to LTC RUBIO, said that all concerned agencies and their corresponding units at all levels are now in full cooperation to interact, support, provide practical solutions and solve problems and issues on the ground that are being exploited by the front communist terrorists organization in order to stir-up the populace to fight against the government through armed struggle.

He added that EO70 multi-pronged approach addresses the motivation for insurgency and will hopefully put an end to its treacherous life cycle. By doing so, there will be no reason for the Communist Party of the Philippines, its armed wing the New People’s Army, and the National Democratic Front (CPP-NPA-NDF) to arouse, agitate, organize and mobilize the vulnerable sectors and communities.

CLAVERIA, Misamis Oriental- The Philippine Army’s 58th Infantry “Dimalulupig” Battalion has recovered high powered firearm and a grenade after a clash with members of the New People’s Army (NPA) at the hinterland of So Kibalos, Brgy Quezon Heights, Balingasag, Misamis Oriental last September 01, 2020.

Acting on the report of a concern civilian, the government troops intensified their combat operation and immediately proceeded to the area where members of CTG were sighted. A firefight was then transpired which lasted for ten minutes and the enemy dispersed in different direction towards northeast and south.
While scouring the area, the government troops recovered One (1) hand grenade, One (1) Carbine Rifle with serial number 7490075, one (1) carbine magazine, 40 rounds of carbine ammo, three (3) backpacks and personal belongings. Likewise, the troops also discovered heavy bloodstains near the encounter site. The government troops have launched a pursuit operation to track down the rebels.

Meanwhile, Lt. Col. Ricky L Canatoy, Commanding Officer of 58IB, thanked the villager for the tips given to our troops and for his trust to the government. “This indicates that our people are tired and sick of the NPA’s terrorist acts and they want peace in their communities. It is also an example and a challenge to other communities to contribute to end local communist armed conflict in order to attain inclusive and sustainable peace of our nation,” Lt. Col. Canatoy said.

“While the enemy continues to intensify their terroristic acts, your Army will always be ready to protect the peace-loving people of Misamis Oriental,” he added.

Moreover, Lt. Col. Canatoy commended the troops for another accomplishment and for the successful security operation in the area.
